S.Res.539 – A resolution supporting the rights of the people of Iran to determine their future, condemning the Iranian regime for its crackdown on legitimate protests, and for other purposes.<\/figcaption><\/figure>\n

There were two <\/span>recent<\/span> development<\/span>s<\/span> in the U.S. Senate <\/span>advancing the cause of a democratic and free Iran<\/span>. <\/span>The first<\/span> was a <\/span>S<\/span>enate <\/span>briefing on the prospect of change in Iran, <\/span>during which<\/span> four <\/span>S<\/span>enators, <\/span>including <\/span>three Democrats<\/span>,<\/span> called for <\/span>fundamental <\/span>change in Iran while expressing support for the Iranian people<\/a><\/span>s\u2019<\/span><\/a> uprising<\/a> for freedom and democracy.<\/span><\/p>\n

\n

The second <\/span>development was the <\/span>filing of a <\/span>S<\/span>enate <\/span>Resolution introduced by four Democratic <\/span>S<\/span>enators <\/span>that<\/span> condemns the Iranian regime\u2019s serious human rights abuses against <\/span>the Iranian people<\/span>,<\/span> as well as<\/span> its <\/span>pervasive <\/span>corruption, and destabilizing activities abroad<\/span>.\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

Below<\/span> are d<\/span>etails on <\/span>the two developments<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n

Bipartisan <\/span><\/b>Senate Briefing:<\/span><\/b>\u00a0<\/span><\/p>\n

On March 12, 2020, <\/span>the <\/span>Iranian<\/span> American<\/span> communities of Maryland and Texas, <\/span>sponsored<\/span> a policy briefing in the U.S. Senate<\/span> to <\/span>examin<\/span>e<\/span> the <\/span>uprising of the <\/span>Iranian people, prospects for change, and <\/span>implications for <\/span>U.S. policy. The speakers called <\/span>for<\/span> hold<\/span>ing<\/span> the <\/span>regime accountable for <\/span>gross <\/span>human rights violations, international terrorism, and its failures to openly work with the international community during the current Coronavirus outbreak<\/a>.<\/span>\u00a0<\/span><\/p>\n

Senator Ben Cardin<\/em><\/p>\n

Senator Ben Cardin (D-MD), senior member of the Senate Foreign Relations Committee<\/span> (SFRC)<\/span>, <\/span>called<\/span><\/a> the issue of human rights in Iran, a non-partisan issue. Addressing the Iranian<\/span> Americans<\/span> in attendance<\/span>, the <\/span>S<\/span>enator <\/span>stated<\/span>, \u201cWe recognize that the Persian people are so committed to the right values universally. And that\u2019s why the current regime in Iran is so tragic. It does not represent the people of Iran.\u201d Mr. Cardin said, \u201cit is well past time for this regime to end<\/span>\u2026<\/span>We saw an attempt at elections in February that were neither free nor fair. It was an attempt to try to give some legitimacy to this regime that doesn\u2019t deserve any legitimacy. We saw legitimate protests in November of last year on the policies of the government. And we saw the brutal repression by the government in preventing those individuals from exercising their God-given rights.\u201d<\/span>\u00a0<\/span><\/p>\n

In <\/span>his<\/span> statement, Senator Ted Cruz (R-TX), <\/span>SFRC <\/span>member, <\/span>noted<\/span>, \u201cI believe one day Iran will be free, without the Ayatollah in power.\u201d He added, \u201cIn the Senate, I have been a strong advocate for applying a maximum pressure campaign against the Iranian regime, to hold them accountable for their human rights abuses and once and for all end their reign of terror.\u201d<\/span> Senator Cruz<\/span> also<\/span> \u201ccalled upon President Trump to invoke snapback sanctions under the Iran <\/span>d<\/span>eal and urged President Trump to order our diplomats to invoke the United Nations snapback to restore international sanctions and restrictions on Iran.\u201d<\/span>\u00a0<\/span><\/p>\n

