The following day, an Iranian \u201cdiplomat\u201d was arrested in Germany for having personally delivered the explosives to that couple along with instructions on how to operate it and where to place it. A fourth accomplice was also detained by French authorities after having infiltrated the target venue, a convention space just outside Paris that played host to an annual gathering organized by the National Council of Resistance of Iran (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/about-ncri\/alternative\/\" rel=\"noopener\">NCRI<\/a>).<\/p>\n<p style=\"text-align: justify\">The terror plot remained under investigation for about two and a half years before the diplomat-terrorist, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iranian-diplomat-and-three-accomplices-on-trial-for-planned-bombing-of-a-massive-rally-in-paris\/\" rel=\"noopener\">Assadollah Assadi<\/a>, went on trial alongside his co-conspirators last November. The verdict was originally scheduled to be read out before the end of January, but is expected on Thursday. Given the strength of the evidence that has been made available to the public, there does not seem to be much doubt about the defendants being pronounced guilty, though it remains to be seen whether the judge will follow prosecutors\u2019 recommendation to hand Assadi the maximum sentence of 20 years in prison.<\/p>\n<p style=\"text-align: justify\">It also remains to be seen whether the consequences of the terror plot and subsequent prosecution will extend beyond the lives of the four defendants, as they should. In a report on the then-ongoing investigation in February 2020, the Belgian National Security Service emphasized that the terror plot was \u201cdeveloped in the name of Iran at the request of its leadership\u201d and that \u201cAssadi didn\u2019t initiate the plans himself.\u201d This has naturally led to widespread calls for accountability from the Iranian regime as a whole. Dozens of European policymakers have expressed that sentiment in at least two recent statements addressed to leading officials in the European Union and the Council of Europe.<\/p>\n<p style=\"text-align: justify\">One such statement <a target=\"_blank\" href=\"http:\/\/isjcommittee.com\/2021\/01\/europe-needs-to-be-firm-against-irans-state-sponsored-terrorism\/\" rel=\"noopener\">was prepared<\/a> by the International Committee in Search of Justice and signed by more than 20 former government officials representing a dozen European countries. Another <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/iran-forty-members-of-parliamentary-assembly-of-the-council-of-europe-pace-call-for-a-new-iran-policy\/\" rel=\"noopener\">was signed<\/a> by more than 40 current European parliamentarians and addressed primarily to Rik Daems, the President of the Parliamentary Assembly of the Council of Europe. Both used similar language to demand that lawmakers pay due attention to the conclusion of the Assadi case and then recognize it as grounds for reevaluating their countries\u2019 overall approaches to Iran policy. Both statements also implied that existing policies tend toward appeasement and has and will be emboldening Iran\u2019s terrorist activity.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>: Forty Members of Parliamentary Assembly of the <a href=\"https:\/\/twitter.com\/hashtag\/Council?src=hash&amp;ref_src=twsrc%5Etfw\">#Council<\/a>  of <a href=\"https:\/\/twitter.com\/hashtag\/Europe?src=hash&amp;ref_src=twsrc%5Etfw\">#Europe<\/a>  (<a href=\"https:\/\/twitter.com\/hashtag\/PACE?src=hash&amp;ref_src=twsrc%5Etfw\">#PACE<\/a> ) Call for Revision of Iran Policy <a href=\"https:\/\/t.co\/ma7LM0VdIz\">https:\/\/t.co\/ma7LM0VdIz<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1356629638295015427?ref_src=twsrc%5Etfw\">February 2, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">The consequences of appeasement are more serious in the wake of the Assadi case than they have been for many years. This is partly because that case stems from a plot that could have resulted in one of the worst terrorist attacks on European soil. But it is also because the very existence of that plot was a sign of desperation and vulnerability which threaten to make the Iranian regime as dangerous as a cornered animal.