Scotland’s oldest university has got it wrong in deciding to bestow an honorary degree on Iran’s former president, says Lord Russel-Johnston<\/strong><\/p>\n

The Scotsman, 27 October – Next Tuesday, Mohammad Khatami, the former president of Iran, is to travel to the University of St Andrews, where he is to have conferred on him an honorary degree of Doctor of Law. I consider this an extraordinary and deeply shameful decision. It seems to be the payback for a donation of 12,000 books, with an estimated value of more than \u00c3\u0082\u00c2\u00a3100,000, to an institute of Iranian studies by the former Iranian ambassador to France.<\/p>\n

Quite evidently, I am not against the establishment at St Andrews of an institute to study and inform people about the richness of Persian cultural history, but why associate it with the cruel theocratic dictatorship which is inflicting so much misery on so many citizens of present-day Iran?<\/p>\n

For me, it beggars belief that the oldest Scottish university should behave in this way. A university, by definition, is an institution believing in freedom of expression, in openness and tolerance. Yet St Andrews is about to honour a man who was, in July 1999, while he was president, directly involved in suppressing peaceful student protests against government repression. Dawn raids on university halls of residence left a couple of students dead, hundreds wounded and thousands imprisoned.<\/p>\n

Some incarcerated students were tortured and many remain in prison under barbaric conditions. They include Ahmad Batebi, who was later made an honorary vice-president of the national Union of students in recognition of his courage in resisting the regime. His fellow student, Akbar Mohammadi, died in prison at the end of July this year, after enduring seven years of imprisonment and torture. Amnesty international stated: “Akbar Mohammadi and other students were sentenced to death in September 1999 following a manifestly unfair trial. He was brutally tortured while in incommunicado detention, denied the right of legal representation and access to family”. This explains the NUS’s strong opposition to the visit and, to my mind, makes the reported support of the St Andrews students inexplicable.<\/p>\n

Khatami has said publicly that only those who have years of religious training and faith in the Iranian regime’s leadership have the right to political activity. He has also described videos as being more dangerous for the Islamic Revolution than drugs, and satellite television as a gap through which alien culture can penetrate Iranian society.<\/p>\n

The treatment of women in Iran is a huge issue for everyone concerned with human rights. According to the Iranian regime’s official media – because they do not make any secret of it – during Mohammad Khatami’s presidency, some 27 Iranian women were stoned to death. Is this the sort of person St Andrews should honour?<\/p>\n

So many awful things seem to happen in the world each day that many may have forgotten the public hanging in Iran only two years ago of a 16 year-old girl Atefeh Rajabi, which caused international outrage during Khatami’s presidency. She was alleged to have committed “acts incompatible with chastity”. This was because she complained that a 51-year-old revolutionary guard commander had repeatedly raped her. The judge who condemned her to death actually put the noose around her neck.<\/p>\n

It was also during Khatami’s presidency, that Zahra Kazemi, an Iranian-born freelance photographer and Canadian citizen, was arrested outside Iran’s notorious Evin prison in June 2003. A couple of days later, she was dead. A former military staff physician who left Iran has since stated that he examined Kazemi’s body and observed evidence of rape and torture.<\/p>\n

Khatami is sometimes described, in journalistic shorthand, as a “moderate” when compared to the current president, Mahmoud Ahmadinejad. This may have some relative validity, but his personal record neither indicates moderation nor any glimpse of liberalism. He has been at the heart of the regime since Ayatollah Khomeini took power and was involved in the decisions in 1988 which led to 30.000 political prisoners being executed, an absolutely horrifying action for which he has never expressed any regret.<\/p>\n

His contempt for the basic rights of freedom of speech and expression were shown when he said in respect of the fatwa against Salman Rushdie: “Salman Rushdie, the author of Satanic Verses, must be executed in accordance with the religious fatwa issued by His Eminence Imam Khomeini. He has no escape from this fatwa…” (Kayhan daily – 7 march, 1989). Khatami repeated his views about freedom of expression while president in November 1997, when he said on Iranian national television: “Only those have the right to political activity and existence in Iran who have faith in Islam and the leadership.”<\/p>\n

I am proud that, while I was president of the Assembly of the Council of Europe, the council became a capital punishment-free zone. However, execution is a regular activity of the regime that Khatami so recently headed. During the three months of this summer, 66 prisoners were hanged in Iran, 45 of them in public. Most shocking has been the execution of child offenders. During Khatami’s presidency, ten child offenders were executed and a further five have been executed since August 2005.<\/p>\n

At a time when, in response to the Iranian regime’s sponsorship of terrorism in the Middle East and defiance of the international community over its nuclear programmes, the United Nations Security Council is considering sanctions, including the imposition of travel bans against Iranian officials, Khatami’s trip to Britain is most unwelcome and St Andrews should withdraw its invitation.<\/p>\n

Along with some 20 parliamentarians, I have signed a letter initiated by Lord Corbett of Castle Vale to Dr Brian Lang, principal of the university, strongly urging him to do so.<\/p>\n
