The event highlighted new plans for coordinating domestic activism in Iran, aimed at overthrowing the theocratic dictatorship and establishing a democratic system in its place. The Council wrote in its summary of the meeting that it anticipates the year ahead to be \u201cdecisive\u201d in promoting that objective, thanks in part to the emerging signs of serious vulnerability at the highest levels of the Iranian regime.<\/p>\n<p style=\"text-align: justify;\">That vulnerability has been visible to all who earnestly looked for it, although not all Western policymakers have been willing to do so. For the better part of four decades, European and American policies toward the Iranian regime have shied away from confronting the regime directly, and have instead promoted the idea that \u201cmoderates\u201d within the ruling system could be convinced to initiate serious reforms that result in Tehran shedding its fundamentalist ideology and expanding its democratic veneer. This perspective has clearly influenced Western approaches to the 2015 Iran nuclear deal, the preservation of which Europe has prioritized above all else.<\/p>\n<p style=\"text-align: justify;\">This situation has unfortunately resulted in the European Union and most of its member states turning a blind eye to alarming trends in Iran\u2019s malign activities outside of the nuclear sphere. In June 2018, for instance, European authorities thwarted a terrorist attack on a gathering of Iranian expatriates that had been organized near Paris by the NCRI. Despite the fact that dozens of Western lawmakers and scholars were in attendance at that event, their governments remained silent about the incident even after a Belgian court issued a guilty verdict for four Iranian operatives, including a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/how-iran-regime-diplomat-terrorist-assadi-spread-terrorism-across-europe\/\" rel=\"noopener\">high-ranking diplomat<\/a> from the regime\u2019s embassy in Vienna.<\/p>\n<div class=\"lyte-wrapper\" title=\"Iran&amp;#039;s diplomat &amp;amp; the largest terror plot in Europe. The bomb plot intended to target an annual Iranian opposition rally held in Villepinte, north of Paris, where over 100,000 Iranian dissidents gathered each year. The decision to green-light this terror attack, which could have been one of the largest terrorist attacks in Europe\u2019s history, traces back to the most senior officials of Iran\u2019s regime, according to international news media. On January 9, 2018, Iranian regime Supreme Leader Ali Khamenei said the opposition People&#039;s Mojahedin Organization of Iran (PMOI\/MEK) were behind Iran&#039;s Dec. 2017-Jan. 2018 protests. From this day forward the regime\u2019s launched plans to carry its largest-ever terror plot on European soil, with the signatures of Khamenei, Rouhani, Foreign Minister Mohammad Javad Zarif, and Intelligence Minister Mahmoud Alavi. The target was the annual Iranian opposition gathering near Paris where over 100,000 people, along with hundreds of political dignitaries, take part. NCRI President-elect Maryam Rajavi is the keynote speaker at these events. This conference is an event that Zarif describes as a very hostile measure. Senior Iranian regime officials allocated all their assets for this terrorist plot, assigned to their Vienna-based diplomat by the name of Assadollah Assadi. Assadi is a career Intelligence Ministry agent and an expert in explosives. Following a year of preparations, on June 20, 2018, exactly ten days prior to the NCRI\u2019s 2018 gathering in Villepinte near Paris, Assadi was summoned to Tehran and on June 22 he personally transferred the explosive device in his luggage on an Austrian Airbus passenger plane, flight number OS872, to Vienna. The bomb contained 500 grams of TATP explosives with a remote control detonation mechanism. On June 28, Assadi traveled to Luxembourg where he delivered the bomb to two terrorist agents, Nasimeh Na&#039;ami and Amir Saadouni, who was missioned to take the package to the gathering site. Assadi was in close contact with these two agents for years and regularly met with them in various European countries while sending them to Iran for training whenever necessary. The two terrorist agents, while transferring the bomb in their vehicle to Paris and the gathering site, were arrested prior to noon on June 29 in Belgium. On the afternoon of the same day, Mehrdad Arefani, a third terrorist, was arrested at the gathering site in Villepinte, just north of Paris. Assadi himself was arrested on the afternoon of the next day, The truth is that Asadollah Assadi is a senior ranking MOIS member working under the cover of a diplomat. Both of his posts as an intelligence official and diplomat indicate that he is part of a military\/administrative chain of command, making both the MOIS and Foreign Ministry responsible for his measures. This hierarchy begins with his two superiors in both the MOIS and Foreign Ministry and linked to both ministers directly. These two ministers are under the authority of the regime\u2019s President. The mullahs\u2019 leader is also the highest official responsible in this regime. Furthermore, the MOIS is specifically and directly under the supervision of Khamenei himself and the foreign minister also reports directly to him. This indicates very well that the appeasement policy, alongside neglecting the regime\u2019s terrorist crimes and espionage, have resulted in the mullahs taking on such unprecedented crimes despite the high risks. Its diplomat terrorists and senior officials count on appeasement on one hand and taking advantage of nuclear talks with the Europeans on the other, providing the regime with a sense of immunity. NCRI President-elect Maryam Rajavi said the following during an online conference on October 22 regarding the case of Assadollah Assadi: 1. European countries must set aside all political considerations in this case. The regime\u2019s leaders must be prosecuted and they must face justice. This is a necessary and a preventive measure against terrorism under the name of Islam with the clerical regime as its exporter and central banker. 