Iran has become a significant epicenter of the coronavirus pandemic, with massive fatalities occurring across the country. As of\u00a0<\/span>June\u00a0<\/span>5, according to the network of\u202f<\/span>the People\u2019s Mojahedin Organization of Iran (PMOI\/MEK)<\/span><\/a>, the death toll due to<\/span>\u00a0the<\/span>\u202f<\/span>Coronavirus<\/span><\/a>\u202freached to\u202f49,<\/span>5<\/span>00\u202f\u202fin\u00a0325 cities in Iran.<\/span>\u00a0<\/span><\/p>\n

The Iranian regime has resorted to a systematic campaign to\u00a0<\/span>blame\u00a0<\/span>US sanctions as the leading cause of Iran\u2019s national calamity. Tehran\u2019s lobbies and apologists have echoed this notion.\u202f A quick look at Iran\u2019s state-run media shows that the regime\u2019s propaganda is totally at odds with reality.<\/span>\u00a0<\/span><\/p>\n

On June 1, 2020, the state-run daily\u00a0<\/span>Mostaghel<\/span><\/a>\u00a0<\/span>on\u00a0<\/span>its website posted an interview with \u201cDr. Hossein\u00a0<\/span>Rafiei<\/span>, a member of the National Council of\u00a0<\/span>Peace\u201d which<\/span>\u00a0confesses to many facts clarifying the regime\u2019s criminal policies regarding the pandemic which\u00a0<\/span>has\u00a0<\/span>caused the high fatality<\/span>\u00a0nu<\/span>mbers\u00a0<\/span>in Iran.\u00a0<\/span>\u00a0<\/span><\/p>\n

This interview underlines important facts of the regime\u2019s criminal policies which\u00a0<\/span>have resulted<\/span>\u00a0in thousands of\u00a0<\/span>deaths<\/span>\u00a0and spread of the coronavirus across Iran, as well the economic facilities the regime has\u00a0<\/span>at its disposal\u00a0<\/span>yet refuses to use to help people. Some of these points include:\u00a0<\/span>\u00a0<\/span><\/p>\n

  1. The Iranian regim<\/span>e\u2019s<\/span>\u00a0polic<\/span>y\u00a0<\/span>of herd immunity has created the second wave of the\u00a0<\/span>virus.\u00a0<\/span><\/li>\n
  2. The government has vast economic resources but has not use<\/span>d<\/span>\u00a0them to combat COVID-19\u00a0<\/span><\/li>\n
  3. According to the statistics, published by the regime\u2019s Central Bank in November 2019,<\/span>\u00a0the liquidity was around 2282 trillion\u00a0<\/span>tomans<\/span>, and 1376 billion tomans was added to it. If half of the interest\u00a0<\/span>was\u00a0<\/span>taken\u00a0<\/span>as tax, every month its 15 trillion\u00a0<\/span>tomans<\/span>\u00a0could be divided to 2 mill<\/span>ion\u00a0<\/span>tomans<\/span>\u00a0and give<\/span>n<\/span>\u00a0it<\/span>\u00a0to 7.5<\/span>\u00a0million<\/span>\u00a0families, around 30 million<\/span>\u00a0people, for their living expenses.\u00a0<\/span><\/li>\n
  4. This amount of liquidity is in the hands of 500 of the regime’s officials who have obtained it through corruption, and only with half of this amount, the regime can pay two million tomans a month for 4 years to ten million households (40 million people).<\/span><\/li>\n
  5. The regime\u2019s supreme leader, Ali Khamenei<\/span>,<\/span>\u00a0controls\u00a0<\/span>nine<\/span>\u00a0huge financial institutions, including: Military Cooperatives,\u00a0<\/span>Foundation of Martyrs and Veterans Affairs, Housing Foundation of Islamic Revolution,\u00a0<\/span>Imam Khomeini Relief Foundation,\u00a0<\/span>Mostazafan<\/span>\u00a0Foundation,\u00a0\u00a0<\/span>Razavi<\/span>\u00a0Economic\u00a0<\/span>Organization, Execution of Imam Khomeini’s Order Headquarters,\u00a0<\/span>Futurists Economic Development and the Revolutionary Guards (IRGC) Khatam<\/span>\u2011<\/span>al\u00a0<\/span>Anbiya<\/span>\u00a0Construction Headquarters<\/span>. Within the last 30 years, these institutions have gradually\u00a0<\/span>expanded their wealth and liquidity.\u00a0<\/span>There is no precise and clear information about the balance of activity and wealth of these institutions<\/span>, but according to Reuters, there are $95 billion in wealth at the Execution of Imam Khomeini’s Order Headquarters.<\/span>\u00a0<\/span><\/li>\n

