Would you believe that this has been the case for more than a decade? Such facts are objectively shocking but come to as little surprise to those who are familiar with the tactics Iran has long used to spread its talking points beyond its borders.<\/p>\n<p style=\"text-align: justify\">In 2009, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/iran-concerns-over-iranian-regime-influence-and-its-lobby-grow\/\" rel=\"noopener\">Seyed Hossein Mousavian<\/a> allegedly broke ties with the Iranian regime and relocated to the US in order to become a \u201cvisiting scholar\u201d at the Woodrow Wilson School of Public and International Affairs. Since then, his work and his public advocacy have made it abundantly clear that his supposed self-imposed exile was all an act, presumably designed to give him a veneer of legitimacy while promoting regime talking points to a Western audience.<\/p>\n<p style=\"text-align: justify\">Just this week, Mousavian used his Twitter account to proclaim that a \u201cdoor of trust\u2026 desperately needs to be reopened between Iran and the United States,\u201d and that the only means to that end is a return to US compliance with the nuclear deal that the US pulled out in 2018. This was presented to ordinary readers as an appeal for \u201cregional peace and stability,\u201d but it is much more straightforwardly a demand for the US to lift virtually all economic sanctions on the Islamic Republic, even while Iranian violations of the Joint Comprehensive Plan of Action continue unabated.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">With Nuclear Deal, a slight door of trust had opened between Iran and the US but was shut because of the US withdrawal.\u00a0Now that door desperately needs to be reopened (US return to the nuclear deal) for no regional peace and stability can come about without Iran\u2019s cooperation.<\/p>\n<p>&mdash; Mousavian (@hmousavian) <a href=\"https:\/\/twitter.com\/hmousavian\/status\/1374673612943339521?ref_src=twsrc%5Etfw\">March 24, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">These are exactly the talking points of the Iranian regime pushing the US administration to reenter the nuclear deal while neglecting the mullahs&#8217; continuous and ongoing violations.<\/p>\n<p style=\"text-align: justify\">From 1992 until 1997, Mousavian essentially ran interference for the regime and the Ministry of Intelligence and Security while serving as Iranian ambassador to Germany. On September 17, 1992, a team of MOIS operatives carried out a terrorist attack on the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iran-mykonos-restaurant-murder-mastermind-given-official-welcome-by-regime\/\" rel=\"noopener\">Mykonos restaurant<\/a> in Berlin, killing four Kurd opposition activists. Members of the assassination squad were eventually identified and put on trial, but Mousavian publicly dismissed the proceedings as a joke and attempted to convince European audiences that the German court would rule in Iran\u2019s favor.<\/p>\n<p style=\"text-align: justify\">Not only did this assertion turn out to be groundless, but the trial concluded in 1997 with German authorities declaring that some of Iran\u2019s highest authorities, including the supreme leader and the foreign minister, were involved in hatching the attack. The implication of the foreign minister naturally led to the implication of those working under his direct supervision, and Berlin requested that several Iranian diplomats be removed from the embassy.<\/p>\n<p>This was not the last terrorist act of the Iranian regime and its embassy in Germany while Mousavian was the ambassador. On June 25, 1995, the New York Times <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/1995\/06\/25\/world\/us-asserts-iranians-plotted-to-disrupt-rally-in-germany.html\" rel=\"noopener\">reported<\/a> that &#8220;Iranian diplomats working out of their embassy in Bonn plotted to disrupt a huge opposition rally in Germany last week, perhaps with the intention of assassinating a leading Iranian dissident, American intelligence officials said today. At about the same time, Germany asked two Iranian intelligence officials to leave the country because of evidence that they were planning potentially lethal operations from German territory, the American officials said.&#8221;<br \/>\nThe <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/1995\/06\/25\/world\/us-asserts-iranians-plotted-to-disrupt-rally-in-germany.html\" rel=\"noopener\">report<\/a> also explained why the German government &#8220;abruptly banned <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/maryam-rajavi\/\" rel=\"noopener\">Mrs. Rajavi<\/a>, the Iranian opposition leader, from entering Germany\u2026American intelligence officials concluded that there was another reason as well: the discovery by German intelligence that Iran&#8217;s embassy in Bonn was assembling a team from the terrorist group the Party of God to violently disrupt the rally, and perhaps assassinate Mrs. Rajavi.&#8221;<br \/>\nMousavian, with this background, later moved to the US and became a &#8220;scholar&#8221; of international affairs at Princeton.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-300x100\" class=\"size-medium wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/05\/Weekly-Signe-up-logo-300x100.png\" alt=\"Weekly-Signe-up-logo-300x100\" width=\"300\" height=\"100\" \/><\/a><\/p>\n<p style=\"text-align: justify\">There he became a frequent collaborator with other well-known pro-Iran lobbyists and authors, including <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/uncategorized\/iranian-regimes-lobby-group-niac-under-scrutiny\/\" rel=\"noopener\">Trita Parsi<\/a> and the National Iranian-American Council. Early last year, three US Senators sent a letter to the Department of Justice which stated that NIAC\u2019s \u201cinnocuous public branding masks troubling behavior,\u201d including the circulation of documents that blame US foreign policy, rather than the regime itself, for some of Iran\u2019s most malign activities. He was presenting himself to policymakers and journalists as an independent expert on foreign relations. Court