Some of the massacre survivors and victims\u2019 families attended this rally at Place des Nations in front of the UN\u2019s European headquarters.<\/p>\n<blockquote class=\"twitter-tweet\" data-width=\"550\" data-dnt=\"true\">\n<p lang=\"en\" dir=\"ltr\">JVMI will join virtual conference today (Day 1 of <a href=\"https:\/\/twitter.com\/hashtag\/HRC49?src=hash&amp;ref_src=twsrc%5Etfw\">#HRC49<\/a>) urging <a href=\"https:\/\/twitter.com\/UNHumanRights?ref_src=twsrc%5Etfw\">@UNHumanRights<\/a> chief <a href=\"https:\/\/twitter.com\/mbachelet?ref_src=twsrc%5Etfw\">@mbachelet<\/a> to establish an inquiry into the <a href=\"https:\/\/twitter.com\/hashtag\/1988Massacre?src=hash&amp;ref_src=twsrc%5Etfw\">#1988Massacre<\/a> in Iran following Special Rapporteur <a href=\"https:\/\/twitter.com\/JavaidRehman?ref_src=twsrc%5Etfw\">@JavaidRehman<\/a>&#39;s call on <a href=\"https:\/\/twitter.com\/UN_HRC?ref_src=twsrc%5Etfw\">@UN_HRC<\/a> to support &quot;accountability&quot; for this crime.<a href=\"https:\/\/t.co\/TM4EGbcsDp\">https:\/\/t.co\/TM4EGbcsDp<\/a><\/p>\n<p>&mdash; JVMI (@jvmifoundation) <a href=\"https:\/\/twitter.com\/jvmifoundation\/status\/1498174249319682048?ref_src=twsrc%5Etfw\">February 28, 2022<\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p style=\"text-align: justify\">The conference comes weeks after<a target=\"_blank\" href=\"https:\/\/iran1988.org\/hundreds-of-current-and-former-un-officials-and-globally-acclaimed-jurists-urge-un-to-immediately-establish-an-investigation-into-irans-1988-massacre-which-is-believed-to-amount-to-c\/\" rel=\"noopener\"> a historic open letter by some 470<\/a> prominent former UN judges and special rapporteurs to the Council and Michelle Bachelet, the UN High Commissioner for Human Rights, calling for an investigation into the 1988 genocide, mainly the role of the Iranian regime\u2019s current president Ebrahim Raisi.<\/p>\n<p style=\"text-align: justify\">Raisi served as a member of Tehran\u2019s<a target=\"_blank\" href=\"https:\/\/www.opendemocracy.net\/en\/north-africa-west-asia\/irans-leaders-are-responsible-for-executing-30000-political-prisoners\/\" rel=\"noopener\"> \u201cDeath Commission.\u201d<\/a> Formed following a <a target=\"_blank\" href=\"https:\/\/iran1988.org\/khomeini-decrees-execution-of-steadfast-monafeqin-mojahedin-in-prisons\/\" rel=\"noopener\">fatwa<\/a> by the regime\u2019s then-Supreme Leader Ruhollah Khomeini, the \u201cDeath Commissions\u201d were tasked to identify supporters of <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/pmoi-mek\/\" rel=\"noopener\">Mujahedin-e Khalq (MEK)<\/a> and send them to the gallows.<\/p>\n<p style=\"text-align: justify\">Monday\u2019s conference and its participants also discussed the deteriorating human rights situation, with particular reference to the dramatic increase in executions, including those of women and juvenile offenders, during Raisi\u2019s presidency, as well as the reactions of the international community.<\/p>\n<p style=\"text-align: justify\">\u201cThe 1988 massacre was a premeditated crime,\u201d Tahar Boumedra, the former Director of the Human Rights Office of the UN Assistance Mission in Iraq, told the conference, referring to Khomeini\u2019s fatwa in 1988. \u201cThat fatwa was a death penalty for all the opposition and the MEK,\u201d Boumedra underlined, adding that the fatwa was intended to \u201cexterminate all those prisoners,\u201d who refused to surrender, and adding that therefore this crime against humanity could be described as a \u201cgenocide\u201d as it targeted the MEK supporters who believed in a different interpretation of Islam. Mr. Boumedra quoted Geoffrey Robertson QC, who referred to the 1988 killings as a crime of genocide, underscoring that the International Criminal Court can and must address the 1988 massacre.<\/p>\n<p style=\"text-align: justify\">The next speaker was Prof. Annalisa Ciampi, Ad hoc Judge of the European Court of Human Rights and former UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly and Association. Prof. Ciampi called for investigation and accountability about what happened in 1988 and other crimes against humanity, such as the cold-blooded killing of protesters in 2019. \u201cThe UN cannot shirk its responsibility,\u201d Prof. Ciampi added.<\/p>\n<p style=\"text-align: justify\">Herve Saulignac, the Vice president of the French Parliamentary Group for a Free Iranreferred to Ebrahim Raisi\u2019s presidency and condemned the systematic impunity in Iran, emphasizing that \u201cthis impunity cannot persist more than this.\u201d<\/p>\n<p style=\"text-align: justify\">\u201cThe 1988 massacre and the killings in 2019 are crimes against humanity. This genocide calls for an international investigation. It is urgent to act as we know the Iranian regime is destroying evidence,\u201d he added. \u201cFrance must hold the Iranian regime accountable for committing a crime against humanity in the 1988 massacre of political prisoners. Silence is not the answer,\u201d Mr. Saulignac emphasized.