The imminent ban on the Telegram messaging app was announced on Saturday, March 31, 2018, by Alaeddin Boroujerdi, head of regime parliament\u2019s Security Committee.<\/p>\n
Boroujerdi said that Telegram would be inaccessible by the end of Farvardin \u2013 April 20– and replaced with a domestically developed and managed messenger, according to a decision made at the regime\u2019s highest level.<\/p>\n
Following Boroujerdi\u2019s remarks, several regime officials, including Chief of Police Hossein Ashtari, also commented in favor of blocking Telegram.<\/p>\n
The remarks spurred a huge wave of protest, particularly in cyberspace, with some of the regime\u2019s MPs also involved.<\/p>\n
Speaking against the decision to block Telegram, regime\u2019s MP Hamidreza Jalaeipour said on April 3, 2018, \u201cThe nuclear deal and keeping Telegram unblocked are the two most important achievements of Rouhani\u2019s government. While the nuclear deal is now being threatened by the Trump administration, protecting Telegram from being blocked is even more necessary. Without the nuclear deal and Telegram, a great part of Iran\u2019s population will refer to Rouhani\u2019s government as the one with no achievements at all.\u201d<\/p>\n
In an article in the state-run Arman newspaper on April 3, 2018, Rouhani-linked university lecturer Sadegh Zibakalam writes \u201cLet\u2019s assume that Mr. Rouhani really opposes blocking Telegram. But everyone knows that he does not enough authority to prevent it from being banned. Neither Rouhani, nor the parliament, nor the Expediency Council, nor any other entity is in a position to prevent blocking Telegram. But the more fundamental issue is whether blocking Telegram could really be that effective, as it could be unblocked by using anti-filtering programs, the way it was used during January protests.\u201d<\/p>\n
\u201cI wonder why the officials don\u2019t ponder the political and social consequences of depriving young people of this space (Telegram), should they ever succeed in doing that\u201d, Zibakalam added.<\/p>\n
Mohammad-Reza Badamchi, also a regime\u2019s MP, has meanwhile posted on his Twitter account that \u201cblocking Telegram will negatively affect 200,000 jobs and financially disrupt the lives of about half a million people. Mr. Rouhani has to prevent blocking Telegram through negotiations.\u201d<\/p>\n
In reaction to the opposition, Boroujerdi once again came out in defense of blocking Telegram, saying \u201cDue to its security risks, many countries have blocked Telegram and replaced it with domestic, national messengers. As a distinguished country, we also need to follow suit.\u201d<\/p>\n
\u201cThe Supreme Council of Cyberspace is the body that is responsible for cyberspace, and the decision (to block Telegram) has been made there. Although some might have different realization of that, but this is the Supreme Council of Cyberspace that has the final say in such issues\u201d, Boroujerdi added.<\/p>\n
In response to Boroujerdi\u2019s comments, the state-run Entekhab website on Saturday, March 31, 2018, writes \u201cAccording to an informed source in the country\u2019s Supreme Council of National Security, the reports about the contents of discussions held at the council this (Persian) year are quite unreliable as the Supreme Council of National Security has not had a single meeting this (Persian) year.\u201d The Rouhani-linked website thus tries to absolve Rouhani of any responsibility in this issue.<\/p>\n
The most important comment in this regard, however, belongs to Rouhani himself, who addressed the rival band on Tuesday, April 3, 2018, saying \u201cLet\u2019s not leave a sour taste in people\u2019s mouth with such comments. Stop undermining employment opportunities while we\u2019re already faced with an unemployment crisis.\u201c Rouhani thus tries to dodge people\u2019s criticism and hold Khamenei directly responsible for blocking Telegram.<\/p>\n
While pretending to care about the necessity to promote people\u2019s welfare and security and the right to have access to free information, Rouhani added \u201cTelegram is an informative tool, with 95 percent of its content being useful and only five percent regarded as problematic. So, we need to fix its content. Let\u2019s not forget that 200 thousand jobs will be destroyed by blocking Telegram, so we need to take everything into account while making a decision in this regard.\u201d
\nAmong the two MPs responding to Rouhani\u2019s comments on blocking Telegram was the spokesman for parliament\u2019s Social Committee, who said at the end of a meeting with the regime\u2019s president \u201cThere\u2019s been no such intention for blocking Telegram, and no relevant authority, entity or any other official has announced that Telegram is about to be banned.\u201d<\/p>\n
The fact, however, is that all such contradictory statements suggest that the decision to ban Telegram was actually made at first, but after weighing up the reactions in the past couple of days, the regime felt the danger and decided to back down; otherwise, Rouhani wouldn\u2019t have spoken that way.<\/p>\n
The reason for the regime\u2019s withdrawal, as announced by regime officials themselves, is that as the country\u2019s number of Telegram users reaches 40 million, blocking Telegram would more than ever provoke resentment towards the regime, particularly because \u2013 again according to regime officials \u2013 200,000 Iranians earn their livelihood out of the messaging app. With Telegram made inaccessible –if ever possible technical-wise– the number will be added to the country\u2019s unemployment figure, which by itself would be a serious crisis and a real security threat for the regime.<\/p>\n
So, the reason for the regime\u2019s retreat could be summed up in one sentence: \u201cfeeling the danger!\u201d a danger whose financial aspects were described above.<\/p>\n
Considering the society\u2019s eruptive state particularly following the recent nationwide protests, the regime\u2019s danger meter is currently too sensitive. Just like a painful wound that reacts to the least amount of pressure, the regime now becomes frightened even with the most insignificant signals it receives, and Rouhani\u2019s recent comments prove that. Besides, Rouhani wants to deceitfully pretend to be opposing the Telegram ban and hold the rival band accountable for the decision, thus gaining something out of this!<\/p>\n","protected":false},"excerpt":{"rendered":"
