That seven-party agreement was meant to close the file on the possible military dimensions of Iran\u2019s nuclear research and development, but in the rush to conclude negotiations that had also stretched beyond multiple deadlines, the issue was effectively swept under the rug and it was assumed that new restrictions would moot the unanswered questions.<\/p>\n<p style=\"text-align: justify\">The obvious problem with this thinking was that there was no way for the international community to be sure that those restrictions were sufficient if there had not been a full account of the activities that needed to be subject to limits. The problem was compounded by the weak inspections regime that was put into place by the JCPOA. Whereas the initial demand from Tehran\u2019s most serious critics was that the IAEA should be given unrestricted access to all sites that come under suspicion of involvement in nuclear work, the actual agreement granted advance access only to the sites that Iran had declared. If any other sites came under suspicion, it would initiate a new process of negotiation, during which time Iran would be free to stall and cover up any incriminating evidence at the site.<\/p>\n<p style=\"text-align: justify\">It was not long before the flaws in this arrangement were laid bare. Mere months after the JCPOA went into effect, the IAEA announced that it had found traces of enriched uranium at Iran\u2019s Parchin military base. Satellite images and other intelligence suggested that much more substantial evidence might have been obtained from that site if not for the fact that authorities had completely destroyed buildings and removed a thick layer of topsoil from the entire area. Despite such clear signs that the regime had something highly significant to hide, international inspectors waited patiently to be granted access while Iran no doubt continued efforts to control what they would see.<\/p>\n<figure id=\"attachment_235726\" aria-describedby=\"caption-attachment-235726\" style=\"width: 800px\" class=\"wp-caption alignnone\"><img decoding=\"async\" title=\"new-information-about-the-iranian-regimes-abadeh-nuclear-site-7\" class=\"size-full wp-image-235726\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/03\/new-information-about-the-iranian-regimes-abadeh-nuclear-site-7.jpg\" alt=\"Satellite imagery of the sanitized Parchin Site\" width=\"800\" height=\"493\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/03\/new-information-about-the-iranian-regimes-abadeh-nuclear-site-7.jpg 800w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/03\/new-information-about-the-iranian-regimes-abadeh-nuclear-site-7-300x185.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/03\/new-information-about-the-iranian-regimes-abadeh-nuclear-site-7-768x473.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/03\/new-information-about-the-iranian-regimes-abadeh-nuclear-site-7-150x92.jpg 150w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/03\/new-information-about-the-iranian-regimes-abadeh-nuclear-site-7-696x429.jpg 696w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption id=\"caption-attachment-235726\" class=\"wp-caption-text\">Satellite imagery of the sanitized Parchin Site<\/figcaption><\/figure>\n<p style=\"text-align: justify\">The IAEA and the Western signatories to the nuclear deal should have immediately learned a lesson from this, but instead they have largely permitted the Iranian regime to continue its obstructionist behavior right up to the present day. Tehran has never really provided complete or credible answers about the nature of its work at Parchin. And since then, at least two other sites have been revealed as having been locations for undisclosed nuclear work, which may very well have had military applications.<\/p>\n<p style=\"text-align: justify\">What\u2019s more, at least one of these sites was subject to precisely the same kind of sanitization efforts as had been carried out at Parchin. The National Council of Resistance of Iran (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/about-ncri\/alternative\/\" rel=\"noopener\">NCRI<\/a>) presented its own intelligence at the beginning of March regarding the site in Fars Province called Abadeh. The report explained that in July 2019, the Islamic Revolutionary Guard Corps (<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">IRGC<\/a>) razed all the buildings at the site and then began removing old soil and bringing in new ground cover as part of an apparent effort to hide trace elements. The site, located in the Abadeh, Fars province, is one of two locations that the regime had denied access to IAEA inspectors for months. The NCRI\u2019s revelation comes at a time that IAEA inspectors found