{"id":246724,"date":"2021-09-10T13:30:18","date_gmt":"2021-09-10T18:30:18","guid":{"rendered":"https:\/\/www.ncr-iran.org\/en\/?p=246724"},"modified":"2023-02-01T04:45:39","modified_gmt":"2023-02-01T03:45:39","slug":"new-iaea-reports-highlights-jcpoa-failure-in-curbing-irans-nuclear","status":"publish","type":"post","link":"https:\/\/www.ncr-iran.org\/en\/news\/new-iaea-reports-highlights-jcpoa-failure-in-curbing-irans-nuclear\/","title":{"rendered":"New IAEA Reports Highlights JCPOA Failure in Curbing Iran\u2019s Nuclear"},"content":{"rendered":"<p><img decoding=\"async\" title=\"IAEA\" class=\"alignnone size-full wp-image-240544\" src=\"https:\/\/www.ncr-iran.org\/en\/wp-content\/uploads\/2021\/05\/IAEA.jpg\" alt=\"IAEA\" width=\"1000\" height=\"595\" \/><\/p>\n<p style=\"text-align: justify\">The International Atomic Energy Agency recently presented its quarterly <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/iaea-report-on-iran-raises-further-questions-about-value-of-geneva-talks\/\" rel=\"noopener\">report<\/a> on the Iranian regime\u2019s nuclear activities, and it is now clearer than ever that the international community must adopt a new strategy for confronting Tehran\u2019s provocations and halting its progress toward a nuclear weapon.<\/p>\n<p style=\"text-align: justify\">Reacting to the IAEA report, the US Secretary of State Antony Blinken warned Wednesday that time was running out for Iran to return to the nuclear deal, also known as the Joint Comprehensive Plan of Action (JCPOA).\u00a0\u201cI\u2019m not going to put a date on it but we are getting closer to the point at which a strict return to compliance with the JCPOA does not reproduce the benefits that that agreement achieved,\u201d Blinken told reporters in Germany.<\/p>\n<p style=\"text-align: justify\">Yet, the US and the European <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/european-concerns-about-irans-nuclear-program-should-lead-to-multilateral-pressure\/\" rel=\"noopener\">signatories<\/a> of the deal have refused to change the weak attitude toward the regime despite Tehran\u2019s provocative actions.\u00a0In absence of such a change, the current trends in Iran will continue and will most likely accelerate under the leadership of the regime\u2019s new president, Ebrahim Raisi. Already, the regime has attained greater levels of nuclear enrichment than it had prior to the implementation of the 2015 Iran nuclear deal. Unless forced to reverse those trends, the regime may soon be close to \u201cbreaking out\u201d to nuclear weapons capability.<\/p>\n<p style=\"text-align: justify\">At the time of its negotiation, the Joint Comprehensive Plan of Action was supposed to be a means of preventing this outcome. The regime\u2019s apologists claimed the JCPOA could at least succeeded in moving the regime back several steps from its ultimate goal.<\/p>\n<p style=\"text-align: justify\">Yet, the regime\u2019s rapid steps in violating the deal and enriching <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/iran-regimes-60-percent-uranium-enrichment-is-proof-of-its-ongoing-deception\/\" rel=\"noopener\">weapon\u2019s grade<\/a> uranium proved this argument was false and the JCPOA had indeed many loopholes allowing the regime to secretly continue its nuclear program. Citing a decree issued by the regime\u2019s Supreme Leader Ali Khamenei he said, \u201cThe fatwa forbids the production of nuclear weapons, but if they push Iran in those directions, it is not Iran\u2019s fault. Those who pushed Iran in that direction will be to blame.\u201d So, let us have a deeper look into how the regime, despite reaping the benefits of the nuclear deal, never stopped its nuclear weapons initiative. In July 2015, the Joint Comprehensive Plan of Action (JCPOA), known as the Iran nuclear deal, was signed between the Iranian regime and the P5+1, including the United States, France, United Kingdom, Russia, China and Germany. The main goal of the JCPOA was refraining the regime from obtaining nuclear weapons. While the ratification of the JCPOA made a lot of noise, the regime\u2019s approach in the agreement was suspicious after years of violating its obligations. Alavi acknowledges that the regime is producing an atomic bomb despite regime officials denying the military aspects of its nuclear program since the Iranian Resistance exposed the Natanz enrichment and Arak heavy water sites in August 2002. Years later, regime officials leaked facts about their JCPOA violations. Head of Iran\u2019s Atomic Energy Organization Ali Akbar Salehi revealed in January 2019 how the regime lied to the P5+1 about filling the Arak reactor pipes with cement. Later in November 2019 Salehi acknowledged that while the regime accepted JCPOA articles, it had countermeasures to continue uranium enrichment. On May 8, 2019, the