documents reveal that he was paid at least 265,000 dollars during the past 13 years for his service to Iran\u2019s theocratic dictatorship. Afrasiabi, who holds a PhD, is by no means the only Western-educated asset to successfully lobby for years on behalf of the Iranian regime. In 2009, he even assisted a member of the US Congress in drafting a letter to then-President Barack Obama which expressed support for a fuel swap agreement that Tehran itself had proposed. That fact alone should be recognized as a sign of how deeply Iranian assets have managed to penetrate into Western policy circles and the media landscape. If a suspected Iranian asset has made separate statements that are critical of Iranian human rights violations or other malign activities, it is no proof that they aren\u2019t dedicated to the mission of promoting Western policies that are more favorable to Tehran. This defense was attempted by Trita Parsi, the founder of the National Iranian American Council (NIAC), in a defamation suit against those who accused the organization of allegiance to the Iranian regime, but was rejected by district court judge John Bates. \u201cEven a moderately competent agent of the Iranian regime would at times take pains to distance themselves from some policies of the regime,\u201d Bates explained in the context of his decision to reject Parsi\u2019s defamation claims. He then went on to add that even if unproven, the allegations of NIAC were well-founded on the basis of the \u201coverwhelming\u201d pattern of political alignment between the Iranian regime and the supposedly self-funded American NGO. The source of NIAC\u2019s funding has never been credibly identified, and Parsi himself was compelled by the lawsuit to acknowledge that initial claims regarding the existence of over 4,000 donor-members were erroneous. NIAC\u2019s ongoing advocacy for pro-Iranian positions has only cast more suspicion on the organization over the past decade, yet it has been permitted to continue lobbying openly throughout that time. Of course, many serious critics of the Iranian regime have been arguing for closer scrutiny of the mission and loyalty of groups like NIAC since long before Afrasiabi\u2019s arrest. Last year, Senators Mike Braun, Ted Cruz, and Tom Cotton wrote to the Attorney General\u2019s office urging a formal investigation into the Iran lobby. The letter highlighted a number of specific examples of NIAC downplaying Tehran culpability for its own malign behaviors and amplifying Iranian talking points that described the US as being at fault for crises such as militant attacks on the American embassy in Baghdad. In the near term, the Afrasiabi case should motivate a more serious response to anyone who raises alarms over similar lobbying efforts by NIAC, Parsi, or any similar organization or individual. It is primarily thanks to individuals like Afrasiabi that some Western governments tend to operate on the assumption that the Iranian regime is stable, powerful, and free from serious domestic threats to the theocratic system. That assumption began to lose support in January 2018 when the Iranian people staged the first of three anti-government uprisings under the leadership of the NCRI\u2019s main constituent group, the People\u2019s Mojahedin Organization of Iran (PMOI-MEK). But it has still been clinging to life as some Western policymakers and news outlets have continued to lend their ear to figures like Trita Parsi who insist, quite absurdly, that support for such pro-democracy movements would be the greatest threat to the illusory promise of internal reform of the Iranian regime. Read More: https:\/\/www.ncr-iran.org https:\/\/www.facebook.com\/IranNCR\/ https:\/\/twitter.com\/iran_policy Subscribe to NCRI weekly newsletter t.ly\/MybJ #Iran #lobby #MOIS\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">No doubt recognizing the prior alarms that had been raised about NIAC, nine members of the House of Representatives sent another <a target=\"_blank\" href=\"https:\/\/www.foxnews.com\/politics\/congress-demands-to-see-if-iran-is-paying-americans-to-help-influence-biden-policy\" rel=\"noopener\">letter<\/a> to the DOJ this month, but in this case they urged investigators to cast a broader net and look for anyone who might be receiving payment from the Iranian regime in exchange for promoting its talking points to the Biden administration or other Western entities.<\/p>\n<p style=\"text-align: justify\">That letter was apparently motivated by the arrest and indictment of <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/iranian-lobbyists-arrest-should-lead-to-broader-efforts-to-counter-irans-covert-influence\/\" rel=\"noopener\">Kaveh Lotfolah Afrasiabi<\/a>, a Massachusetts political scientist who had been presenting himself to US media outlets as an independent analyst for over a decade, all while receiving upwards of 265,000 dollars from the Iranian regime. A broad investigation is precisely the appropriate response to this news, considering that it reveals how Iranian influence operations have been able to operate right under the noses of US lawmakers, American institutions, and the American public for so long.<\/p>\n<p style=\"text-align: justify\">The persistence of this phenomenon is all the more troubling when one considers that suspicions regarding NIAC, Parsi, Mousavian, and others have been voiced over and over again, to little avail, by individuals and institutions that include those who are most frequently targeted by the regime\u2019s coordinated disinformation.<\/p>\n<p style=\"text-align: justify\">The People\u2019s Mojahedin Organization of Iran (<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener\">PMOI-MEK<\/a>) has always been an obsession for Tehran, to the point of being the main target of a massacre of political prisoners that claimed the lives of over <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/1988-massacre-of-political-prisoners-in-iran\/\" rel=\"noopener\">30,000 people<\/a> over several months in 1988. Such developments make it clear that the regime\u2019s tactics have not changed with respect to either terrorism or propaganda.