<\/p>\n<p style=\"text-align: justify\">Iran-backed terrorism is nothing new, but Tehran almost always channels its terrorist objectives through militant proxies in order to maintain some degree of plausible deniability. The Assadi case departed from that pattern by entrusting a high-ranking Iranian diplomat-terrorist to actually run the operation, thereby risking exposure not only for himself but also for at least one sleeper cell that the regime had spent years cultivating. This was apparently a testament to the particularly high value of the target and the perceived need for immediate action against it.<\/p>\n<p style=\"text-align: justify\">That impatience stems from the fact that Tehran was keen to retaliate against the organizers of the 2018 event for their role in a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/anniversary-of-2018-iran-protests-and-international-communitys-obligations\/\" rel=\"noopener\">nationwide uprising<\/a> that began in Iran at the end of 2017 and continued through much of the following January. No less an authority that Supreme Leader Ali Khamenei acknowledged in the midst of that uprising that it had been largely planned and facilitated by the NCRI\u2019s main constituent group, the People\u2019s Mojahedin Organization of Iran (<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener\">PMOI &#8211; MEK<\/a>).<\/p>\n<div class=\"lyte-wrapper\" title=\"&ldquo;Iran&rsquo;s Year of Uprising&rdquo;\" style=\"width:853px;max-width:100%;margin:5px;\"><div class=\"lyMe\" id=\"WYL_tQACfCy_X8Q\" itemprop=\"video\" itemscope itemtype=\"https:\/\/schema.org\/VideoObject\"><div><meta itemprop=\"thumbnailUrl\" content=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/plugins\/wp-youtube-lyte\/lyteCache.php?origThumbUrl=https%3A%2F%2Fi.ytimg.com%2Fvi%2FtQACfCy_X8Q%2Fhqdefault.jpg\" \/><meta itemprop=\"embedURL\" content=\"https:\/\/www.youtube.com\/embed\/tQACfCy_X8Q\" \/><meta itemprop=\"duration\" content=\"PT8M36S\" \/><meta itemprop=\"uploadDate\" content=\"2019-01-22T17:35:46Z\" \/><\/div><div id=\"lyte_tQACfCy_X8Q\" data-src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/plugins\/wp-youtube-lyte\/lyteCache.php?origThumbUrl=https%3A%2F%2Fi.ytimg.com%2Fvi%2FtQACfCy_X8Q%2Fhqdefault.jpg\" class=\"pL\"><div class=\"tC\"><div class=\"tT\" itemprop=\"name\">\u201cIran\u2019s Year of Uprising\u201d<\/div><\/div><div class=\"play\"><\/div><div class=\"ctrl\"><div class=\"Lctrl\"><\/div><div class=\"Rctrl\"><\/div><\/div><\/div><noscript><a href=\"https:\/\/youtu.be\/tQACfCy_X8Q\" rel=\"nofollow\"><img decoding=\"async\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/plugins\/wp-youtube-lyte\/lyteCache.php?origThumbUrl=https%3A%2F%2Fi.ytimg.com%2Fvi%2FtQACfCy_X8Q%2F0.jpg\" alt=\"&ldquo;Iran&rsquo;s Year of Uprising&rdquo;\" width=\"853\" height=\"460\" \/><br \/>Watch this video on YouTube<\/a><\/noscript><meta itemprop=\"description\" content=\"\u201cIran\u2019s Year of Uprising\u201d\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">This admission served to explain not only the movement\u2019s rapid spread to more than 100 cities and towns but also the strength of its messaging, which came to be defined by chants like \u201cdeath to the dictator.\u201d The 2018 uprising would prove to be the most serious challenge to the very structure of the theocratic regime until November 2019, when another such uprising revived the same slogans and spread them to nearly twice as many localities.<\/p>\n<p style=\"text-align: justify\">Still reeling from the initial uprising months after the fact, the Iranian regime understood that the Resistance movement would most likely continue to build momentum if the international rally on June 30 went ahead as planned. Thus the regime\u2019s Supreme National Security Council communicated its plans to Assadi and made preparations for him to smuggle the requisite explosives from Iran into Europe. When Assadi handed off those explosives to the would-be bombers Amir Saadouni and Nasimeh Naami, he urged them to place the bomb as close as possible to Mrs. <a target=\"_blank\" href=\"https:\/\/www.maryam-rajavi.com\/en\/biography\" rel=\"noopener\">Maryam Rajavi<\/a>, the keynote speaker and the NCRI\u2019s President-elect, and whose calls for \u201ca year full of uprisings\u201d would soon set the stage for the follow-up protest movement in <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-november-2019-uprising-and-its-amplifications\/\" rel=\"noopener\">November 2019<\/a>.