A resolution supporting the rights of the people of Iran to determine their future, condemning the Iranian regime for its crackdown on legitimate protests, and for other purposes.<\/figcaption><\/figure>\n<p><span data-contrast=\"auto\">There were two <\/span><span data-contrast=\"auto\">recent<\/span> <span data-contrast=\"auto\">development<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\"> in the U.S. Senate <\/span><span data-contrast=\"auto\">advancing the cause of a democratic and free Iran<\/span><span data-contrast=\"auto\">. <\/span><span data-contrast=\"auto\">The first<\/span> <span data-contrast=\"auto\">was a <\/span><span data-contrast=\"auto\">S<\/span><span data-contrast=\"auto\">enate <\/span><span data-contrast=\"auto\">briefing on the prospect of change in Iran, <\/span><span data-contrast=\"auto\">during which<\/span> <span data-contrast=\"auto\">four <\/span><span data-contrast=\"auto\">S<\/span><span data-contrast=\"auto\">enators, <\/span><span data-contrast=\"auto\">including <\/span><span data-contrast=\"auto\">three Democrats<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> called for <\/span><span data-contrast=\"auto\">fundamental <\/span><span data-contrast=\"auto\">change in Iran while expressing support for the <a href=\"https:\/\/www.ncr-iran.org\/en\/iran-protests-2019\" target=\"_blank\" rel=\"noopener noreferrer\">Iranian people<\/a><\/span><a href=\"https:\/\/www.ncr-iran.org\/en\/iran-protests-2019\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"auto\">s\u2019<\/span><\/a><span data-contrast=\"auto\"><a href=\"https:\/\/www.ncr-iran.org\/en\/iran-protests-2019\" target=\"_blank\" rel=\"noopener noreferrer\"> uprising<\/a> for freedom and democracy.<\/span><\/p>\n<hr id=\"system-readmore\" \/>\n<p><span data-contrast=\"auto\"> The second <\/span><span data-contrast=\"auto\">development was the <\/span><span data-contrast=\"auto\">filing of a <\/span><span data-contrast=\"auto\">S<\/span><span data-contrast=\"auto\">enate <\/span><span data-contrast=\"auto\">Resolution introduced by four Democratic <\/span><span data-contrast=\"auto\">S<\/span><span data-contrast=\"auto\">enators <\/span><span data-contrast=\"auto\">that<\/span> <span data-contrast=\"auto\">condemns the Iranian regime\u2019s serious human rights abuses against <\/span><span data-contrast=\"auto\">the Iranian people<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> as well as<\/span><span data-contrast=\"auto\"> its <\/span><span data-contrast=\"auto\">pervasive <\/span><span data-contrast=\"auto\">corruption, and destabilizing activities abroad<\/span><span data-contrast=\"auto\">.\u00a0\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Below<\/span><span data-contrast=\"auto\"> are d<\/span><span data-contrast=\"auto\">etails on <\/span><span data-contrast=\"auto\">the two developments<\/span><span data-contrast=\"auto\">.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">Bipartisan <\/span><\/b><b><span data-contrast=\"auto\">Senate Briefing:<\/span><\/b><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">On March 12, 2020, <\/span><span data-contrast=\"auto\">the <\/span><span data-contrast=\"auto\">Iranian<\/span><span data-contrast=\"auto\"> American<\/span><span data-contrast=\"auto\"> communities of Maryland and Texas, <\/span><span data-contrast=\"auto\">sponsored<\/span> <span data-contrast=\"auto\">a policy briefing in the U.S. Senate<\/span><span data-contrast=\"auto\"> to <\/span><span data-contrast=\"auto\">examin<\/span><span data-contrast=\"auto\">e<\/span><span data-contrast=\"auto\"> the <\/span><span data-contrast=\"auto\">uprising of the <\/span><span data-contrast=\"auto\">Iranian people, prospects for change, and <\/span><span data-contrast=\"auto\">implications for <\/span><span data-contrast=\"auto\">U.S. policy. The speakers called <\/span><span data-contrast=\"auto\">for<\/span><span data-contrast=\"auto\"> hold<\/span><span data-contrast=\"auto\">ing<\/span> <span data-contrast=\"auto\">the <\/span><span data-contrast=\"auto\">regime accountable for <\/span><span data-contrast=\"auto\">gross <\/span><span data-contrast=\"auto\">human rights violations, international terrorism, and its failures to openly work with the international community during the current <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/27509-the-coronavirus-crisis-in-iran\" target=\"_blank\" rel=\"noopener noreferrer\">Coronavirus outbreak<\/a>.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{}\"><img decoding=\"async\" title=\"Senator Ben Cardin\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/03\/Senator_Cardin.jpg\" alt=\"Senator Ben Cardin\" width=\"400\" \/><\/span><\/p>\n<p><em>Senator Ben Cardin<\/em><\/p>\n<p><span data-contrast=\"auto\">Senator Ben Cardin (D-MD), senior member of the Senate Foreign Relations Committee<\/span><span data-contrast=\"auto\"> (SFRC)<\/span><span data-contrast=\"auto\">, <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=rIW-oBjhL24\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"none\">called<\/span><\/a><span data-contrast=\"auto\"> the issue of human rights in Iran, a non-partisan issue. Addressing the Iranian<\/span> <span data-contrast=\"auto\">Americans<\/span><span data-contrast=\"auto\"> in attendance<\/span><span data-contrast=\"auto\">, the <\/span><span data-contrast=\"auto\">S<\/span><span data-contrast=\"auto\">enator <\/span><span data-contrast=\"auto\">stated<\/span><span data-contrast=\"auto\">, \u201cWe recognize that the Persian people are so committed to the right values universally. And that\u2019s why the current regime in Iran is so tragic. It does not represent the people of Iran.