{"id":10532,"date":"2011-05-10T05:57:10","date_gmt":"2011-05-10T04:57:10","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/statements\/iran-resistance\/10532-iraqa-province-of-iran"},"modified":"2023-01-13T21:53:35","modified_gmt":"2023-01-13T20:53:35","slug":"iraqa-province-of-iran","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/iraqa-province-of-iran\/","title":{"rendered":"Iraq\u2014A Province of Iran?"},"content":{"rendered":"<p><strong><img decoding=\"async\" title=\"national-review-online-2\" class=\" alignleft size-full wp-image-37430\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/sites\/2\/2011\/05\/national-review-online-2.jpg\" border=\"0\" style=\"margin: 5px;float: left\" width=\"211\" height=\"128\" \/>NATIONAL REVIEW ONLINE<\/strong> &#8211; Daniel Pipes May 10, 2011<\/p>\n<p><strong><em>Listing the MEK as a terrorist group is useful for the Islamic Republic \u2014 and wrong.<\/em><\/strong><\/p>\n<p>After American forces leave Iraq at the end of 2011, Tehran will try to turn its neighbor into a satrapy (i.e., a province, a satellite state), to the great detriment of Western, moderate-Arab, and Israeli interests.<\/p>\n<p> Intense Iranian efforts are already underway, with Tehran sponsoring militias in Iraq and sending its own forces into Iraqi border areas.     <\/p>\n<p>Baghdad responds with weakness \u2014 with its chief of staff proposing a regional pact with Iran and top politicians ordering attacks on the Mujahedeen-e-Khalq (MEK), an Iranian dissident organization with 3,400 members resident in Camp Ashraf, 60 miles northeast of Baghdad.<\/p>\n<p>The MEK issue reveals Iraqi subservience to Iran with special clarity. Note some recent developments:<\/p>\n<p>On April 7, the MEK released intelligence exposing Iran\u2019s growing capacity to enrich uranium, a revelation the Iranian foreign minister quickly confirmed.<br \/>\u00a0<br \/>On April 8, even as U.S. defense secretary Robert Gates was visiting Iraq, the country\u2019s armed forces attacked Ashraf. Fox News and CNN footage shows Iraqis in U.S.-supplied armored personnel carriers, Humvees, and bulldozers running down unarmed residents as sharpshooters shot at them, killing 34 people and injuring 325. The top-secret plan-to-attack order of the Iraqi military, \u201cIraqi Security Forces Operation Order No. 21, Year 2011,\u201d reveals that Baghdad sees the Ashraf residents as \u201cthe enemy,\u201d suggesting collusion between Baghdad and Tehran.<\/p>\n<p>This incident took place despite fresh pledges by Baghdad to treat the Iranian dissidents humanely and to protect them. John Kerry, chairman of the U.S. Senate Foreign Relations Committee, rightly described the attack as a \u201cmassacre,\u201d while former governor of Vermont Howard Dean called the Iraqi prime minister a \u201cmass murderer.\u201d The U.N. High Commissioner for Human Rights \u201ccondemned\u201d the attack, and the U.N. Assistance Mission for Iraq (UNAMI) expressed \u201cdeep concern.\u201d<\/p>\n<p>On April 11, the adviser for military affairs to Iranian Supreme Leader Ali Khamenei\u00a0 \u201cpraised the Iraqi Army for its recent attack on the strongholds of [the MEK] and asked Baghdad to continue attacking the terrorist base until its destruction,\u201d according to a news report.<\/p>\n<p>On April 24, despite the United Nations\u2019 insistence that \u201cCamp Ashraf residents be protected from forcible deportation, expulsion or repatriation,\u201d Baghdad and Tehran signed an extradition agreement that the state-controlled Iranian media interpret as a mechanism to transfer MEK members forcibly to Iran, where they anticipate a horrific fate.<\/p>\n<p>Iraqi maltreatment of Iranian dissidents both raises humanitarian concerns and points to the MEK\u2019s larger importance as a mechanism to thwart the U.S. goal of minimizing Tehran\u2019s influence in Iraq.<\/p>\n<p>That said, Washington \u2014 which granted \u201cprotected persons\u201d status to the Ashraf residents in 2004 in exchange for their surrendering arms \u2014 bears partial responsibility for the attacks on Ashraf; in 1997, it threw a sop to Tehran and, contrary to both fact and law, wrongly listed (and continues to list) the MEK as a \u201cForeign Terrorist Organization.\u201d<\/p>\n<p>Baghdad exploits this terrorist tag. For example, Rep. Brad Sherman (D., Calif.) reports that \u201cin private discussions the Iraqi ambassador\u2019s office has said the blood is not on the hands of the Iraqi government but is at least partially on the hands of the State Department because the MEK is listed as a terrorist group and, accordingly, Iraq doesn\u2019t feel that it has to respect the human rights of those in the camp.\u201d The terrorist designation also offers Baghdad a pretext to expel Ashraf\u2019s residents and possibly extradite them to Iran.<br \/>At this time of crisis, how to respond to Senator Kerry\u2019s call for \u201call the relevant parties . . . to seek a peaceful and durable solution\u201d? Some recommendations:<br \/>\u00a0<br \/>\u2022\u00a0U.S. Government: Remove the MEK from the list of terrorist organizations, following the wishes of a large bipartisan majority in Congress, of Barack Obama\u2019s former national security adviser, and of prominent Republicans.<\/p>\n<p>\u2022\u00a0European Union: Impose economic sanctions on Iraq if Baghdad continues to block an EU parliamentary delegation from visiting Ashraf. (The EU is Iraq\u2019s second-largest trading partner.)<\/p>\n<p>\u2022\u00a0United Nations: Station a UNAMI delegation in Ashraf, guarded by a small U.S. force, to deter future Iraqi attacks and to fulfill the demand of the U.N.
