The Iranian regime\u2019s president Ebrahim Raisi presented the draft of his government\u2019s budget for the upcoming Persian Year of 1401. Raisi claims that this budget would result in a %8 economic growth. Many of the regime\u2019s own experts acknowledge this budget increases poverty.<\/p>\n

According to Iran\u2019s state media, as reported by Reuters<\/a>, the nominal balance budget is 15,052 trillion rials, equivalent to $50.2 billion at the free-market exchange rate ($1=300,000 rials at the free market rate). The Iranian regime budget bill for 1401 includes an unprecedented military budget growth. Yet, people\u2019s economic grievances are not addressed in this bill. Meanwhile, \u201cAccording to data from the Ministry of Cooperatives, Labour, and Social Welfare in 2019, about 26 million Iranians were below the poverty line, which was predicted to increase to 30 million in 2021. In other words, 4 million people have fallen below the absolute poverty line in one year.\u201d (state-run Setar-e Sobh daily, December 12, 2021).<\/p>\n

Overview of Iran\u2019s Budget System<\/h2>\n

The government budget consists of two parts. The first part is called the General Government Budget, which includes government expenditures, departments, salaries, and development budgets.<\/p>\n

The second part deals with the so-called non-governmental companies and the foundations of the regime, including the Revolutionary Guards (IRGC), the military, and their affiliates. The Khatam al-Anbiya Headquarters and foundations under the regime Supreme Leader\u2019s control are among also receive budget which is double the size of General Government Budget. These foundations and companies control billions of dollars, and this money is only used by the regime for domestic oppression or export of terrorism. These foundations are exempt from paying taxes and they do not audit any authority about their income and expenses.<\/p>\n

\u201cThese companies that receive 20,000 trillion rials of budget, which is more than the country\u2019s general budget, are on their own path and do as they like. They do not care about the laws we pass here,\u201d Mohammad Bagher Ghalibaf, the regime\u2019s parliament speaker acknowledged on December 14.<\/p>\n

Who Would Benefit From 2022-2023 budget?<\/h3>\n

The lion\u2019s share of Iran\u2019s 2022-2023 budget goes to the regime\u2019s military apparatus, such as the Revolutionary Guards (IRGC), Army, and Basij militia. Institutions under regime Supreme Leader Ali Khamenei\u2019s control. These institutions include the regime\u2019s state TV.<\/p>\n

The 2022-2023 budget will at least allocate $5 billion worth of crude oil to boost the regime\u2019s so-called \u201cdefense capacities and strategic research,\u201d up from $4 billion the previous year.<\/p>\n

According to the state-run Vatan-e Emrooz daily on December 13, \u201cIn the budget bill, crude oil will be transferred to the armed forces as a source of revenue (from the General Government Budget) in next year\u2019s budget bill, 4.5 billion euros will be allocated to strengthen the defense through the transfer of crude oil.\u201d<\/p>\n

According to Vatan-e Emrooz, \u201cThe share of Disciplinary Force of the Islamic Republic [from $5 billion] is 205, the Ministry of Defense 629, and the army 679 million euros.\u201d<\/p>\n

\u201cThe allocation of 140 million Euros to strengthen the Air Force, 208 million Euros for the Air Defense Force of the Islamic Republic, 35 million Euros for the Army of the Islamic Republic of Iran, 36 million Euros for the Air Force, and 147 million Euros for the Navy of the Islamic Republic of Iran, are notable in the budget bill,\u201d Vatan-e Emrooz adds. \u201cFinally, the General Staff of the Armed Forces with 256 million Euros and the Khatam base with 4.6 million Euros can be financed from the crude oil transfer.\u201d<\/p>\n

According to Vatan-e Ermooz, the IRGC will receive \u201c959 million euros.\u201d<\/p>\n

Besides giving crude oil to its military forces, the regime will also allocate a separate budget to them.<\/p>\n