2. Khamenei and Rouhani took a great risk by sending a diplomat to carry out the bombing and slaughter. The reason is that they are extremely vulnerable in the face of the people\u2019s uprisings, the spread of the Resistance\u2019s influence, and the overthrow of their regime. 3. The policy of appeasement has greatly emboldened the regime over the past 40 years. To the extent that their diplomat, who is arrested, makes threats of more terrorist operations if convicted, even from inside prison. https:\/\/www.maryam-rajavi.com\/en\/item\/maryam-rajavi-eu-terrorism-islam-eu-obligations-brussels\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify;\">Silence over the terror plot most likely helped to reinforce a sense of Iranian impunity, and critics of the regime have credited it with helping to set the stage for the regime\u2019s worst crackdown on dissent in recent memory. In <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/iran-protests-2019-update\/\" rel=\"noopener\">November 2019<\/a>, the Islamic Revolutionary Guard Corps opened fire on crowds of protesters as they gathered simultaneously across nearly 200 cities and towns. In a matter of only two days, the hardline paramilitary killed approximately 1,500 peaceful activists and innocent bystanders, while security forces arrested more than 12,000 others.<\/p>\n<p style=\"text-align: justify;\">Several months after this crackdown, Amnesty International reported that many of the arrestees were still being subjected to torture in various Iranian detention facilities. On the same night, the Iranian people, frustrated from economic constraints, poured into the streets in different cities to voice their outrage at the government\u2019s policies. The popular uprising quickly spread to 160 cities across the country Demands for decrease in gasoline prices turned into slogans calling for regime change. The regime\u2019s forces responded to the peaceful demonstrations by attacking the people and breaking their vehicle windows in the streets. The people in turn attacked banks, gas stations, police stations, governor\u2019s offices, police trailers, vehicles and motorcycles belonging to security forces, bases of the Revolutionary Guards (IRGC) and Basij paramilitary forces, supermarkets linked to the IRGC, offices of Iranian regime Supreme Leader Ali Khamenei\u2019s representatives, setting ablaze anything that was owned by the corrupt regime. \u201cAs an individual on the ground I believe only God saved us,\u201d said Basij commander Brigadier General Salar Abnush, according to the semi-official ISNA news agency. Authorities brought helicopters and sprayed bullets from above onto the demonstrators to regain control over the city. On Sunday, November 17, Khamenei associated this uprising to the Iranian opposition People&#039;s Mojahedin Organization of Iran (PMOI\/MEK) and ordered an all-out crackdown. \u201cThese are rioters,\u201d he said, adding \u201cthe country security officials should live up to their duties.\u201d \u201cDo whatever it takes to end it,\u201d Khamenei told top security and government officials, according to a Reuters report. These remarks by Khamenei shed light on his deep concerns about the uprising overthrowing his entire regime. He issued orders for a massive crackdown, allowing his forces to launch a killing spree. As a result, they killed at least 1,500 people with direct fire. Following Khamenei\u2019s orders, security forces began shooting demonstrators in the head and raising the number of casualties to create fear among protesters. In some cities, such as Mahshahr in southwest Iran, the regime\u2019s security forces used armored vehicles, helicopters and large-caliber machine guns against protesters. In Mahshahr, armed security forces chased down local youths and forced them into a marsh area. Then they opened fire with heavy machine guns (.50 caliber\/12.7 mm) on the young men hiding in the marshes, killing many of them. The scope of the regime\u2019s crackdown in November 2019 was without a doubt unprecedented in the regime\u2019s four-decade history. Another issue mentioned by many in reference to this uprising was the PMOI\/MEK\u2019s role in this outburst of nationwide protests. This especially includes the regime\u2019s own officials and state media: The main difference of this uprising with previous years was the organized nature of the developments. Regime officials specially mention this in their remarks, referring to the PMOI\/MEK Resistance Units inside Iran as the leading force behind the country\u2019s uprisings. Resistance Units are teams with a few to several members and their main objective during the past few years has lead the country\u2019s uprisings and counter the atmosphere of fear imposed by the regime. On November 17, 2019, Ali Shamkhani, chair of the regime\u2019s Supreme National Security Council, held a press conference focusing on the nationwide protests. \u201cThese individuals are linked to the PMOI\/MEK\u2026 I believe we have arrested 34 MEK members so far and identified a large network of channels that are active not under the MEK banner but following their modus operandi,\u201d he said. Furthermore, heroic women played an incredibly significant role in the November 2019 uprising, showing practical leadership on the streets, bravery and the remarkable speed necessary that is needed in uprisings. If the word on the ground during