Practically every independent observer of this development was quick to recognize that Iranian authorities intended it as a means of securing leverage over a South Korean delegation that was already scheduled to visit Iran and discuss the possible release of seven billion dollars in Iranian oil revenues that remain frozen in accordance with US sanctions.<\/p>\n<p style=\"text-align: justify\">Naturally, this week the regime set to work denying the obvious connection between the two events. Regime\u2019s Foreign Minister <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-world\/26715-a-look-at-the-record-of-iran-regime-foreign-minister-javad-zarif\" rel=\"noopener\">Javad Zarif<\/a> told the South Korean visitors that the release of the ship and its crew was a matter for Iranian courts and that the government would have no role in the outcome. This is a familiar line of argument employed by Zarif and other so-called moderate officials to deny responsibility for provocative measures while simultaneously allowing the regime to pursue the benefit of those measures and blackmail.<\/p>\n<p style=\"text-align: justify\">Over the years, the supposed independence of the Iranian judiciary has been cited as a reason for government officials to avoid intervening in a wide range of politically sensitive cases. But this has not stopped those same cases from ultimately being resolved through prisoner swaps, ransom payments, and other arrangements that seemed to confirm the political intentions underlying the arrests or the charges that Iranian authorities filed in the first place.<\/p>\n<p style=\"text-align: justify\">In early 2016, for instance, as the newly-signed Iran nuclear deal was going into effect, then-US President Barack Obama arranged for 21 Iranian nationals to be released from American prisons or to have criminal charges against them dropped in exchange for Iran releasing four Americans who had been detained on the basis of plainly trumped-up national security charges. In addition, Iran received 700 million dollars in cash as the first installment in repayment of a decades-old debt between the two countries.<\/p>\n<p style=\"text-align: justify\">It was not long before other Iranian-American dual nationals were similarly detained in Iran, replacing those who had been set free. And this is to say nothing of those residents of other Western nations who have received the same treatment, often being accused of spying or attempting to overthrow Iran\u2019s theocratic regime, apparently based solely on the \u201cevidence\u201d of their connections to Western friends and colleagues. Presently, at least one such individual, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iran-call-for-immediate-international-action-to-secure-the-release-of-ahmad-reza-jalali-and-to-prevent-his-execution\/\" rel=\"noopener\">Ahmadreza Djalali<\/a>, sits on death row in an Iranian prison, where he is believed to be at imminent risk of execution.<\/p>\n<p style=\"text-align: justify\">There was likely no set objective in holding him hostage in the first place, but one presented itself this past year, and Tehran seemingly made an effort to seize upon it. The danger of Djalali\u2019s execution became especially pronounced in late November when he was abruptly transferred into solitary confinement, which often serves as a sort of staging ground for hangings. This closely coincided with the start of a criminal trial in Europe which involved a high-ranking Iranian diplomat accused of masterminding a plot to set off explosives at a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/free-iran-gathering-paris-2018\/\" rel=\"noopener\">rally<\/a> of Iranian expatriates just outside of Paris. Tehran had put considerable effort toward compelling the Europeans to release him, but to no avail. The threat to Djalali\u2019s life was seemingly meant to amplify these efforts since he had previously held an academic position in Belgium, where the trial of the terrorist-diplomat <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iranian-diplomat-and-three-accomplices-on-trial-for-planned-bombing-of-a-massive-rally-in-paris\/\" rel=\"noopener\">Assadollah Assadi<\/a> is taking place.