Specifically, the <a target=\"_blank\" href=\"http:\/\/isjcommittee.com\/2021\/02\/iran-forty-members-of-parliamentary-assembly-of-the-council-of-europe-pace-call-for-revision-of-iran-policy\/\" rel=\"noopener\">statement<\/a> called for the severance of European trade relations with the Iranian regime, pending action by the Iranian regime that demonstrates a commitment to improving its record regarding human rights and the promotion of terrorist activity beyond its borders.<\/p>\n<p style=\"text-align: justify\">The statement referred to an escalating trend of political repression inside Iran but was primarily motivated by the terrorism trial that was then ongoing in a Belgian court, featuring the Iranian diplomat <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/guilty-verdict-for-iran-regimes-terrorist-isnt-enough-to-eliminate-threats-to-europe\/\" rel=\"noopener\">Assadollah Assadi<\/a>. About a week after the statement was delivered, the former third counsellor of the Iranian embassy in Vienna was found guilty and sentenced to 20 years in prison. Three co-defendants were also condemned to prison terms ranging from 15 to 18 years. The trial seemed to confirm that there is an underlying threat of Iranian terrorism that still needs to be addressed, and it was this message that the PACE statement sought to elaborate upon.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">40 European MPs (PACE) call on <a href=\"https:\/\/twitter.com\/eucopresident?ref_src=twsrc%5Etfw\">@eucopresident<\/a> <a href=\"https:\/\/twitter.com\/JosepBorrellF?ref_src=twsrc%5Etfw\">@JosepBorrellF<\/a> &amp; <a href=\"https:\/\/twitter.com\/PACE_News?ref_src=twsrc%5Etfw\">@PACE_News<\/a> for revision of <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> policy, effective measures to counter Iran\u2019s repression &amp; terrorism.<\/p>\n<p>They urged Europe to hold mullahs&#39; FM Zarif accountable for his diplomat\u2019s terrorist act.<a href=\"https:\/\/t.co\/aM5YcgEWv8\">https:\/\/t.co\/aM5YcgEWv8<\/a><\/p>\n<p>&mdash; International Committee in Search of Justice (ISJ) (@isjcommittee) <a href=\"https:\/\/twitter.com\/isjcommittee\/status\/1356653588827758592?ref_src=twsrc%5Etfw\">February 2, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">That statement was not the only one of its kind. Previously, the International Committee in Search of Justice <a target=\"_blank\" href=\"http:\/\/isjcommittee.com\/2021\/01\/europe-needs-to-be-firm-against-irans-state-sponsored-terrorism\/\" rel=\"noopener\">prepared a letter<\/a> to leading European Union officials including foreign policy chief Josep Borrell, which bore the signatures of more than 20 former government officials from more than a dozen European countries. The earlier statement placed less emphasis on commercial interactions but communicated virtually the same demands for Iranian concessions while urging European governments to downgrade their diplomatic relations with the regime.<\/p>\n<p style=\"text-align: justify\">Both statements also took direct aim at Iranian regime\u2019s Foreign Minister <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-world\/26715-a-look-at-the-record-of-iran-regime-foreign-minister-javad-zarif\" rel=\"noopener\">Javad Zarif<\/a>, noting that his role as the nation\u2019s top diplomat makes it all but inconceivable that hadn\u2019t approved of Assadi\u2019s actions in advance. Those actions included the smuggling of an explosive device from Iran into Europe and the hand-off of that device to two operatives tasked with infiltrating the June 2018 rally of Iranian expatriates that had been organized by the National Council of Resistance of Iran (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/about-ncri\/alternative\/\" rel=\"noopener\">NCRI<\/a>). Assadi reportedly instructed those operatives to place the bomb as close as possible to NCRI President-elect <a target=\"_blank\" href=\"https:\/\/www.maryam-rajavi.com\/en\/biography\" rel=\"noopener\">Maryam Rajavi<\/a>. In so doing, he also created an elevated risk to the many Western political dignitaries who sat in the VIP section of that event and delivered speeches to the estimated 100,000 attendees.<\/p>\n<p style=\"text-align: justify\">Prosecutors in Assadi\u2019s case entertained no doubts over the notion that the plot\u2019s mastermind had been operating upon instructions from high up in the Iranian regime. The information suggests the mullahs\u2019 network of espionage and terrorism is much wider in Europe than it appears. Assadi was arrested in July 2018 after delivering a bomb to a terrorist couple, Nasimeh Na\u2019ami and Amir Saadouni, in Luxembourg and tasking them to plant the bomb in the \u201cFree Iran\u201d gathering of the Iranian opposition in Villepinte, north of Paris, France. Germany\u2019s police arrested Assadi on July 1 before he could enter Austria, where he served as the third secretary of Iran\u2019s embassy. The German authorities found a green notebook in Assadi\u2019s car with important information about the 2018 bombing plot, Assadi\u2019s acts and travels, and the amounts of money he had given to different Iranians. According to the Deutsche Welle Farsi, the German Federal Criminal Court (BKA) is investigating Assadi\u2019s activities on a mission from the German Attorney General. The question is: Has Assadi commanded a large network of people tasked with different missions? The information in his notebook