<\/p>\n<p style=\"text-align: justify\">\u201cThere are two certainties regarding the 1988 massacre: first, a crime against humanity has been committed. Second, the international community has not stepped up to its standards and due process of law,\u201d said Prof. Sir Geoffrey Nice QC, Lead prosecutor at the trial of Slobodan Milo\u0161evi\u0107 in The Hague.<\/p>\n<p style=\"text-align: justify\">The next speaker of Monday\u2019s event was Hamid Sabi, an Iranian lawyer who organized the Iran Tribunal. \u201c43 years of impunity enjoyed by the regime must end. The 1988 massacre was a grave case of crime against humanity,\u201d he said, adding that Tehran continued its human rights violations and crimes, such as killing thousands of innocent protesters during the November 2019 uprising, because of the world community\u2019s silence. He also underlined that enforced disappearances are a concern for the world. Families must be informed, and it is their right to know. Article 84 states that enforced disappearances are a permanent problem in Iran.<\/p>\n<p style=\"text-align: justify\">The UN has been slow in dealing with the 1988 massacre of perhaps 30,000 political prisoners. HRC must change that. Justice must be done, Prof. Jeremy Sarkin, former Chair-Rapporteur of the UN Working Group on Enforced or Involuntary Disappearances (WGEID), addressed the conference next.<\/p>\n<p style=\"text-align: justify\">\u201cI have deep sympathy for the families of the victims of the 1988 massacre. Justice must prevail in the name of universal morality,\u201d Prof. Valeriu M. Ciuca said next, protesting the international community\u2019s inaction to hold the Iranian regime accountable for its human rights violations.<\/p>\n<p style=\"text-align: justify\">Gilbert Mitterrand, president of France Libert\u00e9s, was also among the event\u2019s speakers, which was co-organized by France Libert\u00e9s. \u201cThe UN must bring to justice the leaders of the Iranian regime. Time is of the essence,\u201d he said, calling out the international community\u2019s inaction vis-\u00e0-vis the 1988 genocide and the ongoing human rights violations in Iran. He also emphasized, \u201cIt has taken many years to bring justice to the 1988 massacre because governments failed to do their job. We are far from the objectives of the UN! The voice of democracy is a weapon, and we must use it.\u201d<\/p>\n<p style=\"text-align: justify\">Referring to the high number of executions, Mr. Mitterrand added that \u201cthere is no justice in Iran.\u201d<\/p>\n<p style=\"text-align: justify\">When it comes to women, the situation is even worse. The deplorable condition of Iranian women was highlighted by Sarah Noury, a member of the Paris Bar Association, who spoke next. \u201cThe Iranian regime&#8217;s laws are misogynist and directly affecting Iranian women and girls. Under the ruling theocracy, women will have no protection.\u201d<\/p>\n<p style=\"text-align: justify\">The next panelist was Prof Eric David, a renowned Prof. of international criminal law. He also joined his colleagues in calling for holding the Iranian regime\u2019s leaders accountable for their crimes against humanity. \u201cThe current human rights situation in Iran is a crime against humanity. The Iranian regime leaders must be held accountable for countless human rights abuses,\u201d Prof. David stressed.<\/p>\n<p style=\"text-align: justify\">One of the methods to hold Iran\u2019s ruling theocracy to account is by applying the Universal Jurisdiction, as in the case of <a target=\"_blank\" href=\"https:\/\/www.ncr-iran.org\/en\/news\/hamid-noury-trial-a-sadistic-torturer-or-a-caring-guard\/\" rel=\"noopener\">Hamid Noury<\/a>, an ex-prison official. He was arrested in Sweden in 2019 and is on trial due to his role in the 1988 genocide.<\/p>\n<p style=\"text-align: justify\">This solution was endorsed by many speakers, including Prof. Alfred-Maurice de Zayas, a former UN Independent Expert on the promotion of a democratic, equitable international order. \u201cJustice must be rendered in all its aspects, especially for the families of the victims. Everyone has the right to know the truth about the 1988 massacre, and all victims should be included in the investigation. Universal Jurisdiction must be applied to prosecute Raisi for his role in the 1988 massacre,\u201d he said.<\/p>\n<p style=\"text-align: justify\">Monday\u2019s conference and its panelists once again highlighted the international community\u2019s obligations to hold Iran\u2019s genocidal regime to account for its crimes against humanity.