mullahs officially took their first step in violation of the JCPOA\u2019s low-enriched uranium stockpile limitation. The regime increased its low-enriched uranium stockpile to over 300 Kgs. In his interview with CNN on February 1st, Iranian regime foreign minister Mohammad Javad Zarif confirmed that the regime has reproduced 8,000 pounds, or 3,600 Kg, of low-enriched uranium. This is nearly half of the amount that the regime had before the JCPOA and enough for three bombs, according to the Arms Control Association (ACA). The International Atomic Energy Agency (IAEA) has also confirmed that Iran had installed and begun operating advanced centrifuges in an underground section at the Natanz site. At the same time, the regime has also speeded up its ballistic missile program. On February 8, the Bloomberg news agency quoted the United Nations saying that the clerical regime had received \u201csensitive parts\u201d from North Korea for \u201cits long-range missiles production project\u201d and that \u201cits last shipment dates back to 2020.\u201d On February 5, the Wall Street Journal wrote that IAEA inspectors had found traces of enriched uranium at two sites that the Iranian regime had long prevented from being inspected, which \u201ccould indicate Iran has undertaken work on nuclear weapons, based on where it was found.\u201d On February 10, the IAEA issued a report saying Iran has produced uranium metal at a facility in Isfahan, in further violation of the 2015 nuclear deal. Uranium metal can be used as a component in nuclear weapons. Iran had signed under the JCPOA up to a 15-year ban on \u201cproducing or acquiring plutonium or uranium metals or their alloys\u201d. In a word, the regime has publicly accelerated its paces to obtain nuclear weapons. All the parts of this puzzle clearly indicate that the JCPOA has failed to deny either Iran\u2019s capability or means of obtaining nuclear weapons. The regime\u2019s nuclear infrastructure had remained intact. Thus, everything was left at the regime\u2019s mercy. Second, it shows that even after the JCPOA, Iran had continued its clandestine nuclear program, such that it was able to resume 20% uranium enrichment immediately and other related activities. Given Iran\u2019s past failures to uphold its promises, no one can confidently trust the Iranian regime. Through such posturing, Tehran is engaged in nuclear blackmail and seeks to extract more concessions from the new US administration. The latest IAEA report indicates that Iran\u2019s stockpile of 20 percent enriched uranium has grown from 62.8 kg to 84.3 kg over the past three months. It also notes that the regime has at least 10 kg of uranium enriched to 60 percent, a level far beyond what is required for power generation and medical research, and just a short technical step away from weapons grade.<\/p>\n<p style=\"text-align: justify\">This fact was boastfully highlighted by the regime\u2019s former President Hassan Rouhani before leaving office in August. \u201cIran&#8217;s Atomic Energy Organisation can enrich uranium by 20 percent and 60 percent and if one day our reactors need it, it can enrich uranium to <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/ebrahim-raisi\/iran-on-jcpoa-anniversary-negotiations-stall-and-rouhani-warns-of-90-percent-enrichment\/\" rel=\"noopener\">90 percent<\/a> purity,\u201d he said in a July cabinet meeting.<\/p>\n<p style=\"text-align: justify\">Rouhani\u2019s remarks reflect a longstanding strategy that Tehran has utilized in order to openly threaten the international community while also maintaining plausible deniability about those threats. A more obvious example of that strategy was provided by then-Intelligence Minister <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-resistance\/iranian-intelligence-ministers-statement-unwittingly-invites-international-scrutiny\/\" rel=\"noopener\">Mahmoud Alavi<\/a> in February when he repeated the claim that the regime\u2019s Supreme Leader Ali Khamenei has banned the pursuit of nuclear weapons, then immediately undermined that claim by acknowledging that the regime might obtain them anyway.<\/p>\n<p style=\"text-align: justify\">\u201c[Khamenei\u2019s] fatwa forbids the production of nuclear weapons, but if [foreign powers] push Iran in those directions, it is not Iran\u2019s fault,\u201d he said. \u201cThose who pushed Iran in that direction will be to blame.\u201d The true meaning of such statements is not very well hidden. They point squarely to the regime\u2019s intention to continue advancing its military nuclear program under the guise of civilian activities, on the expectation that the United States and Europe will offer concessions in order to assure that the program does not actually yield a nuclear program.