Such activities have helped to muddy the waters regarding Iran\u2019s past nuclear work, to demonize or discredit leading Iranian opposition groups, and to simply promote talking points that are favorable to the clerical regime, such as the idea that economic sanctions are more harmful to the general population than to government institutions.<\/p>\n<p style=\"text-align: justify\">The National Iranian American Council (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/uncategorized\/iranian-regimes-lobby-group-niac-under-scrutiny\/\" rel=\"noopener\">NIAC<\/a>) is a well-known group in the U.S. parroting Iran\u2019s regime narratives and since the new administration took office, have been insisting the regime\u2019s demand that as for the Iran deal, Washington should drop all the sanctions that were re-imposed or expanded under the previous administration, regardless of the fact that the Iranian regime had gone beyond the levels of nuclear stockpiling and technical sophistication that it had established before the JCPOA went into effect.<\/p>\n<p style=\"text-align: justify\">Earlier this month, New Mexico Representative Yvette Herrell was joined by eight fellow members of the U.S. House of Representatives in writing to the Department of Justice to urge an investigation aimed at identifying and prosecuting any Americans who have been paid to secretly promote the Iranian regime\u2019s talking points. He was presenting himself to policymakers and journalists as an independent expert on foreign relations. Court documents reveal that he was paid at least 265,000 dollars during the past 13 years for his service to Iran\u2019s theocratic dictatorship. Afrasiabi, who holds a PhD, is by no means the only Western-educated asset to successfully lobby for years on behalf of the Iranian regime. In 2009, he even assisted a member of the US Congress in drafting a letter to then-President Barack Obama which expressed support for a fuel swap agreement that Tehran itself had proposed. That fact alone should be recognized as a sign of how deeply Iranian assets have managed to penetrate into Western policy circles and the media landscape. If a suspected Iranian asset has made separate statements that are critical of Iranian human rights violations or other malign activities, it is no proof that they aren\u2019t dedicated to the mission of promoting Western policies that are more favorable to Tehran. This defense was attempted by Trita Parsi, the founder of the National Iranian American Council (NIAC), in a defamation suit against those who accused the organization of allegiance to the Iranian regime, but was rejected by district court judge John Bates. \u201cEven a moderately competent agent of the Iranian regime would at times take pains to distance themselves from some policies of the regime,\u201d Bates explained in the context of his decision to reject Parsi\u2019s defamation claims. He then went on to add that even if unproven, the allegations of NIAC were well-founded on the basis of the \u201coverwhelming\u201d pattern of political alignment between the Iranian regime and the supposedly self-funded American NGO. The source of NIAC\u2019s funding has never been credibly identified, and Parsi himself was compelled by the lawsuit to acknowledge that initial claims regarding the existence of over 4,000 donor-members were erroneous. NIAC\u2019s ongoing advocacy for pro-Iranian positions has only cast more suspicion on the organization over the past decade, yet it has been permitted to continue lobbying openly throughout that time. Of course, many serious critics of the Iranian regime have been arguing for closer scrutiny of the mission and loyalty of groups like NIAC since long before Afrasiabi\u2019s arrest. Last year, Senators Mike Braun, Ted Cruz, and Tom Cotton wrote to the Attorney General\u2019s office urging a formal investigation into the Iran lobby. The letter highlighted a number of specific examples of NIAC downplaying Tehran culpability for its own malign behaviors and amplifying Iranian talking points that described the US as being at fault for crises such as militant attacks on the American embassy in Baghdad. In the near term, the Afrasiabi case should motivate a more serious response to anyone who raises alarms over similar lobbying efforts by NIAC, Parsi, or any similar organization or individual. It is primarily thanks to individuals like Afrasiabi that some Western governments tend to operate on the assumption that the Iranian regime is stable, powerful, and free from serious domestic threats to the theocratic system. That assumption began to lose support in January 2018 when the Iranian people staged the first of three anti-government uprisings under the leadership of the NCRI\u2019s main constituent group, the People\u2019s Mojahedin Organization of Iran (PMOI-MEK). But it has still been clinging to life as some Western policymakers and news outlets have continued to lend their ear to figures like Trita Parsi who insist, quite absurdly, that support for such pro-democracy movements would be the greatest threat to the illusory promise of internal reform of the Iranian regime. Little more than a year earlier, three U.S. Senators also wrote to the DOJ with a more narrowly targeted request. After referring to a pattern of activities that include not only promoting pro-Iran talking points but also facilitating meetings between U.S. congresspersons and Iranian officials, the <a target=\"_blank\" href=\"https:\/\/www.cotton.senate.gov\/news\/press-releases\/cotton-braun-and-cruz-urge-doj-investigation-of-niac\" rel=\"noopener\">senators described<\/a> the NIAC as an organization whose \u201cinnocuous public branding masks troubling behavior.\u201d<\/p>\n<p style=\"text-align: justify\">\u201cWe ask that the Department of Justice evaluate whether an investigation of NIAC is warranted for potential FARA violations and to ensure transparency regarding foreign attempts to influence the U.S. political process,\u201d the letter concluded.<\/p>\n<p style=\"text-align: justify\">In the absence of any apparent increase in scrutiny by the DOJ, a NIAC senior research analyst named Sina Toosi published an opinion piece in the USA Today on Monday, which noticeably parroted the Iranian regime\u2019s public talking points regarding the JCPOA and the future of Iranian diplomacy. After criticizing the Biden administration for failing to \u201cfirmly break\u201d with its predecessor\u2019s strategy of \u201cmaximum pressure,\u201d <a target=\"_blank\" href=\"https:\/\/twitter.com\/SinaToossi\/status\/1374037841186070537\" rel=\"noopener\">Toosi insisted<\/a> that \u201cthe diplomatic door will close\u201d if the U.S. does not join its European partners in offering concessions to the regime immediately.