{"id":212695,"date":"2020-01-17T23:11:57","date_gmt":"2020-01-17T23:11:57","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/?p=212695"},"modified":"2023-04-14T21:20:49","modified_gmt":"2023-04-14T20:20:49","slug":"iranian-regimes-lobby-group-niac-under-scrutiny","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/uncategorized\/iranian-regimes-lobby-group-niac-under-scrutiny\/","title":{"rendered":"Iranian Regime\u2019s Lobby Group NIAC Under Scrutiny"},"content":{"rendered":"<p><img decoding=\"async\" title=\"Some Pictures of Members the Iranian Regime\u2019s Lobby Group\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/02\/Iranian_Regimes_Lobby_Group_NIAC.jpg\" alt=\"Iranian Regime\u2019s Lobby Group NIAC Under Scrutiny\" \/><\/p>\n<p><small><strong>Some Pictures of Members the Iranian Regime\u2019s Lobby Group<\/strong><\/small><\/p>\n<p>Written by\u00a0<a href=\"https:\/\/www.ncr-iran.org\/en\/component\/contact\/contact\/6?Itemid=490\">Shahriar Kia<\/a>\u00a0on\u00a017 January 2020.<\/p>\n<h2><b>U.S. SENATORS CALL ON DEPARTMENT OF JUSTICE<br \/>\n<\/b><\/h2>\n<h3><b>TO INVESTIGATE THE IRANIAN REGIME\u2019S LOBBY GROUP NIAC<\/b><\/h3>\n<p>On January 14, 2020, three U.S senators, Mike Braun, Ted Cruz, and Tom Cotton called on the U.S. Department of Justice to investigate the\u00a0<a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-fundamentalism\/16510-iranian-regime-lobby-tehran-s-men-in-washington?highlight=WyJuaWFjIiwibmlhYydzIl0=\">National Iranian American Council (NIAC)<\/a>, a lobby group of the Iranian regime.<\/p>\n<p>On Tuesday,\u00a0the senators sent a letter to Attorney General William Barr, calling for\u00a0an\u00a0investigation\u00a0into\u00a0NIAC and its sister organization, NIAC Action, for potential violations of the Foreign Agents Registration Act (FARA).<\/p>\n<p>&#8220;FARA requires persons acting as agents of foreign principals in a political or quasi-political capacity to make periodic public disclosure of their relationship with the foreign principal, as well as activities, to refrain from certain types of speech; rather, it helps guarantee transparency and accountability receipts, and disbursements in support of those activities. FARA does not compel any American in our political system,&#8221;\u00a0the senators\u2019\u00a0letter\u00a0said.<\/p>\n<p>\u201cNIAC&#8217;s innocuous public branding masks troubling behavior. For example, on December 31, NIAC circulated an email memorandum blaming the United States government for Iranian-backed militias&#8217; repeated attacks against U.S. forces in IRAQ and brazen attempt to storm the U.S. embassy in Baghdad. On January 9, NIAC and NIAC Action staffers tweeted and retweeted conspiracy theories deflecting blame from the Iranian regime for shooting down a Ukrainian civilian airliner, killing 176 individuals.\u201d<\/p>\n<p>The senators mentioned\u00a0the actions of NIAC and its relationship with the Iranian regime:<\/p>\n<p>\u201cThese disturbing actions are only the latest developments of this nature. NIAC&#8217;s relationship with the Iranian regime and its role amplifying regime propaganda in the United States have been the subject of discussion in Washington D.C. for years.\u201d<\/p>\n<p>\u201cDuring the discovery process of a 2008 defamation lawsuit filed by NIAC, it came to light that NIAC&#8217;s Swedish-Iranian founder,\u00a0Trita\u00a0Parsi, had arranged meetings between\u00a0Javad\u00a0Zarif, Iran&#8217;s former ambassador to the United Nations and current foreign minister, and members of Congress.\u201d<\/p>\n<p>\u201cWhen presented with this information, former FBI associate deputy director Oliver\u00a0Revell\u00a0commented that &#8220;arranging meetings between members of Congress and Iran&#8217;s ambassador to the United Nations would, in my opinion, require that person or entity to register as an agent of a foreign power; in this case, it would be Iran.