{"id":10977,"date":"2011-07-20T08:27:31","date_gmt":"2011-07-20T07:27:31","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/statements\/iran-resistance\/10977-empower-iranians-vs-tehran"},"modified":"2023-01-13T23:48:57","modified_gmt":"2023-01-13T22:48:57","slug":"empower-iranians-vs-tehran","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/empower-iranians-vs-tehran\/","title":{"rendered":"Empower Iranians vs. Tehran"},"content":{"rendered":"<p><strong><a href=\"http:\/\/www.nationalreview.com\/articles\/272141\/empower-iranians-vs-tehran-daniel-pipes\" target=\"_blank\" title=\"Iran\u2019s most prominent opposition group should not be labeled a terrorist organization.\" rel=\"noopener noreferrer\"><img decoding=\"async\" title=\"Danil-Pipes\" class=\" alignleft size-full wp-image-37821\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/sites\/2\/2011\/07\/Danil-Pipes.jpg\" border=\"0\" style=\"margin: 5px;float: left\" width=\"160\" height=\"160\" \/>NATIONAL REVIEW ONLINE<\/a><\/strong> &#8211; BY DANIEL PIPES\u00a0 JULY 19, 2011<\/p>\n<p>Iran\u2019s most prominent opposition group should not be labeled a terrorist organization.<\/p>\n<p>How should Western governments deal with the Islamic Republic of Iran, which <a href=\"http:\/\/www.state.gov\/s\/ct\/rls\/crt\/2009\/140889.htm\" target=\"_blank\" rel=\"noopener noreferrer\">Washington<\/a> labels \u201cthe most active state sponsor of terrorism\u201d?<\/p>\n<p>Iranian aggression began in 1979, with the seizure of the U.S. Embassy in Tehran, and the holding of some of its staff as hostages for 444 days. Major subsequent attacks included two bombings in Beirut in 1983: at the U.S. embassy, killing 63, and at a U.S. Marine barracks, killing 241.<\/p>\n<p>\u00a0More recently, U.S. secretary of defense <a href=\"http:\/\/www.latimes.com\/la-fg-iraq-panetta-20110711,0,7352363.story\" target=\"_blank\" rel=\"noopener noreferrer\">Leon Panetta <\/a>stated, \u201cWe\u2019re seeing more of those weapons going in [to Iraq] from Iran, and they\u2019ve really hurt us.\u201d <a href=\"http:\/\/www.sacbee.com\/2011\/07\/07\/3754740\/mullen-accuses-iran-of-arming.html\" target=\"_blank\" rel=\"noopener noreferrer\">Mike Mullen<\/a>, chairman of the Joint Chiefs of Staff, added, \u201cIran is very directly supporting extremist Shiite groups, which are killing our troops.\u201d<\/p>\n<p>American responses fall into two main camps: tough and diplomatic. The first sees Tehran as irredeemable and counsels a policy of confrontation and even force; it assumes that diplomacy, sanctions, computer viruses, and threats of military strikes have no chance of dissuading the mullahs from going nuclear, and it speaks of regime change or a military option against the Iranian bomb. The diplomatic camp, which generally controls U.S. policy, accepts the permanence of the Islamic Republic of Iran and expects Tehran to respond to diplomatic overtures.<\/p>\n<p>A main battleground in this dispute is the question of whether or not the most prominent Iranian opposition group, the Mujahedeen-e Khalq (MeK), should remain on the U.S. government\u2019s terrorism list. The tough camp generally views the MeK, founded in 1965, as a lever against the mullahs and (with a minority dissenting) wants it delisted. The diplomatic camp argues that delisting would anger the Iranian leaders, hampering efforts to improve relations, or (contradictorily) would limit Washington\u2019s ability to <a href=\"http:\/\/online.wsj.com\/article\/SB10001424052748704810504576307102942382660.html?mod=ITP_pageone_2\" target=\"_blank\" rel=\"noopener noreferrer\">reach out to the Iranian street<\/a>.<\/p>\n<p>The pro-MeK side argues that the MeK has a history of cooperating with Washington, providing valuable intelligence on Iranian nuclear plans and tactical intelligence about Iranian efforts in Iraq. Further, just as the MeK\u2019s organizational and leadership skills helped bring down the shah in 1979, these skills can <a href=\"http:\/\/www.danielpipes.org\/4747\/unleash-the-iranian-opposition-the-mujahedeen-e-khalq\" target=\"_blank\" rel=\"noopener noreferrer\">again facilitate regime change<\/a>. The <a href=\"http:\/\/www.hrw.org\/en\/news\/2011\/01\/26\/iran-deepening-crisis-rights\" target=\"_blank\" rel=\"noopener noreferrer\">number<\/a> of street protestors arrested for <a href=\"http:\/\/www.presstv.ir\/detail\/165310.html\" target=\"_blank\" rel=\"noopener noreferrer\">association with the MeK <\/a>points to its role in demonstrations, as do slogans <a href=\"http:\/\/www.huffingtonpost.com\/ali-safavi\/iran-peoples-vitality-reg_b_512279.html\" target=\"_blank\" rel=\"noopener noreferrer\">echoing<\/a> MeK chants, e.g., calling Supreme Leader Ali Khamenei a \u201chenchman,\u201d Pres. Mahmoud Ahmadinejad a \u201cdictator,\u201d and shouting \u201cdown with the principle of Velayat-e Faqih\u201d (that a religious figure heads the government).