the December 2017\/January 2018 uprising was the end of the reformists\/principalists scenario within the regime, in November 2019 Iran the people entered a path of uprising to realize their democratic alternative as the only solution forward. The Resistance Units strategy in cities, towns and neighborhoods has found its ground. The Iranian people and their organized resistance movement have reached a point of no return. They have once again proven to the world that the only means to save the Iranian people is to overthrow the ruling mullahs\u2019 regime. Iranian opposition NCRI President-elect Maryam Rajavi said at a ceremony commemorating the martyrs of the November 2019 uprising: \u201cThe world has witnessed one of the most horrific crimes of the 21st century. \u201cLet me emphasize that in the face of these arisen youth, the regime cannot forestall its overthrow.&quot; https:\/\/english.mojahedin.org\/ https:\/\/english.mojahedin.org\/t\/iran-protests\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify;\">In advance of its March meeting, the NCRI issued a number of statements suggesting that the regime\u2019s Supreme Leader Ali Khamenei viewed the pandemic as the best tool for keeping a lid on public unrest. This is easy to believe since violent repression had clearly failed. Just two months after the November <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/us-iran-protests-specialreport-idUSKBN1YR0QR\" rel=\"noopener\">2019 crackdown<\/a>, protests were raging again across more than a dozen provinces as Iranian civilians condemned the attempted cover-up of a missile strike that brought down a commercial airliner near Tehran.<\/p>\n<p style=\"text-align: justify;\">Both of those large-scale protests featured anti-government slogans that were previously popularized during an uprising that began in the final days of 2017 and continued through much of January 2018. While that movement was still ongoing, Khamenei delivered a speech that acknowledged the rapid spread of anti-government sentiment had been driven in large part by the efforts of the <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/primer-the-history-the-peoples-mojahedin-organization-iran\" rel=\"noopener\">MEK<\/a>. This was a virtually unprecedented acknowledgment of vulnerability and one for which Tehran soon tried to compensate with the Paris terror plot, the 2019 massacre, and other actions designed to present an image of strength.<\/p>\n<p style=\"text-align: justify;\">Unfortunately, some Western policymakers seem to have taken that image seriously, as evidenced by their ongoing efforts to coddle and appease the clerical regime rather than confronting and exploiting its vulnerabilities. The regime\u2019s economic mismanagement &amp; corruption have devastated Iran\u2019s economy. Thus, all walks of life are grappling with poverty &amp; a high inflation rate. No one knows when it will explode.\u201d These signs foretell that Iran is on the verge of a revolution. The real significance of the attack lay in its symbolism. At a time when Tehran has been fighting an uphill battle to present an image of strength, the regime\u2019s failure to defend its vital assets is a reminder of the fact that that regime is deeply vulnerable.<\/p>\n<p style=\"text-align: justify;\">Western policymakers have been almost inexplicably willing to overlook the signs of organized revolt inside Iran, and many have persisted in promoting the goal of internal moderation even as Khamenei\u2019s \u201chardline\u201d political faction moved to consolidate power and install a similarly hardline president as part of its strategy for shoring up the theocratic system\u2019s defenses. Because these developments are specific to Iran\u2019s domestic affairs, Western policymakers find it comparatively easy to ignore them. But the same cannot be said of the destruction at Natanz. Its international significance is unmistakable, and it has the potential to serve as a wake-up call regarding the Iranian regime\u2019s underlying vulnerability.<\/p>\n<p style=\"text-align: justify;\">That, in turn, should prompt the European Union, its member states, and its allies to reconsider their approach to Iran policy and their outlook on what can be achieved through coordinated pressure on the regime. For the better part of four decades, it was assumed that the theocratic dictatorship had a firm grip on power and that gradual change at the hands of regime insiders was the best that anyone could expect. Recent and ongoing public unrest should make it clear that this is not the case, and the Natanz attack should make it equally clear that Tehran is in no position to stave off simultaneous pressures from at home and abroad.<\/p>\n<p style=\"text-align: justify;\">Before the dust has settled from the Natanz attack, the international community should make it clear to Tehran that any future attempts at force-projection will be doomed to failure. If Western signatories of the JCPOA insist on continuing their negotiations over the future of the agreement, they must at least do so from a position of strength, holding the line on sanction relief and demanding that Tehran halt its human rights violations and its support of terrorism, as well as restoring full compliance with the restrictions on its nuclear program.<\/p>\n<p style=\"text-align: justify;\"><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-300x100\" class=\"size-medium wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2020\/05\/Weekly-Signe-up-logo-300x100.png\" alt=\"Weekly-Signe-up-logo-300x100\" width=\"300\" height=\"100\" \/><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>On March 31, the National Council of Resistance of Iran held a meeting before a virtual audience of supporters from 12 countries.