&#8221;<\/p>\n<p>Oliver\u00a0Revell\u00a0was\u00a0referring\u00a0to a meeting between the Iranian regime\u2019s former ambassador to the United Nations and current foreign minister Mohammad\u00a0Javad\u00a0Zarif and members of Congress in 2008 which was arranged by NIAC&#8217;s founder,\u00a0Trita\u00a0Parsi.<\/p>\n<p>Additionally, the senators quoted former F.B.I. agents who said NIAC had participated in pro-Iranian regime lobbying.<\/p>\n<p>&#8220;NIAC&#8217;s former acting policy director Patrick Disney admitted in internal emails that he and the organization&#8217;s legislative director spend more than 20 percent of their time conducting lobbying activities,&#8221; the\u00a0letter\u00a0read.<\/p>\n<p>Trita\u00a0Parsi, the founder of NIAC, has very close relations with senior Iranian regime officials, and NIAC has been the subject of public scrutiny for its efforts to broker meetings between American and Iranian officials.<\/p>\n<p>\u201cAs the Obama administration sought to ink the nuclear accord with Iran, NIAC acted as a central part of what Obama National Security Council official Ben Rhodes described as the administration&#8217;s &#8220;echo chamber.&#8221; A network of Obama administration officials and outside organizations disseminated talking points to reporters that bolstered the case for the deal and downplayed Iran&#8217;s sponsorship of regional terror operations,\u201d\u00a0reads a piece in\u00a0<a target=\"_blank\" href=\"https:\/\/freebeacon.com\/national-security\/congress-seeks-investigation-into-pro-iran-lobby-group-tied-to-tehran-regime\/\" rel=\"noopener\"><i>Washington Free Beacon<\/i><\/a>,\u00a0adding:<\/p>\n<p>\u201cIn recent weeks, NIAC has distributed information condemning the Trump administration&#8217;s killing of top Iranian general\u00a0Qassem\u00a0Soleimani. It is worth noting that senior Iranian regime officials do not take pictures with people unless they are certain of their utmost loyalty.<\/p>\n<p>NIAC has been the Iranian regime\u2019s primary outlet in Washington.\u00a0\u00a0NIAC and its founder\u00a0Trita\u00a0Parsi\u00a0have direct contacts with the clerical regime in Iran and have acted as the chief deal makers for Tehran in Washington.<\/p>\n<p>In direct coordination with the Iranian regime and while pursuing a specific policy path,\u00a0Parsi\u00a0has been attempting to justify the regime\u2019s policies while at the same time urging the doling out of unilateral concessions by the U.S. to the regime, billing it as the only option capable of inducing a change of behavior by Tehran. Part and parcel of this approach has been the dissemination of lies and accusations against the Iranian Resistance and specifically the People\u2019s\u00a0Mojahedin\u00a0Organization of Iran (PMOI\/MEK).<\/p>\n<p>Parsi\u00a0and NIAC have been trying to cement and buttress Tehran\u2019s propaganda against the organized opposition, portraying them as facts and launching a demonizing campaign against\u00a0the MEK. According to NIAC\u2019s propaganda, the Iranian society\u2019s main problem and the main obstacle to change in Iran has been the presence of the opposition MEK,\u00a0and not the ruling regime in Iran.<\/p>\n<p><b>Background<\/b><\/p>\n<p>In 2002, NIAC was founded by\u00a0Parsi\u00a0with the help of Bob Ney (the Farsi-speaking former Congressman from Ohio, who was sentenced to 30 months in prison in 2007 for lying and fraud), along with two well-known lobbyists, Roy Coffee and Dave Di Stefano. At the time, as an immigrant from Sweden,\u00a0Parsi\u00a0started his activities in Washington in Ney\u2019s office. He billed NIAC as an organ that \u201cspeaks for and protects the interests of the Iranian American community\u201d even though he himself did not even have a\u00a0Green\u00a0Card. According to Coffee,\u00a0Parsi, Ney, Coffee and Di Stefano worked\u00a0nine\u00a0months on forming NIAC with the goal of lifting sanctions against the clerical regime.