Qalibaf and Raisi<\/figcaption><\/figure>\n

The Iranian<\/span>\u00a0regime\u2019s\u00a0<\/span>parliament\u00a0<\/span>appointed<\/span>\u00a0its new speaker on Thursday, and it proved to be a latest in a series of move<\/span>\u00a0of the regime\u2019s\u00a0<\/span>policy of contraction\u00a0<\/span>over the government. There were three candidates for the position by the time lawmakers cast their votes, but the outcome was effectively predetermined. Mohammad Bagher\u00a0<\/a><\/span>Ghalibaf<\/span><\/a>\u00a0received 230 of the 267 votes.\u00a0<\/span>\u00a0<\/span><\/p>\n

The landslide victory stems from a couple of factors.\u00a0<\/span>Firstly,\u00a0<\/span>Ghalibaf<\/span><\/a>\u00a0was reportedly the candidate favored by\u00a0<\/span>the regime\u2019s\u00a0<\/span>Supreme Leader Ali Khamenei.\u00a0<\/span>Secondly, the<\/span>\u00a0impulse to support Khamenei\u00a0<\/span>should be<\/span>\u00a0stronger in the current parliament than it has been in many years.\u00a0<\/span>This is because the elections that determined the makeup of that parliament were rigged to guarantee\u00a0<\/span>Khamenei\u2019s absolute<\/span>\u00a0dominance<\/span>, in his contraction policy and making the regime unipolar.<\/span><\/p>\n

#Iran<\/a>: Khamenei clearly showed that his regime\u2019s strategic roadmap is a policy of contraction in all aspects, including in dealing with the U.S. The last hope of the regime\u2019s apologists and lovers of negotiation with the U.S. has shattered #Iranian<\/a> https:\/\/t.co\/6XOLLo6vWW<\/a><\/p>\n

As part of the supreme leader\u2019s ultimate authority, he is tasked with directly appointing half of the 12 members on the Guardian Council, a body that is responsible for vetting all laws and all candidates for national office. Any bill or any person deemed to be incompatible with Khamenei\u2019s will can<\/span>\u00a0be summarily barred from going into law or assuming office.<\/span>\u00a0<\/span><\/p>\n

Sometimes, this power is wielded sparingly. In the run-up to the February 21 parliamentary elections, the Guardian Council was extremely heavy-handed. Nearly\u00a0<\/span>every\u00a0 candidate<\/span>\u00a0of the rival faction<\/span>\u00a0was purged from the ballot, including some who had served in the previous parliament and were seeking reelection.<\/span>\u00a0<\/span><\/p>\n

This abandonment of even a pretense of democracy led to Iran\u2019s most successful electoral boycott. According to the government\u2019s own estimate, voter participation was no higher than 43 percent.\u00a0<\/span>Yet, information from inside Iran presented by<\/span>\u00a0the National Council of Resistance of Iran<\/a>,\u00a0<\/span>confirmed<\/span>\u00a0that even this was an exaggeration designed to make it look as if the system had more popular support than it did.<\/span>\u00a0<\/span><\/p>\n

Any symbol of legitimacy is precious to the regime at this historical moment, when Iran is prone to popular unrest and mired in\u00a0a number of\u00a0simultaneous crises. Last November<\/a>, Iranians from all walks of life took part in a nationwide uprising, the second in two years. Then, as in January 2018, participants\u00a0<\/span>again\u00a0<\/span>chanted slogans like \u201cdeath to the dictator,\u201d and made little secret of their desire for a wholesale change of government.<\/span>\u00a0<\/span><\/p>\n

The uprising was followed, less than two months later, by the downing of a commercial airliner at the hands of the Islamic Revolutionary Guard Corps<\/a>. The regime attempted to cover this up for three days before details of the incident reached the public, fueling still more protests. This was soon followed by the coronavirus outbreak, which has had a much greater impact on Iran than\u00a0<\/span>on any other country in the region.<\/span>\u00a0<\/span><\/p>\n

The regime\u2019s<\/span>\u00a0political analysts have observed that the Flight 752 disaster<\/a> marked a new low for public trust in state institutions. They have also predicted that the government\u2019s mismanagement of the coronavirus outbreak will inevitably fuel new calls for protest. For Tehran, the response to these warnings is stepped-up repression of dissent. And this is made increasingly easy by the growing hardline dominance of untrusted institutions.<\/span>\u00a0<\/span><\/p>\n

It must be emphasized that these trends are not merely hypothetical. New and worse crackdowns on dissent would only continue a pattern that was established in the wake of earlier protests and earlier efforts to fill vital government offices with strong supporters of state violence.\u00a0<\/span>Ghalibaf<\/span>\u00a0certainly fits this bill, having spent much of his nearly 40-year political career boasting of his intolerance of political dissent and his willingness to personally \u201cwield sticks\u201d for the clerical regime.<\/span>\u00a0<\/span><\/p>\n