\u201d Mr. Cardin said, \u201cit is well past time for this regime to end<\/span><span data-contrast=\"auto\">\u2026<\/span><span data-contrast=\"auto\">We saw an attempt at elections in February that were neither free nor fair. It was an attempt to try to give some legitimacy to this regime that doesn\u2019t deserve any legitimacy. We saw legitimate protests in November of last year on the policies of the government. And we saw the brutal repression by the government in preventing those individuals from exercising their God-given rights.\u201d<\/span><span data-contrast=\"auto\">noted<\/span><span data-contrast=\"auto\">, \u201cI believe one day Iran will be free, without the Ayatollah in power.\u201d He added, \u201cIn the Senate, I have been a strong the people of Iran have taken to the streets to demonstrate in large numbers that they believe in freedom, in human rights for all, and in a government that answers to the people\u2026 That\u2019s why Security Committee, <\/span><a href=\"https:\/\/www.youtube.com\/watch?v=JYS5VB6K_ag\" target=\"_blank\" rel=\"noopener noreferrer\"><span data-contrast=\"auto\">highlighted<\/span><\/a><span data-contrast=\"auto\"> the <\/span><span data-contrast=\"auto\">many nefarious actions of the Iranian regime and said <\/span><span data-contrast=\"auto\">it <\/span><span data-contrast=\"auto\">\u201cis very difficult with the current regime<\/span><span data-contrast=\"auto\">\u2026<\/span><span data-contrast=\"auto\">It\u2019s not just what this regime does around in the region, but for decades they have <\/span><span data-contrast=\"auto\">been directly responsible for mass executions of political prisoners, they violently suppressed peaceful protests, they have sham elections \u2026 As Americans, we believe that everybody should have the opportunity to stand up for liberty and to have those kinds of basic freedoms.<\/span><span data-contrast=\"auto\">\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Former Senator Joe Lieberman reminded <\/span><span data-contrast=\"auto\">those in attendance<\/span><span data-contrast=\"auto\"> that the Iranian people are dying <\/span><span data-contrast=\"auto\">in large numbers from the <\/span><span data-contrast=\"auto\">Corona <\/span><span data-contrast=\"auto\">v<\/span><span data-contrast=\"auto\">irus<\/span><span data-contrast=\"auto\"> because<\/span><span data-contrast=\"auto\">, \u201cThe Iranian regime hid the news about corona virus.\u201d<\/span><span data-contrast=\"auto\">\u00a0 The regime\u2019s incompetence and dishonesty has contributed to the further spread of the virus globally.\u00a0 Senator Lieberman went on to state:<\/span><span data-contrast=\"auto\">\u201c<\/span><span data-contrast=\"auto\">Mrs<\/span><span data-contrast=\"auto\">. Maryam Rajavi, who spoke very clearly to the people of Iran<\/span> <span data-contrast=\"auto\">in the campaign leading up to the elections, and pleaded with people not to vote because a vote would be a vote in favor of the Ayatollah, the Supreme Leader, of Rouhani and the clerical regime, and I think the people in Iran heard Mrs. Rajavi\u2019s voice, and that\u2019s one of the reasons they didn\u2019t come out to vote.\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Regarding policy on Iran, Senator Lieberman added, \u201cYou can love President Trump for some things \u2026 He\u2019s enacted this campaign of maximum economic pressure, which really is having an effect on all those changes occurring in Iran, and encouraging the people of Iran to assert themselves courageously for their own freedom and their economic opportunity<\/span><span data-contrast=\"auto\">\u2026<\/span><span data-contrast=\"auto\"> really since this regime in Tehran will not change, we have to support a change of the regime in Iran by the people of Iran to finally exercise their own self-government.\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Senator Lieberman <\/span><span data-contrast=\"auto\">urged that we<\/span> <span data-contrast=\"auto\">\u201c<\/span><span data-contrast=\"auto\">not listen to people who say regime change will lead to chaos as it did in Syria or Libya or Yemen.<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\"> Part of why it won\u2019t lead to chaos is that Iran <\/span><span data-contrast=\"auto\">is the <\/span><span data-contrast=\"auto\">one who caused a lot of the chaos in those other countries. And part of the reason is that there is an alternative in Iran that\u2019s ready to govern.\u00a0<\/span> <span data-contrast=\"auto\">And that is the National Council of Resistance in Iran, President Elect Mrs. Maryam Rajavi.\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Former Senator Kelly Ayotte <\/span><span data-contrast=\"auto\">called on<\/span><span data-contrast=\"auto\"> the U.S. to push for reinstatement of U.N. snapback sanctions on <\/span><span data-contrast=\"auto\">the <\/span><span data-contrast=\"auto\">Iranian regime under U.N. Resolution 2231. \u201cIf the world does not push back,\u201d Mrs. Ayotte said, \u201cthe arms embargo on Iran will be lifted and that means Iran can purchase tanks, purchase missiles from China and Russia.