{"id":230866,"date":"2020-12-10T14:27:15","date_gmt":"2020-12-10T14:27:15","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/?p=230866"},"modified":"2023-02-01T05:30:43","modified_gmt":"2023-02-01T04:30:43","slug":"on-human-rights-day-international-community-should-end-of-irans-impunity","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/news\/human-rights\/on-human-rights-day-international-community-should-end-of-irans-impunity\/","title":{"rendered":"On Human Rights Day: International Community Should End Iran\u2019s Impunity"},"content":{"rendered":"<p>&nbsp;<\/p>\n<figure id=\"attachment_230873\" aria-describedby=\"caption-attachment-230873\" style=\"width: 696px\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/12\/Human-Rights.2.jpg\"><img decoding=\"async\" title=\"Human-Rights.2\" class=\" wp-image-230873\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/12\/Human-Rights.2-300x175.jpg\" alt=\"Museum 120 years of struggle for freedom in Iran\" width=\"696\" height=\"406\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/12\/Human-Rights.2-300x175.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/12\/Human-Rights.2-768x447.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/12\/Human-Rights.2-696x405.jpg 696w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/12\/Human-Rights.2.jpg 1018w\" sizes=\"(max-width: 696px) 100vw, 696px\" \/><\/a><figcaption id=\"caption-attachment-230873\" class=\"wp-caption-text\">Museum 120 years of struggle for freedom in Iran- Ashraf-3 Albania<\/figcaption><\/figure>\n<p>Thursday marks the UN\u2019s annual Human Rights Day, which raises the question of whether the year ahead will finally be the year when the international community takes serious measures to address crimes and abuses that have gone ignored for decades.<\/p>\n<p>After three decades of injustice, a group of United Nations human rights experts <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/un-special-rapporteurs-decry-irans-1988-massacre-as-crimes-against-humanity\/\" rel=\"noopener noreferrer\">published<\/a> their letter to the regime\u2019s authorities on the 1988 massacre of Iranian political prisoners, saying the <a href=\"http:\/\/ncr-iran.org\/en\/news\/human-rights\/20932-the-1988-massacre-in-iran\">1988 massacre<\/a> \u201cmay amount to crimes against humanity.\u201d<\/p>\n<p>They also reiterated that if the regime refuses to investigate and \u201cuphold its obligations under international human rights law,\u201d they call \u201con the international community to take action to investigate the cases including through the establishment of an international investigation.\u201d<\/p>\n<p>The western governments\u2019 appeasement policy has emboldened the regime and given it a sense of impunity to continue its crimes against humanity. Now, after this letter, which the Amnesty International <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/12\/iran-un-calls-for-accountability-on-1988-prison-massacres-marks-turning-point-in-three-decade-struggle\/\" rel=\"noopener noreferrer\">called<\/a> a \u201ctuning point,\u201d the international community has this opportunity to hold the regime to account for its crimes.<\/p>\n<p>It will be an absolute tragedy they won\u2019t. Even the past few years\u2019 developments are sufficient to demonstrate that further suffering looms for the Iranian people if the regime is not compelled to change its behavior. And when those recent developments are put in context with Iran\u2019s past abuses and crimes against humanity, it becomes clear that a weak response to the ongoing humanitarian crisis will pave the way for mass casualties.<\/p>\n<p>The current crisis began to unfold around the beginning of 2018, when the regime found itself rocked by a nearly unprecedented <a target=\"_blank\" href=\"https:\/\/youtu.be\/tQACfCy_X8Q?list=PL-I2iQQcsqbtrEcaEuiN6l3GOV_u86JQf\" rel=\"noopener noreferrer\">uprising<\/a>. The movement saw residents of well over 100 cities and towns chanting slogans like \u201cdeath to the dictator\u201d and demonstrating a collective commitment to installing an altogether new, entirely democratic system of government in Tehran. The nationwide protests naturally met with violent crackdowns by regime authorities, which left dozens dead and thousands in jail.<\/p>\n<p>But the legacy of those crackdowns now pales in comparison to that of another crackdown on an even larger uprising that took place just over a year ago. In November 2019, gasoline price increases served as a vivid reminder of the Iranian regime\u2019s disregard for people\u2019s plight. In response, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-november-2019-uprising-and-its-amplifications\/\" rel=\"noopener noreferrer\">protests<\/a> broke out in nearly 200 localities all at once, with participants reclaiming the same slogans that had defined the earlier uprising. The People\u2019s Mojahedin Organization of Iran (PMOI\/MEK) published an additional list of the heroic victims of the Iranian people\u2019s uprising. The number of those killed in the protests that swept across 200 cities has risen to 1,500 According to reports received by the Iranian Resistance from inside the country, the Iranian regime\u2019s State Security Force alone has recorded 1,029 deaths related to the protests.