<\/p>\n<p>Trita\u00a0Parsi\u00a0began his pro-Tehran activities in 1997 in Sweden as he founded a small lobby organization called\u202f\u201c<a target=\"_blank\" href=\"http:\/\/www.iraniansforum.com\/Document\/IIC\/IICFAQCongress.pdf\" rel=\"noopener\">Iranians for International Cooperation<\/a>\u201d (IIC) that used to send petitions and letters to Congress members. In an IIC\u202f<a target=\"_blank\" href=\"http:\/\/www.iraniansforum.com\/Document\/IIC\/IICCV.pdf\" rel=\"noopener\">document<\/a>\u202freleased during a subsequent lawsuit,\u00a0Parsi\u00a0explained IIC\u2019s activities and goals as follows: \u201cIIC was founded in August 1997 by\u00a0Trita\u00a0Parsi, the present President\u2026 Our agenda is topped by the removal of US economic and political sanctions against Iran\u2026 IIC is capable of organizing the grassroots and pressure US lawmakers to pose a more Iran friendly position.\u201d<\/p>\n<h3><b>JAVAD<\/b><b>\u00a0ZARIF:\u00a0<\/b><b>PARSI\u2019S<\/b><b>\u00a0MAIN CONTACT IN THE IRANIAN REGIME UNTIL 2007<\/b><\/h3>\n<p>Since the founding\u00a0of\u00a0his organization,\u00a0Parsi\u00a0established close contact with\u00a0Javad\u00a0Zarif, then the Iranian regime\u2019s permanent representative to the UN. In his correspondence with the Iranian regime,\u00a0Parsi\u00a0continued to show his loyalty to the regime, stressing that he has done his utmost in this regard.<\/p>\n<ul>\n<li>While in New York, Zarif had very close and friendly relations with\u00a0Parsi, with\u00a0Parsi\u00a0effectively acting as\u00a0Zarif\u2019s\u00a0point man in many places as well as his contact with the media and members of Congress. Zarif had placed complete trust in\u00a0Parsi. Some of the correspondence between the two clearly support these conclusions:<\/li>\n<\/ul>\n<ul>\n<li>On August 23, 2006, after Zarif had returned to New York from a trip to Iran,\u00a0Parsi\u00a0sent him an\u00a0<a target=\"_blank\" href=\"http:\/\/www.iraniansforum.com\/index.php\/factbook\/384-parsi-and-zarif.html\" rel=\"noopener\">email<\/a>\u00a0keenly requesting to see the Iranian regime\u2019s proposal that Zarif had brought back. In his email,\u00a0Parsi\u00a0had said that members of Congress would in all likelihood welcome the proposal.<\/li>\n<li>On September 28, 2006,\u00a0Parsi\u00a0notified Zarif in an\u00a0<a target=\"_blank\" href=\"http:\/\/www.iraniansforum.com\/index.php\/factbook\/384-parsi-and-zarif.html\" rel=\"noopener\">email<\/a>\u00a0that, according to his sources, John Bolton would not be able to secure enough votes in the Senate for his appointment as the U.S. permanent representative to the UN.<\/li>\n<li>On October 26, 2006,\u00a0Parsi\u00a0proposed meetings to Zarif with two members of Congress, adding that they were opposed to U.S. policy towards Iran and wanted to meet\u00a0Zarif. In response, Zarif said that he always welcomes such meetings while expressing gratitude for\u00a0Parsi\u2019s\u00a0help. He also requested that\u00a0Parsi\u00a0determine the details and context for the meetings.<\/li>\n<li>On December 22, 2006,\u00a0Parsi\u00a0forwarded a new article he had published to Zarif, which Zarif described in a subsequent email as \u201cexcellent.\u201d Such correspondence routinely occurred between the two.<\/li>\n<li>On February 6, 2007, when John\u00a0Limbert\u00a0was a regular citizen,\u00a0Parsi\u00a0arranged a meeting between him and Zarif.\u00a0Limbert\u00a0was later appointed as the Deputy Assistant Secretary of State for Iran in the Obama administration, a position he served in for almost a year and a half.<\/li>\n<\/ul>\n<ul>\n<li>At the same time,\u00a0Parsi\u00a0expressed regret that Zarif was about to leave his post in New York, saying that he is deeply sad and hopes to meet with Zarif one more time before the latter departs from New York.<\/li>\n<li>A week later, on May 19, in an email to Zarif,\u00a0Parsi\u00a0sent a report about his activities, saying that he is making arrangements with his friends to set up two conferences at which Zarif would also be able to speak.