\u201d<\/span><span data-contrast=\"auto\">\u00a0 <\/span><span data-contrast=\"auto\">Senator Ayotte <\/span><span data-contrast=\"auto\">also <\/span><span data-contrast=\"auto\">praised <\/span><span data-contrast=\"auto\">the Iranian protesters, \u201cIn the last few months, we\u2019ve seen the Iranian people stand up for their rights, and we stand with them. They\u2019ve taken to the streets. We\u2019ve heard their chants: \u2019Death to Khomeini. Death to the murderer and his rule. His rule is null and void.\u2019 And we agree.<\/span><span data-contrast=\"auto\">\u201d<\/span><span data-contrast=\"auto\"> She added, \u201cThis is a time where we have an opportunity to come together, to continue the maximum pressure campaign, to make sure that people have the right to regime change in Iran, and that they can live in freedom and prosperity.\u201d<\/span><span data-ccp-props=\"{&quot;134233117&quot;:true,&quot;134233118&quot;:true}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Ambassador Mitch<\/span><span data-contrast=\"auto\">ell<\/span><span data-contrast=\"auto\"> Reiss highlighted <\/span><span data-contrast=\"auto\">three<\/span><span data-contrast=\"auto\"> key takeaways from the event: First, <\/span><span data-contrast=\"auto\">the <\/span><span data-contrast=\"auto\">Iranian people have unequivocally rejected the clerical regime. The resolution coincides with the criminal incompetence and malign indifference of the mullahs in handling the nationwide outbreak of coronavirus, which has caused over <\/span><span data-contrast=\"auto\">5<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">5<\/span><span data-contrast=\"auto\">00 deaths in Iran so far.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The resolution notes that the regime&#8217;s security forces responded to \u201clegitimate protests against an oppressive, corrupt regime\u2026. with lethal force, killing hundreds of demonstrators and arresting thousands more.\u201d It adds that \u201creports indicate that Iranian Government authorities have, in many instances, refused to return victims\u2019 bodies to their families and that security forces have removed bodies from morgues and transferred them to unknown locations.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Condemning <\/span><span data-contrast=\"auto\">the 1988 Massacre, the resolution rebukes the regime for \u201ccarrying out the barbaric mass executions of thousands of political prisoners\u2014including teenagers and pregnant women\u2014by hanging and firing squad for refusing to renounce their political affiliations and, in some cases, for possessing or distributing political reading material.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The <\/span><span data-contrast=\"auto\">legislation<\/span><span data-contrast=\"auto\"> points out<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\"> \u201cthe Iranian regime was implicated in a terrorist plot targeting gatherings of Iranian dissidents in Paris in June 2018 and in Albania in March 2018.\u201d <\/span><span data-contrast=\"auto\">I<\/span><span data-contrast=\"auto\">n January, Albania expelled two other agents operating under the cover of <\/span><span data-contrast=\"auto\">\u201c<\/span><span data-contrast=\"auto\">diplomats.<\/span><span data-contrast=\"auto\">\u201d<\/span><span data-contrast=\"auto\">\u00a0 <\/span><span data-contrast=\"auto\">The resolution<\/span><span data-contrast=\"auto\"> also<\/span><span data-contrast=\"auto\"> notes<\/span> <span data-contrast=\"auto\">the conviction<\/span><span data-contrast=\"auto\"> of <\/span><span data-contrast=\"auto\">two of <\/span><span data-contrast=\"auto\">the regime\u2019s intelligence agents in the U.S.<\/span><span data-contrast=\"auto\"> who<\/span><span data-contrast=\"auto\"> were \u201cacting on behalf of the Iranian regime to conduct covert surveillance in the United States against officials of the Iranian opposition for a target package, which, according to the Department of Justice complaint, may have included \u2018apprehension, recruitment, cyber exploitation, or capture\/kill operations.<\/span><span data-contrast=\"auto\">\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The resolution underscores that the regime\u2019s implementation during the November 2019 uprising of \u201ca near-total shutdown of internet services, stopping nearly all means of online communications for people inside Iran\u201d was intended \u201cto prevent the sharing of images and videos of deadly violence being used by security forces.\u201d The resolution \u201cencourages the United States Government to do everything in its power to ensure the Iranian people have free and uninterrupted access to the internet.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The <\/span><span data-contrast=\"auto\">resolution<\/span> <span data-contrast=\"auto\">takes note of the unprecedented boycott of the sham February 2020 parliamentary elections, partly because of \u201canger over crackdowns on protesters,\u201d and that \u201cthe majority of the Iranian people chose not to vote, making turnout the lowest in Iran\u2019s post-1979 history.\u201d<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>There were two recent developments in the U.S. Senate advancing the cause of a democratic and free Iran.
