By the time the latest extension was announced, he had already been behind bars for more than the full 20 years, having first been arrested in August 2000 before being prosecuted on charges of \u201cwaging war on God\u201d and maintaining contacts with Iran\u2019s main democratic opposition group, the People\u2019s Mojahedin Organization of Iran (<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener\">PMOI-MEK<\/a>).<\/p>\n<p style=\"text-align: justify\">Sangar is already one of Iran\u2019s longest-serving targets of political imprisonment, and the dual extensions to his sentence are reminiscent of many other cases in which authorities have halted a scheduled release in order to exert additional psychological pressure on a detainee, or to prevent them from resuming political activities outside of prison.<\/p>\n<p style=\"text-align: justify\">Over the course of two decades during which he spent time in Tehran\u2019s Evin Prison and also in Urmia Central Prison, Sangar was reportedly subjected to various forms of torture including 13 mock executions. The National Council of Resistance of Iran (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/about-ncri\/alternative\/\" rel=\"noopener\">NCRI<\/a>), described his ongoing harsh treatment as \u201cretaliation\u201d for prior refusal to disavow his political affiliation and issue public statements condemning the Iranian regime.<\/p>\n<p style=\"text-align: justify\">Tehran has a long history of using torture and threats against prisoners\u2019 families in order to secure false confessions which are then broadcast on state media in an effort to poison public sentiment against anti-government activists. These efforts seemingly accelerate in the midst of major crisis for the Iranian regime, including sudden outpourings of popular dissent. There have been several of these in recent years, with one full-scale <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/anniversary-of-2018-iran-protests-and-international-communitys-obligations\/\" rel=\"noopener\">nationwide uprising<\/a> taking place at the end of 2017 and the beginning of 2018, and another flaring up briefly across nearly 200 localities in <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-november-2019-uprising-and-its-amplifications\/\" rel=\"noopener\">November 2019<\/a>, before being suppressed by government action that claimed an estimated 1,500 lives.<\/p>\n<p style=\"text-align: justify\">In September 2020, Amnesty International <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/documents\/mde13\/2891\/2020\/en\/\" rel=\"noopener\">issued a report<\/a> on the aftermath of that uprising and crackdown, titled \u201cTrampling Humanity.\u201d It noted that the initial killings and arrests were merely the start of a larger pattern, with the Iranian judiciary \u201cbringing national security charges against hundreds of people solely for exercising their rights to freedom of expression, association and peaceful assembly, while judges doled out guilty verdicts on the basis of torture-tainted \u2018confessions\u2019.\u201d<\/p>\n<p style=\"text-align: justify\">This report was recently cited in a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/human-rights\/statement-by-24-members-of-the-european-parliament-on-human-rights-in-iran-calling-for-the-immediate-release-of-political-prisoner-saeid-sangar\/\" rel=\"noopener\">statement<\/a> signed by 24 members of the European Parliament, which focused attention on the case of Saeid Sangar and argued that his extended prison term is similarly part of a larger pattern of escalating repression. \u201cWe are deeply concerned about the alarming human rights situation in Iran, especially a recent surge of executions and mass arrests across the country since December 2020,\u201d the statement began, before adding that many of these incidents are connected to the ongoing crackdown on participants in the 2019 uprising.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Statement by 24 Members of the <a href=\"https:\/\/twitter.com\/hashtag\/EuropeanParliament?src=hash&amp;ref_src=twsrc%5Etfw\">#EuropeanParliament<\/a>  on <a href=\"https:\/\/twitter.com\/hashtag\/HumanRights?src=hash&amp;ref_src=twsrc%5Etfw\">#HumanRights<\/a> in <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> Calling for the Immediate Release of political prisoner Saeid Sangar<br \/>He is one of Iran\u2019s longest imprisoned <a href=\"https:\/\/twitter.com\/hashtag\/political?src=hash&amp;ref_src=twsrc%5Etfw\">#political<\/a> activists  <a href=\"https:\/\/t.co\/JlN3sDPUxm\">https:\/\/t.co\/JlN3sDPUxm<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1360345434447749120?ref_src=twsrc%5Etfw\">February 12, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">The statement, drafted by the European Parliament\u2019s Friends of a Free Iran (FOFI), noted that the sorts of actions on display in Sangar\u2019s case are being spearheaded by figures like <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/publications\/special-reports\/iran-who-is-ebrahim-raisi\/\" rel=\"noopener\">Ebrahim Raisi<\/a>, the current head of the Iranian judiciary, whose backgrounds demonstrate that they \u201ccannot be expected to hold the perpetrators [of specific abuses] to account.