There is little doubt that some of their discussions will focus on Iran, but it remains to be seen whether the gathering will yield any sort of policy consensus on matters other than the 2015 nuclear deal, formally known as the Joint Comprehensive Plan of Action.<\/p>\n<p style=\"text-align: justify\">As important as it is to prevent the Iranian regime from acquiring a nuclear weapon, debates over the JCPOA have had the unfortunate effect of blinding many Western policymakers to the need for sustained pressure on that regime in other areas. This has seemingly emboldened Tehran in many of its malign activities, including some that are closely related to the nuclear issue.<\/p>\n<p style=\"text-align: justify\">One of the most frequently repeated criticisms of the JCPOA is that it failed to address the ballistic missile program run by the country\u2019s hardline paramilitary, the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">Islamic Revolutionary Guard Corps<\/a>. In fact, United Nations Security Council Resolution 2231, which governs the nuclear deal, actively weakened the language of prior resolutions that referenced those weapons.<\/p>\n<p style=\"text-align: justify\">Prior to 2015, the regime had been categorically banned from working on <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-source-reports\/iran-s-nuclear-weapons-program\/\" rel=\"noopener\">potential delivery<\/a> systems for a nuclear weapon, but once the JCPOA was implemented, the regime was merely \u201ccalled upon\u201d to avoid work on weapons that were designed with that specific purpose in mind. Since then, the IRGC has carried out more than a dozen ballistic missile tests, involving at least eight systems that are capable of carrying nuclear warheads.<\/p>\n<p style=\"text-align: justify\">What\u2019s more, the Iranian regime actually deployed ballistic missiles on at least four occasions in Syria and Iraq, most recently in an operation that targeted US forces in an effort to retaliate for the January 2020 killing of <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-fundamentalism\/27175-who-was-the-vicious-criminal-qassem-soleimani\" rel=\"noopener\">Qassem Soleimani<\/a>, the head of the IRGC\u2019s extraterritorial branch known as <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/publications\/special-reports\/the-iranian-regimes-irgc-quds-force-1980s-present\/\" rel=\"noopener\">Quds Force<\/a>. This was expressed just last week when state media showcased images from the IRGC\u2019s \u201cmissile cities,\u201d a series of underground tunnels used to house an ever-growing stockpile of ballistic missiles and to ostensibly protect them from attack by foreign adversaries. The images were accompanied by commentary from IRGC leadership and the Iranian defense minister, who vowed to continue growing the stockpile and pursuing ever more advanced ballistic missile technology.<\/p>\n<p style=\"text-align: justify\">Supreme Leader Ali Khamenei also weighed in on the topic in the context of an address that praised the IRGC more generally. He instructed the Guards to \u201ccontinue your good activities with power,\u201d apparently referring not only to the ballistic missile program but also to a range of other paramilitary operations in both domestic and foreign regions of influence.<\/p>\n<p style=\"text-align: justify\">Khamenei offered his effusive praise for the chief perpetrators of Iranian terrorism, proxy wars and political repression less than a month after the IRGC sparked <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-iran-protest\/saravan-uprising-no-1-people-of-saravan-stage-uprising-take-over-the-governors-office\/\" rel=\"noopener\">massive protests<\/a> in Sistan and Baluchistan Province by fatally shooting impoverished fuel porters who were protesting interference with their only means of economic survival. The information suggests the mullahs\u2019 network of espionage and terrorism is much wider in Europe than it appears. Assadi was arrested in July 2018 after delivering a bomb to a terrorist couple, Nasimeh Na\u2019ami and Amir Saadouni, in Luxembourg and tasking them to plant the bomb in the \u201cFree Iran\u201d gathering of the Iranian opposition in Villepinte, north of Paris, France. Germany\u2019s police arrested Assadi on July 1 before he could enter Austria, where he served as the third secretary of Iran\u2019s embassy. The German authorities found a green notebook in Assadi\u2019s car with important information about the 2018 bombing plot, Assadi\u2019s acts and travels, and the amounts of money he had given to different Iranians. According to the Deutsche Welle Farsi, the German Federal Criminal Court (BKA) is investigating Assadi\u2019s activities on a mission from the German Attorney General. The question is: Has Assadi commanded a large network of people tasked with different missions? The information in his notebook suggests Assadi had 144 visits to Germany. One of Assadi\u2019s notes refers to the Islamic Center of Hamburg. The BKA recognizes this center as one of the regime\u2019s espionage and export of fundamentalism centers. Another issue that caught the attention of the police is that Assadi had several receipts with him, indicating cash payments he made to some people. Recipients\u2019 identities have not yet been determined, since they have used common Iranian names. One of these individuals received 2500 Euros, another 5000 Euros, and another person confirmed the receipt of a laptop. According to Deutsche Welle, the BKA authorities deduce that these payments could be the salaries of the regime\u2019s agents. According to the Belgian prosecutors\u2019 indictment, during the last meeting between Assadi and the couple on June 28, 2018, in Luxembourg, Na\u2019ami received the bomb, a new SIM card, and 180,000 euros. On June 26, 19,000 euros was wired to the couple\u2019s account. Another Assadi\u2019s agent Mehrdad Arefani who was arrested during the bomb plot made 62 cash deposits in 2017 and 2018, with a total of 28,409Euros, into his accounts. In fact, the regime used the European Union\u2019s