{"id":12341,"date":"2012-10-15T17:51:26","date_gmt":"2012-10-15T16:51:26","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/news1613067580\/news-sp-256\/iran-a-world\/12341-iran-eu-strengthens-sanctions-over-lack-of-progress-in-nuclear-talks"},"modified":"2023-01-14T05:28:48","modified_gmt":"2023-01-14T04:28:48","slug":"iran-eu-strengthens-sanctions-over-lack-of-progress-in-nuclear-talks","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/news\/iran-a-world\/iran-eu-strengthens-sanctions-over-lack-of-progress-in-nuclear-talks\/","title":{"rendered":"Iran: EU strengthens sanctions over lack of progress in nuclear talks"},"content":{"rendered":"<p><strong><em><span style=\"text-decoration: underline\"><img decoding=\"async\" title=\"news_82_European_Council_lo\" class=\" alignleft size-full wp-image-38211\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/sites\/2\/2011\/10\/news_82_European_Council_lo.jpg\" border=\"0\" width=\"150\" style=\"float: left;margin-left: 10px;margin-right: 10px\" \/><a href=\"http:\/\/www.consilium.europa.eu\/uedocs\/cms_data\/docs\/pressdata\/EN\/foraff\/129724.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Luxembourg,<\/a> 15 October 2012<br \/>14803\/12<br \/>PRESSE 422<\/span><\/em><\/strong><\/p>\n<p>Given the EU&#8217;s serious and deepening concerns over Iran&#8217;s nuclear programme, the<br \/>Council today significantly broadened EU restrictive measures against that country.<\/p>\n<p>The Council today reiterated its &#8220;serious and deepening concerns over Iran&#8217;s nuclear<br \/>programme and the urgent need for Iran to comply with all its international obligations&#8221;.<br \/>At the same time, it reaffirmed the EU&#8217;s &#8220;longstanding commitment to work for a<br \/>diplomatic solution to the Iranian nuclear issue in accordance with the dual track<br \/>approach&#8221;.<br \/>The objective of the EU remains to achieve a comprehensive, negotiated, long-term<br \/>settlement which restores international confidence in the exclusively peaceful nature of the<br \/>Iranian nuclear programme, while respecting Iran&#8217;s legitimate right to the peaceful use of<br \/>nuclear energy under the Non Proliferation Treaty.<br \/>Today&#8217;s decisions target Iran&#8217;s nuclear and ballistic programmes and the revenues of the<br \/>Iranian government for these programmes. They are meant to persuade Iran to engage<br \/>constructively by negotiating seriously and addressing the concerns of the international<br \/>community. The sanctions are not aimed at the Iranian people.<br \/>In particular, the Council took further measures to ensure that EU financial institutions do<br \/>not process funds that could contribute to Iran&#8217;s nuclear programme or to the development<br \/>of ballistic missiles. Therefore it prohibited all transactions between European and Iranian<br \/>banks, unless they are explicitly authorised in advance by national authorities under strict<br \/>conditions. Under these conditions, authorised trade can continue. In addition, the Council<br \/>has decided to strengthen the restrictive measures against the Central Bank of Iran.<br \/>The Council also banned the export to Iran of further materials relevant to the Iranian<br \/>nuclear and ballistic programmes or to industries controlled by the Iranian Revolutionary<br \/>Guard Corps. This concerns in particular graphite, raw or semi-finished metals, such as<br \/>aluminium and steel, as well as software for integrating industrial processes. The<br \/>prohibition also includes related technical or financial assistance.<br \/>The Council also banned the import of natural gas from Iran into the EU. This concerns<br \/>import, purchase and transport of gas, as well as finance and insurance related to these<br \/>activities. In addition, the Council agreed to broaden the existing export ban on key<br \/>equipment for the Iranian oil, gas and petrochemical industries.<br \/>Vessels belonging to EU citizens and companies may no longer be used for transporting or<br \/>storing Iranian oil and petrochemical products. Further, the involvement of EU industries<br \/>in the construction of new oil tankers for Iran will no longer be permitted and key naval<br \/>equipment and technology for ship building and maintenance can no longer be supplied to<br \/>Iran. The Council also banned flagging and classification services for Iranian oil tankers<br \/>and cargo vessels.<br \/>EU member states also decided to stop supporting trade with Iran through new short-term<br \/>export credits, guarantees or insurance. Medium- and long-term commitments were already<br \/>previously prohibited.<br \/>Finally, the Council targeted 34 additional Iranian entities providing substantial financial<br \/>support to the Iranian government and one person involved in the Iranian nuclear<br \/>programme with an asset freeze and a travel ban.
