Despite the Iranian regime\u2019s efforts to kill time and pursue its goal of obtaining a nuclear bomb, Western powers continue their weak approach.<\/p>\n<p>While there is no question that preventing Iran\u2019s acquisition of a nuclear weapon must be a top-line priority for all nations, that goal should always be recognized as part of a larger effort to contain the regime\u2019s various malign activities.<\/p>\n<p>The prospect of a nuclear-armed Iran is, of course, a unique threat to global security, but there are other threats emanating from Tehran which are also serious, and much more immediate. The Iranian regime is the world\u2019s leading state sponsor of terrorism, but somehow this fact seems to have been thoroughly overshadowed in recent years, as Western officials have remained myopically focused on establishing and then restoring a nuclear agreement, even to the detriment of all other issues.<\/p>\n<p>This single-mindedness was a key feature of early criticisms of the highly flawed Joint Comprehensive Plan of Action. The U.S. withdrew from the deal, demanding a more comprehensive agreement to address all of Tehran\u2019s malign activities.<\/p>\n<p>Upon returning to the Vienna talks after a five-month delay, Iranian officials started demanding the immediate and comprehensive removal of US sanctions and insisting that points which were allegedly agreed upon in prior sessions can now be renegotiated. This has understandably raises serious questions about the prospect for the <a href=\"https:\/\/www.ncr-iran.org\/en\/news\/nuclear\/iran-is-revival-of-jcpoa-a-lost-cause\/\">JCPOA<\/a> to be restored at all. The partial collapse of the JCPOA could have easily been an opportunity for Western policymakers to wake themselves up to the seriousness of the issues that had previously been overlooked in favor of keeping that deal in place. It should have motivated them to outline strategies that would end the Iranian regime\u2019s destructive activities.<\/p>\n<p>There would be serious consequences for the Iranian people and the entire world whenever a portion of the regime\u2019s malign behaviors are overlooked in favor of addressing only one that is deemed important by a handful of powerful nations.<\/p>\n<p>In 1988, the Iranian regime executed over of 30,000 political prisoners, which was swiftly brought to the international community\u2019s attention but never followed up on. More than 30,000 political prisoners were massacred. The vast majority of the victims were activists of the opposition People\u2019s Mojahedin Organization of Iran (PMOI-MEK). The letter by the Special Rapporteurs, dated September 3, 2020, has only just been made public by the UN. It calls on the Iranian regime to prosecute the perpetrators of the 1988 massacre. It adds that if Tehran continues to refuse to uphold its obligations under international human rights law, the UN experts call on the international community to launch its own investigation into the massacre \u201cincluding through the establishment of an international investigation.\u201d The UN experts wrote: \u201cIn 1988, the Iranian authorities forcibly disappeared and extrajudicially executed thousands of imprisoned political dissidents affiliated with political opposition groups\u201d President-elect of the NCRI called the report \u201ca major and qualitative step in the advancement of the movement for justice for the victims of that massacre.\u201c Mrs. Rajavi noted that the report, which emphasizes the regime\u2019s non-compliance with its \u201cobligations under international human rights law,\u201d including the non-disclosure of the fate and burial place of those executed, heightens the need to refer this dossier on the ongoing crime against humanity to the UN Security Council, and to bring to account the officials and perpetrators of this great crime of the century. This was evident months before the U.S. withdrew from the JCPOA, when Iranian operatives were caught plotting two separate terrorist attacks targeting the Iranian Resistance. Fortunately, the attacks on the Iranian opposition\u2019s compound in Albania and the annual Free Iran gathering near Paris were both thwarted by authorities, but they nonetheless revealed the regime\u2019s willingness to put European and American citizens and lawmakers in danger for the sake of its own aims.<\/p>\n<p>The June 2018 gathering near Paris was attended by hundreds of political dignitaries from throughout the world, and the explosives that were confiscated en route to that event were considered by experts to be capable of killing hundreds of people in the initial blast, plus hundreds more in the aftermath. The information suggests the mullahs\u2019 network of espionage and terrorism is much wider in Europe than it appears. Assadi was arrested in July 2018 after delivering a bomb to a terrorist couple, Nasimeh Na\u2019ami and Amir Saadouni, in Luxembourg and tasking them to plant the bomb in the \u201cFree Iran\u201d gathering of the Iranian opposition in Villepinte, north of Paris, France. Germany\u2019s police arrested Assadi on July 1 before he could enter Austria, where he served as the third secretary of Iran\u2019s embassy. The German authorities found a green notebook in Assadi\u2019s car with important information about the 2018 bombing plot, Assadi\u2019s acts and travels, and the amounts of money he had given to different Iranians. According to the Deutsche Welle Farsi, the German Federal Criminal Court (BKA) is investigating Assadi\u2019s activities on a mission from the German Attorney General. The question is: Has Assadi commanded a large network of people tasked with different missions? The information in his notebook suggests Assadi had 144 visits to Germany. One of Assadi\u2019s notes refers to the Islamic Center of Hamburg. The BKA recognizes this center as one of the regime\u2019s espionage and export of fundamentalism centers. Another issue that caught the attention of the police is that Assadi had several receipts with him, indicating cash payments he made to some people. Recipients\u2019 identities have not yet been determined, since they have used common Iranian names. One of these individuals received 2500 Euros, another 5000 Euros, and another person confirmed the receipt of a laptop. According to Deutsche Welle, the BKA authorities deduce that these payments could be the salaries of the regime\u2019s agents. According to the Belgian prosecutors\u2019 indictment, during the last meeting between Assadi and the couple on June 28, 2018, in Luxembourg, Na\u2019ami received the bomb, a new SIM card, and 180,000 euros. On June 26, 19,000 euros was wired to the couple\u2019s account. Another Assadi\u2019s agent Mehrdad Arefani who was arrested during the bomb plot made 62 cash deposits in 2017 and 2018, with a total of 28,409Euros, into his accounts. In fact, the regime used the European Union\u2019s inaction to create and lead a large network of spies and terrorists across Europe. The 2018 foiled bomb plot is only the tip of the iceberg of the Iranian regime\u2019s network in Europe. Now the key questions are: Who are those agents mentioned in Assadi\u2019s notebook? Which diplomat has Mohammad Javad Zarif appointed to run the network instead of Asadi? As long as the regime has its embassies and so-called cultural centers remain open, and its officials can travel to Europe, the regime will maintain its network of terrorism and espionage in Europe. EU leaders should expel the regime\u2019s agents, close its embassies and the so-called cultural centers, and ban the entry of all Iranian officials to Europe for their role in terrorism. However, no real accountability has ever been demanded of the Iranian regime itself, though it was certainly well aware of the terror plot and its implications. This inaction has been reinforced, at least in part, by Western powers\u2019 concerns about offending the regime and risking its withdrawal from the negotiating process.<\/p>\n<p>Now, all that those powers must show for their wariness is a collection of defiant regime\u2019s proclamations and a terrorist network that remains intact across Europe. Looking back on the process that led to the current round of Vienna talks, one cannot help but wonder what the current situation would look like if the US and its allies had instead coordinated a multilateral version of \u201cmaximum pressure.\u201d<\/p>\n<p>Where the nuclear issue is concerned, the outcome of that strategy would realistically be much better than what we are now observing.
