Speaking on behalf of the NCRI\u2019s Foreign Affairs Committee, the conference\u2019s host Ali Safavi portrayed the latest revelations as part of a larger body of evidence pointing to systematic Iranian deceptions that only intensified after the signing of the 2015 nuclear deal.<\/p>\n<p style=\"text-align: justify\">Accordingly, the conference also served as an outlet for renewed criticism of those policymakers and commentators who continue to promote that agreement even as the IAEA discusses whether to censure Iran for violations. The Iranian regime had blocked access to these sites to IAEA inspectors for months. The regime has not yet answered the Agency\u2019s questions relating to the possible presence at these locations of nuclear material. The IAEA Director, Rafael Grossi, yesterday in his introductory statement to the IAEA Board of Governors, expressed the agency\u2019s deep concerns on the finding of undeclared nuclear material in undeclared locations in Iran. One of the two above-mentioned sites is located in the Abadeh region where a project called Marivan has been underway. Today, I will reveal some information about this site, which has been obtained from various entities of the regime through the network of the People\u2019s Mojahedin Organization of Iran or Mujahedin-e Khalq (MEK). At a high level, this information reveals the following: 1- The subject site, which is located north of Abadeh city in Fars province, was built by companies controlled by the Islamic Revolutionary Guard Corps (IRGC) in the mid-1990s under the supervision of the Minister of Defense at the time. 2- The site was part of a project managed by the main entity in charge of research and development of nuclear weapons, the Organization of Defensive Innovation and Research (Sazman-e Pazhouheshhaye Novin-e Defa\u2019i), known by its Persian acronym SPND). In the 1990s, this entity was known as AMAD. 3- This site was specifically constructed for a project dubbed Marivan, specifically for the use of one of SPND\u2018s subdivisions, called METFAZ (Center for Research and Expansion of Technologies on Explosions and Impact). METFAZ is engaged in the research and construction of nuclear high-explosive detonators. 4- Dr. Saeed Borji, one of the regime\u2019s top explosives and high-impact specialists who for years worked directly under the supervision of Brig. Gen. Mohsen Fakhrizadeh, the key figure in the regime\u2019s nuclear weapons project, has been involved in the Marivan project. 5- Currently, Borji is in another role, along with some of the most senior experts. He is still conducting research for the nuclear weapons program\u2019s explosives and impact fields using a cover 6- The process to sanitize the site is very similar to processes implemented in Shian-Lavizan in 2004 as well as a part of the Parchin site in 2012, where there was a special explosive chamber. Stevenson also called attention to a host of other malign behaviors and \u201cacts of aggression\u201d by the Iranian regime, including a 2018 terror plot for which a high-ranking <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/guilty-verdict-for-iran-regimes-terrorist-isnt-enough-to-eliminate-threats-to-europe\/\" rel=\"noopener\">Iranian diplomat<\/a> was sentenced to 20 years in prison last month.<\/p>\n<p style=\"text-align: justify\">Stevenson specifically <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/struan-stevenson-eu-should-back-iran-peoples-struggle-for-freedom\/\" rel=\"noopener\">condemned<\/a> Josep Borrell, the European Union\u2019s head of foreign policy, noting that he \u201chasn\u2019t uttered a single word of criticism\u201d for the plot, which aimed to detonate an explosive device at an <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/paris-free-iran-with-hundreds-of-top-personalities-lawmakers-and-elected-representatives-from-five-continents\/\" rel=\"noopener\">international gathering<\/a> organized by the NCRI just outside Paris.<\/p>\n<p style=\"text-align: justify\">Late last year, the Iranian regime\u2019s parliament passed a bill that mandated provocative steps including an end to the implementation of the Nuclear Non-Proliferation Treaty\u2019s Additional Protocol unless US sanctions were suspended by February. Now that the specified deadline has expired, the regime has halted recognition of the IAEA\u2019s right of access to specified nuclear sites. But the regime and the UN agency have reportedly adopted another temporary agreement that allows for quick re-implementation of the Additional Protocol if JCPOA disputes are resolved in the future. Tehran is now threatening to pull out of even that agreement if the IAEA levies formal criticism against the regime.