The statement was immediately signed by dozens of members of the House of Lords and the House of Commons, as well as various lawmakers elsewhere in Europe. It has since continued to circulate while accumulating more signatures \u2013 over 400 at last count.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">In June, various members of the European Parliament <a target=\"_blank\" href=\"http:\/\/iran-freedom.org\/index.php\/581-press-release-british-mps-uk-must-stand-with-the-people-of-iran-and-support-the-national-boycott-by-rejecting-raisi-as-president\" rel=\"noopener\">issued<\/a> their own statement in a letter to the European Commission President Ursula von der Leyen and the President of the European Council, Charles Michel. It echoed that\u00a0the\u00a0existing Western policies have contributed to a culture of impunity within the Iranian regime, and it emphasized that the\u00a0task\u00a0of confronting that impunity has only been made more imperative\u00a0in light of\u00a0the June 18\u00a0sham\u00a0<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/2021-iran-presidential-election-iran-regime-sham-election-ncr-iran\/\" rel=\"noopener\">presidential election<\/a> that established the\u00a0former judiciary\u00a0chief, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-ebrahim-raisi-a-mass-murderer-for-president\/\" rel=\"noopener\">Ebrahim Raisi<\/a>, as the successor to\u00a0the regime\u2019s outgoing\u00a0President <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/i\/who-is-hassan-rouhani\" rel=\"noopener\">Hassan Rouhani.<\/a><\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">As the June statement <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2021\/06\/iran-ebrahim-raisi-must-be-investigated-for-crimes-against-humanity\/\" rel=\"noopener\">noted<\/a>,\u00a0Amnesty International reacted to that development by calling it a \u201cgrim reminder that impunity reigns supreme in Iran\u201d and suggesting that instead of being appointed to the presidency, Raisi should have been \u201cinvestigated for the crimes against humanity of murder, enforced disappearance and torture.\u201d<\/span><\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">The outcome of <a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> &quot;election&quot; was predictable. But nevertheless, that <a href=\"https:\/\/twitter.com\/hashtag\/EbrahimRaisi?src=hash&amp;ref_src=twsrc%5Etfw\">#EbrahimRaisi<\/a> has risen to the presidency instead of being investigated for the crimes against humanity of murder, enforced disappearance and torture, is a grim reminder that impunity reigns supreme in Iran<\/p>\n<p>&mdash; Agnes Callamard (@AgnesCallamard) <a href=\"https:\/\/twitter.com\/AgnesCallamard\/status\/1406189332516544517?ref_src=twsrc%5Etfw\">June 19, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">This\u00a0call\u00a0derives primarily from two incidents: the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/1988-massacre-of-political-prisoners-in-iran\/\" rel=\"noopener\">1988 massacre<\/a> of Iranian political prisoners and the crackdown on a nationwide protest movement in <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/iran-protests-2019-update\/\" rel=\"noopener\">November 2019<\/a>. The first was carried out by \u201cdeath commissions\u201d of which Raisi was a prominent member, and the second took place several months after Raisi was appointed as judiciary chief by\u00a0the regime\u2019s\u00a0Supreme Leader Ali Khamenei.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">In March, the BCIF statement did mention the 1988 massacre in the context of the very first item on its list of concerns and recommendations. After expressing \u201cdeep concerns about ongoing human rights violations in Iran,\u201d the statement condemned the \u201cfailure of the UN and the international community to address the alarming human rights situation, including the massacre of 30,000 political prisoners in 1988.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">The BCIF\u00a0underlined\u00a0that a trend of inaction had \u201cemboldened the regime\u201d to undertake more human rights abuses while continuing to promote those officials who had played a leading role in past crimes against humanity. Raisi\u2019s pending ascension to the presidency is a prime example of\u00a0both of these\u00a0phenomena, in that his appointment as judiciary chief appears to have been a reward for the service he rendered to the regime as part of the death commissions, while his \u201celection\u201d to the presidency appears to be a similar reward for the ongoing commitment to human rights abuses that he demonstrated as judiciary chief.