Behzad\u00a0<\/span>Nabavi<\/span>, a government minister in several administrations, said in an interview with the state-run\u00a0<\/span>Alef<\/span>\u00a0news agency on September 21, 2019<\/span>:<\/span>\u00a0\u201cIn our country, there are four institutions which control 60 percent of the national wealth. This includes Executive Headquarters of Imam\u2019s Directive (<\/span>Setad<\/span>\u00a0<\/span>Ejraie<\/span>\u00a0Farman Imam), Khatam-<\/span>ol<\/span>–<\/span>Anbiay<\/span>\u00a0Base,\u00a0<\/span>Astan<\/span>-e Quds, and Foundation of the Oppressed and Disabled.\u201d The wealth of all the economic institutions under the supreme leader’s supervision is equivalent to a thousand billion dollars. The ten percent profit of this fortune is one hundred billion dollars, with which it is possible to cover the living expenses of ten million low-income households (forty million people).<\/span>\u00a0<\/span><\/li>\n<\/ol>\n

    Herd Immunity, Iran [regime]\u2019s method during\u00a0<\/span><\/b>the\u00a0<\/span><\/b>coronavirus pandemic<\/span><\/b>\u00a0<\/span><\/p>\n

    Q: What approach do the Iranian government\u2019s structure in general and Hassan Rouhani [regime\u2019s current president] government\u00a0<\/span>follow<\/span>\u00a0[for combatting the coronavirus]?<\/span>\u00a0<\/span><\/p>\n

    A:\u00a0<\/span>In Iran, they chose herd immunity. They\u00a0<\/span>didn\u2019t<\/span> take the quarantining seriously and then just gave some advice to people, let people travel during Nowruz [Persian New Year] holiday, and fearing an \u201ceconomic collapse\u201d resumed economic activities. Since the government lacks necessary financial recourse [Hassan Rouhani\u2019s\u00a0<\/span>government officials] saw allowing<\/span>\u00a0economic-service activities as the solution<\/span>. For this\u00a0<\/span>reason,<\/span>\u00a0the second wave of the coronavi<\/span>rus started in many provinces again and now no one could foretell the outcome.\u00a0<\/span>\u00a0<\/span><\/p>\n

    Q: We have witnessed that the whole world mobilized\u00a0<\/span>all of<\/span>\u00a0its forces to combat this invisible enemy. Since combating and resolving the coronavirus crisis requires huge financial resources<\/span>. I<\/span>n your opinion<\/span>\u00a0and with respect to the country\u2019s current situation, h<\/span>ow can the government provide these resources?<\/span>\u00a0<\/span><\/p>\n

    A: This is true that the government [the executive branch] due to the sanctions, not exporting oil,\u00a0<\/span>vast corruption of governmental organizations, weakness of the economic foundations, annual budget deficit, etc. has no <\/span>resources\u00a0<\/span>at\u00a0<\/span>hand to resolve this crisis, yet there are huge resources in the country which could be used.\u00a0<\/span>\u00a0<\/span><\/p>\n