Senator Jeanne <\/span>Shaheen<\/span><\/a> (D-NH), <\/span>SFRC member,<\/span> praised<\/span><\/a> the <\/span>bravery and determination of the <\/span>Iranian people, \u201cThe human rights <\/span>struggle<\/span> in Iran <\/span>is<\/span> immense, but the Iranian people have not been deterred.\u202f They continue to fight for a better future for their country.\u202f And now the people of Iran have taken to the streets to demonstrate in large numbers that they believe in freedom, in human rights for all, and in a government that answers to the people\u2026 That\u2019s why I\u2019m joining my colleague, Senator Cardin, on his resolution (<\/span>S.Res.539<\/span><\/a>) supporting the Iranian people as they take to the streets.\u201d<\/span>\u00a0<\/span><\/p>\n

Senator Gary Peters (D-MI), Ranking Member of the Senate Homeland Security Committee, <\/span>highlighted<\/span><\/a> the <\/span>many nefarious actions of the Iranian regime and said <\/span>it <\/span>\u201cis very difficult with the current regime<\/span>\u2026<\/span>It\u2019s not just what this regime does around in the region, but for decades they have <\/span>been directly responsible for mass executions of political prisoners, they violently suppressed peaceful protests, they have sham elections \u2026 As Americans, we believe that everybody should have the opportunity to stand up for liberty and to have those kinds of basic freedoms.<\/span>\u201d<\/span>\u00a0<\/span><\/p>\n

Former Senator Joe Lieberman reminded <\/span>those in attendance<\/span> that the Iranian people are dying <\/span>in large numbers from the <\/span>Corona <\/span>v<\/span>irus<\/span> because<\/span>, \u201cThe Iranian regime hid the news about corona virus.\u201d<\/span>\u00a0 The regime\u2019s incompetence and dishonesty has contributed to the further spread of the virus globally.\u00a0 Senator Lieberman went on to state:<\/span>\u201c<\/span>Mrs<\/span>. Maryam Rajavi, who spoke very clearly to the people of Iran<\/span> in the campaign leading up to the elections, and pleaded with people not to vote because a vote would be a vote in favor of the Ayatollah, the Supreme Leader, of Rouhani and the clerical regime, and I think the people in Iran heard Mrs. Rajavi\u2019s voice, and that\u2019s one of the reasons they didn\u2019t come out to vote.\u201d<\/span>\u00a0<\/span><\/p>\n

Regarding policy on Iran, Senator Lieberman added, \u201cYou can love President Trump for some things \u2026 He\u2019s enacted this campaign of maximum economic pressure, which really is having an effect on all those changes occurring in Iran, and encouraging the people of Iran to assert themselves courageously for their own freedom and their economic opportunity<\/span>\u2026<\/span> really since this regime in Tehran will not change, we have to support a change of the regime in Iran by the people of Iran to finally exercise their own self-government.\u201d<\/span>\u00a0<\/span><\/p>\n

Senator Lieberman <\/span>urged that we<\/span> \u201c<\/span>not listen to people who say regime change will lead to chaos as it did in Syria or Libya or Yemen.<\/span>\u00a0<\/span> Part of why it won\u2019t lead to chaos is that Iran <\/span>is the <\/span>one who caused a lot of the chaos in those other countries. And part of the reason is that there is an alternative in Iran that\u2019s ready to govern.\u00a0<\/span> And that is the National Council of Resistance in Iran, President Elect Mrs. Maryam Rajavi.\u201d<\/span>\u00a0<\/span><\/p>\n

Former Senator Kelly Ayotte <\/span>called on<\/span> the U.S. to push for reinstatement of U.N. snapback sanctions on <\/span>the <\/span>Iranian regime under U.N. Resolution 2231. \u201cIf the world does not push back,\u201d Mrs. Ayotte said, \u201cthe arms embargo on Iran will be lifted and that means Iran can purchase tanks, purchase missiles from China and Russia.\u201d<\/span>\u00a0 <\/span>Senator Ayotte <\/span>also <\/span>praised <\/span>the Iranian protesters, \u201cIn the last few months, we\u2019ve seen the Iranian people stand up for their rights, and we stand with them. They\u2019ve taken to the streets. We\u2019ve heard their chants: \u2019Death to Khomeini. Death to the murderer and his rule. His rule is null and void.\u2019 And we agree.<\/span>\u201d<\/span> She added, \u201cThis is a time where we have an opportunity to come together, to continue the maximum pressure campaign, to make sure that people have the right to regime change in Iran, and that they can live in freedom and prosperity.\u201d<\/span>\u00a0<\/span><\/p>\n