traces of uranium particles there. The IAEA director Rafael Grossi expressed deep concerns over finding undeclared nuclear material in undeclared locations in Iran. The information was obtained through the network of the People\u2019s Mojahedin Organization of Iran (PMOI\/MEK) inside Iran. The site in question was built under the supervision of Revolutionary Guards (IRGC) contractor companies in the mid-1990s, and is part of a project managed by SPND (Organization of Defensive Innovation and Research), the main entity in charge of research and development of nuclear weapons. The Abadeh site is involved in the Marivan project, an initiative led by SPND subsidiary METFAZ (Center for Research and Expansion of Technologies on Explosions and Impact), which is engaged in the research and construction of nuclear high-explosive detonators. The Marivan project is overseen by Dr. Saeed Borji, one of the regime\u2019s top explosives and high-impact specialists. According to internal SPND reports, for years worked directly with IRGC Brig. Gen. Mohsen Fakhrizadeh, the director of SPND (aka AMAD). Fakhrizadeh was killed in the outskirts of Tehran on November 27, 2020. Ali Safavi: \u201cAmong Borji&#039;s activities was working with the Ukrainian nuclear scientists Vyacheslav V. Danilenko and Vladimir Padalko on high explosive testing and also on explosive chamber for nuclear weapons in Parchin site (southeast Tehran).\u201d \u201cAccording to credible intelligence, [Borji] and some other senior SPND experts have formed front companies to conduct their research to advance SPND\u2019s objectives,\u201d Among these front companies is the Azar Afrooz Saeed LLC, which builds spherical tanks that are shaped to explode quite similar to explosions used in nuclear weapons detonator experiments. Ali Safavi: \u201cSaeed Borji\u2019s position in this company is Vice Chairman of the Board,\u201d Also in the picture is Akbar Motalebizadeh, an explosives specialist and senior manager of SPND, who along with several others established the Arvin Kimia Abzar Company in Tehran in March 2019. Ali Safavi: \u201cThis front company is involved in the production, purchase, sale, export and import of tools and materials used in the drilling and operation of oil wells. Saeed Borji is the chairman of the board and Akbar Motalebizadeh is the managing director of this company,\u201d A third company, Parsian Asr Arvin Private Stock Company, which was established in Tehran in December 2015, is active in \u201ccommercial activities and services for the production, purchase, sale, export, and import of tools and materials used in the oil industry, drilling and operation of oil wells.\u201d Interestingly, Parsian Asr Arvin\u2019s headquarters were located very close to the main offices of SPND in Tehran. The company was dissolved in March 2018. Ali Safavi: \u201cIt is worth noting that in response to the IAEA\u2019s inquiry into the detonation of multiple explosives at the same time, which had dual-use in connection with the explosion of nuclear weapons (EBW), the mullahs\u2019 regime falsely claimed that it needs the technology to operate oil wells,\u201d The regime is using these and possibly other companies to continue pursuing nuclear weapons research and development secretly. In July 2019, the IRGC realized that the Abadeh site had been exposed. It began a complete sanitization of the area to destroy all traces of activity. The buildings and facilities were completely demolished. The regime only made the site accessible to inspectors one year later in August 2020. The process to sanitize the site was very similar to processes implemented in Shian-Lavizan in 2004 as well as a part of the Parchin site in 2012, where there was a special explosive chamber, Safavi said. Over the past two decades, the NCRI has made more than 100 revelations on the different aspects of the Iranian regime\u2019s nuclear program. Nuclear weapons are a vital part of the mullahs\u2019 regime\u2019s strategy for survival, especially as they are faced with increasing unrest at home and isolation abroad. Ali Safavi: \u201cIt is na\u00efve to think that by providing concessions or overlooking its violations, the regime, will change its behavior. This has not happened and will never happen. Once again, authorities have responded to these revelations by remaining tight-lipped in the face of all demands for additional information. At the same time, some officials have become increasingly bold with their commentary on the subject, threatening the West with potential <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-source-reports\/iran-s-nuclear-weapons-program\/\" rel=\"noopener\">nuclear weapons capability<\/a> and openly boasting about the tactics they\u2019d used to obtain sanctions relief from the JCPOA without permanently impeding their progress in that area.