The former third counsellor at the Iranian embassy in Vienna had not previously participated in his trial or sentencing and had responded to initial investigations by intimating that if his case were not dropped, Iran-backed terrorist groups might launch new attacks on Western targets.<\/p>\n<p style=\"text-align: justify\">Assadi\u2019s pending 20-year sentence stems from the attempted bombing of the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/about-ncri\/alternative\/\" rel=\"noopener\">National Council of Resistance of Iran<\/a>\u2019s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/ncri-statements\/paris-free-iran-with-hundreds-of-top-personalities-lawmakers-and-elected-representatives-from-five-continents\/\" rel=\"noopener\">gathering<\/a> that was held just outside of Paris in June 2018. As well as masterminding the plot and managing the three operatives tasked with carrying it out, Assadi personally obtained the required explosives from Iran and smuggled them into Europe using a diplomatic pouch on a commercial flight. The jail time requested for the three other terrorists (Assadi\u2019s hired accomplices) were 18 years for Amir Saadouni and Nasimeh Naami, and 15 years for Mehrdad Arefani. The prosecutors also requested the latter three to be stripped of their Belgian citizenships. The most important target in this foiled bomb plot was Iranian opposition President Maryam Rajavi, and Saadouni and Naami were told to install the bomb as close as possible to her, the prosecutors emphasized. All the collected evidence indicate Assadi commanded this bombing operation, the prosecutors highlighted, adding he should be condemned for our own security. Assadi played the main role in the attack targeting the Iranian opposition People&#039;s Mojahedin Organization of Iran (PMOI\/MEK), the prosecutors continued. Describing how Assadi was arrested in Germany, the prosecutors underscored he enjoys no diplomatic immunity. The plot for mass killing people is the reason why we are resorting to international law to deny him of diplomatic immunity. The Iranian regime not permitting Assadi to attend the first session of this trial, cooperate and answer questions indicates that Tehran was behind this terrorist operation. Since Assadi was working with the regime\u2019s Ministry of Intelligence and Security (MOIS), one cannot claim this operation was a one-man initiative and the entire regime was involved in this plot. Saadouni began cooperating with the MOIS back in 2004 for money and the pressure placed on his family. Saadouni and Naami significantly increased their ties with the MOIS from 2007 onward. From 2015 the couple is linked with Assadi under the alias \u201cDaniel\u201d and they were in constant contact with him until their arrest on June 30, 2018. The two had constantly travelled to Iran during this period and had met with Assadi in various countries such as Germany, Italy and Austria, receiving money for information. The places of their meetings were always specified by Assadi. Naami was fully trained on how to use the bomb, according to the prosecutors. Assadi went back to Iran several times during his effort to prepare all the necessities for this operation. Strong evidence in this regard was found in his vehicle and mobile phone indicating he went back to Iran once a month facilitating his preparations for the 2018 plot. On March 19, 2018, Naami and Saadouni began exchanging phone calls and emails with Assadi. Their last meeting was on June 28 at a pizzeria in Luxembourg where Naami received the bomb, a new SIM card and 18,000 euros, placing them all in her bag and receiving written training on how to use the bomb. Based on the indictment Mehrdad Arefani began cooperating with and was recruited by the MOIS when he was arrested in Iran back in 1981. Arefani was in constant contact with Assadi, obtaining footages and using equipment to gather information about the MEK for the MOIS. Arefani met with Assadi in various countries and received money from him. Arefani was missioned to control Naami and Saadouni properly carrying out the bomb plot at the scene. Assadi was waiting for Arefani to provide reports and control the scene through him. Read More: https:\/\/www.ncr-iran.org https:\/\/www.facebook.com\/IranNCR\/ https:\/\/twitter.com\/iran_policy Subscribe to NCRI weekly newsletter t.ly\/MybJ #Iran #terrorism #Assadollah_Assadi #Assadi #NCRI\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">Mrs. Rajavi responded on Twitter to the confirmation of Assadi\u2019s sentence and insisted that underlying issues remain to be addressed. \u201cIt is more important [now] for the EU to blacklist the regime\u2019s Ministry of Intelligence and the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">Revolutionary Guards<\/a>, and prosecute and expel its agents and mercenaries,\u201d she said. The recommendation reflects the perception that Assadi\u2019s activities are part of a much larger phenomenon pervading Iran\u2019s diplomatic infrastructure. And that perception was largely validated by Assadi\u2019s trial, during which prosecutors repeatedly emphasized that he had not been acting on his own accord but at the behest of leading authorities in the clerical regime.<\/p>\n<p style=\"text-align: justify\">In <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/assadollah-assadi-trial-appeal-revoked-20210505\" rel=\"noopener\">statements<\/a> both before and after the trial, the NCRI attributed the planning of that attack to the Supreme National Security Council, the function of which was recently highlighted by Iranian regime\u2019s President Hassan Rouhani as part of an \u201cexact system and framework\u201d for collaborative decision making in matters of foreign policy.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\">\u201cThe SNSC was set up to allow the heads of the three branches to be present and the military and the government branches to come together,\u201d Rouhani explained. \u201cMilitary commanders and political officials are there. We discuss, and finally, the Supreme Leader must approve our decision, so we have no problems.