Among the provocative, anti-government slogans featured in those demonstrations was one that identified both political factions by name and declared, \u201cThe game is over.\u201d In other words, the uprisings represented popular demand for an entirely new system of government, along the lines of the democratic system outlined by the NCRI.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">In the persistent aftermath of those uprisings and with sham presidential elections looming, it is reasonable to conclude that Zarif is working on playing up the supposed differences between his \u201creformist\u201d faction and the hardline faction associated with the regime&#8217;s Supreme Leader Ali Khamenei, the IRGC, and Soleimani. <\/span><span data-contrast=\"auto\">If those differences are widely believed to be genuine, it may give foreign powers, including signatories to the embattled 2015 nuclear deal, incentive to reach out to the \u201cmoderate\u201d faction, thereby preserving its political relevance at a time when it appears doomed to receive no significant share of power in the next government.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" target=\"_blank\" rel=\"noopener\"><img decoding=\"async\" class=\"size-full wp-image-219239 aligncenter\" title=\"Weekly-Signe-up-logo-1\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">The trouble with Zarif\u2019s gambit, however, is that the leaked audio effectively confirms that he had little role in setting Iran\u2019s foreign policy while he was the nominal head of the Foreign Ministry. \u201c<\/span><span data-contrast=\"auto\">My diplomacy always paid the price for the military activities of the Martyr\u00a0<\/span><span data-contrast=\"auto\">Qasem<\/span><span data-contrast=\"auto\"> Soleimani, and it was not vice versa<\/span><span data-contrast=\"auto\">,\u201d he said at one point in his\u00a0<\/span><span data-contrast=\"auto\">three-hour<\/span><span data-contrast=\"auto\">\u00a0interview.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">While this remark implies that the two men\u2019s foreign policies were at odds, it also acknowledges that it was the hardline faction that set that policy for the\u00a0<\/span><span data-contrast=\"auto\">regime as a whole<\/span><span data-contrast=\"auto\">. In earlier, more public statements, Zarif was much more explicit on this point.\u00a0<\/span><span data-contrast=\"auto\">\u201cOur foreign policy is under the authority of the Imam,\u201d<\/span><span data-contrast=\"auto\">\u00a0he once said<\/span><span data-contrast=\"auto\">\u00a0<\/span><span data-contrast=\"auto\">about<\/span><span data-contrast=\"auto\">\u00a0the supreme leader. \u201cAnd the state\u2019s general policies regarding foreign affairs are determined by him.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">This deference to Khamenei\u00a0<\/span><span data-contrast=\"auto\">also extended<\/span><span data-contrast=\"auto\">\u00a0to Soleimani<\/span><span data-contrast=\"auto\">,<\/span><span data-contrast=\"auto\">\u00a0long before Zarif offered his hushed criticisms of the Quds Force commander more than a year after his death. In 2019,\u00a0<\/span><span data-contrast=\"auto\">Zarif<\/span><span data-contrast=\"auto\">\u00a0was invited to visit the <a href=\"https:\/\/english.mojahedin.org\/i\/look-irans-revolutionary-guards\" target=\"_blank\" rel=\"noopener\">IRGC\u2019s<\/a> headquarters in the wake of new sanctions being imposed on the hardline paramilitary by the US. Zarif described the invitation as a great honor and boasted in an\u00a0<\/span><span data-contrast=\"auto\">accompanying speech of having held weekly meetings with Soleimani\u00a0<\/span><span data-contrast=\"auto\">in order to<\/span><span data-contrast=\"auto\">\u00a0discuss strategy and\u00a0<\/span><span data-contrast=\"auto\">reaffirm their shared outlook on foreign policy. During those discussions, he added, the two men \u201cnever felt they had any differences.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">If Zarif merely aimed to avoid the wrath of a hardline faction that truly opposed his agenda, it would have made no sense for him to insist that the two factions were really the same. In the first place, such claims would never have been taken seriously if the IRGC did not already recognize Zarif\u2019s deference to\u00a0<\/span><span data-contrast=\"auto\">the hardline. Furthermore, any such statement would have surely undermined Zarif\u2019s effort to promote his agenda as an alternative to the hardline strategy of projecting force throughout the region and threatening adversaries throughout the world.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">In complaining that Soleimani\u2019s militarism overshadows the Foreign Ministry\u2019s diplomacy, Zarif is employing a rhetorical device applied to various domestic issues <\/span><span data-contrast=\"auto\">to<\/span><span data-contrast=\"auto\">\u00a0explain why no meaningful progress toward reform has been made after nearly eight years of Rouhani\u2019s presidential administration.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">When campaigning for office in 2013, Rouhani promised to promote a freer and more open Iranian society. Still, nothing was changed, and <\/span><span data-contrast=\"auto\">a<\/span><span data-contrast=\"auto\">ccording to Iran Human Rights\u2019 reports, at least 4,047 people were executed during the 7.5 years of Rouhani\u2019s presidency.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">While pursuing all the regime&#8217;s malign activities, the same argument has been applied to assert that reformists are powerless to free Western hostages taken by hardline authorities, expand the rights of women, lift restrictions on the internet and social media, and so on. Now Zarif is clearly asserting that his faction is equally powerless to shape a less confrontational foreign policy. This should raise the question among European and American policymakers: What value is there in continuing their outreach to a supposedly moderate faction if members of that faction freely acknowledge that their hardline colleagues are in charge?<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">This situation is not a temporary feature of the Iranian regime. Hardline political dominance is ingrained in the structure of the\u00a0<\/span><span data-contrast=\"auto\">Iranian regime<\/span><span data-contrast=\"auto\">, and\u00a0<\/span><span data-contrast=\"auto\">within that structure, the only function of reformists is to trick the world into believing it could be otherwise.<\/span><span
