The\u00a0<\/span><span data-contrast=\"auto\">regime\u2019s\u00a0<\/span><span data-contrast=\"auto\">official death toll surpassed 8,000 on the same day, as 70 fatal cases were recorded over the preceding 24-hour period. Meanwhile, authorities continued to insist that there had been only about a dozen fatalities across the entire country. Although\u00a0<\/span><span data-contrast=\"auto\">the regime\u2019s<\/span><span data-contrast=\"auto\">\u00a0numbers began to increase afterward, the discrepancy was never corrected in any meaningful way. Instead, it seems that a lack of initial reporting established a gap between official and independent estimates, which authorities made no effort to close.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The NCRI\u2019s reports on the epidemic have updated their raw numbers\u00a0on a daily basis. But there has been little change in the magnitude of the regime\u2019s apparent underreporting. In the face of increasing rates of infection, Iranian\u00a0<\/span><span data-contrast=\"auto\">regime <\/span><span data-contrast=\"auto\">officials have taken to creating\u00a0<\/span><span data-contrast=\"auto\">narratives about the cause of that phenomenon which reflects positively on the government\u2019s public health policies, but negatively on the private citizens<\/span><span data-contrast=\"auto\">\u00a0most affected by the outbreak.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">On Tuesday,\u00a0<\/span><span data-contrast=\"auto\">the Iranian regime\u2019s\u00a0<\/span><span data-contrast=\"auto\">Health Minister Saeed Namaki\u00a0<\/span><span data-contrast=\"auto\">blatantly\u00a0<\/span><span data-contrast=\"auto\">blamed the recent trends on \u201cthe fact that people have become completely careless regarding this disease.\u201d His comments did not appear to recognize either the fact of the regime\u2019s own carelessness in setting policy in this regard or the recent efforts by some officials to diminish public concerns about the threat of the virus.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Even as Namaki was\u00a0<\/span><span data-contrast=\"auto\">blaming the people rising infection rather than regime\u2019s deception, inaction and cover-up<\/span><span data-contrast=\"auto\">, the <\/span><span data-contrast=\"auto\">regime\u2019s\u00a0<\/span><span data-contrast=\"auto\">President Hassan Rouhani\u00a0<\/span><span data-contrast=\"auto\">bragged that<\/span><span data-contrast=\"auto\">\u00a0Iran is in an \u201cacceptable situation\u201d\u00a0with regard to\u00a0the coronavirus. After proclaiming that its reproduction rate was \u201cless than one,\u201d signifying progress toward eradication despite the ongoing spike, Rouhani stated that the conditions were \u201cnot even fragile\u201d anymore. It would surely be difficult for anyone to take these words seriously and still conclude that their own actions could contribute to a significant rise in new cases.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Even Namaki seemed to partially endorse Rouhani\u2019s rosy outlook when he described the situation as \u201ccompletely stable\u201d in 27 of Iran\u2019s 31 provinces. Two of those provinces saw restrictions on social activity and travel re-imposed last month, and authorities have paid lip-service to the notion of tightening controls in\u00a0<\/span><span data-contrast=\"auto\">other areas, too. But in keeping with their narrative of government competence and public non-compliance, they have emphasized that this would only happen if ordinary citizens failed to abide by the regime\u2019s standards.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Engulfed by various crises and being under economic pressure, the regime forced people back to work. The plans for that reopening had been met with warnings from independent experts who predicted that something akin to the present spike in cases would inevitably result<\/span><span data-contrast=\"auto\">. These warnings were fueled by the widespread belief that Iran had been under-counting the infected and the dead, as well as by the fact that even the official estimates failed to show a sustained plateau before re-opening plans went into effect.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">At the start of the Iranian calendar year in March, when the coronavirus outbreak was officially well underway,\u00a0<\/span><span data-contrast=\"auto\">Ali Khamenei delivered a speech in which he declared it the \u201cyear of boosting production,\u201d\u00a0<\/span><span data-contrast=\"auto\">thereby establishing domestic economic development as a major priority<\/span><span data-contrast=\"auto\">\u00a0or rather regime\u2019s economic<\/span><span data-contrast=\"auto\">\u00a0shortcomings and need for money to fund its illicit activities<\/span><span data-contrast=\"auto\">, if not the single most important issue for his subordinates.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Not only did this prompt the\u00a0<\/span><span data-contrast=\"auto\">regime\u2019s\u00a0<\/span><span data-contrast=\"auto\">authorities to press forward with a premature re-opening plan; it also helped to delay the initial closure for much longer than in every surrounding country.\u00a0As a consequence, Iran quickly developed the worst coronavirus outbreak in the entire region, even as judged only by the official infection and mortality rates.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">While leading Iranian\u00a0<\/span><span data-contrast=\"auto\">regime\u2019s\u00a0<\/span><span data-contrast=\"auto\">officials have\u00a0<\/span><span data-contrast=\"auto\">blatantly<\/span><span data-contrast=\"auto\">\u00a0blame<\/span><span data-contrast=\"auto\">d<\/span><span data-contrast=\"auto\">\u00a0the early spread of\u00a0<\/span><span data-contrast=\"auto\">COVID-19<\/span><span data-contrast=\"auto\">\u00a0on a lack of discipline among the people, they have also never expressed regret or uncertainty about\u00a0<\/span><span data-contrast=\"auto\">their own policies. More than that, the\u00a0<\/span><span data-contrast=\"auto\">regime\u2019s\u00a0<\/span><span data-contrast=\"auto\">Health Minister\u00a0<\/span><span data-contrast=\"auto\">shamelessly\u00a0<\/span><span data-contrast=\"auto\">said on Tuesday that citizens might be failing to take precautions regarding the virus because they, too, have \u201ctotal confidence\u201d in the authorities to contain the crisis. As a second option, he presented the possibility that Iranians are resuming normal activity because they think the coronavirus has already effectively disappeared.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Namaki did not publicly consider a likely third option, that\u00a0<\/span><span data-contrast=\"auto\">many Iranians simply have no choice but to resume normal economic activity in line with the re-opening. Although authorities like the supreme leader and the Islamic Revolutionary Guard Corps wield personal control over hundreds of billions of dollars in assets, the regime has made\u00a0<\/span><span data-contrast=\"auto\">nothing<\/span><span data-contrast=\"auto\">\u00a0available to the public in the form of financial assistance during the crisis. The NCRI concluded from this fact that Tehran placed itself in a position whereby they had no choice but to send people back to work or else risk renewed public unrest as an already impoverished people began to experience homelessness and starvation.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">For the sake of avoiding that risk to its own hold on power, the regime knowingly <\/span><span data-contrast=\"auto\">forced people back to work to avoid a nationwide uprising by <\/span><span data-contrast=\"auto\">the Iranian people due to their economic problems and harsh living conditions, which are the result of the regime\u2019s wrong economic policies<\/span><span data-contrast=\"auto\">.