\u201d<\/p>\n<p style=\"text-align: justify\">His remarks in an April 28 cabinet meeting were prompted by the leak, just days earlier, of a recording in which the regime\u2019s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-world\/26715-a-look-at-the-record-of-iran-regime-foreign-minister-javad-zarif\" rel=\"noopener\">Foreign Minister Javad Zarif<\/a> appeared to highlight tensions between the so-called \u201cmoderate\u201d and \u201chardline\u201d factions within the regime. However, that recording also confirmed the close interactions and frequent overlap between Tehran\u2019s paramilitary and diplomatic institutions.<\/p>\n<p style=\"text-align: justify\">Noting that \u201cthe Foreign Ministry\u2019s agenda has been a political-security agenda since the beginning of the revolution,\u201d <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/irans-chief-apologist-zarif-confirms-his-ties-with-qassem-soleimani-and-his-role-in-terrorism\/\" rel=\"noopener\">Zarif<\/a> acknowledged that many ambassadors have a background in security, including as officers of the Islamic Revolutionary Guard Corps or operatives for the Ministry of Intelligence and Security. Assadi used 3 of his terrorists\/spies in Europe. But the plot was foiled by authorities in Germany, France, and Belgium.24 Assadi and his 3 terrorists\/spies were arrested. German Police found two notebooks in Assadi\u2019s car. The red notebook contained coded instructions for operating the bomb.41 Another 200-page green booklet contained 289 notes. Including cash receipts and payment of the huge amounts of cash to many agents across Europe &amp; addresses related to 11 EU countries. 39% and specifically 144 out of 289 meetings of Assadi with his agents were held in Germany. Authorities are still investigating a long list of paid and unpaid people who are probably members of Iran\u2019s network in Europe. Which diplomat has Zarif appointed to run the network instead of Assadi? https:\/\/english.mojahedin.org\/i\/assadollah-assadi-spy-network-20210126\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">The potential for that infiltration has been well-recognized in some circles since before Assadi\u2019s 2018 arrest, and public responses to the case helped to raise the profile of malign activities being carried out by the regime in the guise of diplomacy, journalism, or business. Accordingly, a resolution has been introduced to the US House of Representatives, with more than 220 co-sponsors, which urged the government to \u201cwork with European allies\u2026 to hold Iran accountable for breaching diplomatic privileges, and to call on nations to prevent the malign activities of the Iranian regime\u2019s diplomatic missions, with the goal of closing them down.\u201d<\/p>\n<p>Res. 118 also calls attention to the Belgian court\u2019s findings in the Assadi case, including the finding that he had been part of a much larger network of operatives and had provided cash payments to many of those operatives for services as yet unknown. Although Assadi\u2019s three known co-conspirators in the 2018 terror plot were also convicted and sentenced to prison terms of between 15 and 18 years, there is no indication that the network as a whole has been seriously harmed, much less dismantled.<\/p>\n<p style=\"text-align: justify\">For that to happen, the international community will surely need to make a concerted effort to demand broader accountability for the plot against the NCRI rally, not to mentioned a number of other plots and surveillance activities that have been uncovered in recent years, including several in 2018 alone.<\/p>\n<p style=\"text-align: justify\">In March of that year, Iranian operatives were found to be planning for deployment of a truck bomb against the NCRI\u2019s main constituent group the<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/about-iranian-opposition-pmoi-mek\" rel=\"noopener\"> People\u2019s Mojahedin Organization of Iran (PMOI\/MEK)<\/a> in Albania. After that plot was thwarted, the Iranian ambassador and three other diplomats were expelled from the country. Three others were later expelled from France and the Netherlands as a consequence of the June bomb plot and instances of an actual or attempted assassination of individual Iranian diplomats in Europe.<\/p>\n<p style=\"text-align: justify\">Furthermore, in August 2018, a federal court in the US filed charges against two Iranian nationals who had been spying on MEK activists and other figures in the US, with the apparent intention of setting the stage for terrorist attacks there, as well. This goes to show that not even the US is insulated from Iranian terror threats despite having no formal diplomatic ties with the country for more than 40 years.<\/p>\n<p style=\"text-align: justify\">The danger to European nations is, without question, much greater. And there is good reason to assume that that danger will only continue to grow if the European Union and its member states disregard the recommendations from Mrs. Rajavi and others regarding how to hold the entire regime accountable for prior incidents. Although Assadi\u2019s conviction was a significant development, it was significant precisely because the international community has turned a blind eye to Iranian state-sponsored terrorism for too long.<\/p>\n<p style=\"text-align: justify\">Although numerous Iranian officials have been implicated in that practice over the years, Assadi is not only the first to be convicted in Europe but the first to even be prosecuted. His case, therefore, represents a challenge to Tehran\u2019s assumption of impunity in such matters but is by no means sufficient to remove that assumption altogether. This is evident from the regime\u2019s initial response to the Assadi case and from the fact that Iranian authorities are even now arguing that he is owed diplomatic immunity and that the Belgian prosecution violates international law regardless of the severity of what Assadi has done.<\/p>\n<p style=\"text-align: justify\">No one is likely to take this argument seriously, but it is not enough to simply dismiss it.