    According to the latest statistics by the Central Bank in November 2019 (published by\u00a0<\/span>Iran daily on February 15)<\/span>, t<\/span>he volume of liquidity is 2282 trillion\u00a0<\/span>tomans<\/span>, to which 1376 billion\u00a0<\/span>tomans<\/span>\u00a0are added daily.\u00a0<\/span>Some\u00a0<\/span>75% of this liquidity was deposited at banks and they received a daily profit of one trillion\u00a0<\/span>tomans<\/span>\u00a0– before the reduction of the banks’ interest – and it is said that 500 people control\u00a0<\/span>the<\/span>\u00a0major part of this amount of liquidity.<\/span>\u00a0<\/span>If half of the daily profit is taken as tax, 15 thousand billion\u00a0<\/span>tomans<\/span> of it can be divided into two million\u00a0<\/span>tomans<\/span>\u00a0and given to seven and a half million households (about 30 million people)\u00a0<\/span>every month\u00a0<\/span>for their\u00a0<\/span>living expenses substances.<\/span>\u00a0<\/span>Then, we could expect these households to comply with quarantine, have a living chance, and follow health advises.<\/span>\u00a0<\/span><\/p>\n

    Most of<\/span>\u00a0this huge liquidity is being controlled by some \u201cinsiders\u201d who are deeply involved in\u00a0<\/span>embezzlement and<\/span>\u00a0who<\/span>\u00a0did not gather this much wealth through legitimate,\u00a0<\/span>clean,<\/span>\u00a0and dynamic economic activities.\u00a0<\/span>Half of this amount will be one million billion\u00a0<\/span>tomans<\/span>\u00a0(one thousand trillion\u00a0<\/span>tomans<\/span>). Now, if only half of this amount is allocated to the people according to Article 49 of the Constitution, it can be used to pay two million\u00a0<\/span>tomans<\/span>\u00a0a month to ten million households (forty million people) for two years.<\/span>\u00a0<\/span><\/p>\n

    Q: Simultaneous with the coronavirus outbr<\/span>eak and the lack of necessary resources and credits, there have been some demands by our society to hold some institutions, which are not being monitored,\u00a0<\/span>to account.\u00a0<\/span>How close are these demands to reality? Could the potential costs of tracking them make sense?<\/span>\u00a0<\/span><\/p>\n

    A:<\/span>\u00a0Among the economic collections under the Supreme Leader\u2019s supervision, there are\u00a0<\/span>nine<\/span>\u00a0<\/span>economic institutions including:\u00a0<\/span>Military Cooperatives, Foundation of Martyrs and Veterans Affairs, Housing Foundation of Islamic Revolution, Imam Khomeini Relief Foundation,\u00a0<\/span>Mostazafan<\/span>\u00a0Foundation,\u00a0\u00a0<\/span>Razavi<\/span>\u00a0Economic Organization, Execution of Imam Khomeini’s Order Headquarters, Futurists Economic Development and the Revolutionary Guards (IRGC) Khatam<\/span>\u2011<\/span>al\u00a0<\/span>Anbiya<\/span>\u00a0Construction Headquarters. Within the last 30 years, these institutions have gradually expanded their wealth and liquidity<\/span>.\u00a0<\/span>There is no precise and clear information about the balance of activity and wealth of these institutions, but according to Reuters, there are $95 billion in wealth at the Execution of Imam Khomeini’s Order Headquarters.<\/span>\u00a0<\/span>If we consider the value of this wealth as the value of the day<\/span>,\u00a0<\/span>and<\/span>\u00a0if we accept<\/span>\u00a0one of our former government officials (Mr. Behzad\u00a0<\/span>Nabavi<\/span>,\u00a0<\/span>in an interview with the\u00a0Alef\u00a0news agency on September 21)<\/span>\u00a0who<\/span>\u00a0said<\/span>: \u201c<\/span>In our country, there are four institutions which control 60 percent of the national wealth. This includes Executive Headquarters of Imam\u2019s Directive (<\/span>Setad<\/span>\u00a0<\/span>Ejraie<\/span>\u00a0Farman Imam), Khatam-<\/span>ol<\/span>–<\/span>Anbia<\/span>\u00a0Base,\u00a0<\/span>Astan<\/span>-e Quds and Foundation of the Oppressed and Disabled<\/span>,\u201d and if this information is accurate, which should be, the <\/span>wealth of all the economic institutions under supreme leader’s supervision is equivalent to a thousand billion dollars.\u00a0<\/span>T<\/span>en percent profit of this fortune is\u00a0<\/span>equal to\u00a0<\/span>one hundred billion dollars, with which it is possible to cover the living expenses of ten million low-income households (forty million people)<\/span>, including poorly supported business owners.\u00a0<\/span>We will also be able to strengthen the i<\/span>nfrastructure of the health sector<\/span>,\u00a0<\/span>coordinate nurses’\u00a0<\/span>salaries with<\/span> the expenses, and resolve other problems of the government<\/span>.\u00a0<\/span>Naturally,<\/span>\u00a0<\/span>the difference in the quality of life of Iranians after the fair distribution of this enormous wealth justifies and rationalizes\u00a0<\/span>the<\/span>\u00a0<\/span>value of taking any risk.<\/span>\u00a0<\/span><\/p>\n