<\/p>\n<p style=\"text-align: justify\">Meanwhile, the European signatories to Iran deal remain preoccupied with simply preserving it at any cost.<\/p>\n<p style=\"text-align: justify\">This is very likely a testament to the effects of Iranian influence operations within the European Union, which has long been criticized for policies that prioritize friendly relations with the Iranian regime and thus downplay malign activities. These include but are by no means limited to the past two years\u2019 systematic violations of the JCPOA. In fact, even before those violations began in earnest, four operatives for the Iranian regime, including a high-ranking diplomat, were arrested for plotting to set off explosives in the heart of Europe at an annual gathering of expatriates, pro-democracy activists, and their political supporters.<\/p>\n<p style=\"text-align: justify\">The investigation into that diplomat, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/guilty-verdict-for-iran-regimes-terrorist-isnt-enough-to-eliminate-threats-to-europe\/\" rel=\"noopener\">Assadollah Assadi<\/a>, established that he was operating upon the explicit instruction of authorities high up in the regime\u2019s leadership. The information suggests the mullahs\u2019 network of espionage and terrorism is much wider in Europe than it appears. Assadi was arrested in July 2018 after delivering a bomb to a terrorist couple, Nasimeh Na\u2019ami and Amir Saadouni, in Luxembourg and tasking them to plant the bomb in the \u201cFree Iran\u201d gathering of the Iranian opposition in Villepinte, north of Paris, France. Germany\u2019s police arrested Assadi on July 1 before he could enter Austria, where he served as the third secretary of Iran\u2019s embassy. The German authorities found a green notebook in Assadi\u2019s car with important information about the 2018 bombing plot, Assadi\u2019s acts and travels, and the amounts of money he had given to different Iranians. According to the Deutsche Welle Farsi, the German Federal Criminal Court (BKA) is investigating Assadi\u2019s activities on a mission from the German Attorney General. The question is: Has Assadi commanded a large network of people tasked with different missions? The information in his notebook suggests Assadi had 144 visits to Germany. One of Assadi\u2019s notes refers to the Islamic Center of Hamburg. The BKA recognizes this center as one of the regime\u2019s espionage and export of fundamentalism centers. Another issue that caught the attention of the police is that Assadi had several receipts with him, indicating cash payments he made to some people. Recipients\u2019 identities have not yet been determined, since they have used common Iranian names. One of these individuals received 2500 Euros, another 5000 Euros, and another person confirmed the receipt of a laptop. According to Deutsche Welle, the BKA authorities deduce that these payments could be the salaries of the regime\u2019s agents. According to the Belgian prosecutors\u2019 indictment, during the last meeting between Assadi and the couple on June 28, 2018, in Luxembourg, Na\u2019ami received the bomb, a new SIM card, and 180,000 euros. On June 26, 19,000 euros was wired to the couple\u2019s account. Another Assadi\u2019s agent Mehrdad Arefani who was arrested during the bomb plot made 62 cash deposits in 2017 and 2018, with a total of 28,409Euros, into his accounts. In fact, the regime used the European Union\u2019s inaction to create and lead a large network of spies and terrorists across Europe. The 2018 foiled bomb plot is only the tip of the iceberg of the Iranian regime\u2019s network in Europe. Now the key questions are: Who are those agents mentioned in Assadi\u2019s notebook? Which diplomat has Mohammad Javad Zarif appointed to run the network instead of Asadi? As long as the regime has its embassies and so-called cultural centers remain open, and its officials can travel to Europe, the regime will maintain its network of terrorism and espionage in Europe. EU leaders should expel the regime\u2019s agents, close its embassies and the so-called cultural centers, and ban the entry of all Iranian officials to Europe for their role in terrorism. Records of Assadi\u2019s travels and meetings indicate that at the time of his arrest, he had had contact with dozens of human assets spanning at least 11 European countries and that many of them had received substantial cash payments. It remains to be determined what services the operatives rendered to earn those payments, but a recent letter from another target of Iranian government influence may suggest a partial answer.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">In February, an Iranian expatriate sent a letter to the United Nations Secretary-General in which he describes joining the leading Iranian opposition group, the People\u2019s Mojahedin Organization of Iran (<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener\">PMOI-MEK<\/a>) in 2003, then leaving in 2016 after relocating to Albania along with a core MEK community that had been struggling to survive in Iraq since the withdrawal of U.S. forces from that country. The letter also provided a number of names associated with these and associated activities, including that of Massoud Khodabandeh, an MOIS agent in London, who has been credited as an independent analyst in a number of Western media outlets despite having firmly-established ties to the MOIS.<\/p>\n<p style=\"text-align: justify\">\u201cAs a living witness, I can testify in any court that these interviews and articles all stem from the designs and plans of the Ministry of Intelligence,\u201d Sani-Kani said of the countless materials that had been distributed by his network over a period of four years. He also offered to provide \u201cevidence and documents\u201d that would help to corroborate his personal story and presumably provide a solid foundation for the investigation of other Iranian influence operations.<\/p>\n<p style=\"text-align: justify\">Other Iranian regime influence operations that must be scrutinized include any that are associated with Assadi\u2019s network and any that are currently exerting pressure on the U.S. administration toward U.S. policies that are more favorable to the Iranian regime.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Iranian regime has a long history of trying to influence Western policy through clandestine lobbying and coordinated disinformation campaigns.