Ambassador Mitch<\/span>ell<\/span> Reiss highlighted <\/span>three<\/span> key takeaways from the event: First, <\/span>the <\/span>Iranian people have unequivocally rejected the clerical regime. Second, <\/span>\u201c<\/span>there is a credible and capable alternative led by the NCRI that best describes the hopes and aspirations of the Iranian people.<\/span>\u201d<\/span> Lastly, he called on the U.S. to lead efforts to maintain comprehensive pressure on the regime.<\/span>\u00a0<\/span><\/p>\n

Senate <\/span><\/b>Resolution<\/span><\/b> filed:<\/span><\/b>\u00a0<\/span><\/p>\n

I<\/span>ntroduced<\/span><\/a> by Senator Cardi<\/span>n<\/span>, <\/span>S.Res.539<\/span><\/a>\u00a0 \u201cfully supports <\/span>efforts by the people of Iran to promote the establishment of basic freedoms that build the foundation for the emergence of a freely elected and transparent republic.\u201d<\/span>\u00a0<\/span><\/p>\n

This timely resolution sends a clear, strong message to the people of Iran that the U.S. Senate stands solidly with them and their nationwide uprising against the religious dictatorship and for a free Iran.<\/span>\u00a0<\/span><\/p>\n

The resolution<\/span> is co-sponsored by <\/span>S<\/span>enators <\/span>Shaheen<\/span>, <\/span>Tim Kaine (D-VA) and Jacky Rosen (D-NV). The resolution coincides with the criminal incompetence and malign indifference of the mullahs in handling the nationwide outbreak of coronavirus, which has caused over <\/span>5<\/span>,<\/span>5<\/span>00 deaths in Iran so far.\u00a0<\/span>\u00a0<\/span><\/p>\n

The resolution notes that the regime’s security forces responded to \u201clegitimate protests against an oppressive, corrupt regime\u2026. with lethal force, killing hundreds of demonstrators and arresting thousands more.\u201d It adds that \u201creports indicate that Iranian Government authorities have, in many instances, refused to return victims\u2019 bodies to their families and that security forces have removed bodies from morgues and transferred them to unknown locations.\u201d<\/span>\u00a0<\/span><\/p>\n

Condemning <\/span>the 1988 Massacre, the resolution rebukes the regime for \u201ccarrying out the barbaric mass executions of thousands of political prisoners\u2014including teenagers and pregnant women\u2014by hanging and firing squad for refusing to renounce their political affiliations and, in some cases, for possessing or distributing political reading material.\u201d<\/span>\u00a0<\/span><\/p>\n

The <\/span>legislation<\/span> points out<\/span>,<\/span> \u201cthe Iranian regime was implicated in a terrorist plot targeting gatherings of Iranian dissidents in Paris in June 2018 and in Albania in March 2018.\u201d <\/span>I<\/span>n January, Albania expelled two other agents operating under the cover of <\/span>\u201c<\/span>diplomats.<\/span>\u201d<\/span>\u00a0 <\/span>The resolution<\/span> also<\/span> notes<\/span> the conviction<\/span> of <\/span>two of <\/span>the regime\u2019s intelligence agents in the U.S.<\/span> who<\/span> were \u201cacting on behalf of the Iranian regime to conduct covert surveillance in the United States against officials of the Iranian opposition for a target package, which, according to the Department of Justice complaint, may have included \u2018apprehension, recruitment, cyber exploitation, or capture\/kill operations.<\/span>\u201d<\/span>\u00a0<\/span><\/p>\n

The resolution underscores that the regime\u2019s implementation during the November 2019 uprising of \u201ca near-total shutdown of internet services, stopping nearly all means of online communications for people inside Iran\u201d was intended \u201cto prevent the sharing of images and videos of deadly violence being used by security forces.\u201d The resolution \u201cencourages the United States Government to do everything in its power to ensure the Iranian people have free and uninterrupted access to the internet.\u201d<\/span>\u00a0<\/span><\/p>\n

The <\/span>resolution<\/span> takes note of the unprecedented boycott of the sham February 2020 parliamentary elections, partly because of \u201canger over crackdowns on protesters,\u201d and that \u201cthe majority of the Iranian people chose not to vote, making turnout the lowest in Iran\u2019s post-1979 history.\u201d<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
