This was a necessary yet long delayed action. Hassan\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0has been a member of the IRGC since its foundation. He participated in the massacre of\u00a0<\/span><span data-contrast=\"none\">Iranian<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Kurd<\/span><span data-contrast=\"auto\">s<\/span><span data-contrast=\"auto\">\u00a0in<\/span><span data-contrast=\"auto\">\u00a0the<\/span><span data-contrast=\"auto\">\u00a01980s, and during the Iran-Iraq war served as the commander of logistics and support of the southeastern front. Following the end of war from 1994 to 1998<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0was appointed as the commander of logistics. (At the time\u00a0<\/span><span data-contrast=\"auto\">Qassem<\/span><span data-contrast=\"auto\">\u00a0Soleimani, the now-dead head of the Quds Forces was the commander of southeast Iran.)<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0has numerous private companies and is very active in plundering the people of Iran. He also served as\u00a0<\/span><span data-contrast=\"auto\">an<\/span><span data-contrast=\"auto\">\u00a0economic consultant\u00a0<\/span><span data-contrast=\"auto\">to\u00a0<\/span><span data-contrast=\"auto\">Eshaq\u00a0<\/span><span data-contrast=\"auto\">Jahangiri<\/span><span data-contrast=\"auto\">, the regime\u2019s vice president, from January 2016 to November 2016.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Qassem<\/span><span data-contrast=\"auto\">\u00a0Soleimani promoted IRGC Brigadier General Hassan\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0from the chair of the Reconstruction Headquarters to the<\/span><span data-contrast=\"auto\">\u00a0post of<\/span><span data-contrast=\"auto\">\u00a0special adviser of the Quds Force\u2019s commanding office. After the promotion,\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0was also tasked with supervising the activities of the Headquarters. In the same decree, Soleimani assigned\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0as the authority for improving the\u00a0<\/span><span data-contrast=\"auto\">Arbaeen<\/span><span data-contrast=\"auto\">\u00a0ceremonies and circumventing the sanctions<\/span><span data-contrast=\"auto\">.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Following the elimination of\u00a0<\/span><span data-contrast=\"auto\">Qassem<\/span><span data-contrast=\"auto\">\u00a0Soleimani, and Abu Mehdi-al\u00a0<\/span><span data-contrast=\"auto\">Muhandis<\/span><span data-contrast=\"auto\">, the commander of the Iraqi\u00a0<\/span><span data-contrast=\"auto\">Kata\u2019ib<\/span><span data-contrast=\"auto\">\u00a0Hizballah (KH)<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">on\u00a0<\/span><span data-contrast=\"auto\">January 3 in a U.S. drone attack,\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0in an interview with the IRGC\u2019s Fars News Agency on February 9 said that from\u00a0<\/span><span data-contrast=\"auto\">the\u00a0<\/span><span data-contrast=\"auto\">early 1980s until 2020, for four decades, he had been one of the closest IRGC commanders to Soleimani and participated in different operations with him.\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0said he had close relations with al-<\/span><span data-contrast=\"auto\">Muhandis<\/span><span data-contrast=\"auto\">\u00a0and during the interview showed his pictures with the both eliminated terrorists.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"auto\">How this headquarters was formed\u00a0<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In an interview on January 25, 2016, Hassan Pelarak explained the process of forming this organization and entering Iraq, which was simultaneous with the US-led invasion of Iraq in March 2003.\u00a0Pelarak\u00a0 said, \u201cThe Americans attacked Iraq to eliminate Saddam, of course; the Islamic Republic\u2019s goal was also eliminating Saddam.\u00a0So\u00a0we used the opportunity and with the potential we had we entered Iraq and we started the reconstruction of the holy shrines. The supreme leader\u2019s representatives in the Quds Forces and the Holy Shrines\u2019 Reconstruction Headquarters, the deputy of the international affairs of the supreme leader\u2019s office, head of the office of policymaking of the Friday Prayer Leaders and head of the regime\u2019s Endowment and Charity Organization<\/span><span data-contrast=\"auto\">\u00a0\u00a0<\/span><span data-contrast=\"auto\">\u00a0are\u00a0<\/span><span data-contrast=\"auto\">within<\/span><span data-contrast=\"auto\">\u00a0the organization of the Holy Shrines\u2019 Reconstruction Headquarters. This headquarters has prepared the ground for the Quds Force to carry on different terrorist activities and arms trafficking, plundering and even circumventing sanctions under the pretext of reconstructing the shrines of Shiite figures and\u00a0<\/span><span data-contrast=\"auto\">I<\/span><span data-contrast=\"auto\">mams.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Along with acting as a front organization for the <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-fundamentalism\/26763-quds-force-s-arm-in-iraq-holy-shrines-reconstruction-headquarters\" target=\"_blank\" rel=\"noopener noreferrer\">Quds Force<\/a> in Iraq, the Holy Shrines\u2019 Reconstruction Headquarters also began operations in Syria in 2014 and now has\u00a0<\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">separate\u00a0<\/span><span data-contrast=\"auto\">office in Syria which is active under the pretext of reconstruction of holy shrines. The Holy Shrines\u2019 Reconstruction Headquarters has created a good cover for the Quds Force\u2019s presence in Syria in the post-war period.\u00a0<\/span><span data-contrast=\"auto\">Pelarak<\/span><span data-contrast=\"auto\">\u00a0appointed Alireza Akbari as head of this office in Syria in 2018.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:257}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The Holy Shrines\u2019 Reconstruction Headquarters is just an example of the IRGC&#8217;s holdings. The regime has refused to provide the Iranian people with the necessary equipment to combat the coronavirus, yet it dedicates billions of dollars of the national wealth to its warmongering campaign, in order to prolong its life.<\/span><span
