The Iranian regime has been using different tactics to plunder Iranians and devastate Iran\u2019s economy. The regime\u2019s so-called different \u201ceconomic plans\u201d are mullahs\u2019 methods to plunder people. One of these plans is the \u201cPublic-Private Partnership Bill.\u201d\u202f<\/span>\u00a0<\/span><\/p>\n

The regime\u2019s Planning and Budget Organization introduced this bill as a part of the government\u2019s budget bill in 2018. Hassan Rouhani\u2019s government approved this bill and sent it to the regime\u2019s parliament.\u202f<\/span>\u00a0<\/span><\/p>\n

Based on this plan, Rouhani\u2019s government will give large unfinished construction projects to the so-called \u201cprivate sector\u201d to finish.\u202f<\/span>\u00a0<\/span><\/p>\n

\u201cAccording to officials\u2019 statistics and statements, there are more than 86 thousand semi-finished construction projects in the country, for the completion of which 1000 thousand billion Tomans of credit was estimated. The government budget alone is not enough to complete these projects, and it will take years for these projects to be implemented with the government budget,\u201d\u202f<\/span>wrote<\/span><\/a>\u202fthe state-run Mashreq News on November 1, 2020.\u202f<\/span>\u00a0<\/span><\/p>\n

But who will benefit from this so-called economic plan? The short and logical answer is the private sector. But facts and figures show how the Revolutionary Guards (IRGC)<\/a>, the regime\u2019s Supreme Leader Ali Khamenei<\/a>, and their powerhouses control Iran\u2019s \u201cprivate sector.\u201d The relatives of the regime officials and their children also benefit from this plan.\u202f<\/span>\u00a0<\/span><\/p>\n

In other words, the so-called private companies are either Khamenei and IRGC front companies or have no chance to win bids in auctions.\u202f<\/span>\u00a0<\/span><\/p>\n

\u201cThe [plans] is a sensitive, complex, and corrupting one, where it becomes clear that the beneficiaries, by carefully designing the decision to choose the marketable plan, pricing, buyer selection, cash conditions, and installments, are left to six people. The selection of these people is also a sign of corruption. The investigation shows that two employees of the Program and Budget Organization, who are relatives of some members of parliament, act as policymakers. They have designed the puzzles and sides of the public-private partnership bill to achieve their interests and goals. That is, they should also benefit from legislation in the position of beneficiaries (private sector),\u201d Mashreq News article adds.\u202f<\/span>\u00a0<\/span><\/p>\n

Privatization in Iran<\/h4>\n

Khamenei officially started the privatization program in 2005. A year later, he tasked the government with transferring 80% of the public assets to the private sector. Khamenei has legalized this action by using Article 44 of the regime\u2019s Constitution, which divides the Iranian economy into three sectors: Private, Governmental, and Cooperative. But who benefits from this plan? Small business owners or the IRGC<\/a>?\u202f<\/span>\u00a0<\/span><\/p>\n

\u201cThe proclamation of the policies of Article 44 was to leave the economy to the people and the government to give up the economy, but what did we do? Part of the economy was in the hands of a government without guns, which we handed over to a government with guns [IRGC]; this is not privatization. A government that has\u00a0<\/span>guns and media and everything<\/span>\u00a0and no one dares to compete with them,\u201d wrote the state-run\u00a0<\/span>Sharq<\/span>\u00a0daily on July 31, 2017, in this regard. The IRGC also uses these private sectors to circumvent sanctions.\u202f<\/span>\u00a0<\/span><\/p>\n

Khamenei\u2019s privatization plan has destroyed Iran\u2019s industries. As a result of this process, many workers lost their jobs, and the so-called private owners have been delaying paying the workers\u2019\u00a0<\/span>wages. Thus, there have numerous protests and strikes by deprived workers of HEPCO, Haft\u00a0<\/span>Tappeh<\/span>\u00a0Sugarcane Factory, and other well-founded and once flourishing factories.<\/span>\u00a0<\/span><\/p>\n
