Akbar Tabari and regime\u2019s former Judiciary chief Sadeq Larijani<\/figcaption><\/figure>\n

Iranian <\/span>state <\/span>media outlets are filled with reports of the <\/span>trial of the <\/span>Judiciary\u2019s former executive director, Akbar Tabari-<\/a><\/span>P<\/span>our. Despite <\/span>the <\/span>regime\u2019s effort<\/span>s<\/span> to p<\/span>ortray that<\/span> corruption<\/span> in Iran is limited<\/span> to one or several individuals, it confirms the regime\u2019s institutionalized corruption.\u00a0<\/span>\u00a0<\/span><\/p>\n

On Tuesday, <\/span>Gholam<\/span>-Hossein Mohseni-<\/span>Eje’<\/span>i<\/span>, <\/span>the <\/span>Judiciary’s first deputy, desperately tried to whitewash the regime\u2019s judiciary in its entirety and say<\/span> that<\/span> they simply were not aware. He said: \u201cTabari acted cunningly and it was complicated to understand his actions and moves, otherwise we<\/span> would<\/span> have taken action. There were some rumors, but nothing was proven<\/span>.<\/span>\u201d <\/span>Eje\u2019i<\/span> effectively<\/span> acknowledged the baselessness of his remarks by saying: \u201cI do not expect you to believe it.\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n

The truth is, Tabari was acting under direct supervision of the regime\u2019s former Judiciary chief <\/span>Sadeq<\/span> Larijani. Larijani and all other Judiciary chiefs are directly appointed by the regime\u2019s supreme leader Ali Khamenei, who stand<\/span>s<\/span> at <\/span>the top of the <\/span>hierarchy of <\/span>corruption <\/span>within <\/span>the mullahs\u2019 regime.\u00a0<\/span>\u00a0<\/span><\/p>\n

Limiting corruption cases to individuals is Khamenei\u2019s method and order. In his speech on June 7, 2019, Khamenei said: \u201cThe cases of corruption are bad, but they are not systematic.\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n

The state-run Setare-e Sobh daily (Morning Star) in an article on June 8 wrote: \u201cAbout 10 to 15 years ago, everyone who dealt with the judiciary knew Akbar Tabari, and those who wanted to file a lawsuit in the judiciary went to him. Some people said that instead of Mr. Shahroudi or Amoli Larijani, find Akbar Tabari and go to him.\u201d\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

Having such a power in the regime\u2019s judiciary is not without Khamenei\u2019s clearance. Because this corrupted institution is directly under his control and <\/span>it is a <\/span>most important tool of oppression.\u00a0<\/span>\u00a0<\/span><\/p>\n

In a nutshell, the <\/span>so-called \u201canti-corruption\u201d moves<\/span> by the <\/span>regime\u2019s new Judiciary Chief, Ebrahim Raisi, such as Tabari\u2019s trial, are only meant to whitewash and sav<\/span>e the<\/span> head of this \u201chydra of corruption<\/span>,<\/span>\u201d Khamenei.\u00a0<\/span>\u00a0<\/span><\/p>\n

Tabari\u2019s corruption was well-known to the regime\u2019s officials. Arresting and holding him to account is another desperate move to manipulate the restive Iranian society, which grapples with poverty due to the regime\u2019s institutionalized corruption, and divert attention to Khamenei as the head of corruption and corrupted institutions such as the Revolutionary Guards (IRGC<\/a>).\u00a0<\/span>\u00a0<\/span><\/p>\n

Khamenei controls huge financial institutions and has a financial empire. Behzad <\/span>Nabavi<\/span>, a government minister in several of the regime\u2019s administrations, said in an interview with the state-run <\/span>Alef<\/span> news agency on September 21, 2019<\/span>:<\/span> \u201cIn our country, there are four institutions which control 60 percent of the national wealth. This includes <\/span>the <\/span>Executive Headquarters of Imam\u2019s Directive (<\/span>Setad<\/span> Ejraie<\/span> Farman Imam), Khatam-<\/span>ol<\/span>–<\/span>Anbia<\/span> Base, <\/span>Astan<\/span>-e Quds and Foundation of the Oppressed and Disabled. None of these institutions are in connection with the government and parliament.\u201d\u00a0<\/span>\u00a0<\/span><\/p>\n