\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p>The National Council of Resistance of Iran (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/about-ncri\/alternative\/\" rel=\"noopener noreferrer\">NCRI<\/a>), soon reported that the death toll from clashes in November 2019 reached approximately <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iran-protests\/27081-over-1-500-killed-in-the-iranian-people-s-nationwide-uprising-names-of-504-martyrs-released\" rel=\"noopener noreferrer\">1,500<\/a> over a period of just several days. Over the following year, the crisis continued to get worse, with many of the arrestees being tortured and denied access to medical treatment, often in the interest of securing <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/forced-tv-confessions-another-sign-of-iran-regimes-systematic-human-rights-violations\/\" rel=\"noopener noreferrer\">forced confessions<\/a>. Those confessions, in turn, have been used in a familiar way by the Iranian judiciary, to justify capital sentences for a number of peaceful protesters.<\/p>\n<p>The latest onslaught of these sentences should serve to remind the international community of one of the most unmistakable features of Iran\u2019s contempt for human rights. Iran is well-recognized as the state with the world\u2019s highest per-capita rate of executions. The regime\u2019s reputation for overusing the death penalty is made even stronger by the fact that Iran remains one of the last countries in the world to routinely apply that sentence to cases in which the accused was under the age of 18 at the time of the crime.<\/p>\n<p>This habit of juvenile execution is a clear violation of international law and of the universal human rights standards that were adopted by the UN General Assembly on December 10, 1948. Tehran is well aware of this, being a signatory to the International Covenant on Civil and Political Rights and the Convention on the Rights of the Child. But through all the years that the Iranian regime has been subject to UN resolutions and other formal condemnations of its human rights record, its officials have developed a habit of shamelessly disregarding the very concept of universal human rights.<\/p>\n<p>While the Iranian regime technically maintains its own internal human rights monitor, his role in practice is only to contradict international condemnation while insisting that juvenile execution, political imprisonment, and other forms of state violence are all in line with the regime\u2019s own unique conception of ethical behavior. Some other regime officials have even gone so far as to publicly defend the mass execution of political prisoners, and to insist that the ethics of such brutality are sound because they are based on \u201cGod\u2019s command.\u201d<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener noreferrer\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p>This was the phrase used by the regime\u2019s former Minister of Justice <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/human-rights\/top-iran-official-defends-1988-massacre-vows-to-exterminate-the-mek\/\" rel=\"noopener noreferrer\">Mostafa Pourmohammadi<\/a> in a 2016 state media interview that addressed new public disclosures about a massacre of political prisoners in 1988. In the summer of 1988, Pourmohammadi assumed a role in the \u201c<a target=\"_blank\" href=\"https:\/\/iran1988.org\/perpetrators\/\" rel=\"noopener noreferrer\">death commissions<\/a>\u201d that were assembled in prisons throughout the country with orders to interrogate detainees over their political affiliations and to facilitate the execution of all those who refused to disavow their beliefs.<\/p>\n<p>At the hands of those interrogators, over 30,000 political prisoners were hanged over the course of several months. The vast majority of the victims were members or supporters of the <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener noreferrer\">People\u2019s Mojahedin Organization of Iran<\/a>. The MEK played a leading role during the nationwide uprisings in both 2018 and 2019. Pourmohammadi cited the death commissions\u2019 focus on the MEK as a reason why, nearly 30 years later, he remained \u201cproud\u201d of his role in the 1988 massacre.<\/p>\n<p>The sentiment itself is a symbol of the severe moral rot at the heart of the Iranian regime. Meanwhile, the fact that figures like the former Justice Minister are willing to utter that sentiment aloud is a sign of the impunity that they enjoy in most matters related to human rights. No one has ever been held accountable for the 1988 massacre, and many of its perpetrators remain in positions of tremendous power and influence even to this day. It is therefore no wonder that the regime had no qualms about killing 1,500 peaceful protesters during the latest mass uprising.<\/p>\n<p>If the lack of accountability persists, there is a strong chance that the next crackdown will be even worse. And it is all but certain that there will be another crackdown at some point in the near future, because it is all but certain that there will be another uprising. Even regime officials have been warning one another about this, citing past crackdowns, public outrage over a mismanaged coronavirus response, and the growing influence of the MEK as contributing factors.<\/p>\n<p>The international community barely features in the regime\u2019s discussion of domestic matters, because most Western powers have long since resolved to keep distant from those matters. But in so doing, those nations have abdicated their moral responsibility to help enforce universal human rights principles, especially in situations where rights are being abused systematically, across an entire population, and in an escalating fashion. Now, to end the regime\u2019s ongoing human rights violations, the world community should hold the mullahs to account for the 1988 massacre and end their impunity. This will also help the Iranian people in their quest for freedom and democracy. The world community has an opportunity to stand with the people of Iran.