<\/p>\n<p>A number of fomer high-level <a href=\"http:\/\/www.reuters.com\/article\/2011\/05\/20\/idUS223004+20-May-2011+PRN20110520\" target=\"_blank\" rel=\"noopener noreferrer\">American officials <\/a>advocate delisting the MeK, <a href=\"http:\/\/www.c-spanvideo.org\/program\/RightsAbu\" target=\"_blank\" rel=\"noopener noreferrer\">including<\/a> a national-security adviser (James Jones), three chairmen of the Joint Chiefs of Staff (Hugh Shelton, Richard Myers, Peter Pace), a secretary of Homeland Security (Tom Ridge), an attorney general (Michael Mukasey), and even a State Department coordinator for counterterrorism (Dell Dailey). A chorus of <a href=\"http:\/\/www.prnewswire.com\/news-releases\/senior-former-us-officials-call-for-urgent-us-un-action-to-protect-residents-of-camp-ashraf-iraq-urge-removal-of-irans-main-opposition-mek-from-fto-list-nehri-symposium-120870539.html\" target=\"_blank\" rel=\"noopener noreferrer\">prominent Republicans and Democrats <\/a>favor delisting, including a bipartisan group of <a href=\"http:\/\/thomas.loc.gov\/cgi-bin\/query\/z?c112:H.RES.60:\" target=\"_blank\" rel=\"noopener noreferrer\">80 members of Congress<\/a>.<\/p>\n<p>The anti-MeK faction does not address the benefits of delisting but argues that the U.S. government must continue the listing on the basis of allegations of terrorism. Their indictment notes that the MeK killed six Americans in the 1970s. Whether or not these allegations are accurate, a terrorist incident must have occurred <a href=\"http:\/\/intelligence.senate.gov\/laws\/pl108-458.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">within two years <\/a>to continue with the terrorist-group <a href=\"http:\/\/thomas.loc.gov\/home\/gpoxmlc108\/h3978_ih.xml\" target=\"_blank\" rel=\"noopener noreferrer\">designation<\/a> \u2014 rendering discussion of the 1970s completely irrelevant.<\/p>\n<p>What about the past two years? The pro-MeK side points to <a href=\"http:\/\/passthrough.fw-notify.net\/static\/634272\/downloader.js\" target=\"_blank\" rel=\"noopener noreferrer\">three main U.S. terrorist databases<\/a> \u2014 the RAND Database of Worldwide Terrorism Incidents (<a href=\"http:\/\/www.rand.org\/nsrd\/projects\/terrorism-incidents.html\" target=\"_blank\" rel=\"noopener noreferrer\">RDWTI<\/a>), the Global Terrorism Database (<a href=\"http:\/\/www.start.umd.edu\/gtd\/\" target=\"_blank\" rel=\"noopener noreferrer\">GTD<\/a>), and the Worldwide Incidents Tracking System (<a href=\"http:\/\/www.nctc.gov\/site\/other\/wits.html\" target=\"_blank\" rel=\"noopener noreferrer\">WITS<\/a>) \u2014 and notes that in each one the MeK comes up clean since 2006 or earlier.<\/p>\n<p>What about capabilities and intentions? The State Department\u2019s <a href=\"http:\/\/www.state.gov\/s\/ct\/rls\/crt\/2006\/\" target=\"_blank\" rel=\"noopener noreferrer\">2006<\/a> \u201cCountry Reports on Terrorism\u201d accused the MeK of maintaining \u201ccapacity and will\u201d for terrorist acts but the 2007, 2008, and 2009 reports omitted this statement. <a href=\"http:\/\/www.siac.tribunals.gov.uk\/poac\/Documents\/outcomes\/PC022006%20PMOI%20FINAL%20JUDGMENT.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Britain\u2019s<\/a> Court of Appeal derided proscription of the MeK as \u201cperverse,\u201d and the group was removed from the U.K. terrorist list in 2008. The <a href=\"http:\/\/euobserver.com\/9\/27472\" target=\"_blank\" rel=\"noopener noreferrer\">European Union <\/a>cleared the group of terrorism charges in 2009. The <a href=\"http:\/\/www.fofi.se\/blog\/2011\/05\/13\/france-dismisses-terror-probe-of-iranian-opposition-group\/\" target=\"_blank\" rel=\"noopener noreferrer\">French judiciary <\/a>dismissed all terrorism-related allegations against the group in May 2011.<\/p>\n<p>In brief, the argument to maintain the MeK\u2019s terrorist designation is baseless.<\/p>\n<p>Following a <a href=\"http:\/\/www.cadc.uscourts.gov\/internet\/opinions.nsf\/8390067BF1E1E876852578070070EB87\/$file\/09-1059-1255582.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">court-mandated review <\/a>of the MeK\u2019s terrorist designation, the secretary of state must soon decide whether to maintain this listing.