<\/p>\n<p style=\"text-align: justify\">Fortunately, Assadi\u2019s terror plot was thwarted by the cooperation of multiple European law enforcement agencies. Yet the regime imposed a deadly crack down even more fiercely on domestic unrest, resulting in over 1,500 participants in the November 2019 uprising <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iran-protests\/27081-over-1-500-killed-in-the-iranian-people-s-nationwide-uprising-names-of-504-martyrs-released\" rel=\"noopener\">being shot dead<\/a> by the Islamic Revolutionary Guard Corps (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">IRGC<\/a>).<\/p>\n<p style=\"text-align: justify\">This mass murder once again highlights the need for the international community to have the IRGC designated in its entirety as a terrorist organization. The information suggests the mullahs\u2019 network of espionage and terrorism is much wider in Europe than it appears. Assadi was arrested in July 2018 after delivering a bomb to a terrorist couple, Nasimeh Na\u2019ami and Amir Saadouni, in Luxembourg and tasking them to plant the bomb in the \u201cFree Iran\u201d gathering of the Iranian opposition in Villepinte, north of Paris, France. Germany\u2019s police arrested Assadi on July 1 before he could enter Austria, where he served as the third secretary of Iran\u2019s embassy. The German authorities found a green notebook in Assadi\u2019s car with important information about the 2018 bombing plot, Assadi\u2019s acts and travels, and the amounts of money he had given to different Iranians. According to the Deutsche Welle Farsi, the German Federal Criminal Court (BKA) is investigating Assadi\u2019s activities on a mission from the German Attorney General. The question is: Has Assadi commanded a large network of people tasked with different missions? The information in his notebook suggests Assadi had 144 visits to Germany. One of Assadi\u2019s notes refers to the Islamic Center of Hamburg. The BKA recognizes this center as one of the regime\u2019s espionage and export of fundamentalism centers. Another issue that caught the attention of the police is that Assadi had several receipts with him, indicating cash payments he made to some people. Recipients\u2019 identities have not yet been determined, since they have used common Iranian names. One of these individuals received 2500 Euros, another 5000 Euros, and another person confirmed the receipt of a laptop. According to Deutsche Welle, the BKA authorities deduce that these payments could be the salaries of the regime\u2019s agents. According to the Belgian prosecutors\u2019 indictment, during the last meeting between Assadi and the couple on June 28, 2018, in Luxembourg, Na\u2019ami received the bomb, a new SIM card, and 180,000 euros. On June 26, 19,000 euros was wired to the couple\u2019s account. Another Assadi\u2019s agent Mehrdad Arefani who was arrested during the bomb plot made 62 cash deposits in 2017 and 2018, with a total of 28,409Euros, into his accounts. In fact, the regime used the European Union\u2019s inaction to create and lead a large network of spies and terrorists across Europe. The 2018 foiled bomb plot is only the tip of the iceberg of the Iranian regime\u2019s network in Europe. Now the key questions are: Who are those agents mentioned in Assadi\u2019s notebook? Which diplomat has Mohammad Javad Zarif appointed to run the network instead of Asadi? As long as the regime has its embassies and so-called cultural centers remain open, and its officials can travel to Europe, the regime will maintain its network of terrorism and espionage in Europe. EU leaders should expel the regime\u2019s agents, close its embassies and the so-called cultural centers, and ban the entry of all Iranian officials to Europe for their role in terrorism. It did, however, underscore the similar roles that might be played by terrorist designation for the MOIS and the IRGC.<\/p>\n<p style=\"text-align: justify\">The statement rightly observed that both domestic and external operations are closely related in that they have collectively served as the \u201cfoundation of Iran\u2019s survival strategy for decades.\u201d In so doing, foreign and domestic operations have both intensified at times when the regime\u2019s hold on power was under particular threat. This was certainly the case in the immediate aftermath of the 2018 uprising, and it remains the case today, with the threat of recurring unrest having been confirmed by the 2019 uprising and other widespread demonstrations in January 2020, just before the start of the global pandemic.<\/p>\n<p style=\"text-align: justify\">Before that unrest flares up again, the international community must do everything in its power to weaken the institutions and dismantle the networks that Tehran uses to respond violently to every perceived challenge.
