The porters, almost exclusively members of the local Baluch ethnic minority, often rely on this trade as their only source of income, while entities like the <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\">Islamic Revolutionary Guard Corps<\/a> (IRGC) view it as a threat to their control over vast segments of the Iranian economy, including black markets.<\/p>\n<p style=\"text-align: justify\">In February, a group of &#8216;soukhtbars&#8217; staged protests against the IRGC\u2019s role in obstructing their livelihood and increasing the danger of an already perilous profession. The IRGC responded by opening fire and killing at least two of the protesters. This in turn led to much larger protests centered on the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-protests\/protests-in-saravan-shows-iranian-societys-explosive-state\/\" rel=\"noopener\">town of Saravan<\/a>, with local residents actively defending the fuel porters, lashing out at repressive authorities, and setting fire to building belonging to security forces and the government.<\/p>\n<p style=\"text-align: justify\">The unrest gradually subsided over the following weeks, but the prospect of uprisings extended far beyond the borders of Sistan and Baluchistan. In March, as part of an event marking the Iranian New Year holiday, Nowruz, the Iranian opposition president-elect, Mrs. <a target=\"_blank\" href=\"https:\/\/www.maryam-rajavi.com\/en\/biography\" rel=\"noopener\">Maryam Rajavi<\/a> identified the unrest in Saravan as a sign that \u201cthe fire of the uprisings is rising from under the ashes of the coronavirus.\u201d<\/p>\n<p style=\"text-align: justify\">Mrs. Rajavi was referring to the fact that the global pandemic had a dampening effect, due to the regime\u2019s intentional inaction and cover-up, upon a movement for political change that was highly active just before outbreaks of <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iran-coronavirus-death-toll-in-539-cities-exceeds-262700\/\" rel=\"noopener\">Covid-19<\/a> began in Iran. In this way, it did what the regime\u2019s repressive institutions could not, and the Iranian people\u2019s resistance to that repression strongly suggested that the effects of the pandemic would only be temporary.<\/p>\n<p style=\"text-align: justify\">In late December 2017, a protest over economic conditions was staged in Iran\u2019s \u201csecond city\u201d of Mashhad, and residents of surrounding localities quickly organized their own demonstrations to coincide with it. As <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/statement-iran-protest\/iran-nationwide-protests-continue-throughout-the-country\/\" rel=\"noopener\">2018 began<\/a>, the protest movement spread to well over 100 cities and towns while also taking on stark, anti-regime slogans and explicitly rejected both the \u201chardline\u201d and \u201creformist\u201d factions of mainstream Iranian politics. Initial amateur video footage showed the family and relatives of the killed and wounded residents gathered outside the Saravan Governor\u2019s Office. Other videos showed the locals storming the building breaking the windows and the doors. Reports said that officials fled the Office. The footage showed upturned tables and broken chairs and shards of glass littering the floor of the Office. Locals also blocked the road leading to an IRGC Base with burning tires. Other footage showed a burning police car torched by the protesters. Clashes ensued between locals and security forces. Security forces shot tear gas and bullets at protesters on the streets of Saravan. https:\/\/irannewswire.org\/angry-locals-storm-governors-office-after-irgc-kill-residents-in-se-iran\/\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">Although Khamenei\u2019s remarks on the subject revealed a sort of political vulnerability that the authorities had been keen to hide, it also permitted them to dramatically escalate their repressive tactics as the unrest continued and recurred more many months thereafter. The December 2017 uprising went on for several weeks before it was brought to heel following thousands of arrests and dozens of deaths, including several that were caused by torture. But when another uprising began in <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/iran-protests-2019-update\/\" rel=\"noopener\">November 2019<\/a> and immediately encompassed nearly 200 cities and towns, the regime responded immediately by opening fire on numerous crowds of protests, killing 1,500. Around 12,000 people were arrested, and Amnesty International later reported that many had been subjected to torture for weeks or even months afterward.<\/p>\n<p style=\"text-align: justify\">Still, even this was not enough to contain Iranians\u2019 outrage against the system, least of all in the wake of the January 2020 IRGC missile strike that brought down a commercial airliner near Tehran. When it became clear that the regime had attempted to cover up that incident, university students and residents of more than a dozen provinces once again staged large-scale protests and reiterated the calls for regime change that had reached mainstream status in January 2018.<\/p>\n<p style=\"text-align: justify\">Regime officials formally acknowledged the community spread of Covid-19 in mid-February 2020, but the Iranian Resistance reports suggest that this had been ongoing for as much as two months and that authorities were already aware of numerous fatalities. The lack of response to early outbreaks helped to make Iran\u2019s public health crisis by far the worst in the Middle East. To date, the regime\u2019s Health Ministry reports that nearly 70,000 people have died during four waves of outbreaks, but the National Council of Resistance of Iran puts that figure at <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/iran-coronavirus-death-toll-in-539-cities-exceeds-262700\/\" rel=\"noopener\">over 250,000<\/a>.<\/p>\n<p style=\"text-align: justify\">Khamenei set policies that deliberately exacerbated the effects of the pandemic after recognizing it as his only genuine opportunity to keep a lid on popular unrest. In fact Khamenei formally barred the import of vaccines from the United States, the United Kingdom, and the European Union. In addition, the entire regime\u2019s clear awareness of the potential for additional uprisings \u2013 an awareness that has seemingly grown in the wake of the Saravan protests and other recent incidents confirms the regime has an inhumane Covid-19 policy.