Respectfully, following letter No. 3375/01/M dated 30/01/1401 (April 19, 2022), to implement Your Eminence’s directives to assess the needs of various institutions and expenses of large and priority projects, now I submit to Your Eminence, an attachment to the letter No. 16839/M dated 14/04/1401 (July 5, 2022) by Mr. Dr. Mokhbar, the Honorable First Vice President, together with the list of strategic rail and air transportation projects of the country, with the amount of investment for each, the amount of increase in freight and passenger transportation, and the amount of energy consumption savings due to the implementation of the mentioned projects, submitted to Your Eminence, If you agree, allow the said costs to be provided and paid from bartering oil based on the text of the proposed ratification that is attached.

Respectfully, following the letter No. 17641/01/M dated 29/4/1401 (July 20, 2022) and in implementation of the guidance of Your Eminence regarding the assessment of the needs of various institutions and the expenses of large and priority projects, the list of strategic projects of rail and air transportation in the country is presented to Your Eminence with the proviso the amount of each investment and the government’s commitments regarding the amount of increase in cargo and passenger carrying capacity and the amount of energy consumption savings due to the implementation of the mentioned projects with a specific schedule within four years.
Considering the state of transportation in the country and the definite necessity of reforming it, if deem it appropriate, allow the said investment from the allocation of the government’s share of oil bartering (after deducting the legal share of the National Development Fund and the National Oil Company) to increase the capital of the country’s Transportation Development Fund by using the appropriate financing tools and methods according to the attached ratification that has been approved by the government’s Economic Headquarters.
The annual monitoring reports of the operation of this license will be submitted with meticulous legal supervision to Your Eminence.
I pray to God Almighty for the health and long blessed life of Your Eminence.
