The election farce resulted in the confirmation of<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-ebrahim-raisi-a-mass-murderer-for-president\/\" rel=\"noopener\"> Ebrahim Raisi<\/a>, the regime\u2019s current judiciary chief, as its next president. Tehran has officially estimated voter turnout at around 49 percent,\u00a0but\u00a0this as an exaggeration meant to preserve some semblance of legitimacy for regime authorities.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">The ten-percent estimate is directly supported by the testimony of more than 1,200 independent journalists from largely empty polling places in more than 400 localities. It is also indirectly supported by reports of anti-government activism that have escalated in recent years. In January 2018 and November 2019, Iranians from all walks of life took part in two separate but interconnected nationwide protests which featured the same basic message as this year\u2019s electoral boycott. Slogans like \u201chardliners, reformists: the game is over\u201d evoked the public rejection of the regime\u2019s political factions that have shared power in Iran since the aftermath of the 1979 revolution.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Raisi is a leading figure within the hardline faction, while\u00a0the regime\u2019s\u00a0outgoing President Hassan Rouhani is considered the standard-bearer for \u201creformists.\u201d But these two factions are fundamentally indistinguishable in terms of ideology and policy preferences, even if they are occasionally at odds over the tactics used to achieve those shared aims. Ambassador Lincoln P. Bloomfield Jr., a former state department official and current Distinguished Fellow at the Henry L. Stimson Center, endorsed that view as a panelist in Thursday\u2019s discussion, pointing to the legacy of Rouhani\u2019s \u201cmoderate\u201d administration as evidence for an unchanging commitment to hardline policies in Tehran.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Bloomfield called attention to the fact that in June 2018, early in Rouhani\u2019s second term,\u00a0the regime\u2019s\u00a0operatives attempted to carry out a terrorist attack against expatriate activists and their political supporters at\u00a0the NCRI\u2019s \u201cFree Iran\u201d rally\u00a0near Paris. He also noted that the regime\u2019s Islamic Revolutionary Guard Corps was found to be trafficking heroin in Europe and smuggling weapons to proxies throughout the Middle East during much of the Rouhani era.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Regarding Iran\u2019s domestic situation, Bloomfield noted that severe crackdowns on dissent also took place during this era, including those that were overseen by Raisi in his position of judiciary chief, without protest or opposition from within the Rouhani administration. Raisi assumed that position in March 2019 and was secure in the role by the time of the mass uprising in November of that year. The IRGC and other authorities promptly opened fire on that protest movement after it flared up simultaneously in nearly 200 cities and towns.\u00a0Over\u00a01,500 people were killed and 12,000 arrested, setting the stage for months of protests at the hands of judiciary officials.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Bloomfield cited that political violence, underlining\u00a0that \u201cthe massacre has continued\u201d to the present day, from the early years of Raisi\u2019s political career. Much of Thursday\u2019s panel discussion was naturally focused on the role that\u00a0Raisi\u00a0played in <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/the-1988-massacre-in-iran\/\" rel=\"noopener\">1988<\/a> as one of the leading figures in the \u201cdeath commissions\u201d tasked with implementing the fatwa issued against organized dissenters\u00a0that year by the regime\u2019s founder and first supreme\u00a0leader, Ruhollah Khomeini.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" class=\"size-full wp-image-219239 aligncenter\" title=\"Weekly-Signe-up-logo-1\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Geoffrey Robertson\u00a0QC, a\u00a0human rights barrister, provided viewers of Thursday\u2019s discussion with a detailed account of the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/1988-massacre-of-political-prisoners-in-iran\/\" rel=\"noopener\">1988 massacre<\/a> based on his earlier professional investigation\u2013 the first of its kind. Meanwhile, Iranian activist Reza Fallahi provided his personal perspective as someone who was in Iran\u2019s Evin Prison at the time of the massacre and was one of only a dozen individuals in his ward to be spared execution.\u00a0Fallahi named four individuals, including Raisi, whom he faced to answer questions about his political attitudes and affiliations. He noted that Raisi, then a deputy public prosecutor for Tehran, \u201cdisplayed particular hostility\u201d toward political prisoners.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">In recent years, that hostility has apparently translated into pride in his legacy as one of the persons most responsible for mass execution of the\u00a0MEK\u2013 something that another death commission member, Mostafa\u00a0Pourmohammadi, described as \u201cGod\u2019s command\u201d at least as recently as 2016.\u00a0Raisi\u2019s similar efforts to defend the massacre\u2019s legacy were highlighted at Thursday\u2019s event by Nick Fluke, president emeritus of the Law Society of England and Wales. Fluke expressed hope that Raisi\u2019s record would lead to him being \u201cwidely shunned\u201d by the international community, much as he was shunned at the polls by\u00a0the overwhelming majority of\u00a0Iranians.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Fluke\u00a0underlined\u00a0that it would be \u201cvery hard to dislodge\u201d the leadership of someone with as much establishment backing as Raisi enjoys. Early in Iran\u2019s\u00a0sham\u00a0presidential race, the judiciary chief was identified as Supreme Leader Ali Khamenei\u2019s favored candidate, which led to all other prominent figures being excluded from the ballot so that Raisi could run virtually unopposed. The system behind this scheme cannot be expected to hold its own officials accountable for past crimes, and Fluke therefore stated that if Raisi were to answer for those crimes, it would have to be in \u201can international court with rule of law standards.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">In a question-and-answer session, journalists challenged the speakers over the prospect of securing this outcome, as well as the NCRI\u2019s broader goal of supporting popular unrest inside\u00a0Iran, leading to the mullahs\u2019 ouster and the establishment of a genuinely democratic system of government. Each of them acknowledged the difficulty but also emphasized that widespread publicity for the regime\u2019s past wrongdoing could have an effect, and that Western policies could adopt certain policies that would deprive a Raisi government of legitimacy and empower the Iranian people to undertake actions like those seen in November 2019.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">In a previous press conference, NCRI Foreign Affairs Committee Chairman Mohammad\u00a0Mohaddessin\u00a0predicted that a successful electoral boycott would set the stage for nationwide uprisings that would be \u201cmuch more intense and widespread than in previous years.\u201d On Thursday, the NCRI\u2019s supporters pointed to Iran\u2019s low voter turnout as a sign that the United States, Europe, and the United Nations should demonstrate support for the prospective uprising through the\u00a0applications of Magnitsky sanctions to Raisi and others, as well as through the launch of a commission of inquiry regarding the 1988 massacre and its lasting effects upon Iranian society.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify;\"><span data-contrast=\"auto\">Among those effects is a sense of impunity among\u00a0the\u00a0Iranian\u00a0regime\u2019s\u00a0officials which allowed them to appoint one of the nation\u2019s worst human rights abusers as the country\u2019s next president. But with that appointment,\u00a0Robertson said, the United Nations will be forced to grapple with the prospect of Iran being represented on the world stage by someone deemed largely responsible for one of the late 20<\/span><span data-contrast=\"auto\">th<\/span><span data-contrast=\"auto\">\u00a0century\u2019s worst crimes against humanity.
