Even Germany, which has been trying to restore the nuclear deal, rejected the regime\u2019s demands.\u00a0\u201cIf here new conditions are being set by Iran for talks to be resumed, then we reject that,\u201d a German foreign ministry said on October 4, according to Reuters.<\/p>\n<p style=\"text-align: justify\">On <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/iran-no-punishment-for-iranian-regimes-nuclear-violations-or-for-genocide\/\" rel=\"noopener\">September<\/a> 12, Rafael Grossi, head of the International Atomic Energy Agency (IAEA), struck a deal with the regime allowing the IAEA inspectors to service monitoring equipment. This agreement happened on the eve of a meeting of the IAEA\u2019s Board of governors, which could have resulted in the most serious measures against the regime\u2019s provocative actions.<\/p>\n<p style=\"text-align: justify\">But on September 26, the IAEA reported that the regime did not allow the \u201cagency access to the <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/irans-regime-continues-its-nuclear-deception-in-light-of-intl-communitys-inaction\/\" rel=\"noopener\">TESA Karaj<\/a> centrifuge component manufacturing workshop,\u201d which was \u201ccontrary to the agreed terms of the joint statement issued on September 12.\u201d<\/p>\n<p style=\"text-align: justify\">In other words, when Tehran felt its provocative steps could have serious repercussions for it, it resorted to duplicity. Unfortunately, the U.N. nuclear watchdog and the western powers fell for this tactic, allowing the regime to dodge possible consequences for its actions, yet continue its race toward an atomic bomb.\u00a0The regime had never intended to stop its nuclear program, even when it had signed the famous Iran nuclear deal with world powers in 2015.<\/p>\n<p style=\"text-align: justify\">In 2015, the P5+1 signed a nuclear deal with the Iranian regime, known formally as the Joint Comprehensive Plan of Action (JCPOA). What\u2019s past is prologue; no degree of political or economic incentives will induce behavior change in the regime ruling Iran. As such, investing in any negotiations with Tehran on any significant issue is a fool&#039;s errand. Regardless of one\u2019s views on the JCPOA in 2015, facts on the ground and the geopolitics of the region six years later make that deal untenable. Europe and the US are seeking a broader and stronger deal than the one in 2015, which would address the regime&#039;s terrorism and ballistic missile program. However, Tehran&#039;s mullahs have rejected both points of reference, casting considerable doubt on the seriousness of the talks. Besides, the very act of talking in good faith with the type of state that organizes its power around denial, duplicity, and deceit is a priori futile. Diplomacy and negotiations are vital instruments of statecraft. But by using negotiations to address the regime&#039;s assortment of threats, the Europeans are trying to fit a square peg into a round hole. When Chamberlain negotiated the Munich Agreement, he was blind to the fact that Hitler never intended to honor the deal in the first place, rendering negotiations futile. The distinction between behavior and essence is instructive here. The Europeans seek to persuade Tehran to change its behavior based on the assumption that the pursuit of nuclear weapons is a behavioral anomaly for the regime. Human rights abuses, terrorism, and nuclear weapons are not jouissance or mere predilections that transgress its essence. They are constitutive of the regime&#039;s DNA. The regime&#039;s core vulnerability, which animates its strategic orientations, stems from its historical, political, religious, and social illegitimacy at home. Deprived of a popular base domestically, the regime is sailing too close to the wind. Therefore, it needs a power source other than the will of constituents. Tehran does not abuse human rights, occasionally throw in terrorism, and pursue nuclear weapons for good measure. For it, these are as vital as oxygen. Therefore, even if the regime wanted to, it simply cannot trade in its heart and vital organs during negotiations. So, instead, it uses the opportunity afforded to it to essentially press its own agenda of securing sanctions relief without committing or intending to honor any matter of real import for its interlocutors. The mullahs will retreat only when faced with a truly vexing strategic choice that impacts the regime&#039;s survival, but not when they are given a platform to deceive and outwit. In 2018, the United States pulled out of the JCPOA, citing the regime\u2019s violations of the \u201cspirit\u201d of the deal. The regime quickly began a nuclear <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/irans-nuclear-extortion-sign-of-weakness-or-power-what-is-intl-communitys-responsibility\/\" rel=\"noopener\">extortion<\/a> campaign.<\/p>\n<p style=\"text-align: justify\">Unlike what the JCPOA\u2019s supporters claimed that the deal had been able to curb the regime\u2019s nuclear activities, Tehran quickly breached its commitments under the JCPOA terms. In less than two years, the regime rapidly enriched uranium even higher than 20%. In August 2021, Tehran announced it had started to enrich uranium up to 60% purity. Later the IAEA reported Tehran\u2019s progress in producing uranium metal, solely used to develop nuclear weapons.<\/p>\n<p style=\"text-align: justify\">The regime\u2019s provocative steps underline that it has never stopped its projects to acquire a nuclear bomb, and it has used negotiations to kill time, and regime officials have confirmed this fact.<\/p>\n<p style=\"text-align: justify\">\u201cThey thought that they won the negotiation. But we had a countermeasure, and while we proceeded with the case, they didn\u2019t achieve what they planned for. We did not become trapped in the enrichment deadlock,\u201d said Ali Akbar Salehi, former head of the regime\u2019s Atomic Energy Organization in 2020.<\/p>\n<p style=\"text-align: justify\">\u201cDuring those years, a good portion of time, we wanted to disrupt our adversaries\u2019 assessment. To make this happen, we needed more time. We had to show our capabilities in practice so they could see them. The 20% enrichment couldn\u2019t be done overnight. It required some work. Fordow and Arak [nuclear sites] needed some work. So this required some time to achieve. Therefore, we bought some time. But when they were ready to negotiate a deal, the negotiation process expedited,\u201d said <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/anews\/who-is-who\/who-is-ali-bagheri-kani-irans-deputy-foreign-minister\/\" rel=\"noopener\">Ali Bagheri Kani<\/a>, the current deputy FM and potential negotiator with the world powers, in an interview in 2019.<\/p>\n<p style=\"text-align: justify\">Thus, the recent statement by Khatibzadeh could be described as a part of the regime\u2019s cat and mouse game with world powers and in line with its nuclear extortion. The regime would never abandon its nuclear weapons program, as acquiring it could prolong its medieval rule.<\/p>\n<p style=\"text-align: justify\">After the regime\u2019s <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/in-light-of-past-deceptions-the-west-must-never-consider-irans-nuclear-ultimatum\/\" rel=\"noopener\">repeated<\/a> deceptive steps, the world powers should come to their senses and adopt a firm policy toward the regime. Khatibzadeh\u2019s remarks also show that once world powers merely approach \u201cfirmness\u201d in dealing with the regime, Tehran would be forced to stop its nuclear extortion campaign. Negotiations with the regime are like fitting a square peg into a round hole.