<\/p>\n<p style=\"text-align: justify\">Over the past four months, pensioners throughout Iran have staged more than a dozen large demonstrations calling attention to the continued decline of the Iranian economy and their own struggles to meet the basic necessities of life. On the same night, the Iranian people, frustrated from economic constraints, poured into the streets in different cities to voice their outrage at the government\u2019s policies. The popular uprising quickly spread to 160 cities across the country Demands for decrease in gasoline prices turned into slogans calling for regime change. The regime\u2019s forces responded to the peaceful demonstrations by attacking the people and breaking their vehicle windows in the streets. The people in turn attacked banks, gas stations, police stations, governor\u2019s offices, police trailers, vehicles and motorcycles belonging to security forces, bases of the Revolutionary Guards (IRGC) and Basij paramilitary forces, supermarkets linked to the IRGC, offices of Iranian regime Supreme Leader Ali Khamenei\u2019s representatives, setting ablaze anything that was owned by the corrupt regime. \u201cAs an individual on the ground I believe only God saved us,\u201d said Basij commander Brigadier General Salar Abnush, according to the semi-official ISNA news agency. Authorities brought helicopters and sprayed bullets from above onto the demonstrators to regain control over the city. On Sunday, November 17, Khamenei associated this uprising to the Iranian opposition People&#039;s Mojahedin Organization of Iran (PMOI\/MEK) and ordered an all-out crackdown. \u201cThese are rioters,\u201d he said, adding \u201cthe country security officials should live up to their duties.\u201d \u201cDo whatever it takes to end it,\u201d Khamenei told top security and government officials, according to a Reuters report. These remarks by Khamenei shed light on his deep concerns about the uprising overthrowing his entire regime. He issued orders for a massive crackdown, allowing his forces to launch a killing spree. As a result, they killed at least 1,500 people with direct fire. Following Khamenei\u2019s orders, security forces began shooting demonstrators in the head and raising the number of casualties to create fear among protesters. In some cities, such as Mahshahr in southwest Iran, the regime\u2019s security forces used armored vehicles, helicopters and large-caliber machine guns against protesters. In Mahshahr, armed security forces chased down local youths and forced them into a marsh area. Then they opened fire with heavy machine guns (.50 caliber\/12.7 mm) on the young men hiding in the marshes, killing many of them. The scope of the regime\u2019s crackdown in November 2019 was without a doubt unprecedented in the regime\u2019s four-decade history. Another issue mentioned by many in reference to this uprising was the PMOI\/MEK\u2019s role in this outburst of nationwide protests. This especially includes the regime\u2019s own officials and state media: The main difference of this uprising with previous years was the organized nature of the developments. Regime officials specially mention this in their remarks, referring to the PMOI\/MEK Resistance Units inside Iran as the leading force behind the country\u2019s uprisings. Resistance Units are teams with a few to several members and their main objective during the past few years has lead the country\u2019s uprisings and counter the atmosphere of fear imposed by the regime. On November 17, 2019, Ali Shamkhani, chair of the regime\u2019s Supreme National Security Council, held a press conference focusing on the nationwide protests. \u201cThese individuals are linked to the PMOI\/MEK\u2026 I believe we have arrested 34 MEK members so far and identified a large network of channels that are active not under the MEK banner but following their modus operandi,\u201d he said. Furthermore, heroic women played an incredibly significant role in the November 2019 uprising, showing practical leadership on the streets, bravery and the remarkable speed necessary that is needed in uprisings. If the word on the ground during the December 2017\/January 2018 uprising was the end of the reformists\/principalists scenario within the regime, in November 2019 Iran the people entered a path of uprising to realize their democratic alternative as the only solution forward. The Resistance Units strategy in cities, towns and neighborhoods has found its ground. The Iranian people and their organized resistance movement have reached a point of no return. They have once again proven to the world that the only means to save the Iranian people is to overthrow the ruling mullahs\u2019 regime. Iranian opposition NCRI President-elect Maryam Rajavi said at a ceremony commemorating the martyrs of the November 2019 uprising: \u201cThe world has witnessed one of the most horrific crimes of the 21st century. \u201cLet me emphasize that in the face of these arisen youth, the regime cannot forestall its overthrow.&quot; https:\/\/english.mojahedin.org\/ https:\/\/english.mojahedin.org\/t\/iran-protests\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">The country\u2019s problems are manifold, and the pensioners\u2019 hardships pale in comparison to those of marginalized communities in places like <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-protests\/protests-in-irans-sistan-and-baluchistan-overview-and-origins\/\" rel=\"noopener\">Sistan and Baluchistan<\/a>. The protests that took place there in February are now poised to return to the forefront of the public\u2019s awareness, following the news that at least one fuel porter died of dehydration and hunger last week as a result of the additional hardships imposed by the IRGC.<\/p>\n<p style=\"text-align: justify\">The state-run newspaper Jahan-e Sanat underlined that Iran\u2019s restive communities, \u201care like the fire under ashes.\u201d The article went on to acknowledge that public anger has intensified and that it will most likely continue to do so if regime authorities respond to unrest with still more repression.<\/p>\n<p style=\"text-align: justify\">This sentiment has been echoed in other state-affiliated news sources, with Seday-e Eslahat implying that repression might have been more effective if not for the change in circumstances brought on by recent trends. \u201cProtests in January 2018 and November 2019\u2026 have completely changed Iran\u2019s political scene,\u201d the newspaper observed. But neither it nor any other major outlet has offered meaningful advice regarding what the Iranian regime could do to contain the unrest, apart from violently suppressing it.<\/p>\n<p style=\"text-align: justify\">The ruling system cannot possibly pacify the population by addressing their grievances, since the grievances expressed since 2018 include objections to the very nature of the theocratic dictatorship.
