It is the 68th resolution of its kind, and it comes at a time when many of the relevant issues are escalating as a result of the clerical regime\u2019s growing insecurity and its effort to compensate by consolidating power and closing ranks.<\/p>\n<p>In June, <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/who-is-ebrahim-raisi-ncr-iran\/\" rel=\"noopener\">Ebrahim Raisi<\/a> was confirmed as the regime\u2019s new president by Supreme Leader <a target=\"_blank\" href=\"https:\/\/english.mojahedin.org\/article\/who-is-ali-khamenei-the-supreme-leader-of-irans-regime\/\" rel=\"noopener\">Ali Khamenei<\/a>. Raisi had previously served for more than two years as judiciary chief, also based on Khamenei\u2019s appointment. During that time, he oversaw key aspects of a crackdown on dissent sparked by nationwide protests in November 2019. He went to school for six years then entered the Mashhad Religious School. At the age of 15, he went to Qom, continuing his studies in the Haghani School alongside other known regime criminals such as Ali Fallahian, Ruhollah Hosseinian, Mostafa Pour Mohammadi, and Hossein Ali Nayeri. He was 18 during the 1979 revolution and had no political experience. At the age of 19, he was officially selected to supervise the interrogation and torture of prisoners in Karaj, west of Tehran. He was appointed as public prosecutor of Karaj and Hamedan at the age of 20. He went on to become the deputy public prosecutor in Tehran, and in 1988 he was an active member of the \u201cDeaths Commission,\u201d overseeing the massacre of political prisoners in Evin and Gohardasht prisons. And this is Ebrahim Raisi\u2019s reward: a poorly educated mullah who reached the realms of power by massacring political prisoners. Public prosecutor of Tehran for five years. Head of the country\u2019s Inspections Office for ten years. General Prosecutor for two years. Deputy judiciary chief for ten years. Head of the Astan Quds Razavi foundation, meaning Iran\u2019s largest economic entity. And finally, head of the regime\u2019s judiciary. This ruthless criminal was Khamenei\u2019s candidate in the 2017 presidential election. However, he lost due to the revelations made by the Iranian opposition National Council of Resistance of Iran. This criminal mullah has entered the 2021 presidential election to relieve Khamenei of the many crises engulfing his regime. However, this time around he will once again be condemned by the people and his victims\u2019 families. Although that resolution makes little reference to Raisi\u2019s role in the accelerating abuse of the death penalty, the Iranian Resistance has tracked the statistics that show how the human rights situation has deteriorated since Raisi took office.<\/p>\n<p>A day before the UN resolution was adopted, the Iranian Resistance reported that at least 31 prisoners had been executed since the start of the Iranian calendar month on November 22. What\u2019s more, at least six prisoners were executed just ahead of that report\u2019s publication, on December 15 alone. Prior reports from the likes of Iran Human Rights Monitor indicated that the average number of monthly executions had sharply ticked up following Raisi\u2019s appointment to the presidency. In the five months prior to that development, the average was approximately 26.6, and in the five ensuing months it was estimated at 35.6.<\/p>\n<p>The available execution figures are only estimates and that the true number of executions is likely higher. This is to say that the regime\u2019s judiciary has a long history of carrying out capital sentences without formally acknowledging them. Annual estimates therefore depend upon the work of multiple activist networks and resident of Iranian prison facilities, who are naturally limited in their ability to develop a comprehensive picture of the regime\u2019s conduct toward prisoners.<\/p>\n<p>Fortunately for them, the tools available to activist networks have expanded in recent years, and this has helped to bring greater international attention to certain issues. This trend was apparent from the UN resolution, which made reference to \u201cappalling acts committed by prison guards at Evin Prison\u201d \u2013 acts that were made visible by the release of surveillance footage from the prison which had been obtained by hackers.<\/p>\n<p>Sadly, Western policymakers have been reinforcing Tehran\u2019s impunity in matters of human rights and other malign activities, by failing to exert appropriate pressure on the regime.<\/p>\n<p>The UN resolution, underlined this impunity and highlighted \u201cthe importance of credible, independent and impartial investigations in response to all cases of serious human rights violations\u2026including enforced disappearances, extrajudicial executions, and destruction of evidence in relation to such violations.\u201d<\/p>\n<p>The resolution\u2019s adoption comes approximately one year after <a target=\"_blank\" href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwi4iMWZ4O_0AhUfhP0HHaxoA9kQFnoECAYQAQ&amp;url=https%3A%2F%2Fwww.ncr-iran.org%2Fen%2Fnews%2Fhuman-rights%2Fsignificance-of-un-experts-letter-on-1988-massacre-victory-for-justice-seeking-movement%2F&amp;usg=AOvVaw3AT4XKu3tN-hZZaXmXijKX\" rel=\"noopener\">seven UN human rights experts<\/a> published an open letter to Iranian authorities in which they urged transparency and accountability with respect to the regime\u2019s single worst crime against humanity, the massacre of 30,000 political prisoners during the <a target=\"_blank\" href=\"https:\/\/www.google.com\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwi4iMWZ4O_0AhUfhP0HHaxoA9kQFnoECAYQAQ&amp;url=https%3A%2F%2Fwww.ncr-iran.org%2Fen%2Fnews%2Fhuman-rights%2Fsignificance-of-un-experts-letter-on-1988-massacre-victory-for-justice-seeking-movement%2F&amp;usg=AOvVaw3AT4XKu3tN-hZZaXmXijKX\" rel=\"noopener\">summer of 1988<\/a>. It adds that if Tehran continues to refuse to uphold its obligations under international human rights law, the UN experts call on the international community to launch its own investigation into the massacre \u201cincluding through the establishment of an international investigation.