The regime&#8217;s unambiguous pivot toward greater suppression and terrorism is a function of the conspicuous panic harbored by the mullahs&#8217; Supreme Leader Ali Khamenei and his regime over looming social unrest. As the theocracy&#8217;s historical decay hastens, such upheavals can spell the end for an otherwise milquetoast dictatorship.<\/p>\n<p style=\"text-align: justify\">The most glaring feature of Raisi\u2019s team is the flagrant rise of the most senior former commanders of the Islamic <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/inside-irans-army-of-terror-and-oppression-revolutionary-guards-irgc\/\" rel=\"noopener\">Revolutionary Guard<\/a> Corps (IRGC), the regime\u2019s Praetorian Guard. In psychological terms, this trend can be presented as Exhibit A when it comes to the mullahs\u2019 frightful reflexive retaliation against five rounds of major nationwide uprisings over the past four years alone.<\/p>\n<p style=\"text-align: justify\">Indeed, nothing says the regime is panicking more than the fact that the majority of the 19 installed ministers, almost two-thirds, are IRGC veterans. All key portfolios have been assigned to such individuals, revealing the mullahs&#8217; security-conscious mindset.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">Iran: Raisi\u2019s Cabinet, A Group Of Assassins, Terrorists, And Thieves<br \/>Handpicked from Khamenei\u2019s office, IRGC, Quds Force, Judiciary, and Astan-e Quds conglomerate<a href=\"https:\/\/twitter.com\/hashtag\/Iran?src=hash&amp;ref_src=twsrc%5Etfw\">#Iran<\/a> <a href=\"https:\/\/twitter.com\/hashtag\/ProsecuteRaisiNOW?src=hash&amp;ref_src=twsrc%5Etfw\">#ProsecuteRaisiNOW<\/a> <br \/> <a href=\"https:\/\/t.co\/DYVxfEDI5l\">https:\/\/t.co\/DYVxfEDI5l<\/a><\/p>\n<p>&mdash; NCRI-FAC (@iran_policy) <a href=\"https:\/\/twitter.com\/iran_policy\/status\/1426176965216636933?ref_src=twsrc%5Etfw\">August 13, 2021<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">Among them are: Foreign Minister Hossein Amir-<a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/publications\/special-reports\/who-is-hossein-amir-abdollahian-a-diplomat-or-a-field-agent\/\" rel=\"noopener\">Abdollahian<\/a>, a former long-time aide to the eliminated terrorist <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/publications\/special-reports\/the-iranian-regimes-irgc-quds-force-1980s-present\/\" rel=\"noopener\">Quds Force<\/a> commander Qassem Soleimani; Interior Minister Ahmad <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/who-is-irans-new-interior-minister-ahmad-vahidi\/\" rel=\"noopener\">Vahidi<\/a>, a former commander of the Quds Force; Roads and Housing Minister Rostam <a target=\"_blank\" href=\"https:\/\/english.alarabiya.net\/features\/2019\/04\/15\/Rostam-Ghasemi-The-brigadier-general-of-sanctions-evasion\" rel=\"noopener\">Ghassemi<\/a>, another former Quds Force commander and head of the IRGC\u2019s economic conglomerate; Intelligence Minister <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/terrorism-a-fundamentalism\/who-is-esmail-khatib-irans-minister-of-intelligence-mois\/\" rel=\"noopener\">Esmail Khatib<\/a>, a former IRGC intelligence official; Culture Minister Brig. Gen. <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/iran-election\/irans-elections-2021-who-is-ezzatollah-zarghami\/\" rel=\"noopener\">Ezatollah Zarghami<\/a>, a former senior IRGC commander; and Defense Minister Brig. Gen. Mohammad Reza Ashtiani, another veteran IRGC official. Other IRGC alumni are controlling the Science, Health, Communications, and Justice ministries.<\/p>\n<p style=\"text-align: justify\">But that\u2019s not all. Outside of the ministries, some key cabinet posts are also dominated by ex-IRGC functionaries. For example, Brig. Gen. <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/publications\/special-reports\/iran-who-is-mohsen-rezaei-ebrahim-raisis-vice-president-for-economic-affairs\/\" rel=\"noopener\">Mohsen Rezai<\/a>, former commander-in-chief of the guards, has been tapped as Raisi\u2019s deputy for economic affairs. Another commander, Massoud Mir Kazemi, is the head of the budget management office. The regime\u2019s special envoy for Afghanistan is a former member of the terrorist Quds Force.<\/p>\n<p style=\"text-align: justify\">The seemingly ubiquitous presence of the IRGC goes beyond the cabinet. The Iranian regime uses the revenue it earns from the Astan Quds, all paid out of the pockets of the Iranian people, to fuel its terrorist activities in Iraq, Syria, Yemen, Lebanon\u2026 and to fund the IRGC\u2019s operations to suppress the protests of the Iranian people. Ebrahim Raisi, the caretaker of Astan Quds, is one of the most notorious murderers of the Iranian regime, responsible for the execution of tens of thousands of political prisoners in 1988.\"><\/div><\/div><div class=\"lL\" style=\"max-width:100%;width:853px;margin:5px;\"><\/div><\/p>\n<p style=\"text-align: justify\">All this explains why an unprecedented number of Raisi\u2019s cabinet members, including Raisi himself and at least 12 others, are sanctioned by either the US, the EU, or the UN, or in some cases a combination of all three.\u00a0<a href=\"https:\/\/www.fdd.org\/analysis\/2021\/09\/30\/the-sanctioned-cabinet-of-ebrahim-raisi\/#easy-footnote-bottom-5-122810\">Eight of them<\/a> are on the US sanctions lists due to terrorism, human rights violations, or involvement in Tehran&#8217;s nuclear program. Two of the IRGC veterans, the interior minister Vahidi and deputy of economic affairs Rezai, are also on\u00a0<a href=\"https:\/\/www.fdd.org\/analysis\/2021\/09\/30\/the-sanctioned-cabinet-of-ebrahim-raisi\/#easy-footnote-bottom-19-122810\">Interpol\u2019s<\/a> most-wanted lists for terrorism.<\/p>\n<p style=\"text-align: justify\">The IRGC itself has been\u00a0<a href=\"https:\/\/www.fdd.org\/analysis\/2021\/09\/30\/the-sanctioned-cabinet-of-ebrahim-raisi\/#easy-footnote-bottom-22-122810\">designated<\/a>\u00a0by the United States as a Foreign Terrorist Organization. So, by that measure alone, the regime\u2019s cabinet is completely overtaken by well-known terrorists and international undesirables.<\/p>\n<p style=\"text-align: justify\">The infiltration of a growing number of senior IRGC insiders and security apparatchiks is an unmistakable symptom, a frightened reaction, and a powerful barometer, all at once.<\/p>\n<p style=\"text-align: justify\">It is an unmistakable symptom of the dictatorship&#8217;s inherent inability to cope with a deepening myriad of socio-economic crises; It is a frightening reaction to entrenched social disdain, increasingly surfacing infrequent and ferocious uprisings; And, it is a powerful barometer of the regime&#8217;s rapid rate of decline.<\/p>\n<p style=\"text-align: justify\">The regime\u2019s antagonistic posture should be matched by a firm and resolute policy on the part of Europe and the United States. Otherwise, the theocracy will sense weakness and feel more emboldened to implement its increasingly desperate agenda.<\/p>\n<div class=\"td_block_wrap tdb_single_content tdi_71 td-pb-border-top