suggests Assadi had 144 visits to Germany. One of Assadi\u2019s notes refers to the Islamic Center of Hamburg. The BKA recognizes this center as one of the regime\u2019s espionage and export of fundamentalism centers. Another issue that caught the attention of the police is that Assadi had several receipts with him, indicating cash payments he made to some people. Recipients\u2019 identities have not yet been determined, since they have used common Iranian names. One of these individuals received 2500 Euros, another 5000 Euros, and another person confirmed the receipt of a laptop. According to Deutsche Welle, the BKA authorities deduce that these payments could be the salaries of the regime\u2019s agents. According to the Belgian prosecutors\u2019 indictment, during the last meeting between Assadi and the couple on June 28, 2018, in Luxembourg, Na\u2019ami received the bomb, a new SIM card, and 180,000 euros. On June 26, 19,000 euros was wired to the couple\u2019s account. Another Assadi\u2019s agent Mehrdad Arefani who was arrested during the bomb plot made 62 cash deposits in 2017 and 2018, with a total of 28,409Euros, into his accounts. In fact, the regime used the European Union\u2019s inaction to create and lead a large network of spies and terrorists across Europe. The 2018 foiled bomb plot is only the tip of the iceberg of the Iranian regime\u2019s network in Europe. Now the key questions are: Who are those agents mentioned in Assadi\u2019s notebook? Which diplomat has Mohammad Javad Zarif appointed to run the network instead of Asadi? As long as the regime has its embassies and so-called cultural centers remain open, and its officials can travel to Europe, the regime will maintain its network of terrorism and espionage in Europe. EU leaders should expel the regime\u2019s agents, close its embassies and the so-called cultural centers, and ban the entry of all Iranian officials to Europe for their role in terrorism. Assadi\u2019s co-conspirators were Iranian-Belgian dual nationals who had resided in Europe for many years without incident. Analysis of documents obtained at his arrest showed that he had been in contact with many other such individuals across at least 11 European countries, and that he had provided some of them with cash payments for as-yet unknown services.<\/p>\n<p style=\"text-align: justify\">Assadi\u2019s arrest and conviction may have stalled the operation of that network, but there is every reason to believe that the network itself remains in place, perhaps as just one part of something much farther-reaching. For that reason, the statement from the International Committee in Search of Justice declared that \u201cthe activities of Iran\u2019s embassies, religious and cultural centers need to be scrutinized\u201d while Europe also pursues accountability for figures who were higher up the chain of command during the attempted bombing in 2018.<\/p>\n<p style=\"text-align: justify\">Zarif is chief among these figures, and he is also by far the most accessible target for punishment among leading Iranian officials. While the prospect of arresting and prosecuting him may be remote for the time being, there is much else that can be done to demonstrate that he no longer enjoys the status or the impunity that he did in the early days of the Rouhani administration, when so many Western policymakers were overly optimistic about the idea of normalizing relations with the Iranian regime.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">The 2018 terror plot should have demonstrated to every one of those policymakers that normalization was a pipe dream and that the only significant effect of welcoming Iranian diplomats to the negotiating table is an increased danger to European security interests. Unfortunately, though, there remains a large contingent of resistance to this lesson, with many European policymakers continuing to openly advocate for virtually unrestricted trade and unconditional diplomatic exchanges with the Iranian regime.<\/p>\n<p style=\"text-align: justify\">This strict adherence to the status quo is especially troubling when one notices that it is coming from the very highest levels of Europe\u2019s political leadership. Josep Borrell, the EU foreign policy chief, is slated to personally appear alongside Javad Zarif at the beginning of March for the Europe-Iran Business Forum, an event that was originally scheduled for December but was postponed in the wake of disturbing news about the Iranian regime\u2019s repression of dissent.<\/p>\n<p style=\"text-align: justify\">A few months earlier, it was reported that Iranian authorities had lured a dissident journalist from France to Iraq as part of a sting operation, then kidnapped him back to his homeland. <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-human-rights\/iranian-resistance-urges-un-eu-states-especially-france-to-firmly-condemn-the-execution-of-ruhollah-zam\/\" rel=\"noopener\">Ruhollah Zam<\/a> became a subject of even stronger international concern after it was announced that he had been sentenced to death, but this did not stop the regime from carrying out that sentence and courting widespread outcry.<\/p>\n<p style=\"text-align: justify\">Borrell and other EU foreign policy officials should recognize that this disregard for international pressure is a sign of how seriously Iran takes that pressure when it is not backed up by serious threats or long-term commitment.
