These infightings were over more share of wealth and plundering people.<\/p>\n<p style=\"text-align: justify\">According to the Majlis\u2019 official news agency, Khan-e Melat, on February 16, the Majlis refused Rouhani\u2019s budget bill, so the government \u201capplied the Majlis\u2019s opinions, and its [government\u2019s] pen implemented Majlis\u2019s opinions. Finally, the deputies voted in favor of the bill.\u201d Khan-e Melat also added that the Majlis was satisfied with the government\u2019s decision to reform the budget.<\/p>\n<p style=\"text-align: justify\">There were two principal issues in dispute between the Majlis and Rouhani\u2019s government over the budget bill. These issues were: 1- the sources of the regime\u2019s income in next year\u2019s budget and 2- the government-specified exchange rate of the U.S. dollar.<\/p>\n<p style=\"text-align: justify\">Rouhani\u2019s government has considered selling 2.3 million barrels of oil as the base of the regime\u2019s income for next year. Iran has large natural resources and the potential to improve the lives of all Iranians. In addition, Iran owns 7% of mines of the world, the largest hydrocarbon sources (Oil and Gas) in the world, 9.3% of the world\u2019s oil and 18% of the world\u2019s gas, and Iran itself has more natural sources than the entire EU area. But Iran is ruled by a dictatorship that spends all its wealth in terrorism and suppression. The fact is that Iran is ruled by a corrupt government that has looted Iranian people\u2019s property to extend its rule. Iran under mullahs ranked 93rd in the world in health care, in welfare, Iranian people are ranked 108 out of 149 countries and the Iranian regime is on the top of the list of countries suffering from state-run money laundering and this is one of the reasons that the Iranian regime is ranked 138 in the world in corruption and also among top countries with high inflation rates Iranian workers\u2019 monthly salary is less than &#36;100 and Iran is the only country that uses all its renewable water resources and is being pushed toward an irreversible water crisis by the government. Moreover, Iran has some of the most dangerous roads in the world and is among the top countries in road fatalities. The mismanagement of Iran&#039;s economy has led to mass dissatisfaction and protests. The people of Iran believe they deserve better. In the past year, Iranian people have taken to the streets to reclaim their country and destiny.\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">Thus, in the previous session on February 2, Mohammad Bagher Nobakht, head of the Budget and Planning Organization, protested the Majlis\u2019 objection to the budget bill and increasing oil revenue figures. \u201cDon\u2019t you read the secret reports? Don\u2019t you know about oil income?\u201d he said, adding that \u201c[Majlis Speaker Mohammad Bagher] Ghalibaf knows that our multi-hundred-billion-dollar income has been reduced to a few hundred dollars.\u201d<\/p>\n<p style=\"text-align: justify\">Ghalibaf immediately responded: \u201cIf you know that our oil exports are at a minimum, why have you planned to sell 2.3 million barrels of oil? How has the government scheduled its expenses based on the revenue that does not exist?\u201d<\/p>\n<p style=\"text-align: justify\">Yet, without resolving the dispute or changing the income sources, the Majlis adopted the budget bill on February 16. The regime\u2019s MPs seemingly forgot their own words about the sources of income and adopted the bill based on its \u201chollow dependence of dream of selling oil,\u201d as described by MP Mohsen Dehnavai on December 6.<\/p>\n<p style=\"text-align: justify\">The second point of argument was the currency exchange rate. The rial\u2019s official exchange rate, announced by Rouhani\u2019s government, is 42,000 rials per U.S. dollar. The real value of the rial exchanged in the market is around 260,000 rials per U.S. dollar, six times higher than the official rate.<\/p>\n<p style=\"text-align: justify\">Therefore, government agencies and individuals, and organizations affiliated with the regime and its officials benefit from 42,000-rial dollars. They would then sell at the market rate and make huge profits, as discussed, many times in the regime\u2019s state-run media.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">\u201cThe government is digging its hands in the pocket of the middle and lower classes,\u201d wrote state-run Resalat daily on February 10. Resalat had previously acknowledged on February 4 that \u201cSince 2018, the profit generated from the 42,000-rial exchange rate is ten times larger than the entire yearly cash handouts being offered to the needy, and it has been deposited into the pockets of individuals who have access to this currency. The [regime\u2019s affiliates who] had access to the 42,000-rial dollar were able to import their goods at this rate but sold it at free-market rates.\u201d<\/p>\n<p style=\"text-align: justify\">The Majlis adopted the budget bill without removing or properly addressing this method of plundering people\u2019s wealth, which is a sign of the regime\u2019s institutionalized corruption.<br \/>\nSo how was the bill adopted?<\/p>\n<p style=\"text-align: justify\">Nobakht on February 16 answered this question by admitting to the behind-the-curtain deal of both factions. \u201cIt was agreed that we preserve the 42,000-rial exchange rate in the first six months of the next year (March-August 2021),\u201d he said.<\/p>\n<p style=\"text-align: justify\">Nobakht\u2019s remarks elucidated that the real dispute between both factions was over more share of wealth and plundering people. Each side had aimed to use its levers of plundering and preparing the ground for their affiliates to make astronomical embezzlements.<\/p>\n<p style=\"text-align: justify\">Thus, the Majlis and the government agreed that they keep the 42,000-rial exchange rate, so the affiliates of Rouhani and his government profit from it until the end of his term. In return, the rival faction maintains their cash cows, such as the free trade zones they use to import luxury goods and sell them at astronomical prices.<\/p>\n<p style=\"text-align: justify\">Both factions also agreed on one other issue. That is people\u2019s hatred toward the regime for decades of plundering, institutionalized corruption, and oppression. \u201cBoth faction, whatever they disagree with, agree that people are tired and frustrated with the current situation,\u201d wrote the state-run Etemad daily on February 16.<\/p>\n<p style=\"text-align: justify\">And as Arman daily wrote on February 15, \u201cAll problems will open their mouths at one time, and on the day when the tolerance of the majority of the society, the workers, is over and their patience is exhausted, we will not see good
