The decision stemmed from several cancellations by prospective European participants in the wake of reports that Iran had executed a dissident journalist after luring him out of France in a sting operation.<\/p>\n<p style=\"text-align: justify\"><a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-human-rights\/iranian-resistance-urges-un-eu-states-especially-france-to-firmly-condemn-the-execution-of-ruhollah-zam\/\" rel=\"noopener\">Ruhollah Zam<\/a> had been residing in Europe for years. The obviously political nature of his arrest made him an object of international activism, especially after it became clear that the regime intended to execute him. When that execution went forward in December, it raised immediate outcry from human rights defenders and Western government officials.<\/p>\n<p style=\"text-align: justify\">While the controversy made it virtually unthinkable for European Union officials to participate in that month\u2019s Europe-Iran Business Forum, it failed to give rise to increased pressure from the international community. This was especially disappointing to opponents of the Iranian regime who had already been urging an assertive turn in response to a terrorism case that was then being litigated in a Belgian court.<\/p>\n<p style=\"text-align: justify\">In late November, that court initiated proceedings against <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/guilty-verdict-for-iran-regimes-terrorist-isnt-enough-to-eliminate-threats-to-europe\/\" rel=\"noopener\">Assadollah Assadi<\/a> and three co-conspirators who were accused of plotting to detonate a bomb at a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/paris-free-iran-with-hundreds-of-top-personalities-lawmakers-and-elected-representatives-from-five-continents\/\" rel=\"noopener\">gathering<\/a> of pro-democracy activists in 2018, when Assadi was serving as third counsellor at the Iranian embassy in Vienna. Three accomplices, agents of the Iranian intelligence ministry were respectively sentenced to 18, 17, and 15 years in prison and were stripped of their Belgian citizenship. The judge stipulated that the bomb was manufactured in Iran and was carried to Europe in a diplomatic suitcase. They had been instructed to place the bomb as close as possible to Mrs. Maryam Rajavi. Assadi who was under police watch, delivered the bomb to one of the agents in Luxemburg and was arrested in Germany on his way back to Austria. He was then extradited to Belgium for trial. Simultaneous with the declaration of the court ruling, a virtual conference was held with participants joining in from more than 3,000 places across the world including MEK members in Ashraf, Albania. In her speech at the conference, Mrs. Rajavi said, \u201cToday\u2019s conviction of the Iranian regime\u2019s diplomat-terrorist confirms the Iranian regime\u2019s state terrorism by a European judicial authority. \u201c She made key policy recommendations to European leaders:\u201dRecall their ambassadors from Tehran and shut down the regime\u2019s embassies and centers in Europe which are used for terrorism. The Ministry of Intelligence and the Iranian Revolutionary Guards must be designated as terrorist entities. All their agents must be prosecuted and expelled from Europe. Tom Ridge former U.S. Secretary of Homeland Security said: The planned bombing was a state sponsored operation by a terrorist state that continues to operate with arrogance with impunity, with disdain for human race and common decency, basic norms with civil society, \u2026 But rhetorical condemnation without further action, will be of little impact on this rogue regime, which heretofore has been totally unwilling to change its behavior. countries whose citizens were in harm&#039;s way, in the July event should consider downgrading, seriously, considering downgrading diplomatic relationships with Iran Patrick Kennedy: \u201cIt&#039;s time to call Iran for what it is: a terrorist state. It&#039;s time to expel their diplomats. It&#039;s time that we have a new Iran, that we support the NCRI, we support the 10-point plan of Madam Rajavi,\u201d A number of dignitaries from Albania also participated, including Mr. Pandeli Majko, state minister for Albanian diaspora. Giulio Terzi, the former foreign minister of Italy said: \u201cEurope\u2019s lack of proper action has emboldened Iran\u2019s regime in its terrorist activities, giving them the impression that they will not be held accountable.\u201d Former United States National Security Advisor James Jones underlined that \u201cwe should stand with the Iranian people and their desire for regime change by supporting the democratic alternative of the National Council of Resistance of Iran and its president-elect, Mrs. Maryam Rajavi.\u201d Stephen Harper, former Prime Minister of Canada said: \u201cThis is what the Islamic Republic in Tehran, the world&#039;s largest state sponsor of terrorism does.\u201d On the same day\u2019s evening, a virtual conference was also held in the United States by the Washington office of the NCRI. The panelists elaborated on the impact of the verdict by the Belgium court. The PMOI members in Ashraf3, Albania joyfully celebrated the Belgium court verdict. Read More: https:\/\/www.ncr-iran.org https:\/\/www.facebook.com\/IranNCR\/ https:\/\/twitter.com\/iran_policy Subscribe to NCRI weekly newsletter t.ly\/MybJ\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">Throughout the process, critics of the Iranian regime called attention to evidence that responsibility for the plot could be traced up the chain of command to high-ranking officials including the supreme leader, the president, and Foreign Minister <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-world\/26715-a-look-at-the-record-of-iran-regime-foreign-minister-javad-zarif\" rel=\"noopener\">Javad Zarif<\/a>. On this basis, many of those same critics urged the European Union, its Member States, and its allies to plan a political response that would supplement Assadi\u2019s guilty verdict.