After the Iran-Iraq war, he joined the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc-part-2\/\" rel=\"noopener\">IRGC&#8217;s Khatam al-Anbiya<\/a> Headquarters responsible for lucrative government construction contracts. In 2007, he rose to commander of Khatam al-Anbiya, a position he held until 2011.<\/p>\n<p style=\"text-align: justify\">From August 2011 to 2013, he was Minister of Oil under then-President Mahmoud Ahmadinejad, prompting the US <a target=\"_blank\" href=\"https:\/\/home.treasury.gov\/news\/press-releases\/sm767\" rel=\"noopener\">Treasury Department to declare<\/a> the regime&#8217;s Ministry of Oil as dominated by the IRGC.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"text-align: justify\"><strong>Corruption<\/strong><\/p>\n<p style=\"text-align: justify\">During his tenure, astronomical financial irregularities, embezzlement, kickbacks, bribery, and other financial crimes, including the purchase of 30 oil rigs without &#8220;procurement tender formalities&#8221;, other violations in the purchase of another 25 oil rigs, the \u201cdisappearance\u201d of a number of oil rigs, one of which (Fortuna) cost $87 million and was eventually discovered in the Gulf of Mexico, became regular news.<\/p>\n<figure id=\"attachment_239971\" aria-describedby=\"caption-attachment-239971\" style=\"width: 800px\" class=\"wp-caption alignnone\"><img decoding=\"async\" title=\"Ahmadinejad-and-Gashemi\" class=\"size-full wp-image-239971\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Ahmadinejad-and-Gashemi.jpg\" alt=\"Ahmadinejad-and-Gashemi\" width=\"800\" height=\"479\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Ahmadinejad-and-Gashemi.jpg 800w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Ahmadinejad-and-Gashemi-300x180.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Ahmadinejad-and-Gashemi-768x460.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Ahmadinejad-and-Gashemi-150x90.jpg 150w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Ahmadinejad-and-Gashemi-696x417.jpg 696w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><figcaption id=\"caption-attachment-239971\" class=\"wp-caption-text\">Ghasemi and the regime&#8217;s president Mahmoud Ahmadinejad.<\/figcaption><\/figure>\n<p style=\"text-align: justify\">Rostami, through the control of various transportation and insurance companies, and the embezzlement in the purchase and sale of Iran\u2019s oil, has amassed astronomical profits, filled his own and the <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/look-irans-revolutionary-guards\" rel=\"noopener\">IRGC&#8217;s<\/a> pockets. He regularly transferred crude oil contracts to his buddies in the IRGC (i.e. (State Security Force Commander) Esmail Ahmadi-Moghaddam, a $240 million sale) for onward sale and personal profits. His embezzlement and corruption are widely scorned among ordinary Iranians who chant: \u201cIf embezzlement is reduced, our problems would be solved\u201d.<\/p>\n<p style=\"text-align: justify\"><em><strong>International sanctions and terrorism<\/strong><\/em><\/p>\n<p style=\"text-align: justify\">Rostam Ghasemi was named in sanctions lists of the UN Security Council, the United States, the European Union, and Australia as the commander of the IRGC&#8217;s Khatam al-Anbiya Headquarters. He was removed from the international sanctions lists after becoming a minister. On September 4, 2019, the US Treasury Department imposed sanctions on Ghasemi and his son over a petroleum shipping network controlled by the IRGC. This network is known as the &#8220;oil-for-terror shipping network.&#8221;<\/p>\n<p style=\"text-align: justify\">The U.S. Department of the Treasury\u2019s Office of Foreign Assets Control (OFAC) listed Rostam Ghasemi and a network of companies hired by Ghasemi and Hezbollah operatives to transport millions of barrels of crude oil, mainly to the Syrian regime. The listing came in September 2019 following Executive Order 13224.<\/p>\n<p style=\"text-align: justify\">Ghasemi is also heavily involved in financially backing Bashar al-Assad and his regime in Syria and equipping Yemen\u2019s Houthis.<\/p>\n<p><a href=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Gassemi-and-Assad.jpg\"><img decoding=\"async\" title=\"Gassemi-and-Assad\" class=\"alignnone size-full wp-image-239983\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Gassemi-and-Assad.jpg\" alt=\"Gassemi-and-Assad\" width=\"800\" height=\"425\" srcset=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Gassemi-and-Assad.jpg 800w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Gassemi-and-Assad-300x159.jpg 300w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Gassemi-and-Assad-768x408.jpg 768w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Gassemi-and-Assad-150x80.jpg 150w, https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/Gassemi-and-Assad-696x370.jpg 696w\" sizes=\"(max-width: 800px) 100vw, 800px\" \/><\/a><\/p>\n<p style=\"text-align: justify\">His other posts included:<\/p>\n<p style=\"text-align: justify\">\u00b7 Managing Director and Chairman of the Board of Petroleum Engineering Company<\/p>\n<p style=\"text-align: justify\">\u00b7 Chairman of the Board of Iran Marine Industrial Company (Sadra)<\/p>\n<p style=\"text-align: justify\">\u00b7 Chairman of the Board of the Iran Shipbuilding &amp; Offshore Industries Complex (ISOICO)<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\"><em><strong>Background<\/strong><\/em><\/p>\n<p style=\"text-align: justify\">Iran\u2019s regime will hold its sham presidential elections on June 18. While many try to portray the mullahs\u2019 sham elections as a sign of the regime\u2019s democracy, it is necessary to take an in-depth look at the procedures and rules of the so-called elections in the regime<\/p>\n<p style=\"text-align: justify\">Article 115 of the regime\u2019s Constitution and Article 35 of the election law set the threshold for Presidential candidates to Muslim males, faithful to the \u201cIslamic Republic\u201d, and with practical belief and commitment to the principle of the velayat-e faqih (absolute clerical rule). The unelected and handpicked Guardian Council recently added further exclusions in a tactical adjustment to further disqualify and curtail potentially troublesome candidates from the self-proclaimed \u201cReformist\u201d camp in the upcoming elections.<\/p>\n<p style=\"text-align: justify\">The Guardian Council has 12 members, six clerics, and six jurists. Khamenei appoints the six clerics, and the Judiciary Chief, whom Khamenei appoints, picks the six jurists.
