Since the one-year deadline for this organization was expired on January 21, the assignment of this bill related to the work of the\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/economy\/26082-iran-terrorist-designation-will-affect-fatf-bill\" rel=\"noopener noreferrer\">Financial Action Task\u00a0Force\u00a0(FAT<\/a><a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/economy\/26082-iran-terrorist-designation-will-affect-fatf-bill\" rel=\"noopener noreferrer\">F)<\/a>\u00a0should be considered\u00a0finished.<!--more--><\/p>\n<p>According to the regime\u2019s laws, if the mullahs&#8217; Expediency Council cannot make a final decision on the case after a year, then the Guardian Council&#8217;s opinion in rejecting the CFT will be valid, therefore the CFT will no longer be considered as law. This is the same process as for the Palermo convention.<\/p>\n<p>In addition\u00a0to\u00a0the\u00a0regime\u2019s infightings\u00a0over\u00a0the\u00a0adoption\u00a0of this\u00a0bill in the\u00a0Parliament, Guardian Council and ultimately the Expediency Council, the regime\u2019s absolute deadlock\u00a0and\u00a0emerging crises prevent it from ratifying the\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/economy\/26108-iran-regime-s-fatf-division-develops\" rel=\"noopener noreferrer\">FATF<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p dir=\"ltr\" lang=\"en\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> Regime Still Won&#8217;t Conform to the <a href=\"https:\/\/twitter.com\/hashtag\/FATF?src=hash&amp;ref_src=twsrc%5Etfw\">#FATF<\/a> Requirements<br \/>\nMaking Europe\u2019s financial mechanism called INSTEX, available to Iran is conditioned upon the regime in <a href=\"https:\/\/twitter.com\/hashtag\/Tehran?src=hash&amp;ref_src=twsrc%5Etfw\">#Tehran<\/a> conforming to the Financial Actions Task Force (FATF) money laundering standards.<a href=\"https:\/\/t.co\/LYNc6HOHEQ\">https:\/\/t.co\/LYNc6HOHEQ<\/a> <a href=\"https:\/\/t.co\/SHWsgM1Rfq\">pic.twitter.com\/SHWsgM1Rfq<\/a><\/p>\n<p>\u2014 NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1115889304134459392?ref_src=twsrc%5Etfw\">April 10, 2019<\/a><\/p><\/blockquote>\n<p>Joining the FATF and specifically adopting its main bills, the\u00a0United Nations Convention against Transnational Organized Crime\u00a0(Palermo\u00a0Convention) and the\u00a0Combating the Financing of Terrorism\u00a0(CFT),\u00a0are among\u00a0those conditions that regime is not able to accept, despite its dire economic situation.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> Regime&#39;s <a href=\"https:\/\/twitter.com\/hashtag\/FATF?src=hash&amp;ref_src=twsrc%5Etfw\">#FATF<\/a> Division Develops<a href=\"https:\/\/t.co\/9GuwrImWIR\">https:\/\/t.co\/9GuwrImWIR<\/a> <a href=\"https:\/\/t.co\/jxkVyJvzS7\">pic.twitter.com\/jxkVyJvzS7<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1121144145719037955?ref_src=twsrc%5Etfw\">April 24, 2019<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<h2><b>FOR THE REGIME,<\/b><b>\u202f<\/b><b>CFT IS WORSE THAN THE JCPOA\u00a0<\/b><\/h2>\n<p>The regime&#8217;s most significant\u00a0problem\u00a0with\u00a0adopting the\u00a0CFT\u00a0is\u00a0the\u00a0obstacles\u00a0that CFT\u00a0imposes\u00a0on\u00a0the clerical regime in support of terrorist groups. The\u00a0regime describes its proxy terrorist\u00a0groups\u00a0as\u00a0&#8220;Islamic Resistance&#8221;\u00a0and it needs their presence\u00a0to preserve its so-called\u00a0&#8220;national authority&#8221;\u00a0or rather\u00a0the\u00a0regime\u2019s security.<\/p>\n<p>Mohammad\u00a0Sadegh\u00a0Larijani,\u00a0head of the regime\u2019s\u00a0Expediency\u00a0Council, in an interview with the\u00a0state-run\u00a0Vatan\u00a0daily\u00a0described the CFT convention\u00a0as\u00a0&#8220;worse\u00a0than the JCPOA,\u201d referring to the\u00a0Joint Comprehensive Plan of Action,\u00a0the\u00a0formal name of the 2015 Iran nuclear deal with\u00a0world\u00a0powers. He\u00a0stated it is\u00a0&#8220;far more dangerous&#8221;\u00a0than the previous deal.<\/p>\n<p>&#8220;If you ask me personally what I think, I say Palermo and the CFT are extremely dangerous\u00a0for\u00a0national security, especially the CFT, which is much more dangerous.&#8221;<\/p>\n<p>On January 11,\u00a0Siroos\u00a0Borna,\u00a0a\u00a0member of\u00a0the\u00a0regime\u2019s parliament, in an interview with the state-run Iranian Diplomacy news agency\u00a0stated that the reason for the regime\u00a0adopting FATF\u00a0is to avoid\u00a0stopping\u00a0its funding of \u201cthe groups that they [western governments] consider terrorists.\u201d<\/p>\n<p>While referring to\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-fundamentalism\/26763-quds-force-s-arm-in-iraq-holy-shrines-reconstruction-headquarters\" rel=\"noopener noreferrer\">the Revolutionary Guards (IRGC) Quds Force<\/a>, as the regime\u2019s\u00a0military\u00a0lever abroad to continue its policies via export of terrorism,\u00a0Borna\u00a0said:\u00a0&#8220;One of our major obstacles in adopting the CFT is that if we do so we should immediately stop funding the Quds Force\u2026\u2026 this is\u00a0tantamount to\u00a0self-sanctioning.\u201d<\/p>\n<h2><b>CFT TRAP<\/b><\/h2>\n<p>The Iranian regime\u2019s incapability\u00a0to\u00a0adopt the\u00a0CFT represents the deadly impasse that the regime has been trapped in. It also demonstrates that the\u00a0export of terrorism\u00a0abroad\u00a0and domestic oppression\u00a0are\u00a0vital\u00a0for the regime. These are its pillars of existence;\u00a0the collapse of any of them would\u00a0lead to the regime\u2019s downfall.\u00a0The\u00a0Iranian\u00a0Resistance has emphasized\u00a0this fact for many\u00a0years. Accordingly, the confusion of the regime in\u00a0adopting\u00a0the\u00a0CFT\u00a0should\u00a0be examined in this context.<\/p>\n<p>The\u00a0mullahs\u2019\u00a0regime is indeed\u00a0at\u00a0a\u00a0dead-end, and\u00a0time\u00a0is the regime\u2019s worst enemy.\u00a0The<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/iran-protests-2019\" rel=\"noopener noreferrer\">\u00a0nationwide Iran protests in November<\/a>, with over 1500 martyrs, the\u00a0incessant\u00a0uprising in Iraq\u00a0and the elimination of\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-fundamentalism\/27275-crimes-of-qassem-soleimani-the-irgc-s-terrorist-qods-force\" rel=\"noopener noreferrer\">Qassem Soleimani<\/a>, chief of the Quds Force,\u00a0have absolutely changed the situation for the regime.
