In a\u00a0<\/span>press release<\/span><\/a>\u00a0on Wednesday, t<\/span>he United States\u00a0<\/span>Department of the Treasury\u2019s Office of Foreign Assets Control (OFAC) sanctioned the Iranian regime’s Interior\u00a0<\/span>M<\/span>inister<\/span>,\u00a0<\/span>Abdolreza<\/span>\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>,\u00a0<\/span>for his role in serious human rights abuses against Iranian people, along with seven senior officials of the Iranian\u00a0<\/span>regime\u2019s<\/span>\u00a0Law Enforcement Forces (LEF) and<\/span>\u00a0<\/span>a\u00a0<\/span>provincial<\/span>\u00a0commander of the Revolutionary Guards (IRGC)<\/a>. In addition to these individuals, the U.S. Department of Treasury also targeted the Bonyad\u00a0<\/span>Taavon<\/span>\u00a0NAJA, which is translated as LEF Cooperative Foundation, along with its director and members of the board of trustees.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cThe Iranian regime violently suppresses dissent of the Iranian people, including peaceful protests, through physical and psychological abuse,\u201d said Treasury Secretary Steven T. Mnuchin. \u201cThe United States will continue to hold accountable Iranian officials and institutions that oppress and abuse their own people.\u201d<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>The LEF has played a key role in government crackdowns on\u00a0<\/span>protesters and<\/span>\u00a0operates detention centers associated with physical and psychological abuses. The LEF has begun to crack down on Afghan migrants in Iran, sending them to deportation centers where the IRGC has reportedly coerced many into fighting for Iranian militias in Syria. In May 2020, the LEF was implicated in the torture and drowning of Afghan nationals attempting to cross into Iran<\/span>,\u201d read the press release.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>As the Iranian regime\u2019s Interior Minister and chair of Iran\u2019s National Domestic Security Council (NDSC),\u00a0<\/span>Abdolreza<\/span>\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0(<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>) has responsibilities for overseeing internal security issues, including Iran\u2019s LEF.\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0holds the title of \u201cDeputy or Replacement Commander-in Chief of Police Forces\u201d, as delegated to him by the Supreme Leader.\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0has issued orders authorizing the LEF to use lethal force in response to the November 2019<\/a> protests, resulting in violence against peaceful protestors and bystanders. His orders led to the killing of many protestors, including at least 23 minors<\/span>,\u201d the Treasury Department statement added.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>Under\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli\u2019s<\/span>\u00a0tenure, which began in 2013, the LEF has been responsible for the commission of serious human rights abuses against Iranians on multiple occasions, including killing hundreds of Iranians. As the Interior Minister,\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0issued several public warnings to protestors discouraging them from gathering and emphasizing that the LEF would crack down. Further, under\u00a0<\/span>Fazli\u2019s<\/span>\u00a0tenure, the Ministry has routinely denied permits, or granted permits and then denied security, for the gatherings. These gatherings have then been attacked by plainclothes individuals believed to be part of the intelligence and security apparatus. Additionally,\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0as chair of the NDSC was involved in the Iranian regime\u2019s decision to impose the days-long internet blackout of the November 2019 protests<\/span>,\u201d read the statement.\u00a0<\/span>\u00a0<\/span><\/p>\n

The People\u2019s Mojahedin Organization of Iran (PMOI\/MEK)<\/a> has announced that at least 1500 protesters were killed during the nationwide Iran protests, that were triggered following the sudden gas price hike by the regime.\u00a0 In addition, according to the MEK<\/a>, there were over 12,000 detained protesters, who the regime refuses to release even amid the coronavirus outbreak.<\/span>\u00a0<\/span><\/p>\n

Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0is<\/span>\u00a0a<\/span>\u00a0culprit in<\/span>\u00a0the\u00a0<\/span>coronavirus outbreak which\u00a0<\/span>so<\/span>\u00a0far, according to the MEK, has\u00a0<\/span>claimed\u00a0<\/span>the\u00a0<\/span>lives of nearly 43,000 people. While defending his decision to hold the sham parliamentary elections, during the first days of<\/span>\u00a0the<\/span>\u00a0pandemic<\/span>,<\/span>\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0<\/span>admitted on February 23: \u201cSome people recommended\u00a0<\/span>that we postpone the election. Regarding Qom, they insisted we postpone the election in the city. As the official responsible for the election, I did not accept any of these (recommendations).\u201d\u00a0\u00a0\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

Along with\u00a0<\/span>Rahmani<\/span>\u00a0<\/span>Fazli<\/span>\u00a0several other\u00a0<\/span>of the\u00a0<\/span>regime\u2019s security officials are targeted.\u00a0<\/span>Th<\/span>ey<\/span>\u00a0include:<\/span>\u00a0Hossein\u00a0<\/span>Ashtari<\/span>\u00a0<\/span>Fard<\/span>\u00a0(<\/span>Ashtari<\/span>), the Commander of the LEF since March 2015<\/span>,<\/span>\u00a0and Ayoub Soleimani (Soleimani)<\/span>,<\/span>\u00a0the Deputy Commander of the LEF, and the LEF\u2019s most senior officials: Mohsen\u00a0<\/span>Fathi<\/span>\u00a0Zadeh, the Chief of the Defense and Intelligence Organization of the LEF; Yahya\u00a0<\/span>Mahmoodzadeh<\/span>, the Deputy of Planning and Budget for the LEF;\u00a0<\/span>Hamidraza<\/span>\u00a0<\/span>Ashraq<\/span>, the Deputy of Legal and Parliamentary Affairs for the LEF; and Mohammad Ali\u00a0<\/span>Noorinajad<\/span>, the Deputy Coordinator of the LEF and finally Hassan\u00a0<\/span>Shahvarpour<\/span>\u00a0<\/span>Najafabadi<\/span>\u00a0(<\/span>Shahvarpour<\/span>), an IRGC Brigadier General and the Commander of the IRGC\u2019s Vali\u00a0<\/span>Asr<\/span>\u00a0Base in Khuzestan province<\/span>.<\/span>\u00a0<\/span><\/p>\n

\u201c<\/span>During\u00a0<\/span>Ashtari\u2019s<\/span>\u00a0tenure as commander, the LEF has been implicated in multiple cases of violence, including the reported killing of hundreds of Iranian protesters and several dozen children following nationwide protests against an increase in gasoline prices in November 2019. In addition,\u00a0<\/span>Ashtari<\/span>\u00a0also directs the LEF cyber police unit, an organization that monitors expressions of dissatisfaction with the Iranian\u00a0<\/span>regime and<\/span>\u00a0has threatened to punish Iranians who use social media to organize protests. Soleimani took an active role in the suppression of anti-hijab protests in July 2019, calling an improperly worn hijab an obvious crime. He issued statements that the security forces would forcefully confront women who were not abiding by the Iranian dress\u00a0<\/span>code<\/span>,\u201d read the statement.\u00a0<\/span>\u00a0<\/span><\/p>\n

According\u00a0<\/span>to\u00a0<\/span>the OFAC, Hassan\u00a0<\/span>Shahvarpour<\/span>\u00a0<\/span>Najafabadi<\/span>\u00a0was the IRGC commander when “In this province and the city of\u00a0<\/span>Mahshahr<\/span>\u00a0alone, the IRGC killed at least 100 protestors in a three-day period.”<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
