Upon request of Maliki and Iranian regime and by resorting to lies and intimidation, Martin Kobler is facilitating the fourth massacre at Camp Ashraf

NCRI - In a letter to Mrs. Maryam Rajavi, the President-elect of the Iranian Resistance on March 4, Martin Kobler by resorting to lies, brazenly claimed that the Government of Iraq has met the conditions for selling the properties of Ashraf residents that were written to him on January 7 and 13 by Senator Robert Torricelli, the legal representative of the residents. He claimed that the Government of Iraq has even agreed "with additional requests." Thus, the 100 residents who have stayed in Ashraf should give up the properties at Camp Ashraf and go to Camp Liberty, which is a killing field. Kobler has intimidated that the Government of Iraq would pursue "legal way".

Disseminating lies and Kobler's conspicuous threatening to "legal way" set the stage for the fourth massacre at Camp Ashraf. At the same time by raising the issue of properties, Kobler is trying to cover up his role in the crime against humanity at Liberty on February 9.

This is while the representatives of the residents on February 22 and 23 and 24 had written to his deputy (see below) asking for the UN concentration on the issue of protection and security of the residents. They wrote him "any solution that does not guarantee safety and security of all residents based on UNAMI’s and U.S. commitments would only expedite the next massacre. If it is not possible to immediately relocate all the residents to outside Iraq, the only feasible solution is for all of them to immediately return to Camp Ashraf."

They had also reiterated that they would not address the issue of properties until the immediate issue of security has been resolved. This is due to the fact that without resolving the issue of security, the issue of properties is simply another bloody trap by Martin Kobler.

The Iranian Resistance draws the attention of the UN Security Council, UN Secretary General, and the US authorities on the need to refer the files of three massacres of defenseless refugees to international criminal court. The Iranian Resistance in particular demands the review of the role of Martin Kobler on the crime against humanity on February 9 at Camp Liberty Prison, resulting in murdering of seven of the residents in the most hideous way and injuring of 100 of them.

Mrs. Rajavi said in this regard: Until the end of the international investigation and bringing the criminals to justice, any meeting, dialogue, and respond to Kobler's letters that set the stage and facilitate the future massacres at Camp Liberty and Camp Ashraf are irrelevant and have no place.

Letter by representative of Ashraf and Liberty residents to Amb. Busztin, Martin Kobler’s deputy

Dear Ambassador Busztin:

I would like to underscore the following issues as outlined in the residents’ letter to High Commissioner on February 14 and you have received its copy:

1. Residents want to return to Ashraf immediately in order to secure their lives. There is no other solution to the issue of security and protection. Unfortunately, Mr. Kobler has been so far a facilitator for the killing of seven people in a most heinous form and the injury and harm of more than 100 people, ten of whom have to suffer physical disability whole their life. UNAMI’s responsibility in this catastrophe is undeniable, and all efforts performed to overlook the catastrophe and portray the situation to be normal are unacceptable to the residents because it would just facilitate the next massacre.

2. We have already raised with the UNHCR, either here or in Geneva, that any solution that does not guarantee safety and security of all residents based on UNAMI’s and U.S. commitments would only expedite the next massacre. If it is not possible to immediately relocate all the residents to outside Iraq, the only feasible solution is for all of them to immediately return to Ashraf, and thereafter they can continue the interviewing process as before. This is with the exception of “Suggested patients and individuals for expediting refugee process and resettlement in EU member states” whose names were given to the UNHCR in December and January.

3. I would like to point out that the residents’ lawyers and representatives in Geneva and Liberty are in direct contact with the UNHCR. Accordingly and in light of the whole background and the blood which was shed in Liberty, the residents by no means want and accept Mr. Kobler’s and UNAMI’s intervention in their refugee status process and their relation with UNHCR whatsoever and do not trust it. We, therefore, shall not answer to any letter from you regarding UNHCR and refugee process.

We request that you avoid any intervention in this process and ask you to focus on security and protection of all residents and their return to Ashraf.

Mr. Ambassador,

Your today’s email was a further but futile attempt to overshadow the issue of the Liberty residents’ security and the necessity for their transfer to Ashraf. Your today’s reply to my yesterday’s letter in which I urged you to focus on saving the people’s lives and the transfer of the residents to Ashraf clearly illustrates that people’s lives is of no value to Martin Kobler and he is trying to ignore the protection issue and thus facilitate the fourth killing.