\u201d The UN experts wrote: \u201cIn 1988, the Iranian authorities forcibly disappeared and extrajudicially executed thousands of imprisoned political dissidents affiliated with political opposition groups\u201d President-elect of the NCRI called the report \u201ca major and qualitative step in the advancement of the movement for justice for the victims of that massacre.\u201c Mrs. Rajavi noted that the report, which emphasizes the regime\u2019s non-compliance with its \u201cobligations under international human rights law,\u201d including the non-disclosure of the fate and burial place of those executed, heightens the need to refer this dossier on the ongoing crime against humanity to the UN Security Council, and to bring to account the officials and perpetrators of this great crime of the century. This massacre was implemented following a fatwa by the regime\u2019s then-Supreme Leader, Ruhollah Khomeini. In just 231 words, Khomeini decided the fate of over 30,000 Iranian youth. The victims of this fatwa were the members and supporters of the Mujahedin-e Khalq or MEK, who Khomeini described as \u201cMonafeqin.\u201d In his fatwa, Khomeini orders the execution of all the MEK members in prisons who persisted in their beliefs. As the treacherous Monafeqin do not believe in Islam and what they say is out of deception and hypocrisy, and as their leaders have confessed that they have become renegades, and as they are waging war on God, and as they are engaging in classical warfare in the western, the northern and the southern fronts, and as they are collaborating with the Baathist Party of Iraq and spying for Saddam against our Muslim nation, and as they are tied to the World Arrogance, and in light of their cowardly blows to the Islamic Republic since its inception, it is decreed that those who are in prisons throughout the country and remain steadfast in their support for the Monafeqin [Mojahedin], are waging war on God and are condemned to execution. Khomeini\u2019s cruelty is evident in his fatwa. It is naive to show mercy to those who wage war on God. The decisive way in which Islam treats the enemies of God is among the unquestionable tenets of the Islamic regime. I hope that with your revolutionary rage and vengeance toward the enemies of Islam, you would achieve the satisfaction of the Almighty God. This decree was so unprecedented that the head of the Judicial Council, Abdulkarim Mousavi Ardebili, sought clarification asking whether this decree apply to only those who have been in prison, who have already been tried and sentenced to death or those prisoners who have received limited jail terms and have already served part of their sentences but continue to hold fast to their stance in support of the MEK? Khomeini\u2019s answer is short but explicit and inhumane: \u201cIn all the above cases, if the person at any stage or at any time maintains him [or her] support for the Monafeqin [MEK], the sentence is execution. Annihilate the enemies of Islam immediately. As for the cases cited, use whichever criterion that speeds up the implementation of the verdict.\u201d Following this decree, the Death Commissions were formed across Iran. They only asked one question: Do you still support the MEK Or not. Those who said yes were sent to the gallows. More than 30,000 of Iran\u2019s most valuable youth were massacred after advocating for freedom In Iran. The perpetrators of this massacre hold the highest positions in the regime. The regime\u2019s new president, Ebrahim Raisi, and the Judiciary Chief, Gholamhossain Mohseni Ejei, are among those officials. Raisi was one of the key members of Tehran\u2019s Death Commission. These criminals should be held to account. His leading role in the 1988 massacre has also been fueling calls for his prosecution at the International Criminal Court, or at any other court that invokes the principle of universal jurisdiction over serious violations of international law.<\/p>\n<p>That principle is currently allowing for the prosecution of former Iranian prison official <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/hamid-noury-trial-a-sadistic-torturer-or-a-caring-guard\/\" rel=\"noopener\">Hamid Noury<\/a>, by Swedish authorities. Noury stands accused of war crimes and mass murder on account of his own role in the 1988 massacre, and his trial is expected to conclude in April following testimony from dozens of former political prisoners. He is presently the only Iranian official to face legal consequences over the massacre, but his conviction will be a precursor to broader accountability.<\/p>\n<p>\u201cWhile this resolution reflects only a small portion of the crimes of the ruling religious fascism in Iran, it, nevertheless, proves that this regime has always been the leading human rights violator in the world,\u201d said Mrs. Maryam Rajavi, the Iranian Resistance\u2019s president-elect.<\/p>\n<p>She continued: \u201cThe dossier on four decades of crimes against humanity and genocide committed by this regime, especially the 1988 massacre\u2026 and the massacre of 1,500 demonstrators in 2019, must be referred to the UN Security Council, and the leaders of this regime, and above all, Ali Khamenei, Ebrahim Raisi, and the Judiciary Chief, Gholam Hossein Mohseni Eje\u2019I, must be prosecuted in an International Court.
