Between April 28 and May 9, 2025, nations at the third Preparatory Committee for the 2026 Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) delivered powerful denunciations of the Iranian regime’s escalating nuclear activities, accusing Tehran of undermining international security and violating its legal obligations.

Belgium’s delegate issued a stark warning: “Iran represents a direct threat to our regime. It fails to provide the necessary guarantees on the exclusively peaceful nature of its nuclear programme. It not only has reneged on its voluntary commitments under the JCPoA, but also contravenes its legally binding obligations under its Safeguards Agreement.”

The United Kingdom similarly condemned Tehran’s defiance: “We are deeply concerned by Iran’s nuclear programme – unprecedented for a state without nuclear weapons – as well as its persistent failure to co-operate with the IAEA on its legally binding safeguards obligations. Iran must fulfil its legal obligations and clarify and resolve all outstanding issues.”

Switzerland’s Ambassador Matteo Fachinotti reinforced the alarm: “We urge Iran to fulfil its legal obligations under its Comprehensive Safeguards Agreement and Subsidiary Arrangements, including the implementation of Modified Code 3.1. We call upon Iran to fully cooperate with the International Atomic Energy Agency (IAEA) with regard to the outstanding safeguards issues and to act upon all resolutions by the IAEA Board of Governors.”

The European Union issued a grave warning over Iran’s nuclear escalation: “Iran’s unabated nuclear advances over the last five years are of utmost concern. Iran is the only non-nuclear weapon state to systematically produce and accumulate highly enriched uranium. Iran’s actions carry very significant proliferation-related risks and have no credible civilian justification.”

The United Arab Emirates added: “The UAE urges Iran to fully comply with its obligations under the Treaty on the Non-Proliferation of Nuclear Weapons and the IAEA Safeguards System. Full cooperation and complete transparency with the IAEA are critically important to address ongoing concerns about the peaceful nature of Iran’s nuclear activities and to build trust.”

New Zealand’s Deputy Permanent Representative, Rory MacDonald, warned: “We are deeply concerned by Iran’s nuclear activities… New Zealand urges Iran to fulfil its legal obligations, to resolve all outstanding safeguards issues with the IAEA, and to cooperate fully with the Agency.”

South Korea’s Ambassador Si-jin Song concluded: “International concerns for Iran’s nuclear programs remain unaddressed. We reiterate that Iran should substantively cooperate with the IAEA and take all necessary actions to resolve the issues.”

Throughout the session, delegations condemned the Iranian regime’s persistent non-compliance, failure to provide transparency, and refusal to meet its international obligations, warning that these violations undermine the integrity of the non-proliferation regime and threaten global and regional security.

Officials demanded immediate cooperation with the IAEA, full compliance with legal obligations, and resolution of all outstanding safeguards issues.
