This reaction shows the mullahs will never answer for their crimes.<\/p>\n<p style=\"text-align: justify\">\u201cThe Iranian government had 2 months to engage with my report. They failed to do so and are now attacking NOT the substance of my work but my Mandate, proving that they know nothing of its history, which includes the state responsibility to protect against unlawful deaths,\u201d Ms. Callamard wrote on Twitter.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> government had 2 months to engage with my report. They failed to do so and are now attacking NOT the substance of my work but my Mandate, proving that they know nothing of its history which includes the state responsibility to protect against unlawful deaths. <a href=\"https:\/\/t.co\/lxJFD3MIv0\">https:\/\/t.co\/lxJFD3MIv0<\/a><\/p>\n<p>&mdash; Agnes Callamard (@AgnesCallamard) <a href=\"https:\/\/twitter.com\/AgnesCallamard\/status\/1365018741415833614?ref_src=twsrc%5Etfw\">February 25, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<h2 style=\"text-align: justify\"><\/h2>\n<p style=\"text-align: justify\">The regime\u2019s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">Revolutionary Guards<\/a> shot down <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/new-information-shed-more-lights-on-the-role-of-irans-senior-officials-irgc-in-downing-ukrainian-airliner\/\" rel=\"noopener\">flight PS752<\/a>, killing all 176 passengers and crew members aboard. The regime tried to cover up this incident and denied it for three days. After a year, no one has answered inquiries by victims\u2019 family members. The regime\u2019s cover-up sparked protests across Iran in January 2020. The security forces arrested dozens of protesters, and according to Amnesty International, detained protesters were subjected to vicious tortures.<\/p>\n<p style=\"text-align: justify\">The regime has never answered international \u201cconcerns\u201d about the systematic human rights violations in Iran.<\/p>\n<p style=\"text-align: justify\">Seven UN human rights experts, including Agnes Callamard, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/human-rights\/significance-of-un-experts-letter-on-1988-massacre-victory-for-justice-seeking-movement\/\" rel=\"noopener\">wrote a letter<\/a> to the regime in September 2020, demanding answers over the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/1988-massacre-of-political-prisoners-in-iran\/\" rel=\"noopener\">1988 massacre<\/a> of political prisoners, underlining if the regime fails to answer, they \u201ccall on the international community to take action to investigate the cases including through the establishment of an international investigation.\u201d<\/p>\n<p style=\"text-align: justify\">The regime refused to answer and uphold its obligations under international human rights law, and the letter became public in December.<\/p>\n<p style=\"text-align: justify\">UN experts said that the 1988 massacre \u201cmay amount to crimes against humanity.\u201d<\/p>\n<p style=\"text-align: justify\">In 1988, the Iranian regime summarily and extra-judicially executed tens of thousands of political prisoners held in jails across Iran. Previously, on August 5, Mostafa Salehy, who was detained in the 2018 major Iran protests was executed. The mullahs\u2019 incessant executions and human rights violations will continue as long as they enjoy impunity over 1988 massacre of political prisoners. Executions in Iran are a political tool for the mullahs to maintain their grasp on power. The regime\u2019s founder, Ruhollah Khomeini, ordered the massacre of all political prisoners, mostly members and supporters of PMOI\/ MEK, who refused to succumb to the regime\u2019s demands. 30,000 innocent prisoners were executed only for preserving their ideas. Since the 1988 massacre, the regime has never stopped its human rights violations. killing over 1500 protesters during the major Iran protests in November 2019, indicate how the mullahs use execution and repression to prolong their rule. These events also confirm how the mullahs enjoy and use their impunity over the 1988 massacre as a license to kill and further brutalize the Iranian society. many of the perpetrators of the 1988 massacre \u2013 such as Ebrahim Raisi, current head of the regime\u2019s Judiciary \u2013 hold top positions in the regime. Now, to end the regime\u2019s ongoing human rights violations, the world community should hold the mullahs to account for the 1988 massacre and end their impunity. This will also help the Iranian people in their quest for freedom and democracy. The world community has an opportunity to stand with the people of Iran. This was also highlighted in the UN experts\u2019 letter. They underlined that the international community\u2019s failure to act \u201chad a devastating impact on the survivors and families as well as on the general situation of human rights in Iran and emboldened Iran to continue to conceal the fate of the victims and to maintain a strategy of deflection and denial that continue to date.\u201d<\/p>\n<p style=\"text-align: justify\">The ongoing human rights violations in Iran, such as the regime\u2019s refusal to deliver justice to the family members of the Ukrainian flight\u2019s victims, are part of the devastating impact of the international community\u2019s failure in holding Tehran accountable.<\/p>\n<p style=\"text-align: justify\">The regime has confirmed its intention to continue systematic human rights violations by increasing the rate of executions and appointing <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/publications\/special-reports\/iran-who-is-ebrahim-raisi\/\" rel=\"noopener\">Ebrahim Raisi<\/a>, one of the main perpetrators of the 1988 massacre, as the Judiciary head.<\/p>\n<p style=\"text-align: justify\">The major Iran protests in 2018, 2019, and 2020, daily protests by all walks of life, and the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-iran-protest\/saravan-uprising-no-1-people-of-saravan-stage-uprising-take-over-the-governors-office\/\" rel=\"noopener\">recent uprising<\/a> in Sistan and Baluchistan province show the regime faces a restive society. To quell this restive society, the regime has increased its oppressive measures.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">The recent uprising in Sistan and Baluchistan shows that the regime\u2019s use of oppression to intimidate the public has failed. But the international community should side with the Iranian people and prevent the regime from further shedding blood. In a nutshell, the international community has so far failed to hold the regime accountable.<\/p>\n<p style=\"text-align: justify\">This will certainly embolden the regime to continue its human rights violations and, as the UN experts highlighted, enjoy a \u201csystematic impunity.\u201d<\/p>\n<p style=\"text-align: justify\">Sadly, Western powers, mainly Europe, are more focused on having economic relations with the regime and reviving the 2015 Iran nuclear deal than addressing its human rights violations.<\/p>\n<p style=\"text-align: justify\">The European Union in December 2020 adopted its new global sanctions regime targeting human rights violators, and the EU\u2019s chief diplomat Josep Borrell spoke of the EU have human rights in its \u201cDNA.\u201d<\/p>\n<p style=\"text-align: justify\">But apparently, they have made an exception when it comes to Iran.<\/p>\n<p style=\"text-align: justify\">The Iranian people have clearly expressed their desire for regime change and an immediate end to human rights violations. EU leaders should use their new global sanctions regime and target the regime\u2019s leaders for their role in human rights violations. They also should make their relations with Iran contingent on an absolute halt to human rights violations in Iran.