<\/p>\n<p style=\"text-align: justify\">Not only did these recommendations receive no direct response from the authorities to whom they were addressed, but figures like EU foreign policy chief Josep Borrell have seemingly taken exactly the opposite approach of disregarding Iran\u2019s recent malign activity in favor of preserving the status quo and promoting expanded diplomatic and trade ties between Europe and Iran. Their posture was highlighted this month when it was reported that the Europe-Iran Business Forum was back on, newly scheduled to take place between March 1 and 3 with participation from the same European figures who had signed on previous, including those who withdrew in response to the news of Zam\u2019s execution.<\/p>\n<p style=\"text-align: justify\">This sends a message that is, at best, confusing about European attitudes toward Iranian threats. The revived plans for the Business Forum suggest that former complaints over the execution of Ruhollah Zam have been resolved, even though Tehran has paid no price for it and has publicly rejected all accusations of wrongdoing. This is much the same approach as Tehran took to the Assadi case, in that the regime declined to dispute the relevant evidence but consistently stood behind its diplomat, asserting that he should have immunity and that his actions were either justified or inconsequential despite the threat to high-profile European and American political figures who were present at the <a target=\"_blank\" href=\"https:\/\/youtu.be\/KTIcb7Jr364\" rel=\"noopener\">2018 Free Iran rally<\/a>.<\/p>\n<p style=\"text-align: justify\">Under these circumstances, participation in the Europe-Iran Business Forum suggests one\u2019s willingness to overlook Iranian assaults on Western interests as well as unlawful killings of Iranian activists and civilians. The event\u2019s postponement did place some distance between the latest high-profile killing and the affirmation of status quo relations, but this is a far cry from accountability and if it has any effect at all, it will only be to convince Iranian authorities that they can ignore a tense situation for a few months and then count on their European partners to sweep it under the rug.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">Similarly, Assadi\u2019s conviction may allow European authorities to argue that the 2018 terror plot was not ignored entirely, even as Tehran\u2019s sense of impunity is reinforced with the notion that as long as one person takes the blame, not even attempted terrorism on European soil will threaten the status quo.<\/p>\n<p style=\"text-align: justify\">Neither of these conditions represents much of a constraint on the regime\u2019s activity. If anything, they only raise questions about what the EU and its Member States are willing to overlook immediately, versus what they are willing to overlook after the passage of a week, a month, a few months, or a year. No doubt, these are questions that Tehran will quickly set to work trying to answer through a process of brinksmanship involving new and different escalations, followed by silence and negotiation in those instances where the West responds with a little pressure.<\/p>\n<p style=\"text-align: justify\">Prospective participants in the Europe-Iran Business Forum should consider whether they believe this is a sustainable way of managing the Iranian regime\u2019s conduct. If they are honest, they will recognize that with every such invitation that they extend to the Iranian regime, European policymakers and institutions are only inviting the regime to experiment further with its malign behaviors. While not all of these will threaten Western security in the way the Assadi plot did -future attacks could be even worse-, all of them should weigh heavily on the consciences of their enablers.<\/p>\n<p style=\"text-align: justify\">At the meantime, crackdowns on dissent have been trending upward since the beginning of 2018, when the regime was rocked by a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/anniversary-of-2018-iran-protests-and-international-communitys-obligations\/\" rel=\"noopener\">nationwide uprising<\/a>.<\/p>\n<p style=\"text-align: justify\">That uprising was the start of a larger pattern of domestic unrest, which manifests sometimes on a national scale and sometimes in localities where public antipathy toward the regime flares up in response to one incident or another. Recognizing that pattern, the regime has taken to responding to these situations with especially knee-jerk brutality, spurred on by the understanding that Western governments will not hold them to account.<\/p>\n<p style=\"text-align: justify\">Just this week, a large-scale protest erupted in Saravan County in Sistan and Baluchistan Province, in response to the killing of several fuel porters by the Islamic Revolutionary Guard Corps. The protest called attention to the poverty that makes that profession necessary, as well as the brutality with which authorities confront it. And it was accordingly met with similarly suppressive brutality by the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">IRGC<\/a> and local security forces. At least <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-iran-protest\/saravan-uprising-no-2-general-strike-in-saravan-clashes-between-the-people-revolutionary-guards-continue\/\" rel=\"noopener\">40 civilians were killed<\/a> and 100 were injured in less than one day of demonstrations.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Saravan Uprising, No. 1 \u2013 People of Saravan Stage Uprising, Take Over the Governor\u2019s Office <br \/>Dozens of young people killed or wounded<br \/>Mrs. Maryam Rajavi hailed those who lost their lives as martyrs to the cause of freedom<a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/IranProtests?src=hash&amp;ref_src=twsrc%5Etfw\">#IranProtests<\/a><a href=\"https:\/\/t.co\/NL96dAoCZB\">https:\/\/t.co\/NL96dAoCZB<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1364298985352146955?ref_src=twsrc%5Etfw\">February 23, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">Incidents like this one will only continue to proliferate for as long as Tehran believes it can get away with them. And that belief will persist for as long as such disgraceful events take place against the backdrop of open diplomatic exchanges and cooperative ventures among Iranian and European institutions.