<\/p>\n<p style=\"text-align: justify\">It is important to remember that no such assurance is attainable under present circumstances or even in the wake of the JCPOA being restored to its full strength. As each IAEA report has detailed additional mullahs\u2019 provocations, it has become increasingly clear that the 2015 agreement never extended Iran\u2019s nuclear <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/iranian-breakout-time-will-fall-weeks-if-not-constrained-blinken-2021-06-07\/\" rel=\"noopener\">breakout time<\/a> to the extent that was promised. Even before the US withdrawal, it was already clear that the regime felt no more obligation to cooperate with the international community or provide enough information for genuine, comprehensive monitoring of its progress toward nuclear weapons capability.<\/p>\n<p style=\"text-align: justify\">It was not long after the JCPOA\u2019s implementation that the IAEA confirmed the presence of nuclear material at three sites which the regime had not previously disclosed. The latest IAEA report emphasizes that even now, the regime has provided no explanations of what went on at those sites or at a fourth where prior nuclear activities are also suspected but have not yet been confirmed.<\/p>\n<p style=\"text-align: justify\">Tehran\u2019s approach to the nuclear issue remains as deceptive today as it was before its negotiations with seven world powers even began. Doctor, what is the story? -I thank you for your kindness towards our viewers. The Arak reactor has a large hole which you are seeing. People are standing around it. This hole has calandria tubes leading into it where the fuel passes through. We had purchased similar tubes, but I could not announce it at the time. Only one person in Iran knew about it, and we only reported to the state\u2019s highest senior official [Khamenei]. No one else knew. Since our friends were in negotiations, we knew that the other party would go against their word one day. [Khamenei] had said to be careful and these people do not keep their word. So, we needed to carry out our measures with a certain awareness, meaning in addition to not severing any ties, we also needed to establish paths for a quick return if necessary. There were some tubes, with a diameter of two to three centimeters and three to four meters long. We had purchased the same number of similar tubes. They said fill those tubes with cement. And we did. -Did the IAEA instruct you to do so? -No, during the nuclear negotiations. We said fine, we will pour them with cement. However, we never said we had other tubes because if we did [the P5+1] would say pour them with cement, too. And now we have these tubes. They filled the hole of the reactor with cement using photoshop, and they keep on saying they filled the reactor with cement. This is the photoshopped version of that image.\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">The truth is that it was nothing of the sort and that nothing of the sort can even be expected from Tehran. The rationale for the US withdrawal was correct. The JCPOA was inherently flawed from the start. It placed a great deal of unearned trust in a regime that has been concealing its true nuclear ambitions behind a civilian fa\u00e7ade since the first key details of its military program were revealed by the People\u2019s Mojahedin Organization of Iran <a target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2005\/08\/08\/international\/chronology-of-irans-nuclear-program.html\" rel=\"noopener\">in 2002<\/a>.<\/p>\n<p style=\"text-align: justify\">Those revelations forced the regime to reorganize, reorient, relocate, and then continue its weapons program in a more concealed, camouflaged, and dispersed way, leveraging dual-use technologies and programs to avoid detection.\u00a0This strategy cannot be effectively confronted by mere negotiations, least of all negotiations undertaken in response to Iran\u2019s explicit threats of further illicit expansion to its nuclear activities.<\/p>\n<p style=\"text-align: justify\">This is precisely the situation that the international community faces now, as negotiations over the JCPOA\u2019s restoration remain stalled in Geneva, while the regime\u2019s new presidential administration insists that it will only resume discussions in absence of Western pressure. This is to say, it will only resume negotiations as long as it is clear that there will be no consequences for the provocative advancements the regime has already made. But such negotiations would have even less value than those which resulted in the JCPOA, and the latest developments show their value to have been very slight indeed.<\/p>\n<p style=\"text-align: justify\">Far from removing pressure, the JCPOA\u2019s Western signatories should be prepared to apply far more, even if it means that Tehran walks away from the agreement once and for all.