Other 40 percent is also in <\/span>the <\/span>hands of the IRGC<\/a> and its Khatam-<\/span>o<\/span>l<\/span>–<\/span>Anbia<\/span> Base <\/span>which <\/span>is <\/span>the largest private contractor in Iran. The state-run Sharq Daily in an article on December 31,<\/span> 2016, in this regard wrote: <\/span>Khatam-<\/span>ol<\/span>–<\/span>Anbia<\/span> Base <\/span>is provided special privileges such as tax exemptions that facilitate its economic activity. It <\/span>also <\/span>has power and permeability in governmental organizations and economic sections. With such dominance, the legal barriers will be removed, and the projects will be channeled for <\/span>Khatam-<\/span>ol<\/span>–<\/span>Anbia<\/span>. In addition to that, unlike other economic actors, this headquarter<\/span>s<\/span> does not endure any ordeal by monitoring bodies. As the Supreme Audit Court of Iran stipulates, the General Inspection Office and other monitoring bodies (even the Intelligence Organization of <\/span>the <\/span>IRGC) do not have the right to enter and inspect the activities of <\/span>Khatam-<\/span>ol<\/span>–<\/span>Anbia<\/span>. The only authority that supervises the headquarter<\/span>s<\/span> is the Intelligence Protection of IRGC which does not basically monitor the economic activities, or it cannot have an audit or financial tracking in the performance of the headquarter<\/span>s<\/span>. In such<\/span> a<\/span> situation, the corruption is expected to grow.\u201d<\/span>\u00a0<\/span><\/p>\n

Who is Akbar Tabari?\u00a0<\/span><\/b>\u00a0<\/span><\/p>\n

While it has become clear that corruption is institutionalized within the regime<\/span>,<\/span> with Khamenei and <\/span>the <\/span>IRGC at its top, a glance at Tabari\u2019s background<\/a> and his relations with the regime\u2019s top officials confirms <\/span>the extent of corruption within <\/span>the regime.\u00a0<\/span>\u00a0<\/span><\/p>\n

In this regard, in an exclusive report<\/a>, the National Council of Resistance of Iran (NCRI<\/a>) on May 6 wrote: \u201cThe competition between two Mafias, the Larijani clan and Ebrahim Raisi (the current judiciary chief), in the main pyramid of the power, was demonstrated by the arrest of Akbar Tabari-Pour. Akbar Tabari was the Executive Vice President and Director General of Finance of the Judiciary for more than 20 years. \u201c<\/span>\u00a0<\/span><\/p>\n

\u201cHe was, until the very last working days in March 2019, the executive deputy of <\/span>Sadeq<\/span> Amoli<\/span>-Larijani, then head of the regime\u2019s judiciary. But in an unusual move, Raisi fired him.\u00a0 For the past 20 years, Akbar Tabari-Pour has held senior positions in the regime\u2019s judiciary. The website of the Executive Vice President of the Judiciary, <\/span>of <\/span>which he was director-general until March 2019, shows that he has supervised many recreational, economic and construction projects.<\/span> The Shah-e Cheraq residential and recreational complex in the city of Shiraz, the Judiciary\u2019s dental subspecialty center, Shiraz, Mashhad, and <\/span>Sarein<\/span> water complex and swimming pools and the grand cultural and recreational Milad complex in Mashhad are among the projects Tabari oversaw and initiated. He was also a member of Iran\u2019s Kung Fu and Martial Arts Federation\u2019s board of directors,\u201d read the report.\u00a0<\/span>\u00a0<\/span><\/p>\n

\u201cReports indicate that back in the 1990s and early 2000s<\/span>,<\/span> he was active in automobile manufacturing and the Iran Khodro company.\u00a0 In the last years of <\/span>Amoli<\/span>-Larijani<\/span>‘s<\/span> tenure as head of the regime\u2019s Judiciary, there were numerous financial charges against him on a large scale in the country,\u201d <\/span>the <\/span>NCRI<\/a> added.\u00a0<\/span>\u00a0<\/span><\/p>\n

The Iranian society is grappling with poverty and now the coronavirus outbreak. These cris<\/span>e<\/span>s as well as 41 years of oppression ha<\/span>ve<\/span> turned this society into a powder keg. People are aware of the regime\u2019s institutionalized corruption and see it as the root of <\/span>all of<\/span> their problem<\/span>s<\/span>. This was fairly demonstrated during the nationwide Iran protest in November which happened after the gas price hike. To quell the restive society and divert <\/span>the <\/span>public\u2019s attention from real sources of corruption, Khamenei and <\/span>the <\/span>IRGC<\/a>, regime have staged Tabari\u2019s <\/span>show <\/span>trial.\u00a0<\/span>\u00a0<\/span><\/p>\n

Yet, this will only result in more infighting confirming the depth of corruption within the regime and adding to the Iranian people\u2019s determination to overthrow the mullahs\u2019 regime to overcome all economic hardships.<\/span>\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