<\/li>\n<\/ul>\n<h3><b>PARSI<\/b><b>\u00a0AND REGIME\u2019S FORMER PRESIDENT MAHMOUD AHMADINEJAD\u00a0<\/b><\/h3>\n<p>During Mahmoud Ahmadinejad\u2019s presidency,\u00a0Parsi\u00a0set up active contacts with his faction.<\/p>\n<p>In addition to meeting Ahmadinejad personally,\u00a0Parsi\u00a0has also met with Ahmadinejad\u2019s closest advisors, attempting to establish secret contacts between the Ahmadinejad team and American officials.\u00a0Parsi\u00a0made a lot of efforts in this regard. In an official affidavit,\u00a0Parsi\u00a0admitted that he met with Ahmadinejad in New York along with a group tied to think tanks and research centers in the U.S.<\/p>\n<ul>\n<li>In August 2008,\u00a0Parsi\u00a0met with Iranian regime officials in The Hague, including Ali Akbar\u00a0Soltanieh, the regime\u2019s representative at the International Atomic Energy Agency. In an August 17\u00a0<a target=\"_blank\" href=\"http:\/\/www.iraniansforum.com\/index.php\/factbook\/384-parsi-and-zarif.html\" rel=\"noopener\">email<\/a>\u00a0correspondence, both\u00a0Parsi\u00a0and\u00a0Soltanieh\u00a0expressed satisfaction and pleasure about their meeting in The Hague.<\/li>\n<li>Parsi\u00a0has also held several meetings with\u00a0Hashemi\u00a0Samareh, senior advisor and a close confidant of Ahmadinejad, in Europe. In an official affidavit,\u00a0Parsi\u00a0acknowledged that at the negotiations he set up between a delegation from Ahmadinejad\u2019s team and a group of American politicians on August 2 and 3, 2008 at The Hague, the Iranian regime delegation was headed by\u00a0Hashemi\u00a0Samareh.<\/li>\n<li>In September 2008,\u00a0Parsi\u00a0tried to encourage American politicians to meet with Rahim\u00a0Mashai, Ahmadinejad\u2019s chief of staff. In their attempts to draw in American politicians for their efforts, NIAC staff stressed that\u00a0Parsi\u00a0had\u00a0been actively pursuing this initiative for the past several years and promised there would be senior regime officials present in the meetings, including the Vice Present of the Iranian regime.<\/li>\n<li>Email correspondence and\u00a0Parsi\u2019s\u00a0official affidavit demonstrate that in April 2009, a few weeks before the regime\u2019s sham presidential election\u00a0of\u00a0June 2009,\u00a0Parsi, along with\u00a0a number of\u00a0Americans, met and held talks with a delegation from Tehran in Lichtenstein.<\/li>\n<\/ul>\n<p><b>Wikileaks<\/b><b>\u00a0documents show remarkable similarities between\u00a0<\/b><b>Parsi\u2019s<\/b><b>\u00a0position and the IRGC\u2019s as the U.S. mulled designating the IRGC as a terrorist group<\/b><\/p>\n<p>On August 15, 2007, as the debate raged about the inclusion of the IRGC on the U.S. list of terrorist organizations, Salman\u00a0Safavi, a brother of Rahim\u00a0Safavi, then commander of the IRGC, met with some American embassy officials in London and recommended to the White House not to designate the IRGC as a foreign terrorist organization. Interestingly, a day before the meeting (August 14),\u00a0Parsi\u00a0had published an article in this regard on the NIAC website, parroting the same arguments presented by Salman\u00a0Safavi\u00a0and concluding that the U.S. should not designate the IRGC. A couple of arguments were as follows:<\/p>\n<ul>\n<li>The listing of the IRGC as a foreign terrorist organization would escalate the level of chaos and crises in Iraq;<\/li>\n<li>The listing of the IRGC would also diminish the chances of improvement in U.S.-Iran relations.<\/li>\n<\/ul>\n<p><b>NIAC\u2019s<\/b><b>\u00a0position vis-\u00e0-vis the\u00a0<\/b><b>regime<\/b><\/p>\n<p>The main policy lines that\u00a0Parsi\u00a0was assigned to advance have been as follows:<\/p>\n<ul>\n<li>The Iranian regime is stable and powerful and does not face any credible threats. Accordingly, the U.S. should acknowledge the mullahs\u2019 power and share regional hegemony with them. For example, in 2007, NIAC published a detailed report about prospects of U.S.