It seems that your today’s email at the order of Martin Kobler is written to mislead the other parties in Washington, New York and Geneva, however for those who are informed of the background, this email very well reveals GOI’s intention to deny the residents ownership and also indicates that all the SRSG’s claims in recent weeks that the GOI had accepted the three conditions that Senator Torricelli had sent you and Martin Kobler on January 7 and 13 were lies.
You have intentionally ignored what I wrote to you yesterday (February 23) that the claim that “the GOI has accepted the three conditions proposed by Senator Torricelli is another misleading lie to facilitate the next killing of the Ashraf residents and expropriation of their properties. I warn you not to continue playing this game particularly that you know very well that Kobler was never prepared to put in writing in a letter on behalf of the GOI the three conditions sent to SRSG by Senator Torricelli on January 7 and January 13 in spite of the Senator's insistence. In opposite, he clearly undermined all the three points in his letter on January 21. More important, as long as the protection of the Liberty residents is not secured and the return to Ashraf is one of the two real options to secure the residents' protection, I can assure you no one will be deceived anymore.”

The only point that I want to add is that we will no longer reply to your letters of this kind which pave the ground for further killing. Our focus is on saving the lives of the 3100 defenceless refugees who have deceitfully and forcefully been evicted by false promises and are constantly facing threats of missile attacks and further assaults.

Mr. Ambassador
I would like to urgently draw your attention to the following news which make the immediate return of the Liberty residents to Ashraf more urgent. You need to act immediately before it is too late.

"Leader of the paramilitary force "Mukhtar Army", Vasegh al-Batat in a telephone conversation told Al Hayat: "I am a loyal supporter of Velayat-e-Faqih (rule of clergy) which is represented by Mr. Khaemenei and the Hezbollah is obedient to the Leader (Khamenei). We are committed to him as our leader and will refer to him on military and political issues." He ... also warned People's Mojahedin (PMOI/MEK) against a "second decisive blow" and stressed that we consider striking and killing them as our honor and religious and moral duty and will target them in near future." Mr. Ambassador,

This is truly disgraceful of Mr. Kobler that instead of accounting and apologizing for the deceitful act to move Ashraf residents to the Liberty prison and killing field, he has instructed you to once again put pressure on us overlooking the residents' essential issue of safety and security and to facilitate the fourth massacre by pretending that the situation is normal.

We strongly warn against paving such grounds particularly that the disgraceful positions taken by Mr. and Mrs. Kobler with regards to the missile attack on February 9 has made us suspecting their aims even more than before. I have attached the NCRI's statement in this regard as well as Iranian regime welcomes to this kind of positions.

We are in contact with the UNHCR at Liberty and Geneva and in order to prevent further massacre, we severely warn Mr. Kobler to beware and not to intervene and make obstructions on this matter. This has been written to you also by Mr. Baraie. I attach his letter.

Pressurizing the residents to continue with the interviews instead of resolving the urgent issue of security is only a mask to cover up the essential dilemma of security and it will increase the dangers which a great majority of the residents who will be remaining in Camp Liberty for a long time would face. I strongly recommend the residents and you not to fall into such a bloody trap. It is indeed a despicable act to endanger others' lives.

If you intend to raise the level of the security through the GOI, this will mean nothing but to leave the birds' nest to the jackals and then await their fourth killing. Instead of pretending that the situation is normal and overlooking the real threats, try to transfer all the residents with no exception to the United States in a concrete and short period of time and if this is not feasible then as the only practical way transfer them all to Ashraf to be taken to third countries from there. It is only by this way that Mr. Kobler's fault and that of the UNAMI could be reduced to a certain extent.

While we are facing at any moment another possible deadly attack on Liberty residents, this is truly repulsive, unlawful and inhumane to intimidate us that the GOI intends to appoint a lawyer to expropriate the residents' properties. You wrote the GOI has accepted the three conditions proposed by Senator Torricelli. This is another misleading lie to facilitate the next killing of the Ashraf residents and expropriation of their properties.