<\/p>\n<p style=\"text-align: justify\">In January 2019, the head of the Atomic Energy Agency of Iran spoke to a state television network about the Arak heavy water facility, the core of which the regime was supposed to deactivate in accordance with the JCPOA, so as to cut off a plutonium pathway to a nuclear weapon. \u201cThe Arak reactor has a large hole\u2026 [with] calandria tubes leading into it where the fuel passes through. We had purchased similar tubes, but I could not announce it at the time,\u201d Ali Akbar Salehi explained. He then added that based on input from Supreme Leader Ali Khamenei, the AEOI \u201cneeded to establish paths for a quick return if necessary. There were some tubes, with a diameter of two to three centimeters and three to four meters long. We had purchased the same number of similar tubes. They said fill those tubes with cement. And we did.\u201d<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">Later, in November 2019, Salehi described a similar commitment to deception with regard to the more familiar uranium pathway to a nuclear weapon. \u201cThey thought that they won the negotiation,\u201d he said of Western negotiating partners. \u201cBut we had a countermeasure, and while we proceeded with the case, they didn\u2019t achieve what they planned for, and we did not become trapped in the enrichment deadlock.\u201d<\/p>\n<p style=\"text-align: justify\">The effects of this \u201ccountermeasure\u201d soon became abundantly clear. In January 2020, the regime formally abandoned its compliance with all the limitations put in place by the JCPOA. It has already made a series of specific violations including the start of uranium enrichment at slightly higher than permitted levels, but almost immediately after the provisions were abandoned, that level of fissile purity for Iran\u2019s uranium shot up from about 4.5 percent to at least 20 percent. The speed of the regime\u2019s violations came as a surprise to many defenders of the JCPOA, and it raised serious questions about the value that agreement had presented in the first place.<\/p>\n<p style=\"text-align: justify\">The stated purpose of the nuclear deal was to lengthen Iran\u2019s \u201cbreakout time\u201d for a nuclear weapon, but if the regime could instantly reverse its restrictions and rebound to the levels it had achieved before the deal went into effect, then surely it can\u2019t be said that the timeframe had ever really been extended. In other words, the success of the JCPOA always relied on the assumption that Iran was sincerely committed to upholding it over the long term. But if that had ever been the case, then surely the regime would not have started out by concealing information that, according to IAEA head Rafael Grossi, is \u201cinterconnected\u201d with every aspect of the JCPOA.<\/p>\n<p style=\"text-align: justify\">In reality, every sign of compliance from the Iranian regime has been conditional upon the regime\u2019s personal benefit. Now that those benefits are not forthcoming, the regime is using persistent violations and concern over undisclosed sites in an effort to coerce the US and Europe into providing new concessions. This strategy was made plain last month by Iranian Intelligence Minister Mahmoud Alavi when he contradicted years of propaganda by explicitly warning of a potential Iranian <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/iranian-intelligence-ministers-statement-unwittingly-invites-international-scrutiny\/\" rel=\"noopener\">nuclear weapon<\/a>.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>&#39;s Minister of Intelligence and Security Mahmoud Alavi frankly threatens the international community about the proliferation of <a href=\"https:\/\/twitter.com\/hashtag\/NuclearWeapons?src=hash&amp;ref_src=twsrc%5Etfw\">#NuclearWeapons<\/a>.<br \/>&quot;We do not pursue nuclear weapons, but if foreigners pushed us, this is their fault,&quot; he said in an interview with state-run TV. <a href=\"https:\/\/t.co\/qFEZgKWKNW\">pic.twitter.com\/qFEZgKWKNW<\/a><\/p>\n<p>&mdash; Iran News Update (@IranNewsUpdate1) <a href=\"https:\/\/twitter.com\/IranNewsUpdate1\/status\/1359111187846352897?ref_src=twsrc%5Etfw\">February 9, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">After citing a fatwa from the regime\u2019s Supreme Leader Khamenei that supposedly bans Iran from pursuing nuclear weapons, Alavi immediately acknowledged that the edict was not binding and could be reversed as easily as it was issued. \u201cIf they push Iran in those directions,\u201d he said of recent US-led pressures, \u201cit is not Iran\u2019s fault.