-Iran negotiations, where it described the regime as stable.<\/li>\n<li>The overwhelming majority of the Iranian people do not desire regime change. The idea of regime change and the overthrow of the mullahs does not enjoy widespread support inside Iranian society. The majority of Iranians seek reforms within the current system. In the same 2007 report, NIAC stressed that the Iranian people do not want regime change and pursue their ideals within the regime by encouraging it to reform.<\/li>\n<\/ul>\n<ul>\n<li>The Iranian regime\u2019s nuclear program is fundamentally peaceful and contains no threats of a military component. The mullahs should be allowed to pursue their nuclear ambitions. The scenario that the mullahs\u2019 regime seeks to obtain nuclear weapons paves the way for war and is a repeat of the Iraq war scenario.<\/li>\n<li>The declared sanctions against the regime are completely against the Iranian people\u2019s interests. They do not pressure the regime, and so they must be lifted.<\/li>\n<li>Any attempts to exert pressure on the mullahs and even the IRGC would have adverse consequences and should be avoided. In 2007,\u00a0Parsi\u00a0and NIAC launched a campaign to prevent the terror listing of the IRGC.\u00a0Parsi\u00a0claimed that designating the IRGC would place an obstacle on the path of a deal between the U.S. and the Iranian regime while tying the hands of the U.S. President for coming to terms with the mullahs in Tehran.<\/li>\n<\/ul>\n<p><b>NIAC\u2019s campaign against the regime\u2019s\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\" rel=\"noopener\">organized opposition (PMOI<\/a><\/b><a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\" rel=\"noopener\"><b>\u00a0or\u00a0<\/b><b>MEK)<\/b>\u00a0<\/a><\/p>\n<p>The other side of the coin of attempts to lift the sanctions against the regime, forcing the U.S. to accept the Iranian regime\u2019s nuclear program, preventing any pressures against the mullahs, and continuously trying to buy time for the mullahs and their policies has been a systematic and hysterical campaign by NIAC and\u00a0Parsi\u00a0against the MEK, claiming that the organization is an obstacle to the establishment of democracy in Iran.<\/p>\n<p>The themes and allegations that NIAC and\u00a0Parsi\u00a0presented against the\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\" rel=\"noopener\">MEK\u00a0<\/a>were in many cases completely identical to those that the regime had disseminated through its official propaganda. There is an evident synchronization in this regard.<\/p>\n<p>For example, on June 30, 2008, NIAC organized an event in Congress to discuss the Iranian regime\u2019s exiled opposition, inviting two well-known agents of the Iranian regime\u2019s Intelligence Ministry,\u00a0Massoud\u00a0Khodabandeh\u00a0and his wife Anne Singleton, whose main mandate has been to demonize the\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\" rel=\"noopener\">MEK<\/a>. Interestingly, American police prevented the entrance of\u00a0Khodabandeh\u00a0on\u00a0U.S. soil because he was an agent of the Iranian regime\u2019s Intelligence Ministry.<\/p>\n<p>In 2011, following increasing protests\u00a0over\u00a0the\u00a0blacklisting of the MEK, NIAC had been primarily focused on preventing the\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\" rel=\"noopener\">MEK<\/a>\u2019s delisting and had resorted to a variety of methods to discredit the\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\" rel=\"noopener\">MEK\u00a0<\/a>and to vilify the Iranian Resistance.<\/p>\n<p>For example, in a petition signed by only 37 people to Hillary Clinton, they warned that the delisting of the MEK would imperil the democracy movement in Iran and threaten the interests of the Iranian people, which NIAC\u00a0claimed to\u00a0represent.\u00a0Interestingly, a significant number of the 37 signatories directly worked for NIAC or were in effect part of its network.
