{"id":12112,"date":"2012-07-16T18:53:42","date_gmt":"2012-07-16T17:53:42","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/news1613067580\/news-sp-256\/iran-a-world\/12112-syria-in-a-state-of-civil-war-red-cross"},"modified":"2023-01-14T05:41:06","modified_gmt":"2023-01-14T04:41:06","slug":"syria-in-a-state-of-civil-war-red-cross","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/news\/iran-a-world\/syria-in-a-state-of-civil-war-red-cross\/","title":{"rendered":"Syria in a state of civil war: Red Cross"},"content":{"rendered":"<p><img decoding=\"async\" title=\"soryehal-sharqalwsat10june\" class=\" alignleft size-full wp-image-38867\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/sites\/2\/2012\/06\/soryehal-sharqalwsat10june.gif\" border=\"0\" width=\"150\" style=\"float: left;margin-left: 10px;margin-right: 10px\" \/><a href=\"http:\/\/www.asharq-e.com\/news.asp?section=1&amp;id=30345\" target=\"_blank\" rel=\"noopener noreferrer\">Asharq Al-Awsat &#8211; GENEVA, (AFP)<\/a> \u2014 Syria is in a state of all-out civil war and all sides must respect international humanitarian law or risk facing war crimes prosecutions, the Red Cross said on Monday.<br \/>The International Committee of the Red Cross had previously regarded only the areas around Idlib, Homs and Hama as zones of non-international armed conflict &#8212; the diplomatic term for civil war.<\/p>\n<p>&#8220;This is not a new development; we already notified those involved (in the fighting) and in April we said that this situation of non-international armed conflict applied to three specific areas,&#8221; spokesman Alexis Heeb told AFP.<\/p>\n<p>&#8220;Now each time there is fighting we can see conditions that can be defined as a non-international armed conflict,&#8221; he said, adding that &#8220;international humanitarian law applies&#8221; to such circumstances.<\/p>\n<p>The Geneva Conventions define how civilians should be protected during conflict and also the conditions for &#8220;people who are no longer fighting, for example those who are injured, and also the conditions in which they can be detained&#8221;, added the spokesman.<\/p>\n<p>This change in status means combatants could now be subject to the Geneva Conventions, leaving them more exposed to war crimes prosecutions.<\/p>\n<p>The ICRC has regularly asked the Syrian authorities to respect the rights of injured people in medical centres and to provide access to prisoners in various detention centres<br \/>\u00a0<br \/>\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Asharq Al-Awsat &ndash; GENEVA, (AFP) &mdash; Syria is in a state of all-out civil war and all sides must respect international humanitarian law or risk facing war crimes prosecutions, the [&#8230;]<\/p>\n","protected":false},"author":2,"featured_media":0,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[18],"tags":[175],"class_list":{"0":"post-12112","1":"post","2":"type-post","3":"status-publish","4":"format-standard","6":"category-iran-a-world","7":"tag-updated"},"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.3 -
