Confidential Directive of the Iranian Regime’s Command Center for Communications and Law Enforcement Security (ICT)

To all units with 24 binding directives to restrict Internet communication and prevent information leaks

  • Due to the dissemination of some of the organizational documents‌ by the State Security Staff, to prevent further security failures, issue the following protective measures to subordinate agents, and monitor their proper implementation. 
  • “Membership ban in any hostile (Internet) groups affiliated with deviant  counter-revolutionary and political currents‌,” refrain from providing “organizational information,” “information that causes tension among the population or between the people and the armed forces and the government” and” “information that causes tension between armed forces organizations.

Respectfully, subsequent to the background file from the province’s ICT office, it is hereby declared that based on the report received from the Provincial Intelligence Protection Office about the dissemination of some of the organizational documents by the State Security Staff, in order to prevent further security failures, issue the following protective measures to subordinate agents and monitor their proper implementation provisions.

A: Protective measures on staff’s membership and personal use of Social media:

  1. Avoid using official credentials when registering and using virtual social networks (photos, job description, position, etc.)
  2. Avoid creating a social group using keywords related to security phrases and titles.
  3. Avoid forming a social group consisting of only law enforcement and security staff or colleagues.
  4. Avoid disseminating any military material related to the Armed Forces.
  5. Avoid providing any information related to law enforcement activities while commenting.
  6. Avoid becoming a member of any opposition group and affiliated with deviant, counter-revolutionary, and political currents.
  7. Avoid liking the content of the anonymous pages or affiliated with deviant, counter-revolutionary, and political currents.
  8. Avoid connecting to filtered social networks, which is prohibited under computer crime law.
  9. Avoid communicating with companies, institutions, and foreigners through social networks.
  10. Refrain from communicating between a personal account and an organizational e-mail.
  11. Avoid using social media in the workplace.
  12. Avoid registering contacts with their military ranks, titles, and identities.

B. Security guidelines regarding the prohibition of creating, introducing, and exchanging information, including the following on social media:  

  1. Any organizational and related information.
  2. Information that is contrary to the holy sharia of Islam and the policies of the Islamic Republic of Iran (IRI) and the regulations of the Armed Forces (AF).
  3. Information that causes tension among the people or between the people and the AF and the government.
  4. Information that causes tension among AF organizations.
  5. Information that creates ethnic and religious tensions.
  6. Information that desecrates the real or legal individuals.
  7. Any public opinion inquiries or gathering of news and information on issues related to AF and IRI forbidden in cyberspace.
  8. Prohibition of connection to social media that are filtered, which is prohibited under computer crime law.
  9. Prohibition of communication with companies, institutions, and foreigners through social media.
  10. Refrain from communicating between a personal account and an organizational e-mail account.
  11. Prohibition of use and exploitation of personal social media in the workplace.
  12. Prohibition of registration of contacts with military titles and identities.

 This instruction clearly illustrates that the mullahs’ regime is incensed by the Iranian Resistance’s revelations on the dimensions of the Coronavirus disaster and the disclosure of the repressive role of security and military forces under the command of the Supreme Leader.

Parallel to these instructions, the regime continues to arrest innocent people under the pretext of spreading rumors about Coronavirus. On April 16, the Revolutionary Guards Brigadier General Bakhshali Kamrani, Hamedan Province’s police chief, said: “48 people who had spread rumors about the Coronavirus were identified and arrested by FATA police agents in this province,” (Rokna state-run News Agency, April 16).
