The gathering in Vienna is being described as a venue for \u201cindirect\u201d negotiations between Iran and the U.S., pending direct talks that would hash out the details of both nations returning to compliance with the Joint Comprehensive Plan of Action.<\/p>\n<p style=\"text-align: justify\">It remains to be seen whether the meeting will yield any actual progress and the U.S. State Department has expressed rather subdued expectations about the prospect for a breakthrough. This seems appropriate, given that Iranian officials demonstrated no change in tone whatsoever ahead of the talks. In a preliminary virtual meeting on Friday, Iran\u2019s nuclear negotiator and former Foreign Ministry spokesperson, Abbas Araqchi, downplayed the value of any forthcoming negotiations, saying they were necessary to determine which course of action should be taken on each side.<\/p>\n<p style=\"text-align: justify\">\u201cThe U.S. can return to the deal and stop breaching the law in the same way it withdrew from the deal and imposed illegal sanctions on Iran,\u201d Araqchi said, apparently reiterating the intransigent position previously taken by other officials.<\/p>\n<p style=\"text-align: justify\">The U.S. has made the opposite demand, signaling that it is willing to suspend the sanctions, but only after Iran resumes compliance with the deal that laid the groundwork for sanctions relief in the first place.<\/p>\n<p style=\"text-align: justify\">When one looks closely at the Iranian regime\u2019s behavior during this period of elevated tensions, it is fairly easy to conclude that the U.S. administration would be better off sticking to its guns and insisting upon Iran\u2019s full and verifiable compliance with the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/iran-did-the-maximum-pressure-weakened-the-jcpoa-or-rather-it-exposed-its-weaknesses\/\" rel=\"noopener\">JCPOA<\/a> as a precondition for any relief from economic sanctions. Still, the administration\u2019s openness to compromise should serve as a reminder to its European allies regarding what their role should be in the forthcoming negotiations.<\/p>\n<p style=\"text-align: justify\">That is to say, the mission of the European Union, France, Germany, and the United Kingdom should not be to outline a path to re-implementation that is acceptable to the Iranian regime. Instead, it should be to apply diplomatic pressure on the Iranian regime to stop its nuclear blackmail. The site, located in the Abadeh, Fars province, is one of two locations that the regime had denied access to IAEA inspectors for months. The NCRI\u2019s revelation comes at a time that IAEA inspectors found traces of uranium particles there. The IAEA director Rafael Grossi expressed deep concerns over finding undeclared nuclear material in undeclared locations in Iran. The information was obtained through the network of the People\u2019s Mojahedin Organization of Iran (PMOI\/MEK) inside Iran. The site in question was built under the supervision of Revolutionary Guards (IRGC) contractor companies in the mid-1990s, and is part of a project managed by SPND (Organization of Defensive Innovation and Research), the main entity in charge of research and development of nuclear weapons. The Abadeh site is involved in the Marivan project, an initiative led by SPND subsidiary METFAZ (Center for Research and Expansion of Technologies on Explosions and Impact), which is engaged in the research and construction of nuclear high-explosive detonators. The Marivan project is overseen by Dr. Saeed Borji, one of the regime\u2019s top explosives and high-impact specialists. According to internal SPND reports, for years worked directly with IRGC Brig. Gen. Mohsen Fakhrizadeh, the director of SPND (aka AMAD). Fakhrizadeh was killed in the outskirts of Tehran on November 27, 2020. Ali Safavi: \u201cAmong Borji&#039;s activities was working with the Ukrainian nuclear scientists Vyacheslav V. Danilenko and Vladimir Padalko on high explosive testing and also on explosive chamber for nuclear weapons in Parchin site (southeast Tehran).\u201d \u201cAccording to credible intelligence, [Borji] and some other senior SPND experts have formed front companies to conduct their research to advance SPND\u2019s objectives,\u201d Among these front companies is the Azar Afrooz Saeed LLC, which builds spherical tanks that are shaped to explode quite similar to explosions used in nuclear weapons detonator experiments. Ali Safavi: \u201cSaeed Borji\u2019s position in this company is Vice Chairman of the Board,\u201d Also in the picture is Akbar Motalebizadeh, an explosives specialist and senior manager of SPND, who along with several others established the Arvin Kimia Abzar Company in Tehran in March 2019. Ali Safavi: \u201cThis front company is involved in the production, purchase, sale, export and import of tools and materials used in the drilling and operation of oil wells. Saeed Borji is the chairman of the board and Akbar Motalebizadeh is the managing director of this company,\u201d A third company, Parsian Asr Arvin Private Stock Company, which was established in Tehran in December 2015, is active in \u201ccommercial activities and services for the production, purchase, sale, export, and import of tools and materials used in the oil industry, drilling and operation of oil wells.