Ghalibaf\u2019s<\/span>\u00a0ascension on Thursday to the post of parliament speaker was preceded by a similarly career-defining promotion for a close associate,\u00a0<\/span>Ebrahim\u00a0<\/span>Raisi<\/span><\/a>.<\/span>\u00a0<\/span>Failing to select\u00a0<\/span>Raisi<\/span><\/a>\u00a0as his regime\u2019s president, which could have resulted in an uprising<\/span>\u00a0Khamenei<\/span>\u00a0appointed\u00a0<\/span>Raisi<\/span>\u00a0as the new head of the judiciary, arguably an even more powerful position than head of the executive branch.<\/span>\u00a0<\/span><\/p>\n

Many human rights advocates pointed to\u00a0<\/span>Raisi<\/span><\/a>\u00a0as a harbinger of even more vicious behavior by Iranian<\/span>\u00a0regime\u2019s<\/span>\u00a0law enforcement. They were quickly proven right, with the two uprisings acting as a pair of bookends in a\u00a0<\/span>record<\/span>\u00a0of escalating brutality. In January 2018, dozens of protesters were killed in clashes with security forces and the IRGC. In November 2019, the death\u00a0<\/span>was much larger as<\/span>\u00a0<\/span>the regime\u2019s security forces<\/span>\u00a0opened fire on crowds with live ammunition, then arrested wounded individuals at the hospital, preventing them from receiving potentially life-saving treatment.<\/span>\u00a0<\/span><\/p>\n

Amnesty International confirmed in a statement that IRGC<\/a> operatives had been shooting to kill, and the NCRI determined<\/p>\n

based on the reports published by the People\u2019s Mojahedin Organization of Iran (PMOI\/MEK<\/a>),\u00a0<\/span>that\u00a0<\/span>over<\/span><\/a>\u00a01,500 protesters had been killed over a period of about two weeks.\u00a0<\/span>The brutality was no doubt fueled by Tehran\u2019s paranoia over the role that\u00a0<\/span>MEK\u00a0<\/span>played in the 2018 and 2019 uprisings<\/a>.\u00a0<\/span>This leading Iranian opposition movement<\/span>\u00a0has long been recognized as the principal threat to the mullahs\u2019 hold on power. And in recent years, regime officials have been more upfront about targeting the group than they have been since the 1980s.<\/span>\u00a0<\/span><\/p>\n

Raisi<\/span>\u00a0and\u00a0<\/span>Ghalibaf\u2019s<\/span>\u00a0promotions are very much a throwback to that era. Both used early crackdowns on the\u00a0<\/span>MEK<\/span><\/a>\u00a0as tools to advance their careers. As the IRGC commander in\u00a0Gilan\u00a0and Mazandaran Provinces,\u00a0<\/span>Ghalibaf<\/span><\/a>\u00a0promoted crackdowns on dissent in that region before moving into national operations as the founder of an intelligence division of the\u00a0<\/span>Basij<\/span>\u00a0militia and a rapid-response police force that was dedicated to quelling unrest.\u00a0<\/span>Raisi<\/span>, meanwhile, worked mostly as a judge and made\u00a0<\/span>frequent use of corporal and capital punishment. In 1988, he was a leading participant in a massacre of 30,000 political prisoners that mainly targeted the\u00a0<\/span>MEK<\/span><\/a>.<\/span>\u00a0<\/span><\/p>\n

Since then, both men have not only defended their actions, but lauded them. In 2012,\u00a0<\/span>Ghalibaf<\/span>\u00a0fondly recalled personally participating in the suppression of student protests in 1999, even though it was not his job to do so. Less than a year after those remarks,\u00a0<\/span>Ghalibaf<\/span><\/a>\u00a0made his second attempt to win the presidency, but lost to Rouhani. Undeterred, he continued to dutifully promote hardline policies while defending his friends\u2019 interests as mayor Tehran.<\/span>\u00a0<\/span><\/p>\n

The payoff for this service underscored the inherent emptiness of the\u00a0<\/span>regime\u2019s<\/span>\u00a0proto-democratic institutions.\u00a0<\/span>Raisi\u2019s<\/span>\u00a0appointment as judiciary head had the same eff<\/span>ect the previous year. In recognition of the lack of viable alternatives to hardline affiliates of the supreme leader, Iranians have been protesting loudly, despite a growing threat to their lives. And in February, they boycotted a sham election, keeping with the\u00a0<\/span>MEK\u2019s<\/span>\u00a0appeals to \u201cvote for regime change.\u201d<\/span>\u00a0<\/span><\/p>\n

Iranians are clearly willing to work toward that outcome on their own. But they need international support all the same. The longer the dream of regime change is deferred, the more \u201cstick wielders\u201d and \u201changing judges\u201d will pack the upper echelons of the Iranian regime. And the more that hardliners dominate the system, the more they will turn that dominance against Iran\u2019s peaceful, activist population.<\/span>\u00a0<\/span><\/p>\n