\u201d<\/p>\n<p style=\"text-align: justify\">In 1988, Raisi played a leading role on one of the \u201c<a target=\"_blank\" href=\"https:\/\/iran1988.org\/perpetrators\/\" rel=\"noopener\">death commissions<\/a>\u201d that were assembled in prisoners throughout the Islamic Republic in response to a fatwa from the regime\u2019s founder Ruhollah Khomeini. That religious edict effectively created the charge for which Sangar would be given his lengthy prison sentence 12 years later \u2013 a charged that can also carry the death penalty. Khomeini specifically declared that members and affiliates of the MEK were enemies of God and were therefore subject to summary execution. Previously, on August 5, Mostafa Salehy, who was detained in the 2018 major Iran protests was executed. The mullahs\u2019 incessant executions and human rights violations will continue as long as they enjoy impunity over 1988 massacre of political prisoners. Executions in Iran are a political tool for the mullahs to maintain their grasp on power. The regime\u2019s founder, Ruhollah Khomeini, ordered the massacre of all political prisoners, mostly members and supporters of PMOI\/ MEK, who refused to succumb to the regime\u2019s demands. 30,000 innocent prisoners were executed only for preserving their ideas. Since the 1988 massacre, the regime has never stopped its human rights violations. killing over 1500 protesters during the major Iran protests in November 2019, indicate how the mullahs use execution and repression to prolong their rule. These events also confirm how the mullahs enjoy and use their impunity over the 1988 massacre as a license to kill and further brutalize the Iranian society. many of the perpetrators of the 1988 massacre \u2013 such as Ebrahim Raisi, current head of the regime\u2019s Judiciary \u2013 hold top positions in the regime. Now, to end the regime\u2019s ongoing human rights violations, the world community should hold the mullahs to account for the 1988 massacre and end their impunity. This will also help the Iranian people in their quest for freedom and democracy. The world community has an opportunity to stand with the people of Iran. The United Nations and its members should take action regarding the 1988 massacre during the upcoming UN General Assembly in September. After Tehran declined to respond, the text of that letter was released to the public in December, and it proved to convey much the same message as the more recent FOFI statement, with regard to the impunity enforced by the likes of Raisi.<\/p>\n<p style=\"text-align: justify\">The UN experts referred to the \u201cfailure\u201d of the General Assembly, Security Council, and UN Commission on Human Rights to take serious action addressing the 1988 massacre. Toward that end, the statement on Sangar\u2019s case outlines four specific steps that signatories believe should be taken by the European Union specifically.<\/p>\n<p style=\"text-align: justify\">First, the statement encourages a formal demand for the immediate release of \u201cSaied Sangar as well as other political prisoners and those detained in connection to popular protests in Iran.\u201d Second, it calls for an international delegation to be dispatched to Iran for direct observation of the country\u2019s prisons and especially their political wards. Third, it urges a formal European policy which makes future relations with the Iranian regime contingent upon improvements in its domestic human rights situation.<\/p>\n<p style=\"text-align: justify\">Lastly, the statement recommends that the EU and its member states impose sanctions under the Magnitsky Act \u201cagainst Iranian officials who have committed serious human rights violations.\u201d The prospective targets for these sanctions include Raisi and a range of other high-ranking officials who are known or suspected to have played a role in the 1988 massacre, the recent, violent crackdowns on public expressions dissent, or both.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Last month, the Iranian judiciary arbitrarily added 11 months to the prison term for Saeid Sangar, after having previously extended his sentence from 18 to 20 years.