\u201d Interestingly, Parsian Asr Arvin\u2019s headquarters were located very close to the main offices of SPND in Tehran. The company was dissolved in March 2018. Ali Safavi: \u201cIt is worth noting that in response to the IAEA\u2019s inquiry into the detonation of multiple explosives at the same time, which had dual-use in connection with the explosion of nuclear weapons (EBW), the mullahs\u2019 regime falsely claimed that it needs the technology to operate oil wells,\u201d The regime is using these and possibly other companies to continue pursuing nuclear weapons research and development secretly. In July 2019, the IRGC realized that the Abadeh site had been exposed. It began a complete sanitization of the area to destroy all traces of activity. The buildings and facilities were completely demolished. The regime only made the site accessible to inspectors one year later in August 2020. The process to sanitize the site was very similar to processes implemented in Shian-Lavizan in 2004 as well as a part of the Parchin site in 2012, where there was a special explosive chamber, Safavi said. Over the past two decades, the NCRI has made more than 100 revelations on the different aspects of the Iranian regime\u2019s nuclear program. Nuclear weapons are a vital part of the mullahs\u2019 regime\u2019s strategy for survival, especially as they are faced with increasing unrest at home and isolation abroad. Ali Safavi: \u201cIt is na\u00efve to think that by providing concessions or overlooking its violations, the regime, will change its behavior. This has not happened and will never happen. But even though that measure may have prompted the regime to begin openly and threateningly violating the JCPOA\u2019s core provisions, it also helped to reveal the ways in which the regime had already been secretly violating both the letter and the spirit of the deal.<\/p>\n<p style=\"text-align: justify\">Even staunch defenders of the JCPOA were surprised by how quickly Tehran was able to return to the levels and types of nuclear activity it had put into place before negotiations began. More than nine months earlier, he provided significantly more information to a state television network regarding the AEOI\u2019s effort to keep open the plutonium path to a nuclear weapon, which ran through the Arak heavy water plant. Under the terms of the JCPOA, the core of that plant was to be filled with cement, halting its production of material that could be used for military purposes. But according to Salehi, the tubes feeding into that core were replaced by decoys, and it was these through which cement was poured before authorities presented altered photos of the core to convince inspectors that the job was complete.<\/p>\n<p style=\"text-align: justify\">None of these admissions from Salehi have received adequate attention from Western media or Western government officials. Neither, for that matter, has any of the other evidence for Tehran\u2019s deceptions or its ambition to acquire a nuclear weapon. Although officials have long denied this was their goal, Iranian Intelligence Minister Mahmoud Alavi struck a new tone in February as part of the regime\u2019s increasingly desperate effort to blackmail its adversaries into lifting the pressures that have brought that regime near its breaking point. \u201cIf they push Iran in that direction,\u201d he said, \u201cit is not Iran\u2019s fault. Those who pushed Iran in that direction will be to blame.\u201d<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\"><a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a>&#39;s Minister of Intelligence and Security Mahmoud Alavi frankly threatens the international community about the proliferation of <a href=\"https:\/\/twitter.com\/hashtag\/NuclearWeapons?src=hash&amp;ref_src=twsrc%5Etfw\">#NuclearWeapons<\/a>.<br \/>&quot;We do not pursue nuclear weapons, but if foreigners pushed us, this is their fault,&quot; he said in an interview with state-run TV. <a href=\"https:\/\/t.co\/qFEZgKWKNW\">pic.twitter.com\/qFEZgKWKNW<\/a><\/p>\n<p>&mdash; Iran News Update (@IranNewsUpdate1) <a href=\"https:\/\/twitter.com\/IranNewsUpdate1\/status\/1359111187846352897?ref_src=twsrc%5Etfw\">February 9, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">For so long, the EU has turned a blind eye to the regime\u2019s malign activities, especially regime terrorism in Europe, and only focused on JCPOA. The conviction of <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/guilty-verdict-for-iran-regimes-terrorist-isnt-enough-to-eliminate-threats-to-europe\/\" rel=\"noopener\">Asadullah Assadi<\/a>, a regime\u2019s diplomat, in Belgium court, on charges of a terror plot in Paris is the last example.<\/p>\n<p style=\"text-align: justify\">As they finalize their strategy for forthcoming negotiations, the JCPOA\u2019s European signatories should focus on whether that strategy holds the regime to account for all its malign activities, including its state-sponsored terrorism, widespread human rights abuses, ballistic missiles program, as well as attempts to acquire nuclear weapons.<\/p>\n<p style=\"text-align: justify\">If their goal in those talks is to apologize for the U.S. and to sweet-talk Iran into renewed compliance, they will ultimately embolden more of the same provocations.