<\/p>\n<div class=\"lyte-wrapper\" title=\"Iran&amp;#039;s diplomat &amp;amp; the largest terror plot in Europe. The bomb plot intended to target an annual Iranian opposition rally held in Villepinte, north of Paris, where over 100,000 Iranian dissidents gathered each year. The decision to green-light this terror attack, which could have been one of the largest terrorist attacks in Europe\u2019s history, traces back to the most senior officials of Iran\u2019s regime, according to international news media. On January 9, 2018, Iranian regime Supreme Leader Ali Khamenei said the opposition People&#039;s Mojahedin Organization of Iran (PMOI\/MEK) were behind Iran&#039;s Dec. 2017-Jan. 2018 protests. From this day forward the regime\u2019s launched plans to carry its largest-ever terror plot on European soil, with the signatures of Khamenei, Rouhani, Foreign Minister Mohammad Javad Zarif, and Intelligence Minister Mahmoud Alavi. The target was the annual Iranian opposition gathering near Paris where over 100,000 people, along with hundreds of political dignitaries, take part. NCRI President-elect Maryam Rajavi is the keynote speaker at these events. This conference is an event that Zarif describes as a very hostile measure. Senior Iranian regime officials allocated all their assets for this terrorist plot, assigned to their Vienna-based diplomat by the name of Assadollah Assadi. Assadi is a career Intelligence Ministry agent and an expert in explosives. Following a year of preparations, on June 20, 2018, exactly ten days prior to the NCRI\u2019s 2018 gathering in Villepinte near Paris, Assadi was summoned to Tehran and on June 22 he personally transferred the explosive device in his luggage on an Austrian Airbus passenger plane, flight number OS872, to Vienna. The bomb contained 500 grams of TATP explosives with a remote control detonation mechanism. On June 28, Assadi traveled to Luxembourg where he delivered the bomb to two terrorist agents, Nasimeh Na&#039;ami and Amir Saadouni, who was missioned to take the package to the gathering site. Assadi was in close contact with these two agents for years and regularly met with them in various European countries while sending them to Iran for training whenever necessary. The two terrorist agents, while transferring the bomb in their vehicle to Paris and the gathering site, were arrested prior to noon on June 29 in Belgium. On the afternoon of the same day, Mehrdad Arefani, a third terrorist, was arrested at the gathering site in Villepinte, just north of Paris. Assadi himself was arrested on the afternoon of the next day, The truth is that Asadollah Assadi is a senior ranking MOIS member working under the cover of a diplomat. Both of his posts as an intelligence official and diplomat indicate that he is part of a military\/administrative chain of command, making both the MOIS and Foreign Ministry responsible for his measures. This hierarchy begins with his two superiors in both the MOIS and Foreign Ministry and linked to both ministers directly. These two ministers are under the authority of the regime\u2019s President. The mullahs\u2019 leader is also the highest official responsible in this regime. Furthermore, the MOIS is specifically and directly under the supervision of Khamenei himself and the foreign minister also reports directly to him. This indicates very well that the appeasement policy, alongside neglecting the regime\u2019s terrorist crimes and espionage, have resulted in the mullahs taking on such unprecedented crimes despite the high risks. Its diplomat terrorists and senior officials count on appeasement on one hand and taking advantage of nuclear talks with the Europeans on the other, providing the regime with a sense of immunity. NCRI President-elect Maryam Rajavi said the following during an online conference on October 22 regarding the case of Assadollah Assadi: 1. European countries must set aside all political considerations in this case. The regime\u2019s leaders must be prosecuted and they must face justice. This is a necessary and a preventive measure against terrorism under the name of Islam with the clerical regime as its exporter and central banker. 2. Khamenei and Rouhani took a great risk by sending a diplomat to carry out the bombing and slaughter. The reason is that they are extremely vulnerable in the face of the people\u2019s uprisings, the spread of the Resistance\u2019s influence, and the overthrow of their regime. 