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p><a target=\"_blank\" href=\"https:\/\/stats.sender.net\/forms\/dGYVLa\/view\" rel=\"noopener\"><img decoding=\"async\" title=\"Weekly-Signe-up-logo-1\" class=\"size-full wp-image-219239 aligncenter\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/09\/Weekly-Signe-up-logo-1.png\" alt=\"Weekly-Signe-up-logo-1\" width=\"250\" height=\"83\" \/><\/a><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">The MEPs\u2019 June statement underscored the fact that Raisi\u2019s promotion was an election in name only. It noted that even Iranian\u00a0regime\u00a0authorities acknowledged that over half of eligible voters declined to participate in the election. It also cited opposition activists and independent journalists as support for the conclusion that the actual rate of participation was less than one in ten.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">This electoral boycott was a rejection\u00a0of the entire regime and its\u00a0factions, which urged the people to participate in the election as a way of showing support for the ruling system and the Islamic revolution.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">Indeed, the People\u2019s Mojahedin Organization of Iran\u00a0<a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/about-iranian-opposition-pmoi-mek\" rel=\"noopener\">(PMOI\/MEK)<\/a>, the leading voice for a democratic alternative to the clerical regime, specifically promoted the electoral boycott as a \u201cvote for regime change.\u201d Widespread support for that goal was previously revealed in the November 2019 uprising, which encompassed nearly 200 localities and featured provocative, anti-government slogans which had already achieved tremendous popularity during another uprising in January 2018.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">For a time, the coronavirus pandemic succeeded where the regime\u2019s repression failed. But in advance of last month\u2019s electoral boycott, NCRI Foreign Affairs Committee Chairman Mohammad\u00a0Mohaddessin\u00a0specifically stated in a May press\u00a0conference spoke of another possible uprising, and\u00a0that\u00a0this\u00a0uprising would be \u201cfar more intense and widespread than in recent years.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">Mr.\u00a0\u00a0Mohaddessin\u00a0urged Western governments to condemn the anti-democratic process behind Raisi\u2019s promotion, to \u201cend impunity for the mass murderers\u201d of whom Raisi is one, and to \u201cstand on the right side of history and with the Iranian people in their quest for freedom.\u201d<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">Thousands of renowned politicians\u00a0would be joining\u00a0the Free Iran World Summit from this Saturday until Monday\u00a0to support regime change in Iran. The event will bring together Iranian expatriate communities from throughout the world, in the interest of highlighting the breadth of support that exists for regime change in their homeland. It will also provide Western supporters of that cause with an opportunity to present their policy recommendations in context with the most up-to-date information about developments inside\u00a0Iran.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">Anyone who has not heard those <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/free-iran-world-summit\/\" rel=\"noopener\">recommendations<\/a> should pay close attention to the summit, as should anyone who has heard them but\u00a0still remains\u00a0on the fence about their value, urgency, or practicality. Over the years, many policymakers and entire governments have rejected appeals for more assertive Iran policies\u00a0on the basis of\u00a0their false assumption that <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/free-iran-world-summit\/free-iran-2021-iranian-expatriate-summit-and-the-perspective-of-change-in-iran\/\" rel=\"noopener\">regime change<\/a> was unattainable or that the consequences of such change would be entirely unpredictable. The uprisings of 2018 and 2019 and last month\u2019s electoral boycott all serve to demonstrate that historic change is within reach, while <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/maryam-rajavi\/\" rel=\"noopener\">Maryam Rajavi&#8217;s<\/a> 10-point plan makes it clear that there is a plan for the country\u2019s democratic future in the wake of that change.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\u00a0<\/span><\/p>\n<p style=\"text-align: justify\"><span data-contrast=\"auto\">That plan was specifically highlighted by the BCIF in its March statement as something that deserves the support of Western governments. That message will no doubt be reiterated by many of the statement\u2019s signers, and by many others, at this weekend\u2019s summit, and the international response\u00a0should\u00a0be much more widespread and enthusiastic this time.<\/span><span