inaction to create and lead a large network of spies and terrorists across Europe. The 2018 foiled bomb plot is only the tip of the iceberg of the Iranian regime\u2019s network in Europe. Now the key questions are: Who are those agents mentioned in Assadi\u2019s notebook? Which diplomat has Mohammad Javad Zarif appointed to run the network instead of Asadi? As long as the regime has its embassies and so-called cultural centers remain open, and its officials can travel to Europe, the regime will maintain its network of terrorism and espionage in Europe. EU leaders should expel the regime\u2019s agents, close its embassies and the so-called cultural centers, and ban the entry of all Iranian officials to Europe for their role in terrorism. Read More: https:\/\/www.ncr-iran.org https:\/\/www.facebook.com\/IranNCR\/ https:\/\/twitter.com\/iran_policy Subscribe to NCRI weekly newsletter t.ly\/MybJ #Iran #terrorism #AssadollahAssadi #EU\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">Each of these developments has received scant attention from Western leaders, despite the fact that both have been repeatedly highlighted as examples of broader underlying phenomena that could have dramatic ramifications for the future of the Iranian nation and its people.<\/p>\n<p style=\"text-align: justify\">In an online event organized just ahead of the Iranian New Year holiday, Nowruz, the Resistance leader <a target=\"_blank\" href=\"https:\/\/www.maryam-rajavi.com\/en\/biography\" rel=\"noopener\">Maryam Rajavi<\/a> pointed to the Sistan and Baluchistan protests and <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-protests\/irans-uprisings-will-re-emerge-in-persian-year-1400\/\" rel=\"noopener\">said<\/a> they were a sign that \u201cThe fire of uprisings has risen from under the ashes of the coronavirus.\u201d She was referring to the fact that Iran underwent three nationwide uprisings between December 2017 and January 2020, before large-scale public activism took a downturn as a result of the Iranian government\u2019s complete failure to contain the effects of the global pandemic.<\/p>\n<p style=\"text-align: justify\">Despite that downturn, Iranian government officials and anti-government activists both continued to acknowledge the prospect of resurgent uprisings throughout the past year. The IRGC\u2019s clashes with fuel porters and fellow residents of the border region were only one example of those expectations being realized. Others include recurring protests by pensioners who have seen a steady decline in their real earnings, and ongoing, successful recruitment of young Iranians to \u201c<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/t\/iranian-resistance-units\" rel=\"noopener\">Resistance units<\/a>\u201d affiliated with the People\u2019s Mojahedin Organization of Iran (<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener\">PMOI-MEK<\/a>).<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">There are several reasons why these developments warrant attention from the international community and should not be overshadowed by the European Union\u2019s obsession with preserving the JCPOA. In the first place, they raise serious questions about the long-term viability of the existing Iranian regime, a regime that Western policymakers have long assumed to be the only system capable of maintaining power in Tehran. For critics of that narrative, the pre-pandemic uprisings and the popular embrace of MEK slogans constitute strong evidence for the viability of that organization\u2019s parent coalition, the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/about-ncri\/alternative\/\" rel=\"noopener\">National Council of Resistance of Iran<\/a>, as an alternative governing structure for a democratic transition in Iran.<\/p>\n<p style=\"text-align: justify\">The uprisings are also important to the West in the sense that they are a test of European commitment to universal human rights principles. The People\u2019s Mojahedin Organization of Iran (PMOI\/MEK) published an additional list of the heroic victims of the Iranian people\u2019s uprising. The number of those killed in the protests that swept across 200 cities has risen to 1,500 According to reports received by the Iranian Resistance from inside the country, the Iranian regime\u2019s State Security Force alone has recorded 1,029 deaths related to the protests.\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">After the second nationwide uprising flared up instantly in response to implementation of clearly harmful economic policies, the IRGC responded by opening fire on crowds of protesters throughout the country, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iran-protests\/27081-over-1-500-killed-in-the-iranian-people-s-nationwide-uprising-names-of-504-martyrs-released\" rel=\"noopener\">killing approximately 1,500<\/a>. The NCRI soon determined that over 12,000 people were arrested during the unrest, and Amnesty International issued a report detailing some of the torture that detainees were being subjected to for months afterward.<\/p>\n<p style=\"text-align: justify\">The EU has yet to take serious action over this crackdown, even though there is plenty of evidence that persistent tensions between the Iranian government and its people could still lead to even worse human rights abuses, and also to consequences for the security of Western nations. This fact was highlighted anew on February 4 with the Belgian judiciary\u2019s conviction of the four Iranian operatives, one of whom was a high-ranking diplomat stationed at the regime\u2019s embassy in Vienna.<\/p>\n<p style=\"text-align: justify\">Their 2018 terror plot was largely motivated by the failure of crackdowns on the uprising at the beginning of that year. Its main target was <a target=\"_blank\" href=\"https:\/\/www.maryam-rajavi.com\/en\/biography\" rel=\"noopener\">Maryam Rajavi<\/a> when she was to deliver the keynote speech at an NCRI gathering where dozens of European and American high-rank policymakers were also in attendance and would have been killed or wounded in this terrorist attack.