3. The policy of appeasement has greatly emboldened the regime over the past 40 years. To the extent that their diplomat, who is arrested, makes threats of more terrorist operations if convicted, even from inside prison. https:\/\/www.maryam-rajavi.com\/en\/item\/maryam-rajavi-eu-terrorism-islam-eu-obligations-brussels\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">The regime follows the same policy of blackmail in its nuclear activities. \u201cThe clerical regime\u2019s actions over the past year, especially 20% enrichment, violate almost all the provisions of the 2015 nuclear agreement and leaves no doubt that it has never stopped its project for building an atomic bomb\u201d said NCRI in a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-nuclear\/announcing-20-uranium-enrichment-to-blackmail-the-international-community\/\" rel=\"noopener\">statement<\/a>, adding: \u201cAt the same time, it has taken advantage of all the assistance and concessions the nuclear agreement provided to step up the export of terrorism, warmongering, and domestic repression. Simultaneously, the clerical regime is exploiting the political situation in the United States to blackmail its Western counterparts into lifting the sanctions and turning a blind eye on its ballistic missile program, the export of terrorism, and meddling in the region.\u201d<\/p>\n<p style=\"text-align: justify\">This became apparent last Monday when European Union foreign policy chief Josep Borrell reacted to Iran\u2019s blackmail. \u201cAt this critical juncture, Iran\u2019s action also risks undermining efforts aimed at building upon the existing diplomatic process. We urge Iran to refrain from further escalation and reverse this course of action without delay,\u201d Borrell <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-iran-nuclear-eu\/iran-must-undo-uranium-enrichment-help-nuclear-diplomacy-eu-says-idUSKBN29H18I\" rel=\"noopener\">said<\/a> in his statement.<\/p>\n<p style=\"text-align: justify\">Borrell added that the EU looks \u201cforward to working with the incoming U.S. administration.\u201d<br \/>\nOverall, Western policies toward the regime have often been influenced by a belief in the value of relationships with these moderate figures. But the four-decade history of the regime shows that those relationships have never paid off in any meaningful way. Furthermore, many of the relevant hostage-taking incidents underscore the fact that there is no real separation between the \u201cmoderate\u201d faction and the \u201chardliners\u201d associated with the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">IRGC<\/a> anyway. Friendly dealings with one are effectively the same as useless appeasement of the other.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">This is something that South Korea and the entire international community must keep in mind as they work toward the resolution of the latest large-scale hostage-taking incident. They must understand that when Iranian officials like Foreign Minister Zarif refuse to intervene on behalf of the victims in that incident, it is not because they are powerless to stop the IRGC, it is because they were coordinating with those \u201chardliners\u201d in the first place and are allowing them to do the dirty work of pursuing leverage while the Foreign Ministry negotiates from behind the shield of plausible deniability.<\/p>\n<p style=\"text-align: justify\">This is not mere speculation about Tehran\u2019s intentions. At various times and in various situations, the \u201cmoderates\u201d have straightforwardly acknowledged that their role is to prosecute a charm offensive that serves familiar, hardline objectives.<\/p>\n<p style=\"text-align: justify\">Although the regime\u2019s current president, Hassan Rouhani, was eagerly embraced as a herald of potential reform after his election in 2013, he had previously boasted to fellow officials that while serving as the country\u2019s main nuclear negotiator, he helped to create a \u201ccalm environment\u201d that others could exploit by advancing certain aspects of the Iranian nuclear program.<\/p>\n<p style=\"text-align: justify\">More recently, both Rouhani and Zarif have staked their legacies on praise for some of the regime\u2019s most hardline figures like the eliminated commander of the IRGC\u2019s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/publications\/special-reports\/the-iranian-regimes-irgc-quds-force-1980s-present\/\" rel=\"noopener\">Quds Force<\/a>, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-fundamentalism\/27175-who-was-the-vicious-criminal-qassem-soleimani\" rel=\"noopener\">Qassem Soleimani<\/a>. Just months before Soleimani was killed in a US drone strike after returning from terrorist planning operations in Iraq, the Iranian Foreign Minister proudly told state media that he and Soleimani \u201cnever felt they had any differences,\u201d in part because they held weekly meetings to discuss foreign policy strategies. Thus, when the international community sets policy toward that regime, it must always do so on the understanding that its only objectives are hardline objectives and that no single entity is truly independent of any other.
