The statement reiterates a longstanding call to action by critics of the Iranian regime and supporters of the <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/about-iranian-opposition-pmoi-mek\" rel=\"noopener\">People\u2019s Mojahedin Organization of Iran (PMOI\/MEK)<\/a>. It emphasized the need for international pressure to disrupt a pattern of \u201csystemic impunity\u201d that has surrounded this issue for more than three decades.<\/p>\n<p style=\"text-align: justify\">\u201cMany of the officials involved [in the killings] continue to hold positions of power,\u201d the statement noted, referring in particular to Iran\u2019s current Minister of Justice and the head of the national judiciary. This latter figure, Ebrahim Raisi, was appointed to his position by the regime\u2019s Supreme Leader Ali Khamenei. Executions in Iran are a political tool for the mullahs to maintain their grasp on power. The regime\u2019s founder, Ruhollah Khomeini, ordered the massacre of all political prisoners, mostly members and supporters of PMOI\/ MEK, who refused to succumb to the regime\u2019s demands. 30,000 innocent prisoners were executed only for preserving their ideas. Since the 1988 massacre, the regime has never stopped its human rights violations. killing over 1500 protesters during the major Iran protests in November 2019, indicate how the mullahs use execution and repression to prolong their rule. These events also confirm how the mullahs enjoy and use their impunity over the 1988 massacre as a license to kill and further brutalize the Iranian society. many of the perpetrators of the 1988 massacre \u2013 such as Ebrahim Raisi, current head of the regime\u2019s Judiciary \u2013 hold top positions in the regime. Now, to end the regime\u2019s ongoing human rights violations, the world community should hold the mullahs to account for the 1988 massacre and end their impunity. This will also help the Iranian people in their quest for freedom and democracy. The world community has an opportunity to stand with the people of Iran. Read More: https:\/\/www.ncr-iran.org https:\/\/www.facebook.com\/IranNCR\/ https:\/\/twitter.com\/iran_policy Subscribe to NCRI weekly newsletter t.ly\/MybJ\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">The MEK was and remains the most significant challenge to Iran\u2019s theocratic dictatorship, and so it was the primary focus of Khomeini\u2019s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/iran-1988-massacre-of-political-prisoners\/iran-1988-massacre\/\" rel=\"noopener\">fatwa<\/a> which declared the regime\u2019s opponents to be guilty of \u201cenmity against God\u201d and thus subject to summary execution. The death commissions were established in prisons throughout the country in response to this religious edict, and within the space of several months, they were responsible for an estimated 30,000 killings.<\/p>\n<p style=\"text-align: justify\">Although the MEK was obviously constrained in its efforts to bring domestic attention to the massacre, especially prior to 2016, its exiled activists have been actively appealing to the international community since before the mass executions were concluded. Unfortunately, initial appeals were largely dismissed by Western policymakers whose priorities tended toward maintaining standard relations with the Iranian regime in hopes of promoting \u201cmoderate\u201d voices within the regime.<\/p>\n<p style=\"text-align: justify\">This goal has been criticized over the years for relying upon an overestimate of factional differences, and the 1988 massacre\u2019s legacy has been cited as a prime example of Iranian officials\u2019 broad alignment in defense of malign activities.<\/p>\n<p style=\"text-align: justify\">Prior to making his remarks in 2016, Pourmohammadi had been chosen as Minister of Justice by the regime\u2019s President Rouhani, whose 2013 election was regarding by some Western policymakers as a triumph of reformism. Unsurprisingly, that interpretation has not held up in light of Rouhani\u2019s willful associations during both his first and his second term in office. After Pourmohammadi departed the administration following the 2017 election, he was replaced by Alireza Avaie, another known participant in the 1988 massacre.<\/p>\n<p style=\"text-align: justify\">Such developments continue to fuel calls for international action aimed at holding perpetrators accountable for the killings and preventing the regime from continuing to elevate figures who promote or allow human rights abuses and crimes against humanity. Toward that end, the latest statement from Justice for the Victims of the 1988 Massacre says, \u201cWe appeal to the UN Human Rights Council to end the culture of impunity that exists in Iran by establishing a Commission of Inquiry into the 1988 mass extrajudicial executions and forced disappearances. We urge High Commissioner Michelle Bachelet to support the establishment of such a Commission.