<\/p>\n<p style=\"text-align: justify\">Of course, that criticism carries little weight in and of itself. It merely represents acknowledgment that Iran is at fault for the current situation. Therefore, the regime stands to gain very little practical benefit from obstructing its adoption. The threat of ceasing compliance with the IAEA is better understood as the regime\u2019s latest effort to test the limits of their ability to strong-arm foreign adversaries into providing concessions. And as such, it is vital that the international community withhold those concessions and send a clear message that Iran is not in charge of the current situation.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">Tuesday\u2019s press conference emphasized that this has regrettably not been the approach that Western authorities have taken up to this point. \u201cQuite frankly,\u201d said Ali Safavi, \u201cwe believe it is na\u00efve to think that by providing concessions and by overlooking the regime\u2019s violations even of the JCPOA it will change its behavior. And ultimately we feel that in order for the world to be rid of the nuclear threat as well as the terrorism threat [what is needed] is democratic regime change by the organized Resistance and the people of Iran.\u201d<\/p>\n<p style=\"text-align: justify\">Safavi\u2019s guests echoed this sentiment without strictly demanding that Western policymakers adopt the same conviction regarding the prospect of regime change. Instead, they focused on highlighting the flawed thinking of those like Borrell who have continued to push for closer business relations between Iran and the West, even as details have emerged about the regime\u2019s nuclear ambitions and deceptive tactics it has employed in an effort to conceal those ambitions.<\/p>\n<p style=\"text-align: justify\">Somewhat ironically, even though Tehran continues to stonewall the IAEA in its efforts to obtain a full account of past <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-source-reports\/iran-s-nuclear-weapons-program\/\" rel=\"noopener\">nuclear activities<\/a> at Abadeh and other sites, certain Iranian officials have become uncommonly forthright about more recent activities during the period when the JCPOA has been on life support.<\/p>\n<p style=\"text-align: justify\">Just last month, Iran\u2019s Intelligence Minister Mahmoud Alavi simultaneously repeated and undermined a common narrative regarding Iran\u2019s supposed aversion to nuclear weapons. Alavi noted that Supreme Leader Ali Khamenei once issued a fatwa stating that such weapons were contrary to Islam, but he went on to suggest that Iran might obtain nuclear weapons capability all the same and that in that case, \u201cThose who pushed Iran in that direction will be to blame.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>&#39;s Minister of Intelligence and Security Mahmoud Alavi frankly threatens the international community about the proliferation of <a href=\"https:\/\/twitter.com\/hashtag\/NuclearWeapons?src=hash&amp;ref_src=twsrc%5Etfw\">#NuclearWeapons<\/a>.<br \/>&quot;We do not pursue nuclear weapons, but if foreigners pushed us, this is their fault,&quot; he said in an interview with state-run TV. <a href=\"https:\/\/t.co\/qFEZgKWKNW\">pic.twitter.com\/qFEZgKWKNW<\/a><\/p>\n<p>&mdash; Iran News Update (@IranNewsUpdate1) <a href=\"https:\/\/twitter.com\/IranNewsUpdate1\/status\/1359111187846352897?ref_src=twsrc%5Etfw\">February 9, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">The Intelligence Minister\u2019s remarks clearly evoke the regime\u2019s strategy of using threats in an effort to convince world leaders that they can preserve their own interests by giving the regime what it wants. At the same time, those remarks corroborate a point that has frequently been repeated by the NCRI, that Khamenei\u2019s fatwa is non-binding, could be revoked as easily as it was issued, and was in fact intended to create space for the regime to shorten its nuclear breakout period while convincing some Western policymakers that there was no real danger of such breakout.<\/p>\n<p style=\"text-align: justify\">The IAEA Board of Governors meeting now raises the question of whether international community\u2019s dangerous ignorance pattern will continue, or whether there will be broader international recognition of Iran\u2019s longstanding efforts to deceive the world.<\/p>\n<p style=\"text-align: justify\">The extent of those efforts is underlined by the discovery of three more undisclosed nuclear sites. But the knowledge of those sites does not necessarily give the IAEA or the European signatories of the JCPOA the courage they need to abandon their own naivety and adopt a strategy that exerts pressure on Iran in lieu of offering concessions in exchange for false promises.