    All of<\/span>\u00a0these resources are available domestically, and they can be used to combat the coronavirus, reduce inflation, and even promote development to some extent.<\/span>\u00a0Yet, the<\/span>\u00a0most basic condition for achieving these goals is proper and principled management, free from rhetoric. Ignoring this will greatly deepen the emerging crises.<\/span>\u00a0<\/span><\/p>\n

    Q:\u00a0<\/span>Iran\u2019s efforts to adapt itself with what will inevitably happen results in what? <\/span>\u00a0<\/span><\/p>\n

    A:\u00a0<\/span>Iran<\/span>\u00a0[regime]<\/span>\u00a0does not have the right conditions to fight post-coronavirus complications and has serious problems with its most basic infrastructure. Democracy is the first cornerstone of cohesion, unity,\u00a0<\/span>empathy,<\/span>\u00a0and national development that does not exist in Iran.<\/span>\u00a0<\/span><\/p>\n

    We must first address the issue of democracy so that we can resolve the coronavirus crisis and other crises like this.<\/span>\u00a0<\/span>On the one hand, about four million of our elite, entrepreneurial and technocratic elites have emigrated. In this regard and during the pandemic\u00a0<\/span>we saw<\/span>\u00a0that dozens of Iranian experts were questioned every night by Persian-language and non-Persian-language TV stations, and their knowledge and experience were used.<\/span>\u00a0<\/span><\/p>\n

    Few consider themselves the owners of Iran and officially or\u00a0<\/span>unofficially encourage<\/span>\u00a0others to flee the country, providing the conditions for the individuals to abandon their national Iranian identity and their country.<\/span>\u00a0In such a situation, rulers basically are not relying on their people, but they are relying\u00a0<\/span>on their consolidated power. A consolidated power will gradually\u00a0<\/span>become fragile<\/span>\u00a0and will not<\/span>\u00a0last.\u00a0<\/span>The fragility of power is evident in the\u00a0<\/span>incidents [major nationwide Iran protests]<\/span>\u00a0<\/span>in<\/span>\u00a02018 and 2019.<\/span>\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

    In a country were labor and teachers\u2019 unions, which are not even political<\/span>,<\/span>\u00a0are considered as threats, it shows that our officials have not progressed with\u00a0<\/span>the time<\/span>s<\/span>. Although the novel coronavirus might have shocked our officials<\/span>,<\/span>\u00a0it is no longer possible to develop and even manage society<\/span> in<\/span>\u00a0the old manner.\u00a0<\/span>
    \nWe should accept that managing the society with force, although with a legal fa<\/span>c<\/span>ade, has ended.\u00a0<\/span>\u00a0<\/span><\/p>\n

    If our officials try to understand the coronavirus\u2019s<\/span>\u00a0subsequent developments and change their ways, there is some hope. If national unity is achieved and the mistakes of the past are accepted first and\u00a0<\/span>officials\u00a0<\/span>then apologize for them\u00a0<\/span>to the\u00a0<\/span>people, we can hope that Iran will remain, and otherwise, the flood that will later lead to the mismanagement of events will take everything with it<\/span>.<\/span>