\u201d<\/p>\n<p style=\"text-align: justify\">The 1988 massacre of political prisoners was in the introduction of a resolution to the United States House of Representatives which gives major emphasis to the 1988 massacre while cataloging the Iranian regime\u2019s crimes and \u201cexpressing support for the Iranian people\u2019s desire for a democratic, secular, and nonnuclear Republic of Iran.\u201d<\/p>\n<p style=\"text-align: justify\">The resolution also makes reference to a <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/un-special-rapporteurs-decry-irans-1988-massacre-as-crimes-against-humanity\/\" rel=\"noopener\">letter sent<\/a> to Iranian authorities by seven UN human rights experts in <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/human-rights\/significance-of-un-experts-letter-on-1988-massacre-victory-for-justice-seeking-movement\/\" rel=\"noopener\">September 2020<\/a>, which was embraced by Amnesty International as a \u201cmomentous breakthrough\u201d for the international community\u2019s relationship with Iran over its human rights record. It adds that if Tehran continues to refuse to uphold its obligations under international human rights law, the UN experts call on the international community to launch its own investigation into the massacre \u201cincluding through the establishment of an international investigation.\u201d The UN experts wrote: \u201cIn 1988, the Iranian authorities forcibly disappeared and extrajudicially executed thousands of imprisoned political dissidents affiliated with political opposition groups\u201d President-elect of the NCRI called the report \u201ca major and qualitative step in the advancement of the movement for justice for the victims of that massacre.\u201c Mrs. Rajavi noted that the report, which emphasizes the regime\u2019s non-compliance with its \u201cobligations under international human rights law,\u201d including the non-disclosure of the fate and burial place of those executed, heightens the need to refer this dossier on the ongoing crime against humanity to the UN Security Council, and to bring to account the officials and perpetrators of this great crime of the century. Although references to these killings found their way into that year\u2019s resolution on Iranian human rights abuses, \u201cthe situation was not referred to the Security Council, the UN General Assembly did not follow up on the resolution and the UN Commission on Human Rights did not take any action.\u201d<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">This neglect of responsibilities \u201chad a devastating impact on the survivors and families\u201d of the massacre\u2019s victims, according to the UN experts. They then added that the overall situation of human rights in Iran has suffered from the resulting impunity, while Tehran has continued \u201cto conceal the fate of the victims and to maintain a strategy of deflection and denial.\u201d<\/p>\n<p style=\"text-align: justify\">That concealment adds a great deal to the urgency of appeals for international action today, as Iranian authorities are reportedly hard at work destroying mass graves in which many of the massacre\u2019s victims were secretly interred. Several of these have already been paved over and turned into parks, roads, or commercial developments, but opportunities for investigation persist in light of the fact that the MEK has reportedly identified mass graves in as many as 36 cities.<\/p>\n<p style=\"text-align: justify\">Nevertheless, these opportunities are diminishing, as are the prospects for ever developing a complete understanding of the scale of the 1988 massacre or the identities and locations of its victims. Last month, the NCRI reiterated its own appeals for a UN-led investigation after reporting upon the regime\u2019s imminent plans to destroy the mass grave at Tehran\u2019s Khavaran Cemetery.<\/p>\n<p style=\"text-align: justify\">\u201cPrior to this,\u201d the coalition explained, \u201cthe graves of the martyrs of the 80s and the massacre of 1988 in many other cities, including Ahvaz, Tabriz, and Mashhad were destroyed. Also in 2017, the graves of the martyrs in Behesht-e Reza Cemetery in Mashhad and Vadi-e Rahmat in Tabriz were destroyed, and in late July 2018, under the pretext of building a boulevard, the graves of the martyrs of the 1988 massacre in Ahvaz were demolished and cemented.\u201d<\/p>\n<p style=\"text-align: justify\">NCRI President-elect Mrs. <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/maryam-rajavi\/\" rel=\"noopener\">Maryam Rajavi<\/a> responded to the story by demanding that the UN Secretary-General, the UN Security Council, the UN High Commissioner for Human Rights, and the UN Human Rights Council all forcefully condemn the ongoing practice and take action to prevent its recurrence. For such action to be effective, it would no doubt need to be prefaced by a thorough and unfettered investigation that establishes once and for all how many dissidents were killed in 1988, who they
