On September 16, 2008, the US Treasury Department blacklisted five individuals and two entities of the Iranian regime. One of the individuals, Abdul-Reza Shahlai, is a deputy commander of the elite unit of the Islamic Revolutionary Guard Corps (IRGC), the Qods Force.

In a move which could lead to a deeper probe of the dark world of Iran-backed terror networks in Iraq and their links to Lebanon's Hezbollah, U.S. troops detained a senior official in the Iraqi government, Ali al-Lami, at the Baghdad airport as he returned from Beirut. A U.S. military statement said al-Lami, suspected of ties to Iran, was taken into custody on August 28, for his role in planning a June 24 suicide bombing that killed ten people, including four Americans. "The man has been known to travel in and out of Iraq to neighboring nations including Iran and Lebanon, where it is believed he meets and helps run the Iranian-backed Special Groups in Iraq," the statement said.

“Political Guides” are members of the political bureau of the Iranian regime’s Supreme Leader’s representative office at the Islamic Revolutionary Guard Corps (IRGC).  Their task is to control and ensure adherence among IRGC ranks to the political and ideological guidelines of the regime’s Supreme Leader. As such, they are tasked with everything from selecting and training suicide bombers, to implementing widespread electoral fraud during the regime’s sham elections, in accordance with the wishes and policies of the mullahs’ Supreme Leader, currently Ali Khamenei.
